    US Air Force receives new KC-46 aircraft, an event decades in the making

    By: Valerie Insinna and Jeff Martin EVERETT, Wash., and MCCONNELL AIR FORCE BASE, Kan. — On the chilly morning of Jan. 25, just as the sun was beginning to rise, two KC-46 refueling tankers took offfrom Boeing's Everett, Washington, delivery center and began flying toward McConnell Air Force Base in Kansas. Later that day, it touched down, to cheers from airmen assigned to the base's 22nd Air Refueling Wing. It took only minutes for the aircraft to taxi and take to the skies — a welcome lack of drama for a program that has seen prolonged challenges: a virulent competition between two companies, two years of schedule delays and more than $3 billion in cost overrunsthat manufacturer Boeing had to pay out of pocket. The delivery of the first two KC-46 Pegasus planes was almost two decades in the making. As such, the event was treated as a momentous celebration by Boeing officials, who held a ceremony Thursday marking the occasion with its Air Force customer. On Friday, Air Force leadership, congressional representatives and Boeing executives witnessed the aircraft's arrival at McConnell for yet another event. “To me, its personal to bring on this capability,” Air Force Chief of Staff Gen. David Goldfein said after arriving on base. “This is a big day for us.” “I think we all know the journey over the last several years,” Boeing CEO Dennis Muilenburg said Thursday. “It hasn't been easy. In fact, it's been hard. But this team stuck to it. This team worked together.” At the Everett ceremony, Boeing brought in a band to play classic rock songs by the likes of Jimi Hendrix and Led Zeppelin before the ceremony, dispersed cookies and chocolate lollipops featuring the KC-46, and had a tanker-themed “selfie station” where visitors could take photos of themselves with the Pegasus on display. Over the KC-46 flight test program, the aircraft clocked 3,800 hours in the sky and pumped more than 4 billion pounds of fuel, Muilenburg said. Leanne Caret, who heads Boeing's defense business, said the delivery solidifies the firm's legacy as “the tanker company for the U.S. and the world.” “We're looking at delivering not only great capability that works today, but we're looking at staying on that leading edge of technology going forward, and we will continue to lean in throughout this process,” she told reporters after the event. But numerous obstacles remain. Boeing needs to correct the KC-46's deficient remote vision system — the series of cameras and sensors that are the sole source of situational awareness for boom operators trying to move fuel from the tanker to a receiver aircraft. The company is redesigning that system at its own expense, and Caret declined to comment on the projected costs of the upgrades. In order to hit a contractually obligated milestone, it also needs to move forward with getting wing aerial-refueling pods certified by the Federal Aviation Administration, an event that Air Force Secretary Heather Wilson confirmed will not happen until 2020. Despite those problems, Air Force officials sounded an optimistic note about the current status of the program. Wilson, who previously criticized Boeing for seemingly not paying enough attention to the tanker's problems, touted the new capabilities the KC-46 will bring to the tanker force, such as infrared countermeasures, protection against electromagnetic pulses and armor that will make it more survivable in the field. “This aircraft is able to defend itself in ways that the KC-135 can't.     Britain’s shipbuilding strategy has not gone according to plan — and industry is noticing

    By: Andrew Chuter LONDON — Confronted with the dilemma of maintaining a naval industrial base after the completion of two 65,000-ton aircraft carriers for the Royal Navy, the British government two years ago launched a national shipbuilding strategy aimed at building an efficient sector, and thus keeping skills and capacity alive. But the strategy has failed to work out exactly as planned. Two yards closed this year and a third was rescued by nationalization. Meanwhile in the supply chain, the Ministry of Defence had to act quickly on ordering the motor for the Type 26 frigate to prevent the contractor from moving its capabilities to France. Former shipyard boss Peter Parker, who authored the original shipbuilding strategy, delivered a review of the strategy's status to the MoD, but the update remains under wraps, with no firm timing announced for its publication. One key element of the strategy included procurement of five general-purpose frigates for the Royal Navy to be competed for by local shipyards in an effort to end BAE Systems' maritime monopoly in Britain. Another included an international competition for up to three 40,000-ton fleet solid support ships. Both programs have subsequently run into stormy waters. Paul Everitt, the chief executive