A new future in global arms sales?

The last few years have seen a subtle transition in how the U.S., as the world's dominant arms exporter, markets to the world.

Consider what we already know.

In Europe, there's an expectation to filter more to local firms, whether through co-development or direct buys. There's also demand for greater access into U.S. programs, and for that access to be on a level playing field.

And then there's South Korea, now calling for foreign contractors to engage with domestic small and medium-sized enterprises. Financial support for its companies is important, according to the Defense Acquisition Program Administration, but so is guidance that helps identify technologies that will make those domestic companies more marketable. Call it a mentorship of sorts.

Look to Middle Eastern countries and we've historically seen more financial offsets: expectations to create jobs at home to improve the economy, grow skilled labor and expand infrastructure. That's the same in northern Africa.

But with oil no longer a reliable source of revenue for the region, the expectations are shifting. The Middle East wants to build a new industry, and with billions of dollars in arms sales at stake for the U.S. and Western allies, the region also knows full well that it holds some powerful cards to play.

It's that question that drove the shift in Europe: “We're buying from you, so why can't you buy more from us? And by the way, politically speaking, we're pretty important.”

All this to say that the emerging visions in the United Arab Emirates and Saudi Arabia have some teeth. And it can, therefore, shape how the Pentagon, American defense giants and global allies for that matter handle arms sales.

Consider a couple of the more recent developments. The UAE launched a government-owned company with a combined annual revenue of $5 billion known as Edge, established with a core mandate “to disrupt an antiquated military industry generally stifled by red tape,” according to its CEO. Falling under Edge are now 25 companies that before were quite small in revenue and global market share, but together hold significant buying power: NIMR, AMMROC and Abu Dhabi Ship Building to name a few.

Not only do these companies become more formidable players on the global stage, but Edge suddenly carries with it significant negotiation power. Sales to the UAE could bring newfound expectations for partnerships, for stakes in programs.

Then consider Saudi Arabia, which established the Saudi Arabian Military Industries, or SAMI, for essentially the same reason. It also modeled the structure off of other countries with established defense industries — Turkey, South Korea, South Africa and some Western countries, among others. SAMI's stated goal is to become one of the largest 25 defense companies in the world by 2030 and to have export account for 30 percent of its business.

So what might this mean for how the U.S. works with the Middle East? Major primes have cheered the formation of these holding companies. But make no mistake: Those primes recognize that the holding companies also pose a threat to the status quo. A simple model of just selling systems into the region likely won't fly, nor will teaming on a particular competition necessarily be enough. Boeing formed a joint venture with SAMI, for example, recognizing the need to commit long term.

Also consider what SAMI CEO Andreas Schwer stated to be his asks of the U.S. and allies when I interviewed him last year: “If there was a wish, we would love to get more access to top-class technologies from all the U.S. partners. There are obviously limitations, which we are suffering from. That's the one element. So be a little bit more open. And second, export in arms and weapons was driven by FMS [Foreign Military Sales] programs. In our new setup in Saudi Arabia, we will do more and more in direct commercial sales.”

Let's be realistic — that could change things.

