    Air Force works to ‘mitigate’ Ligado deal’s impact on GPS

    Aaron Mehta and Valerie Insinna The U.S. Air Force is in the early stages of developing strategies to “mitigate” the damage expected to occur to Global Positioning System capabilities following the Federal Communication Commission's approval of a spectrum request by Ligado Networks, according to the service's top uniformed officer. On Wednesday, Air Force Chief of Staff Gen. David Goldfein said he was “very concerned about the Ligado decision,” adding those concerns are shared with Gen. Jay Raymond, the first head of the U.S. Space Force. “We as a nation, and I would offer as a [world], rely on GPS to do so much that affects far more than military operations,” Goldfein said. “This is our quality of life. This is how we run businesses. This is how we fly airplanes. This is the ATM that requires that timing signal to get money. This is the blue dot on your phone that allows you to get from point A to point B, so we have come to just rely completely on GPS.” On Monday, the FCC voted 5-0 in favor of Ligado's plan, which would allow the company to use L-band — a range of frequencies between 1 to 2 GHz, on which GPS relies in order to penetrate weather and dense vegetation. The company wants to use L-band as part of its plan to expand America's 5G capabilities, or next-generation connectivity. The Defense Department and other government agencies have opposed the proposal for almost a decade over concerns it would impact GPS. C4ISRNET first broke the news April 10 that the FCC would move forward with Ligado's request. “The best way I've heard it described — I'm a philosophy major and this works for me — if you're trying to have a quiet conversation and in the next room is a 500-watt speaker blaring music at you: That's a visual of what potentially could be the interference with this GPS signal that absolutely has got to be pristine, and the world relies on," Goldfein said. "So I am very concerned about it, and [Chief of Space Operations for the U.S. Space Force Gen. John “Jay”] Raymond and I are looking at different mitigation steps.” Goldfein didn't go into details about what those steps might entail. Later in the day, Mark Lewis, the Defense Department's director of research and engineering for modernization, said he hadn't talked with Goldfein yet on next steps, but expressed similar sentiments about the Ligado plan. “It's obviously a concern. Our ability to operate not only in space but in spectrum is critical. So I guess what I would tell you is right now we're considering what the implications will be and considering what the impacts will be,” Lewis said at an event hosted by the Mitchell Institute. It's something “we're working pretty actively,” Lewis added. Outside of the technical mitigation efforts, there may be policy efforts underway to try and block L-band use by Ligado. In an exclusive op-ed for C4ISRNET, leaders of the House and Senate Armed Services committees warned that Ligado's plan could ultimately “cost taxpayers and consumers billions of dollars and require the replacement of current GPS equipment just as we are trying to get our economy back on its feet quickly.” “We encourage the FCC to withdraw its approval of Ligado's application and take this opportunity to work with the NTIA [National Telecommunications and Information Administration] and other federal agencies, including the departments of Defense and Transportation, to find a solution that will both support commercial broadband expansion and protect national security assets.     Swiss Air 2030 program clears hurdle of external review — with tweaks

    By: Sebastian Sprenger COLOGNE, Germany — Switzerland should package the proposed buy of 40 or so combat aircraft as a unique track under the $8 billion Air 2030 program, according to a new study commissioned by the defense ministry. This, the study argues, will increase the chance the purchase will be approved in an eventual national referendum. The conclusion is part of a report by former Swiss astronaut Claude Nicollier, who was tasked earlier this year by the new defense minister, Viola Amherd, to critique the envisioned air-defense reboot. The recommendation speaks to the government's strategy of seeing the aircraft acquisition through a circuitous decision-making process in a country with a strong plebiscitary tradition. Buying the aircraft makes up the lion's share of the Air 2030 program, at roughly $6 billion. The purchase of ground-based, air-defense weaponry accounts for the rest. The current Cabinet plan is to pursue the aircraft