ARLINGTON: How new is Bell Helicopter's shiny showroom — excuse me, Advanced Vertical Lift Center — minutes from the Pentagon and the Capitol? Between the time I arrived this morning and the time I headed out, they installed two huge mockups of their high-speed V-280 Valor tilrotor. But these aren't land-based troop transports like the prototype Bell's already flying for the Joint Multi-Role (JMR) demonstration program. They're heavily armed gunships.

One, in Army colors, has missile racks sticking out of what was originally the passenger cabin — a conversion that units could potentially install or remove as needed in the field. The other, with Marine Corps markings, is a sleeker thoroughbred gunship with internal weapons bays, stealth features, and folding wings to fit in shipboard hangars.

Bell showed off these mockups before, but there's almost no imagery available online, so when executives said I was free to take photos, I had my phone out at once. Equally interesting was what they said about another design they've still got under wraps: Bell's contender for the Army Future Attack Reconnaissance Aircraft(FARA), a scout light, small, and agile enough to avoid detection by flying down city streets.

    German industry lead prepares for possible collapse of TLVS anti-missile program

    By: Sebastian Sprenger COLOGNE, Germany — The German arm of MBDA said it will “restructure” its operations following signals from Berlin that the government is having second thoughts about the company's pet project, the TLVS air defense system. The move comes after European consortium MBDA and its American partner Lockheed Martin held out hope for years that their follow-on work on the former Medium Extended Air Defense System — which included the United States, Germany and Italy — would eventually yield a contract with the German military, or Bundeswehr. Up to now, the vendors invested some money of their own in the effort, believing the system's features would revolutionize a global air defense market dominated by the Patriot system. But MBDA now thinks a contract still won't materialize next year, the company said in a statement. In addition, the statement noted that Defence Minister Annegret Kramp-Karrenbauer announced a reevaluation of the Bundeswehr's entire air defense portfolio. Such reviews typically are telling indicators that governments want fresh thinking on a given subject and are willing to scrap long-standing plans. In the case of TLVS, Kramp-Karrenbauer's recent emphasis on “layers” in missile defense, a common way to conceptualize the technology, could mean the system is no longer thought to serve the sweet spot in intercepting aircraft, missiles or drones at various heights and distances. Late last month, lawmakers only included a token sum of €2 million (U.S. $2.4 million) for TLVS in the defense budget for next year. While there is an opportunity to add funds midyear, including some kind of bridge funding until the Defence Ministry's goals are more clear, the companies are seeing their prospects diminish. It remains to be seen how the ministry would shape the narrative about canceling a program once held up as a poster child of German defense procurement reform. Officials set the program up with the idea of delegating as much development risk to the contractors as possible, at a fixed price.     Raytheon will participate in Army missile defense radar ‘sense-off’

    By: Jill Aitoro WASHINGTON — Raytheon will participate in a missile defense radar “sense-off” to test designs that could be included in the U.S. Army's Integrated Air and Missile Defense system under development. The Army announced plans for the sense-off in October, resetting the approach for the Lower Tier Air and Missile Defense Sensor, or LTAMDS, program that has struggled to bring about a new radar for well over a decade. The sense-off is “separate and distinct” from contracts awarded to Raytheon and Lockheed Martin last fallto come up with design concepts for a new missile defense radar, according to Bob Kelly, Raytheon's director for integrated air and missile defense in the company's Integrated Defense Systems division, who spoke with reporters Thursday. According to an Oct. 29 notice posted to the Federal Business Opportunities website, the sense-off will take place this spring at White Sands Missile Range, New Mexico. Each vendor with a radar will have roughly two weeks on the range to demonstrate capabilities. A down-select will happen by the end of the year. “We can meet the timeline for both the sense off and initial operational capability in fiscal year 2022,” Kelly said. However, it's unclear what this means for the prior technology development program. Kelly said that effort remains relevant, with the contract ongoing, but referred any further questions about its status to the Army. “Our developmental efforts — what we do for one, it serves the other as well,” he said. “We were both [Raytheon and Lockheed Martin] going to develop prototypes. But with the sense-off, we're doing it faster,” and with more competitors. The sense-off strategy accelerates the timeline by a couple of years, Kelly said. The other lingering question is whether the LTAMDS will include 360-degree coverage — a high priority for the Army, but seemingly one downsized in importance for the LTAMDS effort. “The threshold is not for a 360-degree radar,” Kelly said, adding that Raytheon's base design does include the capability. “We have a lot of scalability in our system, so if the Army decides they don't want [360-degree coverage], we can give them the opportunity in the future to upgrade.” The Raytheon-made Patriot air and missile defense radar was first fielded in the 1980s, and the Army attempted to replace the system with Lockheed Martin's Medium Extended Air Defense System through a co-development effort with Germany and Italy. But that program was canceled in the U.S. after closing out a proof-of-concept phase roughly six years ago. Since then, the Army has studied and debated how to replace the Patriot radar with one that has 360-degree detection capability, while Raytheon continues to upgrade its radar to keep pace with current threats.
