    Asia-Pacific militaries bet on unmanned systems to meet regional challenges

    By: Mike Yeo MELBOURNE, Australia — Asia-Pacific nations are embracing the use of unmanned solutions for maritime missions, with several nations bordering the Pacific Ocean and with extensive littorals either operating or planning to acquire unmanned systems for use in the domain. The countries' reasons for doing so vary, from a desire to monitor the activities of China's increasingly powerful and assertive Navy to watching for pirates or transnational criminals. And the platforms chosen range from Australia's Northrop Grumman MQ-4C Triton ― a high-altitude, long-endurance UAV ― to the more modest Insitu ScanEagle, which the U.S. government has donated to a number of Southeast Asian nations. Taiwan watches China In early November the Trump administration approved four separate arms sales requests from Taiwan, including one for four General Atomics MQ-9B “weapons-ready” unmanned aircraft, for an estimated value of $600 million. The package also includes the Raytheon SeaVue maritime multirole patrol radars, suggesting Taiwan will acquire the SeaGuardian variant of the MQ-9B. The package also includes two mobile ground control stations, 14 embedded inertial navigation/global positioning systems, and Wescam MX-20 multispectral targeting systems. No weapons were included in the package, although the SeaGuardian can carry laser-guided bombs and Hellfire air-to-ground missiles. The drone's manufacturer, General Atomics, has displayed artwork showing the aircraft carrying sonobuoy dispensers and lightweight torpedoes. The U.S. Defense Security and Cooperation Agency, in announcing the potential deal, said the “proposed sale will improve the recipient's capability to meet current and future threats by providing timely Intelligence, Surveillance, and Reconnaissance (ISR), target acquisition, and counter-land, counter-sea, and anti-submarine strike capabilities for its security and defense.” (DSCA announcements do not represent final sales. If there is no congressional objection, the customer can begin negotiating over price and quantities, which often change by the time a final sale is completed.) The SeaGuardian would certainly improve Taiwan's information-sharing capabilities with American forces, a critical consideration in the event of a potential invasion by China, which sees the self-governing island as a rogue province and has vowed to reincorporate it with the mainland, by force if necessary. Japan's Coast Guard operations U.S. ally Japan, which has warily eyed China's increasingly powerful military and paramilitary forces, has also shown interest in the SeaGuardian. General Atomics has been marketing the drone to Japan's Coast Guard, which is seeking an unmanned aerial system for the persistent monitoring of foreign vessels operating within Japan's vast exclusive economic zone, or EEZ. These foreign vessels include fishing boats suspected as being part of China's Maritime Militia or Coast Guard. These forces have frequently entered the contiguous zone of the Japanese-administered Senkaku Islands that China also claims as its own. The SeaGuardian recently participated in a demonstration for the Japanese Coast Guard, which is the country's primary agency in charge of maritime safety during peacetime in its territorial waters and EEZ. When these bodies of water are combined, the area makes up the sixth largest of its kind in the world. According to the Coast Guard, the SeaGuardian flew a total of 150 hours over 13 flights during the demonstration, which showcased its various capabilities. The Japan Maritime Self-Defense Force is also likely to seek a similar UAV to complement its manned aircraft and helicopters. The American footprint Meanwhile, in southeast Asia, several countries are receiving Insitu ScanEagle drones under the U.S. Foreign Military Sales program. The region faces challenges ranging from the ongoing dispute between six neighbors — including China — over the ownership of the potentially resource-rich Spratly Islands in the South China Sea, to longstanding issues over piracy. A Pentagon contract announced in 2019 saw almost $48 million awarded to Boeing subsidiary Insitu for 34 ScanEagles destined for the governments of Malaysia, Indonesia, the Philippines and Vietnam, which will take delivery of 12, eight, eight and six ScanEagles respectively by 2022. Deliveries have already started, with Malaysia receiving its first ScanEagle in May this year. It is unclear whether the funds for this contract came from the Pentagon's partner capacity-building program or the department's maritime security initiative for regional countries, announced in 2015. One potential application for unmanned aircraft in the maritime environment is search and rescue. Another U.S. Indo-Pacific ally, Australia, is developing artificial intelligence to assist in such missions. The algorithm is expected to help recognize life rafts and other vessels in the water. The Royal Australian Air Force has already run several test flights to trial its system, which is equipped with a sensor and processor built from commercial off-the-shelf components, such as GoPro cameras, that can potentially be fitted onto any manned and unmanned aircraft. During the trials, it was found the AI system performed better than humans in sighting and identifying objects in the water, such as life rafts.     The US Navy’s new autonomous refueling drone takes historic first flight

