Coulson Aviation Fireliner wins USDA Forest Service contract

Coulson Aviation U.S.A. has been awarded a multi-year contract with the USDA Forest Service for next generation large air tanker services throughout the United States. The contract beginning in 2020 will see the first Boeing 737, Tanker 137 in operation.

Coulson Aviation is the first in the world to modify Boeing 737s into Fireliners which utilize a new advanced delivery system specifically designed for this application, the RADS-XXL/2. To convert a 737 into a Fireliner takes over 43,000-man hours and includes the RADS-XXL/2 installation, avionics upgrades, full strip and re-paint, new interior, and 72 refurbished passenger seats. Once complete, the Fireliner is differentiated from all other next generation large airtankers by its ability to transport firefighters without re-configuration and to fly at maximum speeds and altitudes with a load of retardant and no restrictions.

    Saab offers Gripen technology transfer to Indian partner Bengaluru, Oct 17 (IANS) Swedish aerospace major Saab on Thursday offered technology transfer to its Indian partner for making its fighter Gripen if it wins the Indian Air Force (IAF) order to supply 114 jets. "We will transfer technology to our Indian partner for making Gripen in India if we win the IAF order," Saab India Technologies Managing Director Ola Rignell told reporters here. Technology transfer will also enable Saab to make India its production base for exporting aerospace components to countries where it has operations or customers, he said. Saab is in fray for the multi-billion-dollar global tender to make in India 110 advanced medium multi-role combat aircraft (MMRCA) with five other global aerospace majors Dassault (Rafale), Eurofighter (Typhoon), Boeing (F-18A), Lockheed Martin (F-21) and Russian Aircraft Corporation (MiG-35). The decision to make 114 fighters indigenously was taken after India cancelled the global tender for supply 126 MMRCA in July 2015 and opted in 2016 to buy 36 Rafales from the French Dassault Aviation, which won the contract for an estimated $8.4 billion (Rs 59,000 crore) from the previous NDA government. The tender, floated in April 2018, mandates the bidder to accept an Indian partner chosen by the Indian government. "It is the Indian government''s prerogative to choose the strategic partner for making the fighters in India with the winner of the bid," Rignell said. All the six firms submitted their bids in July 2018, responding to the government''s Request for Proposal (RFP) after Request for Information (RFI) in 2017. Saab, however, decided to set up its India base in Bengaluru, which is also the country''s aerospace hub with the presence of the state-run defence major HAL and aircraft design and development organisations like ADA. "We want Bengaluru to be the base to make Gripen for the IAF as the city has talent as well as resources," Rignell said.     COVID-19 dampens European exercise, but US Army chief says all is not lost

    By: Jen Judson WASHINGTON — The new coronavirus pandemic may have dampened the U.S. Army's major division-level exercise in Europe, but the service's chief told Defense News in a March 18 interview that important lessons have already been learned. Defender Europe was slated to be the third-largest military exercise on the continent since the Cold War and was meant to test the Army's ability to deliver a force from forts to ports in the United States and onward to ports in Europe, and from there to operational areas throughout Europe from Germany to Poland to the Baltic states and other Eastern European nations, Nordic countries and even Georgia. The Army began to move troops and equipment into Europe beginning in January, with the meat of the exercise occurring in April and May this year. But as COVID-19 has spread across the globe, with Europe designated as the newest epicenter of the virus, the Army decided last week that it would scale back Defender Europe, according to a statement from U.S. Army Europe. “We have modified exercise Defender Europe 20 in size and scope,” a March 16 statement read. “As of March 13, all movement of personnel and equipment from the United States to Europe has ceased. The health, safety and readiness of our military, civilians and family members is our primary concern.” The Army decided to cancel linked exercises that would have been a part of Defender Europe, which already happen on a regular basis in Europe, to include Dynamic Front, the Army Joint Warfighting Assessment, Saber Strike and Swift Response. The service said it anticipates the armored brigade combat team already deployed to Europe will conduct gunnery and other combined training events with allies and partners as part of a modified exercise, and that forces already deployed to Europe for other “linked exercises” would come back to the U.S. Also last week, U.S. Army Europe announced that its commander, Lt. Gen. Christopher Cavoli, and his staff were exposed to COVID-19 at a land force commanders conference in Wiesbaden, Germany, on March 6. Out of an abundance of caution, the service decided to quarantine those exposed. According to an Army spokesperson, the quarantine has no effect on operations, and the general and his staff continue to carry out duties from an isolated location. Much was riding on Defender Europe when it comes to teaching the Army where it stands in terms of its ability to rapidly deploy a combat-credible force to Europe to support NATO and the U.S. National Defense Strategy. The exercise was also going to help the Army get more clarity on its Multi-Domain Operations concept as it morphs into official doctrine. The service had also hoped to assess through the exercise whether its pre-positioned stock in Europe had the right equipment and was in the right place. The Army made the difficult decision last week to reduce the size and scope of the exercise to “protect our troops,” Army Chief of Staff Gen. James McConville said. The service had already deployed roughly 6,000 soldiers and 3,000 pieces of equipment from the U.S. beginning in January in support of the Defender Europe exercise, McConville said, and also deployed a brigade combat team and a division-sized headquarters. The Army also has moved about 9,000 vehicles and pieces of equipment from Army pre-positioned stocks in Europe for the exercise, he noted. “One of the big objectives of this exercise was what we call strategic readiness,” McConville said, “the ability to dynamically employ our forces from the United States, and we were able to demonstrate most of those capabilities. We were able to get our forces over there, we have a draw from the pre-positioned stocks and we're still able to train with our allies and partners, although at much less capability.” Those units that won't be able to train through some of the linked exercises in Europe are already “tactically ready” and could maintain readiness through home station training, McConville added. Lessons learned will directly feed into how the Army crafts its future doctrine and help validate that the service is ready to execute what is laid out in the National Defense Strategy. But the other thing the Army has learned from the spread of COVID-19 and its effects on the exercise is that the service is agile, McConville stressed. “We had to adapt the plan, we were re-missioning some units during the actual deployments; some units may go other places, and that's why this was a very good exercise for us,” he added. For those deployed for the exercise, McConville said that the Army has put in place a rigorous screening process for troops returning home when the exercise is complete, where they will be screened for infection before coming back and then screened again upon return to installations and posts, then quarantined as necessary. While the Army has exercised strategic readiness, testing the ability to move seamlessly from country to country throughout the modified exercise may not get a full shake due to how European countries may choose to handle the pandemic. Border crossing was a challenge in past years. For now, there are too many uncertainties to know whether border crossing and mobility across countries will pose a problem or a challenge for the Army, according to McConville. “Italy was a little ahead of us” in coping with the spread of the virus,” McConville said, “but Europe is probably right along the same lines where we are right now, where leaders are taking a hard look at how they want to try to contain this.” Meanwhile in the Pacific region, where COVID-19 originated and where many countries have been hard hit, the Army was able to complete a recent exercise — Cobra Gold in Thailand, McConville said. The service continues to conduct risk assessment for each upcoming exercise in the theater. The Army is also likely to stick to its plan to focus more largely on a division-sized exercise in the Pacific in 2021 and hold a smaller version of Defender Europe, rather than ramp up the European exercise back up to the intended size for 2020, McConville said.     US considers new ways to detect and track enemy missiles

