    Airbus Calls For Europe To Strengthen Defense Budgets Post-COVID-19

    Tony Osborne July 10, 2020 While Airbus' commercial business faces strong headwinds from the novel coronavirus pandemic, the company's military capability is still very much in demand. But can Europe's big defense initiatives—many of which involve Airbus-—be sustained with burdened budgets post-COVID-19? London Bureau Chief Tony Osborne put those questions to Airbus Defense and Space CEO Dirk Hoke. AW&ST: What does the defense environment look like post-COVID-19? Will we face more spending cuts, or will spending plans be maintained? And are you confident big defense programs can survive? A health and economic crisis doesn't erase the necessity of being able to defend your territory. NATO missions are continuing, and the extensive use of our A400Ms and [A330 Multi-Role Tanker Transports] MRTTs during the COVID-19 crisis is a perfect example of how much value military assets can bring in humanitarian missions, when nations are in need. In addition, spending in defense procurement, if you do it right, is always an investment in your own economy and therefore now twice as important. The defense business was undertaking some restructuring and cost cutting at the beginning of 2020 after a difficult 2019. Where are those plans; will they have to be reconsidered? We have had to slightly adapt our restructuring due to the COVID-19 impact, but the rationale stays the same. In our defense business, many important contracts had been postponed or came later than expected, which has of course had an impact on operational planning. In our space business, we currently see an extremely flat market for telecommunication satellites. We are [the] market leader and confident that the situation will change again. But for the time being we must take the appropriate measures. How has COVID-19 affected production and output in the various countries, and how have you overcome or are overcoming those hurdles? I would say we were early adapters. Given the experience we had at our commercial sites in China, on which we could build, it took us around a week to clear all production facilities for working under COVID-19 work restrictions. On the defense side, we also delivered aircraft in the lockdown phase and provided our services to the military crews on mission. It was, rather, the space part, where we had to reschedule satellite launches due to the temporary closure of the launch site in Kourou [in French Guiana]. And for the desk jobs, many were working from home during the lockdowns in order to avoid [having] too many meetings at the offices at the same time. They are now coming back to their desks. We could demonstrate that also in crisis times we are a trustful partner for our customers. Airbus proposed a compromise deal for the Eurofighter following Germany's decision on a Tornado replacement. Is Berlin showing interest in your proposals; could we see some of these Eurofighters on contract soon? Let me state that we are very proud of being part of the Eurofighter family. There are some good opportunities ahead. Recently we signed the contract for equipping 115 [German and Spanish] Eurofighters with brand-new Captor-E radars. In the autumn, we are confident [we will] sign a contract for 38 Eurofighters to replace the German Tranche 1 fleet. Additionally, we are in discussions for planning a Tranche 5 [implementation of] the Long-Term Evolution Program. What the final decision on Tornado will be, we will see only after the elections in Germany [at the] end of 2021. In the meantime, there are further opportunities in Spain, Switzerland and Finland. The Eurofighter clearly is the backbone of European air defense. What progress is being made on the Future Combat Air System (FCAS)? Can you talk about some of the technological hurdles, where there needs to be or has been progress to reach the next phase? There is a tremendous drive in the project. All parties, on both the political and industrial sides, are pushing for progress and can be proud of what has been achieved in less than three years after being mentioned the first time in the French-German declaration on July 13, 2017. We need to keep this spirit up to achieve our ambitious timelines. In terms of technologies, we are at the early stage of a long journey. Overall, we are looking into a wide range of technologies in the areas of combat aircraft capabilities, digitalization and data analysis, as well as connectivity and communication. Airbus is the only company in Europe that has extensive know-how in all three areas. Nevertheless, as we are talking about requirements needed in 2040, we are far away from having definite answers yet. The FCAS is very much an incremental journey with an open end—that's what makes the program so challenging, but also so exciting. You made representations to Madrid regarding the involvement with Indra on the FCAS. Is there any sign of that changing? Is there a point when you begin working together and sideline the differences? Spain is a very welcome partner in the FCAS program