    US Navy, Marine Corps order dozens of Osprey aircraft in $4.2B deal

Jarocki WASHINGTON ― The U.S. Navy and Marine Corps continue to invest in vertical takeoff aircraft, announcing a $4.2 billion contract with the Bell-Boeing Joint Program Office for dozens of new V-22 Osprey tilt-rotor aircraft. The agreement provides for the manufacture and delivery of 39 CMV-22B aircraft for the Navy and 14 MV-22B aircraft for the Marines. The delivery is expected to be completed by November 2024. The Navy will use the new tilt rotors for transporting personnel and cargo from shore to aircraft carriers. The Osprey is also used in infiltration/exfiltration operations. The V-22 and its variations have seen use by the U.S. Air Force for resupply operations, and by the Marines in Syria. The Army is also interested in developing vertical lift capabilities for deploying strike teams. The contract included a sale of four MV-22B aircraft for the government of Japan, where five American Ospreys arrived this spring to begin a deployment based in Tokyo. The purchase “enables the U.S. Navy to begin advancing its carrier onboard delivery fleet with modern tiltrotor aircraft” Kristin Houston, vice president for Boeing tilt-rotor programs and director of the Bell-Boeing V-22 program, said in a news release.     US Army floats the option of fielding high-altitude balloons

    By: Jen Judson WASHINGTON — The U.S. Army is now carving out a path to field high-altitude balloons to provide an additional but less expensive layer of communications, connectivity, range extension and surveillance capabilities, adding resiliency to the service's existing architecture of space assets and aircraft supporting multidomain operations. Recent tests and experiments with high-altitude balloons at White Sands Missile Range, New Mexico, left an impression on the head of the Army's Space and Missile Defense Command. “It's just phenomenal what we're able to do with high-altitude balloons,” Lt. Gen. Daniel Karbler told Defense News in an interview ahead of the Association of the U.S. Army's annual conference, which took place virtually Oct. 13-16. “I don't have the cost analysis but, in my mind, pennies on the dollar with respect to doing it. If I had to do it via a [low-Earth orbit] or some satellite constellation, what we are able to provide with high-altitude balloons, it's tactically responsive support to the war fighter,” he added. Karbler said he sees the balloons supporting the Army's Multidomain Task Force in the future. “Conceptually, with the types of missions that the Multidomain Task Force is working, the high-altitude balloons would be a key capability enabler,” Brent Fraser, concept development division chief at SMDC's Space and Missile Defense Center of Excellence, told Defense News in an Oct. 29 interview. “[The balloons would] be able to provide some beyond-line-of-sight capability, whether it's communications, extended distances, to be able to provide the ability to enable sensing of targets deep in the adversary's areas, to be able to reinforce and complement existing sensing systems other than the aerial layer as well as the space layer,” Fraser added. In terms of war games and experiments conducted with high-altitude balloons, “as we look at a number of emerging concepts and capabilities and formations,” he explained, “I think we still have a ways to go, but I think we're on a positive path to continue.” SMDC has been working on high-altitude balloons — basically dirigibles that can camp out roughly 60,000-90,000 feet in the air — for a long time, but recently the technology has improved, particularly through the commercial market. Google, for instance, used high-altitude balloons to help Puerto Rico after Hurricane Maria to help establish internet connectivity. Duration is one of the areas that has greatly improved. High-altitude balloons can now stay aloft for weeks, if not months, rather than just hours or days. Users can also command and navigate the balloons better than before, and the platforms can more easily be recovered after missions. “The technology readiness levels have really come a long way,” Fraser said. SMDC has partnered with Army Futures Command to advance the technology, particularly involving the latter's Assured-Positioning, Navigation and Timing cross-functional Team as well as Training and Doctrine Command, the Army Intelligence Center, and cyber and special operations personnel. Several years ago, the Army developed a high-altitude concept that established a foundation on which to build, Col. Tim Dalton, Army capability manager for space and high altitude within the SMDC's center of excellence, said in the same interview. After integrating the concept into a variety of war games with Futures Command and other entities, the Army is starting to develop requirements. “We're in the initial stages of defining what those requirements would be,” Dalton said. “There's kind of two aspects to the high-altitude piece: the high-altitude platform, so it's the balloon, and then whatever it's carrying on there for a payload.” The Army has created initial documents for staffing through Futures Command, and over the next couple of years the service will run those requirements through the Joint Capabilities and Integration and Development System process, which will lead to review by the Army Requirements Oversight Council.     Air Force to Add 12 Weapons Systems for AI/ML-Informed Predictive Maintenance This Year