    By: Robert Burns, The Associated Press WASHINGTON — The Trump administration is considering ways to expand U.S. homeland and overseas defenses against a potential missile attack, possibly adding a layer of satellites in space to detect and track hostile targets. Details on how far the administration intends to press this in a largely supportive Congress are expected to be revealed when the Pentagon releases results of a missile defense review as early as Thursday. The release was postponed last year for unexplained reasons, though it came as President Donald Trump was trying to persuade North Korea to give up its nuclear weapons. A review might have complicated the talks. The Trump approach is expected to include emphasis on stopping missiles either before they are launched or in the first few minutes of flight when their booster engines are still burning. Congress already has directed the Pentagon to push harder on this "boost-phase" approach, which might include the use of drones armed with lasers. Any expansion of the scope and cost of missile defenses would compete with other defense priorities, including the billions of extra dollars the Trump administration has committed to spending on a new generation of nuclear weapons. An expansion also would have important implications for American diplomacy, given longstanding Russian hostility to even the most rudimentary U.S. missile defenses and China's worry that longer-range U.S. missile defenses in Asia could undermine Chinese national security. Senior administration officials have signaled their interest in developing and deploying more effective means of detecting and tracking missiles with a constellation of satellites in space that can, for example, use advanced sensors to follow the full path of a hostile missile so that an anti-missile weapon can be directed into its flight path. Space-based sensor networks would allow the U.S. to deal with more sophisticated threats such as hypersonic missiles. "I think that makes a lot of sense," said Frank Rose, a former Pentagon and State Department official and now a senior fellow for security and strategy at the Brookings Institution. "This could make a real improvement in our missile defense capabilities." Current U.S. missile defense weapons are based on land and aboard ships. Republican presidents starting with Ronald Reagan, who proposed a "Star Wars" system of anti-missile weapons in space, have been more enthusiastic about missile defense than Democrats. In recent years, however, both parties have argued that better defenses are needed, if only against emerging nuclear powers such as North Korea. Trump's detailed views on this are not well-known. The national security strategy he unveiled in December 2017 called "enhanced" missile defense a priority, but it also said it was not intended to disrupt strategic relationships with Russia or China, whose missile arsenals the U.S. sees as the greatest potential threat. John Rood, the undersecretary of defense for policy, said last year that a space-based layer of missile-tracking sensors would not mark a big shift in American policy or as a security threat to others like Russia or China. "It watches, it detects what others are doing. I don't regard it as a provocative act to observe the missile flights of missiles that are potentially threatening to the United States," Rood said in September. "I don't think having a sensor capability is a sea change for the United States," he added, without stating directly that the Trump administration will pursue this. Such a system is different than the more provocative idea of putting missile interceptors aboard satellites in space, which is not expected to be part of the Trump strategy. Congress has ordered the Pentagon to study it and some senior Pentagon officials have said recently that space-based interceptors are feasible and affordable. However, Rood in September strongly suggested that that Pentagon is not ready to move ahead with that. "Those are bridges yet to be crossed, some time away," he said.
