The work to be performed provides for new construction, renovation and repair within the North American Industry Classification System Code 236220. The various types of construction projects may include, but are not limited to, administration buildings, academic and applied instruction training facilities, maintenance/repair facilities, military operations facilities, aircraft hangars, fire stations, office buildings, laboratories, dining facilities, related structures and other similar facilities located in California and Arizona. The maximum dollar value, including one two-year base period and one three-year option period, for all six contracts combined is $99,999,000. No task orders are being issued at this time. All work on these contracts will be performed at various government installations located in California (84%); and Arizona (16%). The terms of the contracts are not to exceed 60 months and work is expected to be completed by June 2025. Fiscal 2020 operations and maintenance (Navy) (O&M, N) contract funds in the amount of $30,000 are obligated on this award and will expire at the end of the current fiscal year. Future task orders will be primarily funded by military construction (Navy) (O&M, N) (O&M) and the Marine Corps. This contract was competitively procured as a small business set-aside via the Navy Electronic Commerce Online website and 15 proposals were received. These six contractors may compete for task orders under the terms and conditions of the awarded contract. The NAVFAC Southwest, San Diego, California, is the contracting activity.

Elbit Systems of America, Fort Worth, Texas, is awarded a $31,964,182 modification to increase the ceiling amount on five-year, indefinite-delivery/indefinite-quantity contract for the procurement of an additional 76 helmet display tracker systems, major assemblies, provision ordering item line items, engineering services and support equipment. This procurement will support the Navy PMA-299 Multi-Mission helicopter (MH-60S). Work will be performed in Haifa, Israel (99%); and Fort Worth, Texas (1%). In accordance with 10 U.S. Code 2304(c)(1), this modification was not competitively procured. There is only one responsible source and no other supplies or services will satisfy agency requirements. Future 76 helmet display tracker systems procurements are expected to support Naval Air Systems Command PMA-299 and Foreign Military Sales requirements, which have been deployed on MH-60S Knighthawk (Seahawk) multi-mission aircraft to facilitate and enable effective tracking for the pilot and co-pilot. Work is expected to be completed by June 2021. Fiscal 2020 Aircraft Procurement (Navy) funding of $15,876,977 will be obligated at the time of contract award and will not expire at the end of the current fiscal year. Methuen Construction Co. Inc., Plaistow, New Hampshire, is awarded a $13,261,766 firm-fixed-price contract for the design-bid-build of Dry Dock 2 portal crane rail and tunnel repairs located at Portsmouth Naval Shipyard. Work will be performed at Kittery, Maine. The work to be performed provides crane rail repair upgrades, which will increase the capacity of the ground level portal crane rails at the north and east sides of Dry Dock 2. Major work elements include demolition of existing crane rails, baseplates, hardware, footings, beams and pile caps; installation of micro piles; installation of reinforced concrete pile caps, beams and footings; installation of crane rail, baseplates and hardware; and site grading, drainage improvements and pavement restoration within the project limits. Additionally, the tunnel repair upgrades will demolish and reconstruct the personnel access tunnel at the east side of Dry Dock 2, including integral and adjacent ground level portal crane rails and footings. Major work elements include temporary re-routing of electrical, communication and mechanical utilities; selective demolition of reinforced concrete personnel access tunnel and crane rail footings; rock excavation; installation of new cast-in-place reinforced concrete personnel access tunnel with integral crane rails and adjacent crane rail footings; reconstruction of drainage, electrical and mechanical utilities; and site grading and paving. Work is expected to be completed by May 2022. Fiscal 2020 operations and maintenance (Navy) contract funds in the amount of $13,261,766 are obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the beta.SAM website, and two proposals were received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-20-C-0033).

