The Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity. Lockheed Martin Corp., Ft. Worth, Texas, has been awarded a $7,794,188 modification under modification 21 to previously-awarded contract FA8650-16-C-7656 for research and development. The contract modification is for the incorporation of additional within-scope work to further the technologies established under current System of Systems Integration Technology and Experimentation program. Work will be performed at Ft. Worth, Texas, and is expected to be completed by March 31, 2021. Fiscal 2019 and 2020 research, development, test and evaluation funds in the amount of $5,000,000 are being obligated at the time of award. Total cumulative face value of the contract is $52,337,677. The Air Force Research Lab, Wright Patterson Air Force Base, Ohio, is the contracting activity. NAVY M.C. Dean Inc., Tysons, Virginia, is awarded a $98,000,492 single award, indefinite-delivery/indefinite-quantity performance-based contract (N65236-20-D-8001) with provisions for cost-plus-fixed-fee and firm-fixed-price task/delivery orders. This contract is for the design, development and sustainment of electronic security systems and emergency management systems solutions for Department of Defense and federal agencies at shore installations worldwide. The contract will provide rapid and streamlined procurement of electronic security systems and emergency management systems solutions where there are emerging or special security requirements that require rapid response in order to mitigate and limit risk exposure to cyber and physical security threats.     The Air Force tested its Advanced Battle Management System. Here’s what worked, and what didn’t.

    By: Valerie Insinna WASHINGTON — The first field test of the U.S. Air Force's experimental Advanced Battle Management System in December was a success, with about 26 out of 28 capabilities showing some semblance of functionality during a recent exercise, the service's acquisition chief said Tuesday. But the service will seek to be more ambitious during a second demonstration in April, which will focus on space and bring in elements from U.S. Space Command and U.S. Strategic Command, said Will Roper, the Air Force's assistant secretary for acquisition, technology and logistics. "I am thrilled to say that 26 out of 28 things work. That is too high of a success rate at this point in time, but I'll take it. We should be taking more risk than that,” he told reporters during a roundtable. The three-day test took place at Eglin Air Force Base, Florida, and involved a potential cruise missile attack on the United States simulated by QF-16 drones. Through the exercise, Air Force F-22 jets, Air Force and Navy F-35 fighters, the Navy destroyer Thomas Hudner, an Army unit equipped with the High Mobility Artillery Rocket System, as well as special operators shared data in real time in ways the services cannot currently do in an operational environment. What will ABMS eventually look like? That's still a mystery, even to the Air Force, which wants to test different solutions for connecting platforms, crunching data and sending it to other assets with the goal of eventually fielding what works and abandoning what doesn't. “We gave the team the goals of: Pull what you can together in three and a half months to see how far we can stretch, how quickly we could achieve something,” said Air Force chief architect Preston Dunlap, who manages the ABMS effort. “We were quite happy actually, even with 10 percent solutions.” Here's a rundown of some notable successes so far, as well as major failures: The F-35 and F-22 were able to stealthily exchange data. Despite the two jets having advanced “sensor fusion” capabilities, the Air Force's two most advanced fighters can't really talk to each other. The F-35 uses the Multifunction Advanced Data Link, or MADL, to securely share sensitive information with other F-35s, while the F-22 has its own data link, the Intra-Flight Data Link, or IFDL. Even using a non-stealthy connection to share information has its limitations: While the F-35 can both transmit and receive data via the Link 16, which meets NATO standards, the F-22 currently can only receive data. However, the first ABMS test showed hopeful signs for fifth-generation fighter communication. The demonstration involved radio systems — built by F-35 prime contractor Lockheed Martin as well as Northrop Grumman, which manufactures key structures and mission systems for the aircraft, including MADL, Dunlap said. The demo also included Honeywell-made antennas built to speak across both MADL and IFDL, he added. Those systems were integrated onto a ground based rig that “look[ed] like a big piece of hardware with radios on it,” according to Roper. Then, the F-35 and F-22 flew over the system, exchanging data by bouncing it back-and-forth from the ground-based radios, Dunlap said. He noted that the test verified that existing technology can be used to overcome three obstacles: translating the F-35's MADL to the F-22's IFDL; moving data across the different frequencies; and securing the communication. "It was really herculean,” Dunlap said. "[The contractors] were excited by the speed of the