Canadian government extends in-service contract with Mack Defense

Country's public services, procurement department exercises option to secure additional 5 years of military vehicle support

Mack Defense will continue to provide support services for the Canadian army through 2025.

Public Services and Procurement Canada (PSPC) recently exercised its option to extend the Mack Trucks subsidiary's in-service and support contract for an additional five years, running from 2020 to 2025, and covering more than 1,500 Medium Support Vehicle System (MSVS) Standard Military Pattern (SMP) vehicles.

“Mack Defense's MSVS SMP vehicle systems provide critical capabilities that the Canadian Armed Forces depend on,” said David Hartzell, president of Mack Defense. “We look forward to maximizing the uptime of these vehicles as we continue to provide these support services.”

The contract covers all MSVS SMP vehicles, trailers and armored protection systems, Mack said, and will enable Mack Defense to provide support services and the provision of spare parts and materials for level one and two maintenance tasks performed by the customer. Equipment requiring in-depth maintenance, such as repair and overhaul activities or warranty repairs, will be handled by a facility in the area of Quebec City, Quebec. Mack Defense will provide support by delivering spare parts to Canadian Forces Depots (CFD) in Edmonton, Alberta and Montreal, Quebec.

Mack Defense was awarded two contracts in 2015 valued at $725 million CAD by the Department of Public Works and Government Services Canada (now PSPC), on behalf of the Department of National Defense, to deliver more than 1,500 8x8 MSVS SMP trucks and to provide in-service support for the fleet. The MSVS SMP is available in a number of variants, including cargo, material handling cranes, load handling systems (LHS) and mobile repair trucks (MRT).

The 1,587th and final MSVS SMP vehicle was delivered in February 2020. The program also delivered 322 trailers and 161 armored protection system cabs.

    A new Defence Procurement Agency – Would it solve anything?

    By Brian Mersereau Defence Watch Guest Writer During the recent federal election, the issue of considering a new Defence Procurement Agency or DPA surfaced again. The Liberals made such an organization part of their defence platform this time around as part of their plan to improve military procurement. While positive outcomes could result from a new organizational structure, simply installing one will not in and of itself create an efficient procurement model. It most certainly will not address in any substantive manner why taxpayers pay far too much to acquire the defence capabilities Canada needs to protect our sovereign interests in a world that has become increasingly unstable in recent years. It appears that, in many cases, Canada pays more per unit of capability to satisfy its defence needs than most of its allies. Unfortunately, though quite logically, this phenomenon has effectively shrunk the size of our armed forces as the number of platforms we can afford to acquire continues to dwindle due to high costs. While this approach can create short-term jobs, they are ultimately unsustainable since there is no international market for our higher-priced solutions. This is not the direction in which Canada should be headed. Before Canada decides to move ahead with a new procurement agency, it should assemble a “smart persons” panel or forum to thoroughly review the existing system and establish the mandate and objectives of whatever type of organization results from said review. Such a review group must be composed of people from the public and private sector with significant experience, not skewed with staff whose procurement experience primarily consists of exposure to the Canadian “way”. During this review, the panel must examine various issues which are currently perceived to be an impediment to the efficiency of Canada's procurement system. Based on my own years of experience on both the buy and sell sides of the procurement equation, the following areas merit some serious thought: Organizational Structure The fewer individuals, departments and oversight committees with their fingers in the “procurement pie”, the quicker and more coherently things will get done. Even at today's interest rates, time really is money for all involved in the process. Adding more time to a schedule for another management review quite often has a negative impact. While I understand governance and oversight committees have their place, their overinvolvement can produce negative outcomes if mandates are not absolutely clear and if individuals on these committees have limited experience with respect to the issue at hand. Risk Canada's ongoing method for defence procurement is that it will not assume any risk on their side of a contract. If Canada insists the private sector must accept all risk, the private sector will so oblige – but at a significant price and to the detriment of schedules and timelines. As contract prices necessarily increase, so do governments costs to manage the contract. In reality, the most efficient procurement solution for Canada would see some elements of risk managed by the buyer, rather than entirely borne by the seller. More consideration needs to go into balanced risk-sharing formulas. Process Canada has an extremely hands-on procurement process for major systems during the competitive phase, as well as during the implementation of the contract. Even in this digital age, Canada hamstrings its own progress with the sheer degree of detail and bureaucracy it requires; unbelievably, freight trucks are still required to deliver proposals. It seems as though, on occasion, the buyer thinks it knows more about designing and engineering the defence systems Canada needs than the actual designers and engineers for whom it is a primary occupation. Requirements of little or no consequence are painstakingly spelled out in the greatest of detail. Such an approach has a tremendous impact on the amount of time consumed by both the buyer and seller, again driving up costs and extending schedules. Less “hand holding” by the customer must be seriously considered. Sole Source In the procurement world, “sole source” is often viewed as a dirty phrase. Frequently, Canada attempts to run competitions in scenarios where the chances of achieving any meaningful savings or benefits related to competition are low at best. This takes years and drives costs higher at no measurable gain for the buyer. The parameters of when and under what circumstances Canada should move directly to a sole source should be thoroughly reviewed. Significant resources are being wasted managing nearly meaningless processes. Skills Canada's internal skill set for managing large, complex defence procurements does not appear to be adequate. As a result, it turns more and more often to the expertise of external third parties in order to keep up with large private sector firms at the negotiation table from a knowledge and experience standpoint. While there will always be a need for some third-party expertise, project managing many external suppliers in the negotiation phase – each of whom have their own agendas – only further complicates the already convoluted procurement process. Canada would be much better off with an enhanced internal core staff. If Canada takes the time to review the appropriateness of some form of DPA model, it must cast the net wider and review other critical aspects of the procurement process – or else any organizational changes will inevitably succumb to the systematic inertia of the overall process.     New air defences needed in wake of Iran attack, Canadian Army says

