Leidos Inc., Reston, Virginia, is awarded an estimated $7,729,639,286 indefinite-delivery/indefinite-quantity contract to include all options, if exercised, for the procurement of Department of Navy (DoN) service management, integration and transport used on the Navy Marine Corps Intranet, the outside continental U.S. Naval Enterprise Network and the Marine Corps Enterprise Network. This acquisition will provide the DoN with base network services that are currently provided under the Next Generation Enterprise Networks contract such as electronic software delivery, end user core build, endpoint detection, logistics management, network operations, security operations, service desk, transport and virtualization services. Work will be performed across the DoN and is expected to be completed in February 2025. If all options are exercised, work could continue until August 2028. The first task order will be awarded with the basic contract and fulfills the minimum guarantee of $10 million with fiscal 2020 operations and maintenance (Navy) funds. Contract funds for the initial task order will expire at the end of the current fiscal year. This requirement was solicited using full and open competition via the Naval Information Warfare Systems Command E-Commerce Central website and the Federal Business Opportunities website, with three offers received. GE Aviation Systems LLC, doing business as GE Aviation, Vandalia, Ohio, is awarded $26,583,200 for a firm-fixed-priced delivery order N00383-20-F-AK01 under previously awarded basic ordering agreement N00383-17-G-AK01 for the procurement of 101 generator converter units used on the F/A-18 aircraft. All work will be performed in Vandalia, Ohio, and will be completed by January 2025. Fiscal 2020 working capital funds (Navy) in the amount of $26,583,200 will be obligated at the time of award and funds will not expire at the end of the current fiscal year. The Oak Group Inc.,* Camden, New Jersey, is awarded a firm-fixed-price task order N40085-20-F-4527 for $15,974,500, under a firm-fixed-price multiple award construction contract for the design and construction of a Marine Corps Reserve Center in Syracuse, New York. This project is to design and construct a new Marine Corps Reserve Center, as well as a new high-bay pre-engineered metal building storage warehouse, and a new pre-engineered canopy/shelter addition for tactical vehicle parking.     DARPA program blending robots in the squad to find and destroy threats

    By: Todd South The agency that invented stealth technology, the internet, and the M16 has its sights focused on enhancing how the infantry squad works on the battlefield with robots, and advanced targeting and sensing gear. The Squad X program saw its first week-long series of tests at Twentynine Palms, California, this past year. At that event, Marine squads used air and ground vehicles to detect physical, electromagnetic and cyber threats, according to the Defense Advanced Research Projects Agency. The agency's program manager for their Tactical Technology Office, Army Lt. Col. Phil Root said that the first experiment in the program demonstrated “the ability for the squad to communicate and collaborate, even while ‘dancing on the edge of connectivity.'” Squad X Core Technologies program, or SXCT, is an ongoing effort to develop novel technologies that would “extend squad awareness and engagement capabilities without imposing physical and cognitive burdens,” according to a DARPA press release. They aim to speed the development of new, lightweight, integrated systems that provide infantry squads awareness, adaptability and flexibility in complex environments. That effort is to enable dismounted soldiers and Marines to more intuitively understand and control their complex mission environments, according to Root. Those efforts fit within wider work being done by the Close Combat Lethality Task Force, a group set up this past year to enhance close combat capabilities for infantry, special operations, scouts and some engineers. Root is also the program manager for Squad X Core Technologies. He laid out four key technical areas that the program is exploring: Precision Engagement: Precisely engage threats while maintaining compatibility with infantry weapon systems and without imposing weight or operational burdens that would negatively affect mission effectiveness. Capabilities of interest include distributed, non-line-of-sight targeting and guided munitions. Non-Kinetic Engagement: Disrupt enemy command and control, communications and use of drones. Capabilities of interest include disaggregated electronic surveillance and coordinated effects from distributed platforms. Squad Sensing: Detect potential threats at a squad-relevant operational pace. Capabilities of interest include multi-source data fusion and autonomous threat detection. Squad Autonomy: Increase squad members' real-time knowledge of their own and teammates' locations in GPS-denied environments using embedded