    By: Megan Eckstein THE PENTAGON – The Navy's next large surface combatant will have all the space, weight and power margins the sea service could need now and into the future to accommodate new weapons in development – but the director of surface warfare said the Navy would not accelerate weapons development to get them ready in time to outfit the new ships. Rear Adm. Ron Boxall, OPNAV N96, spoke to USNI News on Aug. 28, in his first interview on the Future Surface Combatant program since its initial capabilities document was signed out by leadership. Noting that the next large surface combatant would pull from some of the advances made with the Zumwalt-class destroyers (DDG-1000) – including potentially its integrated power system that could easily support laser guns, an electromagnetic railgun, powerful radars and other power-hungry technologies – Boxall told USNI News that the new large surface combatant represented an opportunity to put these technologies into the surface fleet whereas the legacy Arleigh Burke-class destroyers simply do not have the power and cooling capacity to do so. “We're just excited that we think we do have something that is expandable, has SWaP-C (space, weight, power and cooling) for the future. I think all of us were kind of a little bit nervous about the DDG Flight III and whether we'll have long-term ability to put future energy weapons on there, or the power that we need for directed energy, lasers, things like that,” he said. But just because the new ship will be able to support energy weapons doesn't mean Boxall wants to accelerate energy weapons development to ensure they're ready to field on the first new ships. He said moving to the Future Surface Combatant in 2023 is an “aggressive timeline” and that at some point the Navy will have to “snap the chalk line and say, this is what you have that's good enough to go on there” – and if a technology isn't ready, it would wait for fielding in a later block buy of the ship. With the Navy already seeking a new hull to better support the Aegis Combat System and the AN/SPY-6(V) Air and Missile Defense radar – collectively called the DDG-51 Flight III capability – Boxall said he didn't want to force too many changes all at once. “So I'm inclined to say, as long as we build it modularly, we're going to make those assessments in stride” in terms of inserting in new weapons as they come through the development process, he said. “But I don't want to get too crazy about trying to accelerate new technology in the first of the class as we change hulls, which will hopefully be a hull that will be with us for a very long time.” Full article: https://news.usni.org/2018/08/29/navy-making-room-railguns-next-warship-no-extra-investments

    Marines looking to integrate new information capabilities

    By: Mark Pomerleau The Marine Corps has famously claimed that every Marine is a rifleman, but the Corps has moved 1,000 personnel in the last two years to focus on cyber, electronic warfare, signals intelligence and information operations. These moves have come at the cost of infantry, “a pretty big cost to go pay for the Marine Corps,” Kenneth Bible, deputy director of the C4 directorate and deputy chief information officer, said Dec. 6 at the Charleston Defense Contractors Association Defense Summit. "The commandant really had to go think about taking that out of the structure to create these [units] across the Marine Corps.” Now the Marines are looking to integrate these new units — called Marine Expeditionary Force Information Groups, or MIGs — with traditional formations. The deputy commandant for information, a new three-star position created in 2017 to oversee all aspects of information-related warfare, is overseeing efforts to further develop the groups and integrate them into battle plans. "How does he employ those capabilities as part of an integrated warfare plan? How does he implement a strike package in the information domain?” Bible said. “We really have to figure out how to go make that a relevant force and make it something that the MEF commanders can use.” Bible explained these forces will be able to provide traditional military information support operations, psychological operations, military deception, or cyber to fight in the information environment. An operational advisory group met earlier in December with all of the group commanders that focused a lot on how they were maturing capabilities, Bible said. Some of the key questions that still remain surround how to provide intelligence support to cyber, as well as how to incorporate information support capabilities for a more integrated force package, from shaping operations to when operations actually take place. Bible said that Lt. Gen. Lori Reynolds, the deputy commandant for information, has told the organization to start building out exercise plans to work more closely together, adding there will be more specifics to come in the near future. Trident Juncture, NATO-led Trident Juncture exercise in Norway that took place from Oct. 25 to Nov. 7, he said, was a good example of getting limited capability out to commanders to test.     Most grounded C-130s OK’d to fly again

    By: Stephen Losey The Air Force has inspected, and cleared to fly again, most of the 123 C-130 Hercules that were grounded last week due to concerns about potential cracking in a crucial wing joint. Air Mobility Command has returned 74 C-130s to service as of Aug. 9, AMC spokeswoman Alexandra Soika said on Monday. Just one of those grounded C-130s has been found to have a defect so far, she said. Soika said it is unclear how long the remaining 48 C-130s might take to be inspected, since the pace depends on each base's capacity. The inspections take about eight hours. “We are making tremendous progress,” Soika said. The Air Force temporarily grounded the aircraft after finding cracks in the lower center wing joint, or “rainbow fitting," of a C-130 during scheduled depot maintenance. The affected aircraft represented nearly a quarter of the 450 C-130H and C-130J aircraft in the fleet. AMC said that even though only one C-130 was originally found to have cracks, the potential risk of a wing becoming dislodged from the aircraft was so serious that the Air Force decided to inspect all planes that could be affected.