and is one of our Airbus home nations. I really believe that the FCAS project is large enough for the whole European defense industry. To make it a success, it is important that everybody contributes where he has the largest experience. In terms of system integration, it is undoubtedly Airbus—especially in Spain, where we have a large industrial footprint, are producing the Eurofighter, A400M, tankers and the light and medium transport aircraft. I think it is understandable that we expressed our incomprehension to the Spanish government. Are you any closer to securing a contract for the Eurodrone development? Are you concerned that France could still be swayed down the U.S. route? In June we handed over our best and final offer and are expecting a decision by the nations after the summer break. Germany, France, Spain and Italy worked with us on the capabilities from the onset, so the complete design is according to their wishes. Therefore, in terms of performance, capability and European sovereignty there is no serious competitor on the market. What is clear is, the later the order comes, the more the delivery dates are slipping. I don't think that's in anybody's interest. Are you making any proposals for Germany's Pegasus signals--intelligence (sigint) platform since Berlin withdrew from using Triton? Will you offer the Integrated Standby Instrument Systems (ISIS) system on a manned platform? That's now in the hands of the German government. Over the years of the project we developed many skills and capabilities in Germany that are required in any sigint platform. That applies especially for the ground control station, which we also deliver for NATO's [Alliance Ground Surveillance] project. Therefore, we stand ready [for] implementing our know-how once the decision has been taken. Nonetheless, I am still convinced that Triton would have been the most capable platform for the envisaged missions. On MRTT, where do you see the next market for that platform? How many more orders could come from the European Multinational Multi-Role Tanker Transport Fleet/Unit (MMF/MMU)? Is the agreement with Lockheed on MRTT making progress on marketing for U.S. needs? What is your hope for that? Only weeks ago, we delivered the first MRTT to the joint NATO fleet. I don't want to speculate about numbers, but pooling resources as is already the case with military transport capacities is a blueprint for the future. The U.S. surely is the largest accessible market for military tankers. We have the best aircraft in this class. And besides our own Airbus footprint, we have Lockheed Martin as an equal partner in the country. We stand ready. In the end the question will be whether the U.S. is ready for this, too. Regarding A400M tactical capabilities and exports, any progress on both? The A400M has meanwhile proven to be a real workhorse in the services, and flight testing again has made good progress in recent months. Simultaneous paratrooper jumps out of the side doors are now certified, and the helicopter air-to-air refueling is advancing well. The aircraft is simply best-in-class. Other nations recognize this very well, but it is currently a difficult environment to predict when the next exports are coming in. Given that space has been declared a warfighting domain by several nations, are you seeing an uptake in defense interest in space, or is that something still warming? When we see how dependent mankind is on assets in space, it is high time to act and find ways to protect them. Some countries are making progress already. Others are still undecided on their strategy. As Europe's largest space company, we can make suggestions. But what is valid for the world applies also in space: You can't defend space or your assets there as a single country. What we need is a common approach. Fiscal 2020 transportation working capital funds were obligated at award. U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity. NAVY Teledyne Brown Engineering Inc., Huntsville, Alabama, is awarded an $83,647,556 cost-plus-fixed-fee, cost reimbursable indefinite-delivery/indefinite-quantity contract. This contract provides research and development support services for the Medical Modeling and Simulation Planning Tools Sustainment, Enhancement and Application program for the Naval Health Research Center, San Diego, California. Lockheed Martin Corp., Owego, New York, is awarded an $18,100,000 modification (P00015) to previously awarded firm-fixed-price, cost-plus-fixed-fee contract N00019-19-C-0013. (Awarded July 24, 2020) The Whiting-Turner Contracting Co., Baltimore, Maryland, is awarded a $13,833,549 firm-fixed-price task order (N40085-20-F-5948) under a multiple award construction contract for repairs and improvements to the industrial wastewater treatment plant at Marine Corps Air Station, Cherry Point, North Carolina. Work will be performed in Havelock, North Carolina. The work to be performed provides for improvements and repairs to the industrial wastewater treatment plant; repairs to process equipment including the influent flow meter; grit