acquisition team to get the ball going." During the next ABMS demo in April, the Air Force plans to stretch the capability by putting the translation system inside the unmanned Kratos XQ-58 Valkyrie for flight-based testing. “I also challenged the team to expand the amount of information translated between the different platforms so they can take advantage of new information on the displays,” Dunlap said. An AC-130 gunship connected with SpaceX's Starlink constellation. Although Dunlap did not provide much detail on this element of the exercise, he confirmed that the AC-130 was able to pass data through the constellation of small, high-bandwidth commercial internet satellites. The Air Force has shown interest in connecting its platforms to commercial broadband satellites through its Global Lightning experiment. A demonstration with Starlink and the KC-135 tanker aircraft is in the works, and the service also plans to evaluate equipment from Iridium, OneWeb and L3Harris. The Air Force created a cloud-based application for command and control. Typically, the service performs command and control from air operations centers — physical buildings where analysts sit in front of computers with specialized software that provides data from multiple assets, Dunlap said. Changes to software don't necessarily happen automatically, and they may require assistance from information technology experts. In the ABMS exercise, the Air Force demonstrated a cloud-based battle management and situational awareness application for the first time. It used a “CloudOne” system to host data up to the secret level, which will be a formative system underlying ABMS, Dunlap said. Both Amazon and Microsoft are involved in standing up the CloudOne technology, but Roper said the Air Force could use the Joint Enterprise Defense Infrastructure contract vehicle for CloudOne if JEDI winner Microsoft provides better rates. The robot dogs were a swing and a miss. U.S. Special Operations Command brought the robots that are capable of augmenting surveillance operations to the ABMS field test, but operators couldn't figure out how to connect them with the other platforms involved in the exercise. “We had some robot dogs — apparently those exist — that can go and do patrol. We were never able to patch their feeds in,” Roper said. There's hope for cybernetic canines becoming part of ABMS in the future though. C'est ce qu'ont expliqué Rock Lemay et Patrick Sirois de la firme Triodeaux quelque 40 entrepreneurs de la région lors d'un déjeuner-conférence organisé par la Société de la Vallée de l'Aluminium(SVA), ce matin, au Manoir du Saguenay. « Il est important pour les PME de comprendre que les contrats ne concernent pas les armements et les avions, par exemple. Il y a plein de petites et grandes entreprises qui ont découvert le marché militaire. Ce marché de la défense et des équipements militaires qui avait été délaissé pendant plusieurs années au Canada, connaît une recrudescence dans les investissements afin de renouveler les équipements nécessaires aux soldats. Il ne s'agit pas seulement des produits de haute technologie, mais également de produits et de l'équipement communs tels que les bateaux, les camions, les plateformes, les uniformes et bien d'autres. Par exemple, l'entreprise d'autobus Prévost a une division militaire. L'armée a acheté 1 500 camions en France et Prévost doit les habiller avec des équipements adaptés. C'est là que les sous-traitants rentrent en ligne de compte et peut fournir des équipements comme des coffres, échelle, pièces de métal, plateforme, etc. », explique Patrick Sirois, président de Triode. Forte croissance Au cours des 10 prochaines années, les besoins du marché de la défense connaîtront une forte croissance. Les budgets pour le renouvellement des équipements sont déjà votés et alloués et les différents départements de l'armée s'affairent à déterminer leurs besoins avant d'aller en appel d'offres. « Autre facteur intéressant, Développement économique Canada (DEC) a mis en place au cours des dernières années une politique de retombées industrielles et technologiques qui favorisent les PME et les régions. En gros, cette politique assure que même si le contrat est octroyé à des entreprises étrangères, celles-ci n'auront d'autre choix que de travailler avec des fournisseurs ou des partenaires locaux pour faire de la recherche ou de l'assemblage de produits. » En fait, les prochaines années promettent d'être très intéressantes dans ce marché. Nul besoin d'être impliqué dans des projets d'armement. « Il y a beaucoup d'équipements pour lesquels la défense canadienne cherchera des fournisseurs, tels que des remorques, des ponts, des ponceaux, des équipements logistiques, des conteneurs ainsi que l'ensemble de l'équipement nécessaire à installer et soutenir des campements temporaires. Tous ces projets représentent de belles opportunités pour les entreprises de la région », affirment M. Sirois et son collègue Rock Lemay en précisant que le marché de la défense et des équipements militaires est de plus en plus accessible pour les PME qui savent se préparer et qui ont un minimum de processus déployés dans leur organisation.     What new documents reveal about Cyber Command’s biggest operation