Larter WASHINGTON — The U.S. Navy's MQ-25 Stingray refueling drone, destined to be the first carrier-launched autonomous unmanned aircraft integrated into the service's strike arm, took its first test flight from MidAmerica Airport in Illinois, Boeing announced Thursday. The two-hour flight, remotely controlled by Boeing pilots, tested the basic flight functions of the aircraft, a Boeing statement said. “The aircraft completed an autonomous taxi and takeoff and then flew a pre-determined route to validate the aircraft's basic flight functions and operations with the ground control station,” the release said. Boeing's project head said it was an important step toward getting the drone on the flight deck. “Seeing MQ-25 in the sky is a testament to our Boeing and Navy team working the technology, systems and processes that are helping get MQ-25 to the carrier,” MQ-25 Program Director Dave Bujold said in the release. “This aircraft and its flight test program ensures we're delivering the MQ-25 to the carrier fleet with the safety, reliability and capability the U.S. Navy needs to conduct its vital mission.” An $805 million contract awarded to Boeing last August covers the design, development, fabrication, test and delivery of four Stingray aircraft, a program the service expects will cost about $13 billion overall for 72 aircraft, said Navy acquisition boss James Geurts. The award to Boeing kicks off what the Navy would is aiming to be a six-year development effort moving toward a 2024 declaration of initial operational capability. At the end, it will mark a historic integration of drones into the Navy's carrier air wing. The MQ-25 flown Thursday is a Boeing-owned test asset and a predecessor to the first four engineering design model aircraft provided for under last year's contract. The model “is being used for early learning and discovery to meet the goals of the U.S. Navy's accelerated acquisition program,” the release said. The Stingray was a priority pushed by the Navy's previous chief of naval operations, Adm. John Richardson, who saw it as a chance to force a program through the system and field a new capability quickly. “The MQ-25 was really a signature program to test the limits and plow new ground in that direction,” Richardson told Defense News last April. "And so we brought industry in way earlier. I think that's key to getting the acquisition cycle faster, even in the refinement of the requirements phase. “And so that's where we've been with MQ-25, is to bring them in, see what they've got and see how fast they can get a prototype together to fly. One thing we did do was we locked down on requirements. We could probably get agreement from everybody that we need something to tank.     Depuis le début de la crise, l'État a tenu à soutenir les industriels de défense, en particulier les PME, à la fois en maintenant un niveau important de commandes de matériels et en débloquant des fonds de soutien. Tel est le message adressé hier par Geneviève Darrieussecq, la ministre déléguée à la Mémoire et aux Anciens Combattants, lors de sa visite à TMH-AMS à Ch'tellerault. Cette société aéronautique de 22 salariés conçoit et fabrique des bancs hydrauliques fixes et mobiles pour la maintenance au sol des avions et des hélicoptères civils et militaires. Elle travaille à 70 % pour la défense et à 50 % à l'export. Ses clients ? Les principaux donneurs d'ordre du secteur. TMH-AMS est l'une des cinq entreprises du groupe poitevin Techman-Head. Qui, à l'image de tout l'aéronautique, sort d'une année 2020 « compliquée, dixit le président Jean-Yves Taboni et le directeur général Philippe Jehanno. On a perdu 33 % de chiffre d'affaires. » Les deux dirigeants confirment que l'effort de l'État dans le domaine de la défense a été bénéfique pour leur groupe, dont l'activité militaire pèse 33 % : « Ça a sauvé la mise de nos deux entreprises qui travaillent majoritairement pour le militaire, TMH à Ch'tellerault et Novatec à Poitiers. » L'enjeu de la vaccinationUn autre élément a permis à Techman-Head de passer 2020 sans dommage : « Financièrement, le groupe est sain, solide et rentable. Notre capacité à développer des produits propres, et donc à ne pas dépendre uniquement de donneurs d'ordre, est un point fort. » Techman-Head « ne se fait guère d'illusions sur 2021. On n'attend pas de reprise avec le second semestre. » Cela n'empêche pas le groupe de se projeter déjà sur un redémarrage : « Il y aura des opportunités à saisir, il faudra être prêts, analyse Jean-Yves Taboni. Dans cette compétition internationale, la vaccination est un enjeu majeur. C'est là qu'on va gagner ou perdre la partie.