removal system; primary clarifiers; equalization basins; scum pumps; up-flow clarifiers; continuous treatment facility; chemical ventilation systems; sludge dewatering system; construction of a new effluent Parshall flume; new sludge storage tank; and chemical storage tanks. Three proposals were received for this task order. The Naval Facilities Engineering Command Mid-Atlantic, Cherry Point, North Carolina, is the contracting activity (N40085-20-D-0036). Military and Federal Construction Co.,* Jacksonville, North Carolina, is awarded a $10,823,608 firm-fixed-price task order (N40085-20-F-5918) under a multiple award construction contract for repairs to the bachelor enlisted quarters (BEQ 4313) at Marine Corp Air Station, Cherry Point, North Carolina. Work will be performed in Havelock, North Carolina.     COVID-19 is changing the Air Force’s cyber training

    Mark Pomerleau WASHINGTON — The Air Force is ensuring its mission essential cyber training goes on during the global COVID-19 pandemic but officials are also delaying some training related to the service's networks. “When all this kicked off, we prioritized all of the mission essential courses that are supplying operators to the cyber mission force. We wanted to make sure that those units continue to get the trained operations that they needed so that their readiness levels didn't suffer,” Lt. Col. Jonathan Williams, commander of the 39th Information Operations Squadron, which provides intermediate cyber weapons system training to airmen, told C4ISRNET. The cyber mission force are the teams each of the services provide up to U.S. Cyber Command. In addition to training cyber mission force personnel, the 39th IOS also trains specific weapon systems for the Air Force network (AFNET), which were either postponed or reduced class size to ensure students are safe. The reduction in those Air Force specific courses have allowed the mission essential courses to reduce in person class sizes for classified work that can't be done remotely to ensure the proper social distancing measures are taken. To learn outside the classroom, the schoolhouse is relying on a partnership with Carnegie Mellon for an entirely online cyberspace fundamentals course, Microsoft Teams and WebEx. Students also don't have to necessarily travel to the 39th in Hurlburt Field, Florida for some training. They can remotely take courses such as the cyber fundamentals course online saving money for temporary duty travel. Williams said he expects to see more of that in the future. The remote tools have also allowed students to gain a unique experience with members of the operational force, while simultaneously saving the taxpayer money. Students are able to hear from operational commanders and operators and even participate in exercises with units. Previously, the students would have to travel to those units to participate, but now, they can dial in. “That helps us in the classroom hit it home. We get those war stories to use in the classroom and the students actually, those light bulbs start to turn on and it really starts to hit home,” TSgt Jonathan Zinski, a course instructor, said. “Now that we have more of an eye-opening capability to use some of our virtual tools, we've actually been able to enroll and participate an entire team of instructors and cadre here at the 39th IOS to participate in a no-kidding virtual exercise with an operational unit to not only hone our skills and help some of our instructors here bring the lessons learned into the classroom but to also help the operational units from our standpoint and help them get better at their jobs.” This experience also gives the students a flavor of what to expect at their units prior to arriving. Officials explained that while the actual courseware didn't change, the schoolhouse shifted the courseware and maneuvered the syllabus to accommodate students doing a combination of distance learning and in person classes. They looked at what courses needed to be conducted in person, then worked around that to ensure the class sizes were small enough while supplementing with remote learning tools. The pandemic has also accelerated certain initiatives the school planned to undertake at a later date. Williams said one includes combining cyber mission force and AFNET defensive cyber training. He said they are re-imagining the defensive cyber training pipeline with something they're calling defensive cyber operations initial qualification training. “Instead of creating a blanket training for each of these weapon systems, we're trying to integrate the AFNET systems with the CMF where it makes sense and also tailor the training,” he said, noting this should be up and running in October regardless of COVID-19. This re-imagining was always planned, but Williams said COVID accelerated it. The adaptations the 39th has been forced to make as a result of the pandemic has rendered some valuable lessons as well. Williams said some initiatives never would have been considered if the pandemic didn't hit.     We know why innovation is important. Here’s how to do it.

