    Pourquoi pas un porte-avions franco-européen ?

    OPINION. Le porte-avions offre une capacité militaire majeure à une marine. Son déploiement, lors d'une crise, représente un signal politique fort. L'apparition d'un porte-avions aux couleurs de l'Europe serait certes « hautement symbolique », mais le symbole ne suffit pas dans les questions de défense. Par un groupe de travail au sein de l'association EuroDéfense-France(*). « Le Charles-de-Gaulle aura besoin d'un successeur », souligna Florence Parly, la ministre des Armées, au salon Euronaval en octobre 2018, en lançant une phase d'études pour la construction d'un nouveau porte-avions, qui pourrait entrer en service vers 2030-2035. Ce successeur sera-t-il isolé ? Ou en couple, comme le furent naguère le Clemenceau et le Foch ? Cette solution serait militairement préférable, permettant à la France de toujours disposer d'un b'timent opérationnel, tandis que l'autre serait en période d'entretien ou en refonte. Elle aurait toutefois un coût élevé, celui d'un seul navire étant estimé à 4,5 milliards d'euros. Le porte-avions offre une capacité militaire majeure à une marine. Dans sa mission Clemenceau, entre mars et juillet derniers, le groupe aéronaval, constitué par le Charles de Gaulle avec ses b'timents d'accompagnement, a participé à l'opération Chammal contre Daech au Moyen-Orient, puis a rejoint la région indo-pacifique pour une série d'exercices avec les marines de l'Inde, des États-Unis, de l'Australie, de la Malaisie et du Japon, et celle de l'Egypte au retour. Combat contre le terrorisme et coopération avec nos alliés ont ainsi conjugué guerre et diplomatie. Dans sa réponse aux propositions d'Emmanuel Macron en vue d'une réforme de l'Union européenne, Annegret Kramp-Karrenbauer, alors successeure d'Angela Merkel à la présidence de l'Union chrétienne-démocrate d'Allemagne et désormais ministre fédérale de la Défense, a écrit en mars de cette année : close volume_off « Dès à présent, l'Allemagne et la France travaillent ensemble au projet d'un futur avion de combat européen... La prochaine étape pourrait consister en un projet hautement symbolique, la construction d'un porte-avions européen commun, pour souligner le rôle de l'Union européenne dans le monde en tant que puissance garante de sécurité et de paix. » Macron et Merkel ont plusieurs fois exprimé l'ambition d'une « armée européenne. » Si l'Europe veut tenir sa place dans le concert mondial, tel qu'il se dessine avec des puissances-continent comme les États-Unis, la Chine, la Russie ou l'Inde, elle doit se doter d'une capacité militaire d'action. Des progrès indéniables sont intervenus depuis 2017, notamment gr'ce à la coopération structurée permanente, le fonds européen de défense, l'initiative européenne d'intervention, mais l'Union européenne reste loin de disposer d'une véritable armée. Un porte-avions aux couleurs de l'Europe ? L'apparition d'un porte-avions aux couleurs de l'Europe serait certes « hautement symbolique », comme l'écrit la responsable allemande, et ce navire pourrait montrer le drapeau de l'Union sur les mers du globe et aux approches des continents. Cependant, le symbole ne suffit pas dans les questions de défense. Un porte-avions est un navire de guerre et, s'il peut remplir des missions diplomatiques de présence, il faut, pour que celles-ci soient crédibles, qu'il soit aussi capable d'intervenir militairement, qu'il sache effectivement combattre. À cet égard, la réalisation d'un porte-avions peut paraître prématurée à ce stade de l'intégration européenne. Florence Parly a, en effet répondu, sur les ondes de RMC en mai dernier qu'on « n'en est pas encore tout à fait là », en évoquant les conditions d'emploi d'un tel navire. Il ne suffit pas de construire un porte-avions, encore faut-il être capable de l'employer, certes pour des missions de présence, mais également, si besoin, pour un engagement armé dans une crise ou un conflit. Or, l'on n'en est pas encore là. La brigade franco-allemande est déployée au Sahel, mais seules ses composantes françaises se battent contre les djihadistes, la partie allemande intervenant dans le cadre d'un mandat de l'Union européenne pour la formation de l'armée malienne ou dans celui de la force onusienne Minusma. Conjuguer les besoins de la France et ceux de l'Europe ? Faut-il alors abandonner l'idée d'un porte-avions européen ? Ne pourrait-on conjuguer les besoins de la France et ceux de l'Europe ? Un second porte-avions serait utile à la marine française. Un porte-avions européen signifierait une étape considérable dans l'affirmation militaire de l'Union, qui est en chemin. Pourquoi la France ne partagerait-elle pas un porte-avions ? Pourquoi ne pas engager la construction de deux porte-avions, le premier français, le second franco-européen. Celui-ci naviguerait sous le pavillon national, celui-là naviguerait généralement sous le pavillon européen et arborerait le pavillon français, quand l'autre serait indisponible. Le premier serait financé uniquement par la France, le second le serait à parité par la France et l'Union européenne. Budgétairement, l'opération serait rentable : la France disposerait toujours d'un porte-avions opérationnel pour un coût probablement inférieur à celui d'un b'timent et demi, une série de deux s'avérant à l'unité moins couteuse que la construction d'un seul ; l'Union européenne acquérait, de même, un porte-avions pour un budget inférieur sans doute à la moitié du coût d'un navire isolé. Mettre en œuvre un groupe aérien de qualité Des questions sensibles seraient à résoudre, l'une des premières concernant le groupe aérien. En effet, la puissance d'un porte-avions réside dans sa capacité mettre en œuvre un groupe aérien de qualité. La France est le seul pays européen à utiliser, comme les Etats-Unis, des catapultes. La Grande-Bretagne, l'Espagne et l'Italie déploient des porte-aéronefs avec des avions à décollage court ou vertical, aux capacités moindres. Le groupe aérien, qui réunirait des appareils capables d'apponter sur les nouveaux porte-avions, serait logiquement composé du futur avion de combat européen, dont le projet a été lancé par la France et l'Allemagne, rejointes par l'Espagne. Des évolutions devraient intervenir chez nos amis, soit, comme en Allemagne, pour reconstituer une aviation embarquée, soit, comme en Italie, pour choisir un avion européen. Des décisions significatives seraient nécessaires, mais ces pays, voire d'autres, pourraient vouloir développer une composante aéronavale moderne, dès lors que le coût budgétaire, né de la coopération européenne, serait raisonnable. Rien, techniquement, n'interdirait de créer des flottilles européennes d'avions pouvant apponter sur ces porte-avions. Un autre sujet délicat est celui de l'équipage. Celui-ci rend opérationnel le porte-avions, qui accueille des flottilles d'avions et l'état-major du groupe aéronaval. Il doit être en phase avec son navire. Quand le b'timent franco-européen naviguerait sous pavillon français, son équipage devrait, au besoin, pouvoir être engagé au combat, y compris avec ses membres non français. Développer la participation, étendre le périmètre de discussion S'agissant du groupe aéronaval, d'ores et déjà l'habitude est prise que des navires européens intègrent celui du Charles-de-Gaulle, y compris dans des missions d'engagement armé. Ainsi, chaque fois que ce b'timent a été déployé pour frapper Daech, il a été accompagné par de tels navires (allemand, belge, britannique et italien). L'existence d'un porte-avions européen développerait la participation des marines européennes, en contribuant à leur excellence. L'accord devrait intervenir également sur le système de propulsion, nucléaire ou non, et sur le partage des t'ches entre les industries navales, la France étant la seule, à ce jour, à disposer des compétences pour construire des porte-avions dotés de catapultes. D'autres sujets seraient à traiter, comme le port d'attache, la formation et l'entrainement, la chaîne de commandement... La résolution de certaines questions serait indéniablement délicate, mais possible en présence d'une vraie volonté politique.     US Air Force Selects L3Harris Technologies to Develop Space Hub End Cryptographic Unit for Protected Tactical SATCOM Program

