    DANIEL LEBLANC The American government is once again urging Canada to acquire U.S.-built fighter jets to replace its fleet of CF-18s, one day after it emerged the Pentagon recently threatened to pull the F-35 out of the $26-billion competition for new aircraft. The contradictory messages from the U.S. government showcase how the Americans are trying to prevent a tendering process that would favour European manufacturers at the expense of either the Lockheed Martin F-35 or the Boeing Super Hornet. The Canadian government is weeks away from launching a competition for 88 new fighter jets, with the two American firms set to enter into a competition against the Swedish Gripen and the Eurofighter Typhoon, which is built by a consortium that includes Airbus. In a statement on Tuesday, the American government called on Canada to make sure its fighter jets can operate alongside U.S. military aircraft around the world. The “crucial” point, according to the American government, is Canada's participation in the North American Aerospace Defence Command (NORAD) that controls the Canadian and American airspace. Only U.S.-built fighter jets currently operate in NORAD and European aircraft would face technological hurdles in gaining the ability to fully integrate into the bi-national military alliance. “We continue to believe in the importance of NATO and NORAD interoperability as a crucial component of Canada's acquisition of defence assets,” said Joseph Crook, a spokesman for the U.S. embassy in Ottawa. Mr. Crook added the American government remains “hopeful that U.S. firms are able to participate in open and transparent competition processes that can support Canada's NATO and NORAD obligations, especially when it comes to co-operative engagement capabilities.” On Monday, the Macdonald-Laurier Institute published letters from American officials who warned their Canadian counterparts last year that the F-35 might be pulled from the competition unless Canada's requirements for industrial benefits were modified. The American government is concerned about Canada's Industrial and Technological Benefits (ITB) policy, which requires the winner of the contract to invest the equivalent of the acquisition cost in Canada. Built by Lockheed Martin, the F-35 is a stealth aircraft developed by an international consortium of allied militaries under a program that specifically rejects the application of traditional industrial benefits. Canada has been a member of the program since 2006. In an interview after a cabinet meeting on Tuesday, Defence Minister Harjit Sajjan said he has sought to reassure the Americans by pointing out that the Canadian government will focus mostly on technical capabilities in deciding which aircraft to purchase. “First of all, the capabilities of the aircraft is the number one priority. Making sure we meet the needs of the Canadian Armed Forces – the Air Force in this particular case – is the number one priority. We will always make sure that will happen,” Mr. Sajjan said. He added that obtaining benefits for the Canadian economy is also important, while suggesting the matter will have less importance in the final weighting of the bids. “This obviously factors into the equation, but the capability requirements for the Canadian Armed Forces is always the number one priority,” he said. In a speech laying out his foreign-affairs policy on Tuesday, Conservative Leader Andrew Scheer said he will seek to modernize the NORAD alliance if his party forms the next government, including through the purchase of fighter jets that can defend North America alongside the U.S. fleet. “I will act to select a new fighter jet through an open competition and make sure the new jets are interoperable with our American allies,” Mr. Scheer said. Vice-Admiral Mathias Winter of the U.S. Navy said in a letter last December that Canada has received US$1.3-billion in economic benefits from its participation in the F-35 program to this point. “The F-35 supplier team will submit an F-35 offer only if (1) the ITB requirement is waived entirely and (2) there is no future ITB obligation arising from selecting the F-35,” Vice-Adm.     With billions of dollars at stake, all parties promise to fix defence purchases

    Every election, would-be prime ministers promise to cancel bad military purchases or processes, hurry along good ones, fix the mess once and for all OTTAWA — The seemingly endless effort to replace Canada's CF-18s fighter jets passed a tiny milestone Friday: fighter-jet makers participating in the $19-billion competition were required to explain how they planned to make their aircraft compliant with U.S. intelligence systems. For nearly a decade, Canadians have been inundated with talk of fighter jets without Canada ever buying them, an ever-worsening symbol of the failures of Canada's military procurement system. Every election, would-be prime ministers promise to cancel bad purchases or processes, hurry along good ones, fix the mess once and for all. Conservative Leader Andrew Scheer this week promised to “de-politicize” military procurement with new oversight bodies in cabinet and the Privy Council Office while working toward multi-partisan consensus on procurement projects in Parliament. The Liberals promise to establish a new agency called Defence Procurement Canada, which suggests taking the entire function away from the four departments that now share responsibility for buying military kit. The New Democrats and Greens promise, without detail, that they will ensure Canada's military gets the equipment it needs. The origins of what we face today can be traced back to the end of the Cold War when Canada and its allies began to cut defence spending after a decades-long arms race with the Soviet Union. There were concerns about whether or not you're getting the right kind of economic benefits “We deferred purchasing new fighter planes and did the same thing with our frigate fleet,” says David Perry, vice-president of the Canadian Global Affairs Institute and one of Canada's foremost experts on defence spending and procurement. “We just kicked the can down the road on fixed-wing search-and-rescue aircraft. There was a bunch of other projects that fit the same vein.” The military had to use equipment for years longer than it was supposed to and the Department of National Defence lost most of its procurement experts. But in the mid-2000s, the Forces' equipment problems were revealed in Kandahar: the military lacked transport aircraft to resupply its Afghanistan mission, artillery and tanks to support troops on the ground and helicopters to move them around. Ottawa rushed into gear, purchasing transport planes, howitzers, helicopters and tanks in short order — in most cases without competitions. New equipment flooded in but there were some big failures, starting with accusations defence officials rigged the requirements for a new search-and-rescue plane to select a specific U.S. plane. There was also a failed effort to buy new supply ships for the navy and, most explosively, a plan to buy new fighter jets, Lockheed Martin's F-35s, without a competition. In 2012, auditor general Michael Ferguson blasted the Defence Department for failing to communicate the stealth fighter's risks, including escalating costs