The Department of National Defence in cooperation with the United States Department of Defense will be hosting an in-person event in the Montreal area on September 20th between 13h00 – 17h00 pm EST. This 5-hour session will be a briefing on potential opportunities associated with the Defence Production Act (DPA) Title I and Title III, the IBAS program, and allow for an opportunity to discuss in-depth issues in-person with the U.S. Deputy Assistant Secretary of Defense for Industrial Base Resilience, Halimah Najieb-Locke, and her team. Ms. Najieb-Locke is responsible for assessing the health of the Defense Industrial Base (DIB) and recommending key policies, investments and actions designed to strengthen the capacity and resilience of the DIB.
The event will firstly focus on DPA Title I (Priorities & Allocations) which entails the prioritization of Federal contracts over all other orders, control distribution of scarce materials within the civilian economy, and the allocation of scarce materials against Federal or private contracts.
The event will then focus on DPA Title III (Expansion of Productive Capacity and Supply) which focuses on incentivizing the development, maintenance, modernization, and expansion of production capacity or critical technologies, as well as loans, grants and subsidies, and purchase commitments.
And finally, the presentation will highlight the recent U.S. Industrial Base Analysis and Sustainment (IBAS) program as it addresses critical issues in the industrial base relating to urgent operational needs, support efforts to expand the industrial base, and supply chain vulnerabilities.
This session will be organized by the Director General International and Industry Program Division (DGIIP) in cooperation with the United States’ Assistant Secretary of Defense for Industrial Base Policy.

Le ministère de la Défense nationale, en collaboration avec le département de la Défense des États-Unis, organisera un événement en personne dans la région de Montréal le 20 septembre entre 13h00 et 17h00 HNE. Cette session de 5 heures sera une séance d'information sur les opportunités potentielles associées à la Loi sur la production de défense (DPA) Titre I et Titre III, le programme IBAS, et permettra de discuter en profondeur des problèmes en personne avec l'adjoint adjoint américain. La secrétaire à la Défense pour la résilience de la base industrielle, Halimah Najieb-Locke, et son équipe. Mme Najieb-Locke est chargée d'évaluer la santé de la base industrielle de défense (DIB) et de recommander des politiques, des investissements et des actions clés conçus pour renforcer la capacité et la résilience de la DIB.

Et enfin, la présentation mettra en évidence le récent programme américain d'analyse et de maintien de la base industrielle (IBAS) car il aborde les problèmes critiques de la base industrielle liés aux besoins opérationnels urgents, soutient les efforts d'expansion de la base industrielle et les vulnérabilités de la chaîne d'approvisionnement.
Cette session sera organisée par le directeur général de la Division des programmes internationaux et industriels (DGIIP) en coopération avec le secrétaire adjoint à la défense des États-Unis pour la politique de la base industrielle.
