NAVY

Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded $38,170,404 for cost-plus-fixed-fee delivery order N0001919F2503, against a previously issued basic ordering agreement (N00019-19-G-0029). This delivery order provides for the development and delivery of a provisioning parts database of technical information to include 2D drawings that support all organizational, intermediate and depot levels in support of initial operational capability for the CH-53K program. Work will be performed in Stratford, Connecticut, and is expected to be completed in November 2023. Fiscal 2019 research, development, test and evaluation (Navy) funds in the amount of $8,600,000, will be obligated at time of award, none of which will expire at the end of the fiscal year. General Dynamics Electric Boat, Groton, Connecticut, is awarded a $24,770,301 cost-plus-fixed-fee modification to previously-awarded contract N00024-18-C-2101, to exercise an option for engineering and technical design effort to support research and development concept formulation of undersea technology for current and future submarine platforms. This contract procures advanced submarine research and development, including studies to support manufacturability, maintainability, producibility, electronic obsolescence, reliability, manning, survivability, hull integrity, performance, structural, weight/margin, stability, arrangements, main and auxiliary machinery systems, fluid systems, acoustics, non-acoustics, hydrodynamics, ship control, logistics, human factors, materials, stowage, submarine safety, automation and affordability. Work will be performed in Groton, Connecticut (99 percent); and Newport, Rhode Island (1 percent), and is expected to be completed by October 2019. Lockheed Martin, Mission Systems and Training, Baltimore, Maryland, is awarded $16,158,990 for cost-plus-award-fee order N6278619F0001, against previously awarded basic ordering agreement (N00024-15-G-2303), to provide engineering and management services for LCS-13 post shakedown availability. Lockheed Martin will provide engineering and management services in support of 65,000 man-hours level of effort, and to provide the work specification, pre-fabrication, and material. Work will be performed in Baltimore, Maryland (33 percent); New York, New York (60 percent); and Marinette, Wisconsin (7 percent), and is expected to be completed by February 2020. Fiscal 2013 and fiscal 2019 shipbuilding and conversion (Navy) funding in the amount of $15,087,040 will be obligated at time of award and will not expire at the end at the end of the current fiscal year. Bluestone-Ch2m JV ,* Berwyn, Pennsylvania, is awarded a maximum amount $10,000,000 indefinite-delivery/indefinite-quantity architect-engineering contract for professional hazardous material and waste management environmental compliance, and engineering services in the Naval Facilities Engineering Command (NAVFAC) Southeast (SE) area of responsibility (AOR). Initial task order is being awarded at $163,789 to prepare a Resource Conservation and Recovery Act-compliant closure of Building 257 at Naval Air Station, Corpus Christi, Texas. Work for this task order is expected to be completed by December 2019. All work on this contract will be performed at various Navy and Marine Corps installations in the NAVFAC SE AOR. The term of the contract is not to exceed 60 months with an expected completion date of December 2023.     Airbus reveals classified LOUT stealth testbed

    Airbus Defence & Space has revealed a more than decade-long research and demonstration effort into very low observable (LO) technologies, conducted as a classified effort for the German defence ministry. Showing its LO UAV testbed – or LOUT – platform at Manching on 4 November, Airbus future combat air system (FCAS) programme manager Mario Hertzog said the company began initial concept work in 2007. This led to a contract award in 2010 to refine configuration and material choices, and the production of a diamond planform demonstrator was completed in 2014. Pointing to the company's long involvement with LO reseach, Hertzog says: “Bringing all our experience into one programme was a logical conclusion.” The chosen configuration used for aerodynamic and anechoic chamber testing since 2014 has a roughly 12m (39.3ft) wingspan and similar length, and is described as a 4t-class vehicle. The subsonic design would use a conventional engine concealed behind a diverterless inlet, and has twin intakes blended into its upper fuselage. A cockpit transparency and sensor apertures also formed part of the testing. The aircraft's exhaust nozzle also is shielded from beneath, with Hertzog noting that such a vehicle would be optimised for use against ground-based air-defence systems. This mission requirement also led the company to hone LO techniques for the vehicle's landing gear doors and centerline internal weapons bay, Hertzog notes. Focus areas have included testing LO materials, including a radar absorbent structure for engine intake ducts, and on assessing radar frequency and infrared signature performance. Modelling work has also been conducted to analyse the likely acoustic characteristics of such a design. Airbus confirms that it has completed contracted work on LOUT, but says additional activities could be conducted. However, Hertzog declines to say whether Berlin could seek a flight-test campaign with such a system. Lessons learned from the LOUT programme will be available for potential adaptation during a long-term evolution activity on the Eurofighter Typhoon, and on a proposed French-German-Spanish FCAS development, Hertzog says.     Autonomous Firefighting Drone