and schedule delays, to Parliament and decision-makers. Dan Ross, who was the department's head of military procurement at the time, would later say defence officials had all the information and were willing to share it — the Harper government just wouldn't let them. Either way, the public's confidence in the system and the government's ability to manage it were shaken. The F-35 purchase was scrapped. The Tories imposed new constraints to keep costs under control and ensure Canadian industry and communities benefit from defence contracts. “There were concerns about whether or not you're getting the right kind of economic benefits, some significant concerns about whether or not process was being adhered to until you had this system recalibration where you had an injection of additional rules and governance,” Perry says. That recalibration imposed a fundamental tension on the system: the need to get the best equipment possible, with the most benefit to the economy or local industry, at the lowest cost. Every big procurement is partly about the military's needs and partly about national industrial policy — and, that means, partly about politics. Most procurements are still completed with minimal fuss. The problems largely lie with big, once-in-a-lifetime contracts like fighters and warships that are worth billions of dollars and are not only essential for the military to operate, but have the potential to benefit Canadian businesses and communities for years. The ones that involve billions of public dollars. “You're trying to get the best bang for the buck for as little buck as possible,” says Queen's University professor Kim Nossal, who wrote a book entitled “Charlie Foxtrot: Fixing Defence Procurement in Canada” in 2016. “The one comforting thing is that very few countries have got the balance right. All industrial countries, all of our allies, faces these kinds of pressures. They worry about jobs and costs and capability.” Efforts to combine the three competing priorities can lead to bickering among federal departments, lawsuits from companies and politicians sticking their fingers in things. Seconds after saying he would de-politicize the military procurement system this week, Scheer promised to negotiate the purchase of an interim naval supply ship from Quebec's Chantier Davie shipyard, which lobbied the Liberal government for years to ink such a contract without success. Davie is one of Canada's big players in shipbuilding — and it's in much-contested political territory just outside Quebec City. Alan Williams, who was the Defence Department's head of procurement from 1999 to 2005 and now advises companies on procurement matters, compares Scheer's promise on Davie to Justin Trudeau's promise in 2015 not to buy the F-35. That's because while a government can decide to purchase a piece of military equipment, procurement laws — and Canada's international trade obligations — forbid it from choosing or excluding a specific product or supplier except under extreme circumstances. Upon taking office, the Liberals twisted themselves in pretzels to get around the legal implications of their promise. That twisting led to a plan to buy Super Hornets from a competing vendor. When that fell through, four years passed before an actual competition was launched — with the F-35 now one of three planes still in contention.     Routine operations and patrols within Canada will continue The Canadian military has banned all foreign travel and ordered non-essential personnel to stay home — part of its sweeping response to the global outbreak of COVID-19. A formal order — known as a CANFORGEN — was issued Friday after a preliminary warning order was issued to units across the country the day before. In an interview, the country's top military commander also said a handful of troops who recently returned from an overseas operation have voluntarily gone into self-isolation at the military airbase in Bagotville, Que., but they are not considered "presumptive cases." Chief of Defence Staff Gen. Jonathan Vance confirmed that only one member of the military — a naval reservist — is in hospital in Spain after being formally diagnosed with the illness. 'Miltary operations will continue' He said those returning from deployment and leave outside of Canada will be ordered to self-isolate. "We're trying, at this point in time, to pause all things, but necessary military operations will continue," Vance said. The new travel ban will mean that the few thousand troops now serving on deployments, exercises and exchange positions will not be allowed to leave the countries where they are operating. Reservists, who serve part-time, are being encouraged to abstain from personal travel outside of Canada. Bases will be closed to visitors, including foreign delegations. Military training schools will restrict new entrants and those already on course will be confined to base. "While at home, or on leave, in Canada, I'm asking members to adopt an approach that protects themselves and their family from the virus," Vance said. "I expect our command and control headquarters to continue operations, albeit at reduced levels, and some units will be able to stand down to essential administration and command functions only." Dave Perry, a defence analyst at the Canadian Global Affairs Institute, said the orders are meant not only to halt the spread of the virus but to give the military flexibility to respond if the civilian health care system or vital infrastructure becomes overwhelmed. "The military is pre-positioning if they are called out to help the government in any significant way," he said. Troops could be deployed with transport and communications to help frontline health workers, such as the people doing virus screening. "People at the frontline of the pandemic could require a host of supports," Perry said. An order for federal government workers to stay home also could put a strain on some parts of the country's telecommunications grid. "The military has independent communications that can work around that securely," Perry added. The order follows on a series of measures the military has taken in response to the unfolding pandemic crisis. At that time, Vance said federal officials, under a worst-case scenario, were prepared for an absentee rate among government workers of 25 per cent and that the military is looking at a similar number. He added that the best defence is to not get sick at all. The biggest issue the Department of National Defence has faced thus far has been the civilian travel restrictions, which have hampered the movement of personnel. It also has prevented the full resumption of the military training mission in Iraq, a senior commander told a parliamentary committee this week. There is concern for the forces operating in war zones like Iraq, where the health care system lies in ruins. As of Thursday, Iraq reported 74 confirmed cases of COVID-19 and eight fatalities. Approximately one-quarter of the country's cases are known to be in the northern Kurdistan region, where Canadian special forces troops have been conducting an advise-and-assist mission to help root out the remaining extremist holdouts after the fall of the Islamic State. The country's second-largest city, Mosul, was largely destroyed by the fighting.