    Tommy Sowers This month, thousands of units across all branches of the U.S. military will execute a change of command. New commanders will seek to set priorities for their command and leave their mark. However, commanders are asked to do something new: innovate. From the National Defense Strategy to the Army Operating Concept that states innovation “is critical” and defined as “the result of critical and creative thinking and the conversion of new ideas into valued outcomes,” why the military must innovate is doctrine. Yet, there is no playbook for how to innovate. Until now. For the past two years, an Air Force wing built an innovation playbook — leadership, buy-in, experimentation and speed. Leadership In July 2018, Col. Donn Yates took command of the 4th Fighter Wing. An intellectual and warrior, he wanted, and was directed, to be more innovative. He knew that the challenges he and the Air Force would face in the future — from fighting when satellite communications capabilities were down, to using data to predict parts failure, to using social media to communicate during a hurricane — were new, with no available checklist and playbook. He set out to develop one and make innovation a priority. A few weeks after taking command, he hosted me to discuss innovation. As the southeast regional director for the Defense Department's National Security Innovation Network, I helped lead the department's innovation efforts across the region. NSIN's mission is to help commanders innovate by tapping into new networks of innovators in the venture technology and academic space to deliver solutions. As a former Green Beret, venture-backed startup CEO and professor at Duke University, I speak the languages of these three different communities. Buy-in He immediately requested one of our programs — a Design Bootcamp — bringing professors from University of California, Berkley to train his innovation team in design thinking. The concepts are different than military thinking — talk with end users to understand their problems; create minimal viable products, or MVP, to solve their problems; test those MVPs and collect data; and use that data to develop better solutions quickly. Col. Yates had the teams work a problem that bedevils commanders across Air Force bases — the long wait times at the pharmacy. The trainers broke the 28 trainees into four-person teams, who camped out at the pharmacy interviewing pharmacists, staff, airmen and retirees. At the end of the week, the teams proposed solutions, from self-serve kiosks to mobile clinics to text notifications. Six months later, pharmacy wait times were down more than 50 percent and those trained teams could apply the same thinking to other problems. Experimentation with new problem solvers New ways of thinking are just the start. Moving from idea to an actual product that the military can use is difficult. While our military hardware remains the best in the world, the software running our military is woefully inadequate. As the chair of the Defense Innovation Board and former Google CEO Eric Schmidt stated: “The DoD violates pretty much every rule in modern product development.” And with virtually no positions for app developers and data scientists within any Department of Defense operational unit, getting solutions means tapping into new communities of problem solvers. Seymour Johnson Air Force Base sits 35 miles from the Research Triangle, one of the leading startup centers in the nation and host to 50,000 students. Could we tap into these problem solvers for a limited tour of duty to build solutions and serve their country? One of NSIN's programs is a university course called Hacking for Defense, or H4D. Delivered at Duke and universities across the nation, H4D teaches teams of students to build a startup to solve a DoD problem. Col. Yates' wing sponsored multiple H4D problems — from using data to predict F-15 part failure to developing new procedures to allow distributed forces to communicate in a SATCOM-denied environment, to an app for optimizing Reserve drill weekends. Working with new problem solvers takes tolerance and openness to new ideas. These teams, beginning with little knowledge of the military, ask first-principle questions. Yet, after 100-plus end-user interviews and working through multiple prototypes, these students become world experts on the specific problems and the likely solutions. Many go on to join the DoD. NSIN is now putting problems in H4D, tech fellowships called X-Force and courses at universities around the nation. These programs use product teams to craft better social media strategies, data dashboards and apps to fill critical needs. (If you are military and need solutions now, you can submit your problem here.) Speed The most important attribute in a venture-backed startup is speed. So, too, for the modern military. In testimony, a former undersecretary of defense stated: “Innovation will remain important always, but speed becomes the differentiating factor.” Two years of command can fly by. Unless new commanders make innovation not only a priority but also commit to do something now, the deployments, requirements and taskings of running any military unit will subsume any desire to innovate. A month after our first meet, Col. Yates brought 30 airmen to Duke to hear from entrepreneurs and academics. The next month, he sent a half-dozen leaders to learn how to work with university teams and carved out the training time for the Design Bootcamp. The following year, he sponsored two H4D teams and an X-Force fellow. This year, we've seen four H4D teams, more X-Force product teams and another boot camp. None were perfect. All could have been delayed. But the 4th Fighter Wing prioritized speed and innovation. The innovation playbook The military knows why it must innovate. The next conflicts will require not only the best hardware, but also a force that rapidly converts new thinking to outcomes; a force that can tap into the wealth of talent in America that will never wear a uniform but want to apply their entrepreneurial and technical skills to solve national security problems. The how — the things new commanders must do to innovate — has been opaque.     