5 ways the U.S. election result could impact Canada

Trump and Biden have different ideas about trade, defence, China, energy and migration

The fallout from an American election touches countries around the world — starting with its neighbours next door.

And on some issues with clear implications for Canada, Joe Biden and Donald Trump offer contrasting positions.

The CBC has explored a few of these topics, in stories summarized here with links to a deeper dive on each.

Here are five areas where the Nov. 3 presidential election might affect Canada.

Energy and the environment

There are striking differences between the candidates. Trump promises more oil drilling, more pipelines — and less regulation. Joe Biden, on the other hand, says he'd cancel Trump's permit for the Keystone XL pipeline from Canada.

Biden wants to invest massively in clean energy; rejoin the Paris Accord; and, finally, name, shame and potentially punish countries with green tariffs if they fail to cut emissions.

International trade

Some irritants would remain no matter who wins. For instance, Biden promises more Buy American policies and perennial disputes like softwood lumber would not disappear. But Biden says he'd drop some of Trump's most aggressive moves against allies, like the steel and aluminum tariffs based on alleged national-security grounds. He has also hinted he might, eventually, try negotiating U.S. re-entry into the pan-Pacific trade pact now known as CPTPP.

Trump's administration prides itself on a hard-nosed, transformative trade policy that includes lots of tariffs and duties, and has essentially paralyzed the World Trade Organization's dispute system. His trade team says it has a long-term plan; its critics say the results so far offer more chaos than benefits.

Canadian defence policy has long rested on the assumption of an unshakeable partnership with the United States. Yet old alliances suddenly seem less sturdy. Trump has rattled old assumptions, repeatedly criticizing NATO allies for under-spending on their military. Past administrations have made similar complaints. But under a barrage of demands from Trump, allies have, in fact, upped their spending. Some defence analysts, and a top former aide to Trump, still fear he might withdraw from NATO in a second term. That uncertainty lingers over a deployment of Canadian troops in Eastern Europe.

Biden is a staunch NATO advocate, and under his watch, Canada could face a different challenge: conversations about NATO's future role and missions. One major issue continues to hover over the continent: whether Canada will wind up spending billions to install new radar over the Arctic.

China

When the globe's two superpowers clash, Canada risks getting sideswiped. Just ask the Canadians in Chinese jail cells and the canola, pork and beef farmers punished by Beijing after Canada executed a U.S. arrest warrant against a high-profile Chinese telecom exec. China-U.S. tensions now loom over myriad global issues, touching the World Health Organization, the World Trade Organization, agriculture, educational exchanges, journalism, new technologies and sanctioned goods. Trump made these issues top priorities. And they're not going away.

Biden, however, says he wants to approach things differently — for starters, by working more closely with allies. He plans to host a summit of democracies to discuss ways governments and private-sector companies like banks and social media platforms might push back against global authoritarianism. One thing Trump has not clearly articulated — and it's something Biden would be pressed to offer — is a sense of the long-term goal: How does the U.S. intend to coexist with China?

Immigration

Trump has indicated that for a second term, he would carry on with some of the more restrictive temporary work visa programs he established during his first term. Just recently, for example, he announced a major overhaul for H1-B visas. He is also seeking to end the temporary humanitarian protection of thousands of migrants who face threats back home, and decrease the overall number of refugees who come to the U.S. All this could put pressure on Canadian borders.

Meanwhile, Biden has said he would reverse Trump's H1-B visa freeze, review the decision to end humanitarian protection for migrants, repeal Trump's travel ban and increase the number of refugees coming into the U.S. to 125,000.