and ground-based, anti-missile weaponry as a package deal, allowing the populace to vote on both segments en bloc in the likely event that a referendum is called. But advocates for new aircraft, which includes Nicollier, contend that the need for new planes is so great that the decision should be teed up without any distractions whatsoever. “In my opinion, it is wise to choose this track for the combat aircraft, after the past experiences of our direct democracy,” Nicollier wrote in his report. “It is ... useless to mix another weapon system to this next battle, which concerns only the plane and which promises, as usual, to be much more emotional than professional.” Nicollier's comment refers to a previous Swiss decision about replacing parts of its aging combat aircraft inventory, composed of F-5 Tiger and F-18 planes, five years ago this month. At the time, the population voted down the government's pick of the Saab Gripen E following a grueling campaign by advocates and opponents that quickly left the realm of national security arguments. Some believe that putting a specific aircraft model out for a referendum contributed to the program's defeat, a mistake that the defense ministry wants to avoid at all costs this time around. According to a statement on the ministry's website, Nicollier's analysis, submitted in French, recommends that the population should get the chance to vote on the aircraft acquisition only in general terms, leaving the choice of aircraft model up to the government later on. The competitors for the aircraft procurement are Airbus with the Eurofighter Typhoon, Lockheed Martin with the F-35A, Boeing with the F-18 Super Hornet and Dassault with the Rafale. Saab and its Gripen E also are taking another go at it. Nicollier's report will probably be seen as good news for the industry contenders. For one, it supports the idea that Switzerland must quickly act to modernize its abilities to control the national airspace at a time when traditional geopolitical fronts in Europe are becoming murky. In addition, it proposes a path for the aircraft acquisition that appears mindful of lessons learned from the Gripen debacle of 2014. De quoi surprendre les commandants militaires. Aussitôt le confinement déclaré, une entreprise comme Arquus (ex-Renault Trucks Defense), filiale de Volvo, annonçait la fermeture de ses sites industriels sans concertation avec ses partenaires, alors que l'entreprise fabrique avec Thales et Nexter les blindés de l'armée de terre. Après un certain flottement, les choses sont rentrées dans l'ordre et les sites industriels se remettent en marche depuis lundi. Cartographier les besoins prioritaires « Un dialogue s'est ouvert entre les industriels de la défense, la Direction générale de l'armement et le ministère des Armées pour faire une cartographie des activités les plus critiques pour la défense, donner des prévisions d'activité et bien mesurer tous les impacts sur les systèmes de soutien au profit des forces armées », explique-t-on au ministère des Armées. Dès le 20 mars, la ministre Florence Parly envoyait un courrier aux industriels pour leur rappeler que « sans transiger sur les mesures barrières dont le respect strict est indispensable pour endiguer la propagation du virus, l'activité des entreprises de défense devait continuer ». Pas question de ne pas assurer l'entretien des hélicoptères au moment où ils sont plus que jamais engagés dans le transport des malades , de baisser la garde sur la dissuasion nucléaire, ou encore de ne pas pouvoir changer les pièces défaillantes des blindés utilisés au Sahel. Renégociation prochaine des objectifs Après une grosse semaine de fermeture, histoire de bien analyser les conditions de production et de nettoyer les sites de fond en comble, les industriels de la défense ont rouvert. Chez Nexter, les sites de production sont de nouveau actifs, même si la totalité des effectifs n'est évidemment pas appelée. Arquus, de son côté, explique avoir terminé la semaine dernière son inventaire, ce qui lui a permis de livrer à la Direction générale de l'armement nombre de blindés stockés et de rappeler ses salariés pour assurer les livraisons des pièces de rechange, notamment à l'heure où les camions de l'armée sont extrêmement sollicités dans l'opération « Résilience » de soutien à la lutte contre la pandémie. Globalement, le soutien aux armées sur terre, mer et air est assuré, sachant qu'il y aura plus tard, au printemps, des négociations pour réviser les objectifs de livraison de matériel neuf, qui étaient inscrits dans la loi de programmation militaire.