    BY LEE BERTHIAUME THE CANADIAN PRESS The launching of Iranian missiles against a base housing Canadian soldiers in Iraq has highlighted a long-standing deficiency for the Canadian Army: the inability to defend against air attacks such as aircraft, rockets and drones. Iran on Tuesday fired missiles at two military bases in Iraq, including one near the northern city of Irbil that has housed Canadian troops for more than five years as part of the fight against the Islamic State of Iraq and the Levant. No one was injured in the missile attack, which was in retaliation for the killing of Iranian Maj.-Gen. Qassem Soleimani by a U.S. drone last week. Prime Minister Justin Trudeau confirmed Wednesday that Canadian soldiers were at the base at the time of the Iranian attack. Canadian troops in Iraq and elsewhere are routinely deployed with allies who have what are called “ground-based air defences,” or GBADs in military parlance, which can include everything from missile interceptors and anti-aircraft guns to electronic jamming devices and lasers. But Canadian Army spokesperson Karla Gimby said the Iranian missile attack nonetheless demonstrated why a new air-defence system is one of the army's top procurement priorities. “Iran launching missiles underscores the need for militaries — and the Canadian military — to have GBADs,” Gimby said Wednesday, though she added: “It is too early to tell if recent events will impact the GBAD procurement timeline.” Successive Canadian Army commanders have raised the lack of air defences for front-line troops since the military retired the last of its anti-air weapons in 2012. However, efforts to acquire a new system have been stuck in neutral for years. The Department of National Defence is not expecting delivery of a new system until at least 2026, which is projected to cost between $250 million and $500 million. Officials have previously suggested that part of the problem is trying to figure out exactly what threats the system will be designed to counter, particularly given rapid advances in technology. In a recent interview with The Canadian Press, Canadian Army commander Lt.-Gen. Wayne Eyre referenced Iran's use of drones to attack Saudi Arabia's largest oil facility in September as one new airborne threat on the battlefield. “No army in history has gone to war with all of the resources that it wanted, all the capabilities that it wanted,” Eyre said. “That being said, GBAD is one of the ones that I am most concerned about because it is not just a capability shortfall, it's a capability gap. We don't have it.” When the Canadian military put away the last of its anti-air weapons in 2012, it was on the assumption that Canada and its allies would have air superiority in any battle and not have to worry about airborne attacks, said defence analyst David Perry of the Canadian Global Affairs Institute. “The Taliban never had any of that kind of stuff.     Canada’s Air Task Force – Romania begins 2020 NATO enhanced Air Policing mission

    On Sept. 3, the Canadian Armed Forces (CAF) Air Task Force – Romania (ATF-Romania) received their readiness certification from the North Atlantic Treaty Organization (NATO) during a certification ceremony held at the Romanian Air Force Base Mihail Kogalniceanu. This certification allowed the Task Force to officially begin their enhanced Air Policing mission under Operation Reassurance in Romania on Saturday, Sept. 5. During this mission, the detachment from the Royal Canadian Air Force (RCAF), consisting of approximately 135 personnel and six CF-18 Hornet fighter jets, will help secure the skies over Romania until December 2020. The Air Task Force will work with the Romanian Air Force under NATO command and control as part of Operation Reassurance, which is Canada's contribution to NATO assurance and deterrence measures. Protection measures against COVID-19 were taken during the certification ceremony to ensure the health and safety of all present. While conducting their mission, the Air Task Force members are working alongside our regional partners and Allies in Romania, and taking all the necessary precautions to minimize the risk to the safety of our personnel and the local population. Despite the limitations of operating in a COVID-19 environment, the CAF have remained agile and able to conduct successful missions around the world, all while adhering to both domestic and host nation COVID-19 safety requirements. “Every year, this Air Task Force provides a concrete example of Canada's commitment to NATO's collective defence,” said MGen Eric Kenny, Commander 1 Canadian Air Division and Joint Forces Air Component Commander. “Air Policing is a critical part of NATO's mandate and is a mission our crews excel at, thanks to their training and experience with our own 24/7/365 NORAD mandate. I am honoured to be back as the Air Task Force Commander, and I am looking forward to working and flying alongside our Romanian allies again.” Quick Facts During the mission, Canadian fighter pilots, mostly from 433 Tactical Fighter Squadron (433 TFS), will hold a quick reaction alert posture to augment Romanian air policing capabilities. They will also fly training missions together with the Romanian Air Force, as well as other regional Allies and partners. This will include patrolling Romanian air space and, if necessary, intercepting any aircraft that enter it without authorization. Operation Reassurance is Canada's contribution to NATO assurance and deterrence measures, which demonstrates Canada's ability and willingness to react rapidly to international crises and to work side by side with its NATO Allies to reinforce NATO's collective security.