CAPE Environmental Management Inc.,* Honolulu, Hawaii, is awarded a $7,274,125 cost-plus-award-fee modification to task order N62742-19-F-0129 under an indefinite-delivery/indefinite-quantity contract for implementation of remedial alternatives for decision units (DU) N-2, N-3, N-4, SE-1 and E-2 at Joint Base Pearl Harbor-Hickam. Work will be performed in Oahu, Hawaii. The work to be performed under this modification provides selected remedies to be implemented that include focused dredging, placement of a thin-layer of clean material for enhanced natural recovery, treatment of contaminated sediment with activated carbon amendment material at DU E-2 and placement of activated carbon amendment in open-water areas in DU SE-1. U.S. TRANSPORTATION COMMAND

SSA Atlantic LLC, Savannah, Georgia, has been awarded an $82,803,960 firm-fixed-price contract (HTC711-20-D-R035). The contract provides stevedoring and related terminal services at ports in the Mid-Atlantic region. ATI Engineering Services LLC, Johnstown, Pennsylvania, has been awarded a $10,101,563 contract for Rwanda C-208 EX aircraft acquisition. This contract provides the procurement of two Textron C-208 EX aircraft, associated spare parts and ground support equipment, the necessary modifications for the Rwandan Air Force, flight training device, technical drawings and interim logistic support for both aircraft and the training device. By THERESA HITCHENSon May 15, 2020 at 12:54 PM WASHINGTON: The Air and Space Forces are speeding efforts to adopt 3D printing as a major pillar of force sustainment, now making critical spare parts for weapon systems such as engine components for fighters and rockets. “Additive and advanced manufacturing [has] been going like gangbusters across the Air Force and Space Force — printing thousands of parts for airplanes,” Air Force acquisition head Will Roper said yesterday. “We're starting to print parts for satellites, including propulsion.” And today, the Air Force Rapid Sustainability Office (RSO) announced that it had reached a first milestone in its collaboration with General Electric to 3D print metal engine parts for aircraft — printing a metal sump pump for F-110 engines used by both F-15 and F-16 fighter jets. According to the announcement, the next phase of the program — Phase 1B , now being planned — will involve a family of parts on the TF34 engine, which has been in service for more than 40 years. “The collaborative effort between the US Air Force and GE shows great promise toward the adoption of metal 3D printed parts as an option to solve the US Air Force's current and future sustainment challenges,” Col. Benjamin Boehm, director of propulsion at the Air Force Life Cycle Management Center (AFLCMC) said in a press release. “This capability provides an alternate method to source parts for legacy propulsion systems throughout their life cycle, especially when faced with a diminishing supplier base or when infrequent demands or low volume orders are not attractive to traditional manufacturers.” GE originally approached the Air Force with the idea of a collaboration on 3D printed parts in 2019, and in April this year the service brought in the Defense Logistics Agency to help certify the GE-made parts for airworthiness. ALCMC, as we reported way back in September at the Air Force Association shindig, has also been pushing to get its depots around the country certified to print their own spare parts, beginning with those not critical to life and death. Air Force leaders see additive manufacturing as key to resolving the service's serious problems in maintaining aging aircraft and infrastructure and lowering costs. That said, the new 3D sump pump cover is an important piece of the engine. “Compared to other parts on the F110 engine, the sump cover might have lower functionality, but is incredibly important. It needs to be durable, form a seal and it needs to work for the entire engine to function – which is of course critical on a single engine aircraft like the F-16,” said James Bonar, engineering manager at GE Additive. The RSO-GE program is using a spiral development model, increasing the complexity and scale of parts printing with each phase. “In this program, complexity involves moving from simpler part identification, progressing to part and family of parts consolidation and eventually tackling complex components and systems, such as common core heat exchangers,” the press release said. Roper told reporters yesterday in a Zoom briefing that due to the COVID-19 pandemic, RSO has transformed its planned Advanced Manufacturing Olympics, originally planned to coincide with the now-postponed Tokyo Summer Olympics in late July, to a virtual event to be held November. It will allow 3D printing companies to show off their wares to potential service customers via a number of challenges, including a “printer shoot-off” and a “Box of Parts” challenge where manufacturers will compete to create a drone part without a blueprint. “We have been growing our network of small batch makers across the Air Force and Space Force,” Roper said. “I've been so passionate about bringing in additive manufacturing, and small batch digital manufacturing, to help on aircraft parts availability.” The COVID-19 crises has proven the “additive” value of tapping into a network of small manufacturers as the Air Force has scrambled to obtain personal protective equipment for airmen at far-flung bases, he explained. Because many large producers of items like face masks are overwhelmed, the service set up the “Air Force Rapid Advanced Manufacturing Portal,” or “AFRAMP,” as a method of finding and vetting small producers to meet service needs. “It's a portal where small batch manufacturers can make their capabilities known — show what they're able to produce — we vet them, and that then allows these small companies in aggregate to add up to large batch manufacturing,” Roper said. “We've already delivered over 11,000, different PPE devices to seven air bases that wouldn't have otherwise been able to get access for personal protective gear.” His hope is to expand that portal to other types of advanced manufacturing in the future. “I'm excited about scaling it up beyond just personal protective gear, and really having it be a one-stop-shop in the government for companies that can make things in small quantity — that can't mass produce, but can produce in mass if they're added up with a lot of their other sister companies.” https://breakingdefense.com/2020/05/air-forces-roper-3d-printing-going-like-gangbusters/

