    Navy Mulling How to Make Surface Fleet Flexible, Lethal

    By: Otto Kreisher WASHINGTON, D.C. — A panel of senior Navy civilian officials said the planning efforts for the future combat fleet was focused on making the fleet more flexible, interoperable and lethal. There also is an emphasis on open architecture to make it easier, quicker and cheaper to upgrade combat systems, they said. Those priorities would reduce the cost of sustaining the fleet going forward, the officials said at the American Society of Naval Engineers' annual Technology, Systems & Ship symposium on June 19. Michael Stewart, deputy director for integrated warfare systems, said his job was to look at the available capabilities across all the different surface platforms to make the fleet more capable and lethal. He also would ensure that all requirements going forward were clearly tied to the National Defense Strategy, since “we can't afford to fund everything.” John Hootman, the deputy director for surface warfare, said he was looking at the architecture for the future surface combatants in the 2030-2040 timeframe, when the Ticonderoga-class cruisers and some of the early Arleigh Burke destroyers would be retiring. But, he said, “we can't know what we'll need until we know how we'll fight.” In response to a question, Hootman praised the creation of the Surface Development Squadron, which will help in that effort to determine how the future fleet would fight. Hootman also emphasized the need to look at capabilities across the fleet, not at specific platforms, to promote commonality across the fleet, including a common combat system that could equip the whole range of surface combatants and even the amphibious ships. But that focus on common systems also could apply to the hull, mechanical and electrical elements of future ships. “The push for commonality is key.” Another official extended that quest to communications systems, arguing that every different circuit in the fleet reduces capacity, flexibility and the ability to integrate operations in the strike group. Steven Dries, filling in for Rear Adm. Steven Pardoe, director of integrated warfare, noted that the capabilities that ships would need in the future will change, which makes it all the more important to field systems that can be modernized with software changes, rather than having to tear out hardware. Hootman stressed the same thing as a way to more efficiently modernize ships and gain commonality.     By: Ben Werner WASHINGTON, D.C. — The Navy's next large surface combatant will probably look more like the futuristic Zumwalt class of guided-missile destroyers than fleet's current workhorse class of Arleigh Burke destroyers, the program executive officer said. Navy and industry designers are talking about increased payloads, increased computing and increased design flexibility when considering the possible capabilities of the fleet's next large surface combatant, Rear Adm. William Galinis, the Navy's program executive officer for ships, said during the American Society of Naval Engineering's annual Technology, Systems & Ship symposium on Tuesday. Designers also have to consider that the Navy now plans to operate in an increasingly contested environment, which means taking into account how adversaries will see the new ship class on radars. “The signature aspect of it, what does that do to the shaping of deckhouse hull form. I will tell you, not to predispose anything, but I think in the end, you know, it's probably going to look a lot more like a DDG-1000 than a DDG-51 if I had to say so,” Galinis said. “But there's still a lot of work to kind of go do in that area.” Galinis was speaking during the opening keynote address at the 2019 TSS conference. Rear Adm. Lorin Selby, the Navy's chief engineer and deputy commander for ship design at Naval Sea Systems Command, joined Galinis during the keynote. The Navy had planned to buy the first of its new class of large surface combatant in 2023, but Galinis said the Navy has since pushed back the start date. USNI News first reported the Navy now is looking at awarding a contract in Fiscal Year 2025. The current Arleigh Burke-class multi-year contract expires in 2022. By pushing back the production timeline, Galinis said the Navy can refine its requirements now and incorporate feedback from industry and current programs to help improve the ship design and control costs. As an example, Galinis said the Navy continues learning from the DDG-1000 program. The Navy is applying a lot of acquisition and production lessons learned from the Zumwalt class experience to the Columbia-class submarine program, Galinis said. “When you start thinking about large surface combatant, that's going to be a key element of that acquisition strategy,” Galinis said. At the same time, the current emphasis on developing new ships is increasing the demand for ship design expertise, Selby said. He wants to establish a constant design workflow so the Navy doesn't lose talent during the years between ship major designs. “There's a lot of design work across the enterprise,” Selby said. “We really have to work hard to build that talent base back up.” When introducing Galinis and Selby, retired Navy Capt. Richard White, the TSS 2019 committee chair, said Secretary of the Navy Richard V. Spencer had requested that conference attendees not ask questions about aircraft carriers. During his keynote address highlighting recent advances naval ship design, Galinis merely said, “the one new design over the last couple of years is obviously the Ford-class carrier, but we're not going to talk a lot about that over the next couple of days.” During the second day of TSS 2019, White provided clarification to his previous comments regarding the discussion of aircraft carriers. When planning this year's conference, the decision was made to focus on surface ships.     Coast Guard needs help with IT infrastructure, cloud consolidation