    Mark Pomerleau New documents provide insight into the growing pains U.S. Cyber Command faced in building a force while simultaneously conducting operations. The documents, which were released as part of a Freedom of Information Act request from the National Security Archive at George Washington University and later shared with journalists, are a series of internal briefings and lessons from the Defense Department's most complex cyber operation at the time, Operation Glowing Symphony. That operation was part of the larger counter-ISIS operations — Joint Task Force-Ares — but specifically targeted ISIS's media and online operations, taking out infrastructure and preventing ISIS members from communicating and posting propaganda. While Cyber Command described the operation, which took place in November of 2016, as a victory in the sense that it “successfully contested [ISIS] in the information domain,” the documents demonstrate the extent to which the command was still learning how to conduct operations and the exact steps to follow. “Process maturation is something they pull out a lot. Obviously, as CYBERCOM was standing up, it was pulling together plans for how they were going to operate. They actually hadn't operated that much,” Michael Martelle, cyber vault fellow at the National Security Archive, told reporters. “A lot of these frameworks were formed in theory. Now they go to try them out in practice.” Cyber Command leaders have stressed in public remarks for years that the command was building its force while operating. But the extent of those operations has been limited. Officials in recent years have explained that the command didn't undertake many offensive operations. One official said last year he could count on less than two fingers the number of operations, Cyber Command conducted in the last decade or so. One member of Congress said DoD didn't conduct an offensive cyber operation in five years. But when they were in action, in this case with Operation Glowing Symphony, Martelle said the documents show cyber leaders did not anticipate the amount of data they would access. “They actually weren't prepared for the amount of data they were pulling off of ISIS servers ... CYBERCOM was not set up for an operation of this magnitude from day one,” he said. “They had to learn on the fly, they had to acquire on the fly, they had to grow on the fly.” The documents note that Cyber Command's capability development group, is “developing USCYBERCOM data storage solutions.” The capabilities develop group, now known as the J9, serves as the advanced concepts and technology directorate and worked to plan and synchronizing cyber capability development and developed capabilities to meet urgent operational needs. Experts had noted that in the past the CDG/J9 had been stressed in recent years by a limited staff and burdened by developing tools for operational needs, namely Joint Task Force-Ares. Another example of potential growing pains the documents point to was the fact that updates to operations checklists were not made available readily to the team. Finally, the documents note that authorities and processes the command was operating under that the time were restrictive in some cases. “Absent of significant policy changes from [the office of the secretary of defense], USCYBERCOM is limited in its ability to challenge ISIS [redacted]. As a result, USCYBERCOM has [redacted] to achieve our objectives,” the executive summary of a 120-day assessment of Operation Glowing Symphony says. Those authorities and processes have been streamlined by the executive branch and Congress in recent years. Commanders now follow a process that defaults toward action, Maj. Gen. Dennis Crall, deputy principal cyber adviser and senior military adviser for cyber policy, said during an event Jan. 9. He explained the updated process provides continuity, tempo, pace and timing. Ultimately, Martelle noted that the real importance behind Operation Glowing Symphony is that Cyber Command used the experience from those events and Joint Task Force-Ares more broadly as a template for future operations. Cyber Command's top official, Gen. Paul Nakasone, who was also led Joint Task Force-Ares, has noted that the task force laid the foundation for the Russia Small Group, which was created to combat election interference in the 2018 midterms. “This concept of a task force lives on. A lot of that thinking came from what we were doing in 2016,” he told NPR.     