    Pentagon finalizes first set of cyber standards for contractors

    Mark Pomerleau The Pentagon has finalized the long anticipated cybersecurity standards contractors will have to follow before winning contracts from the Department of Defense, a new process called the Cybersecurity Maturity Model Certification (CMMC) 1.0. The model is a tiered cybersecurity framework that grades companies on a scale of one to five based on the level of classification and security that necessary for the work they are performing. “The government and the contractor community must keep working together to address real and growing cybersecurity threats, and we need a robust response to protect our infrastructure, information, and supply chains,” said David Berteau, president and chief executive of the Professional Services Council, a trade association for federal contractors. “With today's announcement, DoD has achieved a significant milestone. Here's what industry officials need to know about the version finalized Jan. 31. Why it was needed Previously, the Pentagon did not have unified standard for cybersecurity that businesses needed to follow when bidding for contracts. Companies could claim to meet certain industry standards for cybersecurity, but those assertions were not tested by auditors, nor did the standards take into account the type of work a company was bidding to complete. Since then, defense officials have said that cybersecurity is not a one size fits all approach. In the meantime, adversaries have discovered it is easier to target unsuspecting down tier suppliers, rather than prime contractors. “Adversaries know that in today's great power competition environment, information and technology are both key cornerstones and attacking a sub-tier supplier is far more appealing than a prime,” Ellen Lord, the under secretary of defense for acquisition and sustainment, told reporters in a briefing at the Pentagon Jan. 31. Officials have said cyber theft by adversaries costs the United States about $600 billion a year. What will change? Contracts will mandate bidders reach a certain level of certification to win specific jobs. For example, if businesses aren't bidding on a contract that has extremely sensitive information, they must only achieve the first level of certification, which involves basic cybersecurity such as changing passwords and running antivirus software. More sensitive programs will require more stringent controls. Smaller companies down the supply chain will not, however, have to have the same level of certification as primes, said Katie Arrington, chief information security officer for the Office of the Under Secretary of Defense for Acquisition and the point person for the certification. Another significant change with the new process is the creation of an accreditation board and assessors. The board is an outside entity, separate from DoD, that will be charged with approving assessors to certify companies in the process. The accreditation body was formed earlier this month and officials are working on identifying and training the assessors, which will be called Certified Third-Party Assessment Organizations (C3PAO). What's next? Officials explained Jan. 31 that CMMC will follow a crawl, walk, run approach to ensure companies aren't unprepared for the change. The accreditation board is in the process of training the auditors that will oversee the certificaion. Once the requirements are met, a company's certification is good for 3 years. In the meantime, DoD plans to release 10 requests for information and 10 requests for proposals that will include the new cyber standards this year. The first solicitation could come as early as June. Arrington said earlier this week that she expects 1,500 companies to be certified by the end of 2021.