of ADS, the lobby group that represents British defense, aerospace and security companies, said it's important to continue to support the strategy, even as some of the impetus has been lost. “We need to stick with the national shipbuilding strategy. It marks a significant shift in the MoD's approach to procurement. The area that has been challenging, though, is that progress has been hindered by the political uncertainty around Brexit and the future size of MoD budgets,” Everitt said, referring to Britain's exit from the European Union. “Some of the decisions that would help to give industry the longer-term certainty they require to invest or hang in there aren't being made,” he added. “Where do we go next ? It is really about the MoD creating certainty around a pipeline of work from all the key programs, all of which should offer significant amounts of work to U.K. industry over the next 15 years.” Shipyard survival Not everyone remains signed up to the shipbuilding strategy, however. Defense commentator Howard Wheeldon, of Wheeldon Strategic Advisory, is unsure about the relevance of the strategy. “It's no longer fit for purpose. We have moved on. More shipyards have closed due to lack of work, and we should not kid ourselves that a commercial shipyard that has little or no expertise in building Navy ships can take on the responsibility and risk that the government requires,” Wheeldon said. “If the government has any belief in the strategy, it will ensure that contracts for the fleet [solid] support ships will be placed in U.K. shipyards. If it fails, then we must conclude that it has neither belief in its own strategy or in ensuring that we retain the sovereign capability that a nation such as the U.K. needs,” he added. An international competition to build two or three fleet solid support ships has been underway for months, with the bidders narrowed down to Navantia of Spain, Japan Marine United Corp., and a homemade consortium made up of BAE Systems, Babcock International, Cammell Laird and Rolls-Royce, known as Team UK. The MoD opened the deal to foreign bidders, reasoning that the vessels were not warships and therefore, under European Union regulations, the competition must be open to all. Now, though, the tide seems to be turning in favor of British yards taking a bigger share of the work than just the fitting of locally made sensitive kit. One senior industry executive, who spoke on condition of anonymity, said the “current fleet solid support [ship] procurement plan is not really tenable with the current government team and a shipbuilding strategy which is in danger of becoming unstitched.” “The government will have come under huge pressure on this issue at every political level. You have a new procurement minister, [Marie-Anne Trevelyn], who only a couple of months ago put her name to a parliamentary report supporting building the ships in the U.K.; you have a Brexiter defense secretary in Ben Wallace; and [Prime Minister Boris] Johnson himself,” the industry executive said. “Is that trio likely to award a contract to a Spanish yard?” Whatever the outcome, it's too late for two of the yards. Babcock's Appledore yard in southwest England closed in early 2019 after the completion of an offshore patrol boat for the Irish Naval Service. Additionally, Harland & Wolff recently went into insolvency proceedings with its Belfast, Northern Ireland, yard that famously built the Titanic — although there remains a chance a buyer could be found for the facility. In Glasgow, shipbuilder Ferguson's nationalization by the Scottish government was announced Aug. 16 after the yard went over time and over budget with a commercial ferry contract it won. Harland & Wolff was the lead U.K. yard in a proposal by German-based Atlas Elektronik to build Type 31e frigates for the Royal Navy. The yard's demise could scuttle the German company's bid, although parent company Thyssenkrupp has a history of reviving cold yards. Atlas isn't the only company with Harland & Wolff on its team. Babcock also listed the Northern Ireland yard in its Type 31e proposal at one stage and also named Ferguson as a subcontractor. Britain has shortlisted three contenders for the Type 31e requirement: Atlas, Babcock and BAE Systems. A decision on a winner is expected this year, although there has been speculation it could come during or soon after the DSEI trade show in September. Second-order effects The supply chain has not been immune from difficulties either. GE Power, which provides power-conversion systems for Royal Navy warships, announced it was closing its Rugby site in Central England and relocating the work to France. In response, the MoD ordered motors for a second batch of Type 26s to prevent the move, even though BAE does not yet have a deal to build the warships. The industry executive said the GE Power episode highlighted a weakness in Britain's shipbuilding strategy. “GE proved the