Ashridge Inc.,* St. Stephen, South Carolina, was awarded a $16,951,622 firm-fixed-price contract for the Savannah Harbor oysterbed revetment repair, rock along the shoreline to prevent erosion, repairing the boat dock, and repairing the barge dock. The CEC program provides a sensor network with integrated fire control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. Northrop Grumman Systems Corp., Aerospace Systems, Melbourne, Florida, is awarded $15,264,314 for modification P00025 to a previously awarded cost-plus-fixed-fee, firm-fixed-price contract (N00019-14-C-0036). This modification increases the ceiling and period of performance of the contract. In addition, this modification increases the full-scale fatigue repair time on contract to achieve the required simulated flight hours. L3 Technologies Inc., doing business as L3 KEO, Northampton, Massachusetts, is awarded a $14,110,638 firm-fixed-price modification to previously awarded contract N00024-16-C-5366 for MK 20 MOD 1 Electro-Optical Sensor Systems, radar cross section kits, shock ring kits, engineering support services, and spares for both the Navy and Coast Guard. The MK 20 Electro-Optical Sensor System is a major component of the MK 34 Gun Weapon Systems employed by the DDG 51 class, CG 47 class and the Coast Guard's offshore patrol centers. The systems procured are required to support the Gun Weapon Systems by performing safety check-sighting, look-point-shoot, target ranges, identification of air and surface targets in support of anti-air warfare and anti-surface warfare. Georgia Tech Research Corp., Atlanta, Georgia, is awarded an $8,138,096 cost reimbursement contract for development of vector sensors and arrays for deep and shallow water applications. Work will be performed at the contractor's facility in Atlanta, Georgia, and is expected to be completed March 31, 2024. Fiscal 2019 research, development, test and evaluation (Navy) funds in the amount of $332,401 will be obligated at the time of award. No funds will expire at end of current fiscal year. AIR FORCE

M1 Support Services L.P., Denton, Texas, has been awarded a $23,342,767 firm-fixed-price modification (P00088) to previously awarded contract FA8106-13-C-0008 for C-21 sustainment. This modification provides for the exercise of Option Six, which includes maintenance and repair support of the C-21 fleet. Work will be performed at various locations worldwide, and is expected to be complete by May 31, 2020. This modification brings the total cumulative face value of the contract to $124,152,363. Fiscal 2019 operations and maintenance funds in the full amount are being obligated at the time of award. C4ISRNET asked industry leaders what trends they expect to emerge in the battlefield landscape in 2019. Here's what they said: Accelerated acquisition “Right now, your toaster can tell your refrigerator that it needs to order more bread, but the world's most advanced military is still challenged to connect its huge array of systems. That's just not sustainable. Before the military can start tackling huge technological leaps like artificial intelligence, we have to change the way we develop weapon systems. I see 2019 as the point when the DoD really starts moving away from buying proprietary, stove-piped, closed hardware systems and instead looks to the commercial software world as a model for how we develop and integrate weapon systems. Focusing on commercial-style software development is how we'll be able to develop truly open, upgradeable, cyber-resilient systems quickly. And by quickly I'm saying weeks or months for a new system, not years or decades. The pace of technology is moving faster than ever before, especially in the software world. Attacks on data in the cloud “In the past two years, enterprises have widely adopted the Software-as-a-Service model, such as Office 365, as well as Infrastructure- and Platform-as-a-Service cloud models, such as AWS and Azure. With this move, far more corporate data now resides in the cloud. In 2019, we expect a significant increase in attacks that follow the data to the cloud. With the increased adoption of Office 365, we have noticed a surge of attacks on the service — especially attempts to compromise email. One threat the McAfee cloud team uncovered was the botnet KnockKnock, which targeted system accounts that typically do not have multifactor authentication. We have also seen the emergence of exploits of the trust model in the Open Authorization standard. One was launched by Fancy Bear, the Russian cyber-espionage group, phishing users with a fake Google security app to gain access to user