    Senator critiques defence procurement process

    by Chris Thatcher An Ontario Senator says defence procurement needs better oversight and an improved process if it is to avoid the problems affecting the government's efforts to replace the Royal Canadian Air Force (RCAF) CF-188 fighter jet fleet. “The fiasco of fighter jet replacement is the best example of a procurement system that is cumbersome, bureaucratic and beset by political interference,” Senator Nicole Eaton wrote in an article originally published in The Hill Times. “Unless ministers start to devote close attention to the management of major projects, or until the process is overhauled, Canadians can continue to expect poor outcomes and wasted taxpayer dollars.” Eaton is a member of the Senate National Finance Committee, which launched a study last fall into the processes and financial aspects of defence procurement. It held its first hearing on Oct. 30 and expects to conclude later this year. In her article, the senator critiqued the process by which Conservative and Liberal governments have struggled to replace the aging CF-188 Hornets, noting that while both Canada and Australia are members of the U.S.-led Joint Strike Fighter program to develop the F-35, Australia received its first two operational F-35s in December while Canada, as part of an interim measure, is poised to take delivery of the first of 25 “well-used” Australian F-18s. “As we take possession of Australia's scrap, Canada is in the early stages of a minimum five-year-long process to pick a replacement for the F-18, which will be more than 50 years old before it is retired in the 2030s,” she wrote. The current government bears blame for creating some of the problems with the fighter file, she wrote, but “military procurement has bedeviled successive governments, Liberal and Conservative alike.” She attributed part of the problem to political interference for both partisan advantage and regional turf protection, but said the main reason for “paralysis in military procurement in Canada is it is too cumbersome and bureaucratic. Process is paramount and results are secondary. “There are layers of committees, depending on the size of the project, with membership from Public Services and Procurement Canada, National Defence, and Innovation, Science and Economic Development,” she wrote. “The consensus-based decision-making process on which these committees operate is supposed to avoid a big mistake — no doubt an appealing quality for a risk-averse bureaucracy, but the downside is the system is not conducive to fast action. Simply put, the buck stops nowhere.” Eaton suggested that bureaucratic morass has resulted in an inability to spend allotted project budgets, an indication the government could struggle to fulfil the commitments laid out in its 2017 defence policy, Strong, Secure, Engaged (SSE). “In the last fiscal year, the policy projected capital spending of $6.1 billion, yet only $3.7 billion was spent. This year, $6.55 billion is called for under SSE, but total appropriations to date amount to $4 billion,” she noted. “Given this poor track record, the idea that military spending can be cranked up by 70 per cent over 10 years, as envisioned in Strong, Secure, Engaged, looks increasingly fanciful. At the Finance committee's first hearing on the procurement system, Patrick Finn, assistant deputy minister, Materiel at the Department of National Defence, and André Fillion, assistant deputy minister for defence and marine procurement at Public Services and Procurement Canada, faced a barrage of questions on ongoing participation in the F-35 program, the authorities and mandates of interdepartmental committees involved in military procurement, and about the challenge of balancing military requirements with equipment costs and opportunities for Canadian industry. “Buying a fighter plane isn't like buying a compact car, and the role of the government is very important. We had to adapt our method of supply to the context of fighter jets,” Fillion told the senators. He said a draft RFP released in late October “was the result of many months of consultation on all five potential options (to replace the CF-188s). “There has been a lot of back and forth over the last several months to make sure that what we are asking meets the requirements of the Air Force and ensures that we do not inadvertently limit the competition. I feel very confident that what we've put together is fair, open and transparent to all the potential suppliers.” Finn said the government had met with and learned lessons from allies who had conducted similar fighter replacement programs. He also dismissed some of the concerns about acquiring used Australian aircraft to fill a gap while the government proceeds with the replacement project. “In our opinion, Canada has the best expertise related to this type of aircraft. Some companies in Montreal do maintenance for the United States and other countries because they have the necessary knowledge,” he said. “This aircraft will really increase our fleet, and it is not the number of aircraft that counts; it is rather the hours of use in the future. We are looking for an aircraft that will remain in service for another 14 years. What is needed is enough hours on the structural side.     Military has no documents about fighter jet 'capability gap,' a claim used to justify aircraft purchase

    David Pugliese, Ottawa Citizen Neither Canada's top soldier nor the commander of the air force had or produced any records about a fighter jet “capability gap” in the year leading up to the Liberal government's announcement that such a critical issue had to be dealt with by spending billions to buy aircraft. Defence Minister Harjit Sajjan used the capability gap argument in November 2016 to justify a $5-billion program to buy new Super Hornet jets, a deal since scuttled, and later a $500-million program to purchase used F-18 planes from Australia. But in the year leading up to Sajjan's announcement about the urgent need to acquire such planes, neither Chief of Defence Staff Gen. Jon Vance nor Lt.-Gen. Mike Hood, then head of the Royal Canadian Air Force, produced any documentation indicating there was ever a capability gap, according to Department of National Defence's Access to Information branch. In addition, no such documents exist among the records of various members of Sajjan's staff, according to the department. It would be normal practice to have hundreds, if not thousands of pages of records, discussing such a key defence issue or gap if it existed, military insiders tell Postmedia. But records obtained by Postmedia through the Access law do show that just before Sajjan's announcement that the 18 jets were needed in the “interim” to deal with the capability gap, the minister was told the existing fleet of CF-18s was in better shape than expected and could keep flying until 2032. Conservative MPs allege the capability gap didn't exist and was concocted by the government to delay a larger project to buy new jets, a competition that might end up selecting the F-35 stealth fighter the Liberals vowed never to purchase. When asked about the lack of documentation about the capability gap, a DND official said the department could not comment. Taxpayers may get more information Tuesday when the Auditor General's office releases its examination of the fighter jet plan.