point: It [the strategy] didn't really address the criticality of the supply chain. It assumed the criticality was all about shipyards,” he said. “The other fundamental flaw with it was you were never going to keep all the U.K. yards in business if you were going to put the fleet solid support ship deal offshore.” The situation certainly isn't improved by the political turmoil at the MoD and in wider government. Defense and procurement leaders have been coming and going with alarming regularity for years , particularly since the government adopted the shipbuilding strategy in September 2017. Penny Mordaunt, the pro-Navy, pro-buy-British defense secretary, lasted just more than 60 days before she found herself backing the wrong candidate in a Conservative Party leadership contest, which resulted in Johnson becoming prime minister on July 24. Given the current political uncertainties, there is no guarantee how long the new administration will last. With the Brexit debate occupying the government nearly 24/7, defense has barely rated a mention by the Johnson government; that is, other than during the furor caused by the Royal Navy's inability to stop the seizure of a British-registered tanker by Iran on July 19. The uncertainties have come at a time of mixed fortunes for the British maritime sector. Yards may be closing, but set against that is the Type 26 anti-submarine frigate design scoring major export successes in Australia and Canada — successes that could put Britain back on the maritime export map in a big way. Face à la crise du coronavirus qui frappe lourdement le secteur aéronautique, industriels allemands et français ont décidé d'agir en concert. Le GIFAS (Groupement des industries françaises aéronautiques et spatiales) et son homologue allemand (german aerospace industries association) ont tenu en commun ce 13 mai le bureau de leur conseil d'administration par vidéoconférence. Dans la foulée, les deux présidents respectifs Eric Trapper - par ailleurs PDG de Dassault Aviation - et Dirk Hoke, président du BDLI et CEO d'Airbus Defence & Space ont profité d'une conférence de presse pour lancer un appel commun à un plan de relance européen ambitieux. Les industriels aéronautiques des deux pays auraient dû se voir en chair et en os à cette date... si le salon aéronautique de Berlin (Allemagne) n'avait pas été annulé à cause de la pandémie mondiale. "Ensemble, nous étions forts avant la crise et nous partageons l'idée qu'il faudra que nous soyons forts après la crise pour faire face à la concurrence mondiale", a souligné Eric Trappier, le patron de Dassault Aviation. Accélérer le programme d'avion de combat du futur Selon les deux groupements, les secteurs de la défense et de l'espace peuvent permettre d'amortir le trou d'air que traverse le secteur aéronautique. Ils appellent les deux gouvernements à renforcer leurs budgets de défense afin de conserver les capacités dans ce domaine stratégique. "Ce serait une grave erreur de réduire les dépenses du secteur de la défense. C'est un facteur de stabilité qui ne doit pas être sous-estimé", a précisé Dirk Hoke. Le GIFAS et le BDLI misent sur l'accélération des programmes en coopération. La France et l'Allemagne, rejointes par l'Espagne, ont lancé le programme SCAF (système de combat aérien du futur). Ce programme, à l'horizon 2040, permettra le remplacement des Rafale français et des Eurofighter allemands. "Ce programme est un défi et nous sommes convaincus qu'il faut le renforcer et ne pas prendre de retard. Les industriels ont commencé à travailler. Nous avons besoin d'une vision à long terme et de contrats pour atteindre la première échéance d'un démonstrateur en 2026", a exhorté Eric Trappier. Des deux côtés de la frontière, l'accélération de ce programme pourrait apporter une bouffée d'oxygène à tous les acteurs qui y participent : avionneurs, fabricants de moteurs, électroniciens et leurs sous-traitants. Cela permet également de faire d'une pierre deux coups, puisque la plupart des entreprises de l'aéronautique travaillent également pour le secteur de la défense. La manne du programme spatial européen Dirk Hoke a également évoqué l'importance du secteur spatial comme amortisseur à cette crise. Il a rappelé que l'agence spatiale européenne (ESA) avait approuvé en fin d'année dernière le lancement de nombreux programmes. En novembre 2019, lors de la réunion des ministres européens en charge du secteur spatial à Séville, l'ESA avait en effet dégagé un budget de 14,4 milliards d'euros pour les cinq prochaines années. La France et l'Allemagne étant les principales contributrices avec respectivement 3,3 milliards d'euros et 2,7 milliards. Les deux partenaires ont également sollicité l'aide de l'Europe. Ils craignent toutefois que le budget du fonds européen de défense soit la victime des ajustements budgétaires en cours de négociation. A l'origine, il devait atteindre 13 milliards d'euros sur la période 2021-2027.