Mark Pomerleau About two years after it was created, the Pentagon's artificial intelligence center is setting its sights on new projects, including one on joint information warfare. This initiative seeks to deliver an information advantage to the Department of Defense in two ways. The first is improving the DoD's ability to integrate commercial and government AI solutions. The second is improving the standardization of foundational DoD data needed to field high-performing AI-enabled capabilities to support operations in the information environment, said Lt. Cmdr. Arlo Abrahamson, a spokesman for the Joint Artificial Intelligence Center. Nand Mulchandani, the JAIC's acting director, told reporters in early July that this initiative also includes cyber operations — both broad defensive and offensive measures for use by U.S. Cyber Command. The DoD is discovering that it needs ways to process, analyze and act upon the vast amounts of data it receives. “As we look at the ability to influence and shape in this environment, we're going to have to have artificial intelligence and machine-learning tools, specifically for information ops that hit a very broad portfolio,” Gen. Richard Clarke, commander of Special Operations Command, said at the Special Operations Forces Industry Conference in May. “We're going to have to understand how the adversary is thinking, how the population is thinking, and work in these spaces in time of relevance. If you're not at speed, you won't be relevant. “To make sure the U.S. message and our allies' and partner message is being heard and it's resonating. What we need is adapting data tech that will actually work in this space and we can use it for our organization.” A program in support of network incident detection, called MADHAT — or Multidimensional Anomaly Detection fusing HPC, Analytics, and Tensors — is helping the JAIC develop an information warfare capability. The program allows for the exploration of network data as a way of enabling more effective detection of nuanced adversarial threats, Abrahamson said. MADHAT has already been deployed, he added, and analysts working on the High Performance Computing Modernization Program are being trained on the tool for operational use. This program accelerates technology development and transitions it into defense capabilities through the application of high-performance computing. Mulchandani also told reporters that other information warfare-related efforts include using natural language processing, which involve processing and analyzing text. “NLP and speech-to-text is actually a fairly mature AI technology that can be deployed in production. The emerging GOP proposal would include $11 billion in payments to contractors under the Section 3610 of the Coronavirus Aid, Relief and Economic Security Act, which allowed firms serving the federal government to seek reimbursement for pandemic-related expenses. However, amid reports of internal divisions―over the defense money and other aspects―Republicans delayed the rollout to at least next week. Defense trade associations, along with dozens of industry executives, have conducted a vocal lobbying effort across government to secure the money as they grapple with the economic damage wrought by the coronavirus pandemic. It was unclear from the draft document — essentially a list of priorities and amounts — what the remainder of the defense funding would be for. The line item in the draft read only: “$20 billion — Defense total ($11 billion of which is for 3610 payments to contractors.” The funding follows $10.5 billion the Pentagon previously received under the CARES Act. The emerging proposal would include another round of stimulus payments to individuals, additional aid to small businesses and a partial extension of enhanced unemployment benefits, according to a summary circulating on Capitol Hill that was obtained by the New York Times. The defense portion would be a boon to the Pentagon and its suppliers, but it's by no means a done deal. The White House and Senate Republicans, which took months to draft the proposal, faced more delays this week over internal disagreements ― as well as coming negotiations with Democrats, who have sought as much as $3.5 trillion for coronavirus relief. Treasury Secretary Steven Mnuchin, meeting with Senate Majority Leader Mitch McConnell, R-Ky., and White House chief of staff Mark Meadows, told reporters that staff are working to finalize text of the agreement, which was expected to be released as a group of bills instead of one piece of legislation. Underscoring the difficulties, House Speaker Nancy Pelosi, D-Calif., and Senate Minority Leader Chuck Schumer, D-N.Y., on Thursday rejected the GOP's “piecemeal” approach, saying the proposal fell “very short.” It omits Democratic priorities like food assistance, aid to prevent evictions, hazard pay for essential workers, and aid to states and communities, they said. Since officials with the Department of Defense have called for defense reimbursements in the low double-digit billions, warning that they would otherwise have to raid modernization and readiness accounts for the funding, some analysts have predicted Congress would address the need. “We expect the Senate's version of the next COVID-19 relief package to include money for Section 3610 impacts and related cost impacts,” Roman Schweizer of the Cowen Group wrote Thursday in a note to investors. “We think this money will be small compared to the total cost of the bill (~$1T+) and will be included in the final bill. This will be positive for defense [firms] and allow DoD to protect investment accounts. We expect a lengthy, complicated process for cost recovery.” In a Senate floor speech earlier in the week, Senate Armed Services Committee Chairman Jim Inhofe said Congress ought to follow through on Section 3610 with appropriations, or risk delays and cost overruns in weapons programs as well as attrition in the defense industry's workforce. “Defense industrial companies have done a great job in ensuring that their suppliers — primarily thousands of small businesses — stay open and keep their employees paid,” said Inhofe, R-Okla. “In the CARES Act, we gave DoD the authority and the tools to reimburse these companies to keep the defense workforce strong.