    Working with mentors from Sikorsky, three University of Connecticut engineering seniors are translating their classroom education to the field. Electrical engineering majors Kerry Jones and Joshua Steil, and computer engineering major Ryan Heilemann, are collaborating to build and program an autonomous firefighting drone to battle blazes without a pilot's guidance. “In the world today there's a high prevalence of forest fires, like in California, but the problem is of how to safely put out these fires,” says Steil. “So our project, in essence, is to see if we can start putting out fires without a human driver.” Once finished, the drone will carry a thermal imaging camera to identify a fire, object avoidance technology to steer clear of any obstacles, and a softball-sized fire-extinguishing ball that will be dropped over the flames. The system's technology will be tied together through coding language developed by the students, and will operate based on inputted coordinates. While their drone will only be able to put out a campfire-size blaze, the project is meant to prove that this technology is possible, so that much bigger technology can be engineered in the future, says Heilemann. “The idea is that in the future, on a larger scale, there can be a fleet of unmanned helicopters that can go out and put out forest fires, thereby lowering loss of life,” says Steil. While drones are currently used by fire departments across the country, all of them so far have a pilot who navigates the drone from a distance, and most are used for observation, not fire suppression. “The autonomy definitely makes it different,” says Jones, “and the fire-extinguishing ball, for sure.” Teams in previous years have worked on similar projects with Sikorsky, which provided some guidance on what has worked and what has not. The team looked back on previous projects' reports, including last year's team, which was the first to integrate firefighting capabilities into the drone. While the previous team to work on this project used small thermal sensors called thermopile array sensors, Heilemann says these sensors required the previous drone to be only about six feet from the flames, which was too close for real-world applications. His team decided to use an infrared camera, which allows for more distance from the flames. This year's team had the added benefit of working on their project in UConn's brand new 118,000 square-foot Engineering and Science Building, which features three engineering floors filled with faculty and labs focused on robotics, machine autonomy, and virtual and augmented reality. At Sikorsky, the team is working with a recent UConn School of Engineering alum, Jason Thibodeau, deputy manager of Sikorsky's Flight Controls and Autonomous Systems Department. “He's really helpful. We have phone meetings every Monday, and we tell him what's going on, what we're struggling with, and he reasons with us,” says Jones. Adds Heilemann, “He really wants us to figure our way through issues we have, instead of just giving us a direct solution.” Working with Sikorsky also introduced the UConn seniors to new career options. Jones has accepted an offer with Sikorsky after she graduates, in their autonomy lab as part of their Rotary and Mission Systems department. Steil has accepted a job offer with Sikorsky's parent company, Lockheed Martin, in Massachusetts after graduation. “Working with Sikorsky definitely sparked a greater interest looking into the company as a whole,” he says. Heilemann also decided to go into the aerospace industry, and has found a job doing control and diagnostics at another aerospace company. Most importantly, the collaboration was a chance to get some experience with a top company. “In this project, I get to learn so much about Sikorsky and what they do,” says Steil, “and having a company like that so close to home and have them be our sponsor is definitely an added benefit.” https://dronescrunch.com/autonomous-firefighting-drone/