data. "Similarly, during the last couple of years we have seen many high-profile data breaches attributed to misconfigured Amazon S3 buckets. This is clearly not the fault of AWS. Based on the shared responsibility model, the customer is on the hook to properly configure IaaS/PaaS infrastructure and properly protect their enterprise data and user access. Complicating matters, many of these misconfigured buckets are owned by vendors in their supply chains, rather than by the target enterprises. With access to thousands of open buckets and credentials, bad actors are increasingly opting for these easy pickings.” — Sekhar Sarukkai, vice president of engineering, cloud at McAfee The expansion of technology to counter small drones "The ever-expanding proliferation of small UAS (sUAS) has resulted in a rapid rise in sUAS incidents, leaving security personnel starved for a holistic solution to this new and evolving threat. A hobbyist unwittingly flying near a flight line or a drone pilot with nefarious intentions present both risk and unmet challenges. Counter-sUAS (C-sUAS) technology is an essential tool for assessing airspace activity, understanding the severity of drone incursions, and informing new protocols to mitigate potential threats. With C-sUAS technology, security personnel can now observe a drone's behavior and deploy appropriate offensive or defensive countermeasures, which may include direct contact with the pilot or coordination with local law enforcement. In all cases, detection of sUAS activity is the critical foundation of any C-sUAS program. “2018 was a year of testing and evaluating.     Israel’s defense export contracts were worth $7.2 billion in 2019

Frantzman JERUSALEM — Israel's defense export deals from 2019 totaled $7.2 billion and involved 120 different defense companies, according to the head of the Defense Ministry's International Defense Cooperation Directorate. The country's defense-related sales have been slightly declining over the last decade. Israel's defense export contracts in 2010 also totaled $7.2 billion, but was down to $5.7 billion in 2015. In his announcement, Yair Kulas said the large number of companies selling abroad “reflects the strength of the Israeli defense industry.” The former brigadier general added that he anticipated growth in government-to-government agreements in 2020, but noted that the coronavirus pandemic has “devastated the global economy and the defense sector.” Israel's three largest defense companies are Elbit Systems, Rafael Advanced Defense Systems and Israel Aerospace Industries. The local defense industry has experienced consolidation in the past few years, with IMI Systems now part of Elbit, and Aeronautics Limited acquired by Rafael. Ten years ago Israel was a world leader in UAV sales, but as its focus has changed, unmanned aerial systems now make up only 8 percent of the country's sales. Today's major markets for Israel are in radars and electronic warfare. The Elta ELM-2084 — the radar used in the Iron Dome air defense system — was sold to the Czech Republic in a government-to-government deal last year worth $125 million. Elta is a subsidiary of Israel Aerospace Industries. Israel has also inserted itself into the missiles market, among other products, in India, where there are several joint ventures. Israel is also a leader in multilayered air defense thanks largely to its Iron Dome and David's Sling systems, which Rafael co-produces with the American firm Raytheon. Elbit and other Israeli companies are also major suppliers of electro-optical technology. However, many Israeli defense deals are not made public, and the destination country for products is often not released. Israel says radars and electronic warfare suites made up 17 percent of the sales last year; missiles at 15 percent; and optics at 12 percent. Naval systems and vehicles were among the smallest portion of contracts. Slightly over 41 percent of sales were in Asia, while Europe and North America each accounted for a quarter of contracts. Africa and Latin America were both at 4 percent each. Israel historically sold UAVs and other items to Latin America and Africa, but the size of the purchases and lack of demand for the highest-end technologies appear to have led to minor contracts in these regions. Israel has been trying to turn the COVID-19 pandemic into an opportunity to work with foreign allies and partners, and not necessarily on defense but also medical needs. Israel's Defense Ministry says that Israel is among the top defense exporters in the world. Certainly per capita, the country is a global leader in defense exports.