unmanned air and ground systems. Capabilities of interest include robust collaboration between humans and unmanned systems. Some of those areas were previously explored in 2015 with DARPA's squad technology integration efforts. The tools used to detect threats in the experiments were newer, lighter, versions of previous capabilities. But the release did not provide detailed examples of the gear that Marines tested. “Each run, they learned a bit more on the systems and how they could support the operation,” said Root. “By the end, they were using the unmanned ground and aerial systems to maximize the squad's combat power and allow a squad to complete a mission that normally would take a platoon to execute.” The August event at the Marine Corps Air Ground Combat Center was one of a number of experiments in communications, cyber, EW, loitering munitions and targeting that was conducted over the past year. Both Lockheed Martin Missiles and Fire Control, and CACI's BIT Systems are working for ways to enhance infantry capabilities using manned-unmanned teaming, according to the release. Marines testing Lockheed Martin's Augmented Spectral Situational Awareness, and Unaided Localization for Transformative Squads, known as the ASSAULTS system, used autonomous robots with sensor systems to detect enemy locations, allowing the Marines to target the enemy with a precision 40mm grenade before the enemy could detect their movement, according to the release. Small units using CACI's BITS Electronic Attack Module were able to detect, locate, and attack specific threats in the radio frequency and cyber domains.     NEWPORT NEWS, Va., Aug. 01, 2019 (GLOBE NEWSWIRE) -- Huntington Ingalls Industries (NYSE: HII) announced today that its Newport News Shipbuilding division has received a $290 million contract modification from the U.S. Navy to continue planning for the refueling and complex overhaul (RCOH) of the aircraft carrier USS John C. Stennis (CVN 74). The contract funds the second and third years of planning, long-lead-time material procurement, shop fabrication, shipboard inspections, and facilities readiness for the RCOH. As part of the planning contract, Newport News also will perform some shipboard work, which will take place in Norfolk. The initial year of planning was funded at a base value of $187.5 million. “The second and third year of planning is important to the overall success of a project of the magnitude of an RCOH,” said Chris Miner, Newport News' vice president of in-service aircraft carriers. “This contract allows us to continue our critical planning for each step of the process so we're ready to begin execution when the ship arrives in the first quarter of 2021.” Stennis will be the seventh Nimitz-class carrier to undergo a major life-cycle overhaul at Newport News, representing 35 percent of all maintenance and modernization completed during its service life. An RCOH is an extremely complex engineering and construction project that involves more than 680 suppliers from 40 states providing material and services critical to the overhaul process. Once completed, a recapitalized carrier is capable of supporting current and future warfare doctrine and continuing to operate as the centerpiece of the Navy's fleet and national defense for another 25 years.     KIELCE, Poland — Hyundai Rotem is offering Polish defense industry players the opportunity to jointly produce the K2PL main battle tank, a variant of its K2 Black Panther. The South Korean company hopes it could benefit from the current lull in Warsaw's talks with Berlin and Paris. Last year, Poland's Ministry of Defence declared it was ready to join the European Main Battle Tank project, an initiative spearheaded by Germany and France, but talks between the three countries have since stalled. A Polish military official told Defense News that Warsaw is unlikely to cooperate with Paris and Berlin on a joint tank program, and the Defence Ministry is looking for alternative partners. “We're open to cooperating with Polish companies, such as [the leading state-run group] PGZ. The tank would be produced in Poland, and we would provide Polish plants with our technology,” Lee Han-Soo, a senior manager at Hyundai Rotem's global defense sales and marketing team, told Defense News at the MSPO defense industry show. “Production of this tank began a few years ago, and our technology is cutting-edge in comparison with our rivals' products.” The Polish land forces operate some 247 Leopard 2 A4 and A5 tanks acquired from the German Bundeswehr, but the country's military urgently need to procure new gear to replace its Soviet-designed 500 T-72 and PT-91 tanks. Local observers said Warsaw could purchase up to 800 new tanks. Poland's plan to modernize its tank fleet is part of a regional trend. In the aftermath of Russia's invasion on Ukraine and Moscow's annexation of the Ukrainian Crimean peninsula in 2014, a number of Eastern European allies have launched similar efforts.