    by Jackson Barnett The U.S. Coast Guard is seeking input on an IT infrastructure consolidation plan that will help migrate part of its system to the cloud to ensure operators around the world have access to critical networks. The request for sources is the first step in what appears to be a plan for the Coast Gaurd to contract with the private sector on IT infrastructure transformation. The idea is to shift IT services to an “Infrastructure Managed Services” model, one that would contract out infrastructure services to private companies to assist in cybersecurity and network optimization. The move spawned from the Coast Guard's fiscal 2018-22 Strategic Plan, which calls for greater cyber strength and efficient IT infrastructure. “The security environment is also affected by the rising importance of the cyber domain – where adversarial nation states, non-state actors, and individuals are attacking our digital infrastructure and eroding the protections historically provided by our geographic borders,” the strategic plan states. The challenge to secure and re-structure the Coast Guard's networks and IT infrastructure span global operations, different security classifications and many data centers, according to the request. The networks support more than 54,000 users worldwide at 823 global sites. The current networks are based on a slew of Microsoft operating systems, some more than a decade old. The Coast Guard has been watching the development of Department of Defense's JEDI cloud contract, Adm. Karl Schultz said in August.     By Tony Bertuca The Defense Department announced today it plans to provide $250 million in military aid to Ukraine, including a variety of small arms, maritime surveillance systems, night vision equipment and electronic warfare detection and secure communications systems. "This reaffirms the long-standing defense relationship between the United States and Ukraine and will bring total U.S. security assistance to Ukraine to $1.5 billion since 2014," the Pentagon said. In February 2014, Russian-backed forces invaded Ukraine and annexed the Crimean Peninsula, ratcheting up military tensions with the Europe and the United States. The new military aide has been approved because of Ukraine's "continued progress" in adopting institutional military reforms that "align" with Euro-Atlantic principles, according to DOD. "The United States remains committed to helping Ukraine implement provisions of Ukraine's 2018 Law on National Security to strengthen democratic civilian control of the military, promote command and control reforms, enhance transparency and accountability in acquisition and budgeting, and advance defense industry reforms," DOD said.     Dans le prolongement de l'annonce faite le 23 octobre 2018, Fincantieri et Naval Group signent aujourd'hui à Rome l'Alliance Cooperation Agreement qui fixe les termes opérationnels de l'incorporation d'une joint-venture détenue à parts égales. L'accord, approuvé par les Conseils d'Administration des deux entreprises, incarne l'avancement du projet « Poseidon » et est une étape dans le renforcement de la coopération dans le naval de défense en vue de constituer une industrie européenne de construction navale plus efficiente et compétitive. L'accord a été signé par les PDG des deux entreprises, Giuseppe Bono et Hervé Guillou, à bord de la frégate Frederico Martinengo, amarrée à La Spezia sur la base navale de la marine italienne. Ce navire fait partie du programme franco-italien de frégates multi-missions (FREMM) et souligne la cohérence de vingt ans de collaboration entre les deux pays, leurs industries et leurs marines. La mise en place de la JV, prévue dans les prochains mois et en tout état de cause avant la fin de l'année, sera soumise aux conditions habituelles pour ce type de transaction et à l'obtention des autorisations nécessaires par les autorités compétentes.     UK sets out vision for ‘Intelligent Warship’ technologies

    Richard Scott, London The UK Ministry of Defence (MoD) is soliciting proposals for novel concepts aimed at integrating 'intelligent systems' into future warships. Being competed through the MoD's Defence and Security Accelerator (DASA) programme, the Intelligent Ship programme is seeking to mature innovative technologies and techniques applicable to ship classes in the 2040+ timescale. A budget of GBP1 million (USD1.3 million) is available to fund multiple Phase 1 proposals, with an additional GBP3 million potentially available to fund follow-on phases. Released on 12 June, the Intelligent Ship competition document has set out to de-risk and evaluate technologies and approaches that could enable alternative, revolutionary future fleet concepts that can maintain or enhance UK military advantage. "This aim is based on a future vision where elements of automation, autonomy, machine learning and artificial intelligence [AI] are closely integrated and teamed with human decision makers," said the MoD. It added, "It is expected that this will ensure timely, more informed and trusted decision making and planning, within complex, cluttered, contested and congested operating and data environments." Phase 1 proposals are sought to improve automation, autonomous functions, AI-enabled decision aids, or alternative human-machine interfaces, and how they could improve speed and/or quality of decision-making and mission planning in a future operating environment. Proposals may also aim to demonstrate innovative system and platform design options that could enable the exploitation of intelligent systems in alternative platform concepts. The competition document has set out six specific 'challenge' themes: mission planning and decision aids, information fusion, sensor and information management, novel human-machine interfaces, human-machine teaming (applied to challenges 1-4), and integration. Phase 1 submissions are due on 23 July.