By: Aaron Mehta WASHINGTON — BAE Systems announced Monday that is has reached an agreement to buy two subsidiaries being divested for antitrust reasons by Raytheon and UTC as part of the merger between the latter two companies. The agreement includes Collins Aerospace's military Global Positioning System business, a UTC subsidiary, as well as Raytheon's Airborne Tactical Radios (ATR) business. The GPS sale involved $1.925 billion in cash with an expected tax benefit of approximately $365 million; the ATR deal will cost $275 million in cash, with an expected tax benefit of approximately $50 million. “As militaries around the world increasingly operate in contested environments, the industry-leading, battle-tested products of these two businesses will complement and extend our existing portfolio of solutions we offer our customers,” Jerry DeMuro, CEO of BAE Systems, said in a statement. “This unique opportunity to acquire critical radio and GPS capabilities strengthens our position as a leading provider of defense electronics and communications systems, and further supports our alignment with the modernization priorities of the U.S. military and its partners,” added DeMuro, who will be retiring come April. Raytheon and UTC announced plans to merge into the newly named Raytheon Technologies Corporation in June. It is expected the merged company will become the second-largest defense player in the world, behind only Lockheed Martin, even as company executives are hoping for a roughly 50-50 split of defense and commercial sales. The Collin's GPS business is based in Cedar Rapids, Iowa. Per a BAE statement, the company “designs and produces advanced, hardened and secure GPS products to include M-Code, anti-jamming, and anti-spoofing technologies,” with an installed base of “over 1.5 million devices on approximately 280 platform types around the world, including ground, airborne, and weapon systems.” The ATR business is based in Fort Wayne, Indiana, and Largo, Florida, and “has leveraged its innovative technologies to develop secure communications solutions that are installed on a broad range of military airborne platforms," per the release.     By: Nathan Strout The Air Force awarded Raytheon a $442 million contract Jan. 16 to develop new technology that will allow the B-52 and RC-130 aircraft to utilize the nation's advanced anti-jamming communications satellites. The contract is part of the Family of Advanced Beyond Line-of-Sight Terminals (FAB-T) program, an effort to replace legacy communication terminals with secure, nuclear-survivable terminals capable of utilizing the nation's most secure communications satellites for protected communications — including Presidential and National Voice Conferencing — and nuclear command and control. In 2015, the Department of Defense divided the FAB-T program into two segments: the Command Post Terminals (CPT) subprogram, which will provide terminals for ground posts and E-4 and E6 aircraft, and the Force Element Terminal (FET) subprogram, which will place new terminals in B-52 and RC-135 aircraft. The $442,265,464 cost-plus-incentive-fee undefinitized contract will provide for the latter, with Raytheon designing, developing, testing, integrating and providing logistical support for force element terminals for the two aircraft. Once in place, the terminals will allow airmen within those aircraft to utilize a trio of highly advanced satellites: the Advanced Extremely High Frequency satellites, the Enhanced Polar System satellites, and the legacy Milstar satellites. The FAB-T terminals will also allow command and control of those three constellations. According to the Government Accountability Office, the force element terminals are essential to the FAB-T program — without them, the program “cannot achieve its planned capabilities that are based on the interaction of bomber aircraft with intelligence, surveillance, and reconnaissance aircraft and CPTs.” The GAO also reports that due to delays in the FAB-T program, all six AEHF satellites are expected to be on orbit before the system is in place, resulting in an underutilization of costly satellite capabilities. The same day, The FAB-T contracting office award Raytheon a $36,848,806 cost-plus-fixed-fee contract modification to develop a software encryption platform for the system approved by the National Security Administration. Work is expected to be completed by March 2023. The Air Force Life Cycle Management Center also issued a Request for Information Jan. 15 seeking industry sources that can support the installation of the FAB-T Command Post Terminals worldwide. According to a May 2019 Government Accountability Office report, the CPT subprogram is expected to reach initial operating capability in June 2021 and full operational capability by March 2023. Raytheon is also the primary contractor for the CPT subprogram.     Interservice rivalries: A force for good

    By: Susanna V. Blume and Molly Parrish It's no secret that the military services fight hard to protect their shares of the defense budget. Just last week, Chief of Naval Operations Adm. Michael Gilday made his case for a greater share of the defense budget. Army Secretary Ryan McCarthy quickly answered, making the same claim on behalf of his service. What if the Department of Defense were able to use these rivalries as a force for good? The secretary of defense should pit the services against each other in a healthy competition for solutions to real operational challenges. The reward? More funding in their budgets to implement the best solutions. It is by now old news that the 2018 National Defense Strategy solidified a shift in priorities from long-term counterinsurgency and stabilization operations in the Middle East to strategic competition with China and Russia. This shift represents a significant change in what the country will require of the joint force in the future. As a result, to