    The U.S. Air Force is to add a dozen weapons systems to its Enhanced Reliability Centered Maintenance (ERCM) model that employs artificial intelligence/machine learning (AI/ML) for predictive maintenance. Those systems are the Boeing [BA] F-15 fighter, B-52 bomber, RC-135 reconnaissance plane, C-17 transport, and A-10 Thunderbolt II close air support aircraft, the Lockheed Martin [LMT] AC/MC-130 gunships, F-16 fighter, and HH-60 helicopter, the Bell [TXT] and Boeing CV-22 tiltrotor, the Northrop Grumman [NOC] RQ-4 Global Hawk and the General Atomics‘ MQ-9 Reaper. “We have a couple of different initiatives under what we would call the umbrella of predictive maintenance,” Air Force Lt. Gen. Warren Berry, the service's deputy chief of staff for logistics, engineering and force protection, said during a July 9 Mitchell Institute for Aerospace Studies' Aerospace Nation virtual discussion. “One is Condition Based Maintenance Plus [CBM+]. We have three weapons systems in there right now: the C-5, the KC-135, and the B-1. They've been doing it for about 18 to 24 months now, and we're starting to get some real return on what it is that the CBM+ is offering us. The other element is called Enhanced Reliability Centered Maintenance [ERCM], which is really laying that artificial intelligence and machine learning on top of the maintenance information system data that we have today and understanding failure rates and understanding mission characteristics of the aircraft and how they fail, and then laying that into the algorithms that then tell us when parts are likely to fail based on failure rates and the algorithms we plug in.” “We're in the process of adding another 12 weapons systems under the ERCM umbrella this calendar year,” Berry said. Defense Daily has asked Air Force Materiel Command (AFMC) for the names of the 12 systems. AI/ML is to assume a significant role in predictive maintenance for the 11 combatant commands (COCOMs). In April last year, the Pentagon said that the new Joint Artificial Intelligence Center (JAIC) had delivered its first product, a predictive Engine Health Model (EHM) maintenance tool for Sikorsky [LMT] Black Hawk helicopters, to U.S. Special Operations Command's 160th Special Operations Regiment (SOAR) for use with SOAR's MH-60 helicopters. JAIC said that its Joint Logistics Mission Initiative (MI), one of six JAIC AI projects, is working “to develop a repeatable, end-to-end AI ecosystem” to bring EHM to scale across the Black Hawk fleet. EHM, developed in partnership with Carnegie Mellon University, “predicts the probability of an engine hot start so decision-makers can consider next steps,” including replacing the engine or holding it back for training missions instead of deployments in high-risk missions, Army Col. Kenneth Kliethermes, JAIC's Joint Logistics MI lead, said in a recent JAIC blog post. Another JAIC mission initiative, the Joint Warfighting MI, “is working with several COCOMs to build, test, and expand its Smart Sensor, a video processing AI prototype that rides on unmanned aerial vehicles and is trained to identify threats and immediately transmit the video of those threats back to manned computer stations for real-time analysis,” according to the JAIC blog post. Army Col. Bradley Boyd, the lead for the Joint Warfighting MI, said that the Smart Sensor could lead to “a dramatic reduction in the amount of data that has to be pushed back for a human to cull through.” “Instead of staring at one video feed and hours and hours of trees and rocks and nothing happening, that person can instead be monitoring 10 video feeds because they are only seeing the stuff that really matters,” Boyd said in the JAIC blog post. https://www.defensedaily.com/air-force-add-12-weapons-systems-ai-ml-informed-predictive-maintenance-year/army/