fully embrace this shift in priorities, it follows that the services must accept additional risk in some areas in order to invest in the capabilities required to sustain U.S. military advantage over aspiring great powers. In other words, in order to implement the NDS, the DoD must shift resources. But shifting resource around with the defense budget is really hard. For the most part, defense budgets are built from the bottom up, with each program having strong institutional champions, regardless of how relevant that program is to the current strategy. In this environment, it's difficult to take money away from something to give it to something else. The result is budgets that largely reflect the status quo. While the DoD should of course avoid capricious and destabilizing swings in funding for defense programs, there are times when deliberate, strategy-driven shifts in resources are necessary. To make it a little easier to move money around the DoD in these cases, we recommend in our latest report that the secretary of defense harness interservice rivalry as a force for good. The secretary should give the services specific operational challenges to solve at the outset of the budget cycle, and reward the service or services with the best solutions at the end of the cycle with the funds to implement them. The DoD competition would start at the beginning of the budget cycle, with the operational challenge given alongside the usual strategic, planning and fiscal guidance. Over the course of the budget cycle, the services would each work to come up with solutions to the operational challenges posed by the secretary. During program review, the services would present their solutions to defense leadership. The service or services with the best solution to the secretary's challenges would then receive the funds to implement them. To fund this competition, the secretary would have to hold back some resources at the start of the process, effectively giving less to each of the services to begin with. This decision will be extremely unpopular with the services, but it will also ensure that the secretary has easily accessible funding available to him or her at the end of program review with which to ensure that the services are implementing his or her top priorities. The idea of spurring innovation through competition is not new. The DoD already uses competitions to drive innovative solutions to a wide variety of technical challenges. Take the Defense Advanced Research Projects Agency's Launch Challenge, which aims to improve resiliency in space by tasking participants to “launch payloads to orbit on extremely short notice.” DARPA will give the team who is able to complete both launches a prize of $10 million to continue their work. In addition, this past September, the DoD's Joint Artificial intelligence Center, along with the National Security Innovation Network, hosted a Hackathon at the University of Michigan. Participants came from both academia and the commercial industry to find artificial intelligence-enabled solutions. The hackers were given a specific problem and then tasked with finding a solution. The winners of the Hackathon are rewarded with — surprise — money! The services like money just as much as the average citizen, and the Department of Defense needs to take this concept and use these persistent and unavoidable interservice rivalries as a force for good.     U.S. Army And Air Force Team Up For Multi-Domain Operations

    White Sands Missile Range, January 21, 2020 – Two U.S. Air Force F-35s were integrated with the U.S. Army Integrated Air and Missile Defense Battle Command System (IBCS), providing an airborne sensor capability to successfully detect, track and intercept near simultaneous air-breathing threats in a test at White Sands Missile Range, New Mexico. The December 2019 test marked the first time F-35s were used as sensors during an IBCS live fire test against multiple airborne targets. Linking F-35s to IBCS via the Multifunction Advanced Data Link (MADL) provided enhanced situational awareness and weapons-quality track data to engage airborne targets. The proof of concept demonstration used experimental equipment developed by Lockheed Martin, including the Harvest Lightning Ground Station and IBCS adaptation kit (A-Kit). “The F-35's advanced sensors and connectivity enable it to gather, analyze and seamlessly share critical information with the joint fighting force to lead the multi-domain battlespace,” said Greg Ulmer, Lockheed Martin vice president and general manager of the F-35 program. “This test validated the F-35's capability to serve as an airborne sensor and extend the range of critical Integrated Air and Missile Defense interceptors.” “This test represents a major milestone for multi-domain operations by leveraging airborne assets to detect and track threats that can then be countered with ground-based effectors. This demonstrates a tremendous capability to defeat threats that are terrain masked or beyond ground-based sensor detection capabilities due to terrain and curvature of the earth,” said Jay Pitman, vice president, Lower Tier Integrated Air and Missile Defense at Lockheed Martin Missiles and Fire Control.