    amden, N.J., October 24, 2019 - The U.S. Air Force has selected L3Harris Technologies (NYSE:LHX) to deliver the space hub end cryptographic unit (ECU) for the Protected Tactical SATCOM (PTS) SHIELD program. The Air Force PTS program will implement Protected Tactical Waveform (PTW) over a fully-processed satellite payload, enabling adaptive, anti-jam communications channels, which will provide the greatest level of protection available for tactical U.S. and coalition/international partner warfighting efforts. As the SHIELD contractor, L3Harris will develop an NSA-certified, space-flight qualified, production-ready ECU for future PTS payloads. The L3Harris ECUs will support 13 space-based communications payload hubs that will serve up to 1,800 simultaneous tactical user terminals. L3Harris' Modular Open System Architecture (MOSA) approach employs standards-based interfaces that minimize the information security boundary and simplify integration for the multiple payload providers. The ECU incorporates L3Harris' HMV™ Space Cryptographic processor that supports full on-orbit reprogrammability in a low-power, highly extensible design.     Naval Group launches the construction of the first digital frigate for the French Navy

    October 24, 2019 - The steel-cutting ceremony of the first defence and intervention frigate (FDI) took place on the Naval Group site of Lorient. The ceremony was led in the presence of the Minister for Armed Forces, Florence Parly, the Head of the French Armament Directorate (DGA) Délégué général pour l'Armement, Joël Barre, the Chief of Staff of the French Navy Christophe Prazuck, the Chief of the Hellenic Navy Nikolaos Tsounis, many French officials and foreign delegations as well as Naval Group CEO, Hervé Guillou. The First of class will be delivered in 2023 and is part of a series of five vessels. Sylvain Perrier, Naval Group Director of the FDI program declared during this event: “Today, after the successful completion of the initial studies and development phases, we are proud, to reach this first industrial milestone. This ceremony is the first for this major program for which, the DGA will be in charge of prime contract management to the benefit of the French Navy. Thanks to this program, Naval Group will also keep on developing its international exposure. This program will increase to fifteen the number of first-rank frigates of the French Navy, as planned in the French military spending plan (LPM). We were able to uphold our commitment thanks to the collaborative work model we adopted with our client and to the mobilisation of state and industrial actors.” A digital multi-mission 4,500 tons-class frigate The FDI is a high sea vessel with a 4,500 tons class displacement. Multipurpose and resilient, she is capable of operating, alone or within a naval force, through all of types of warfare: antisurface, anti air, anti-submarine and allows for special forces projection. Strongly armed (Exocet MM40 B3C anti-surface missiles, Aster 15/30 anti-air missiles, MU90 antisubmarine torpedoes, artillery), the FDI is able to embark simultaneously a helicopter and an unmanned aerial vehicle(UAV) . She can also receive a Special Forces detachment with their two commando boats. The FDI will be the first French frigate natively protected against cyber threats, with a Data Centre accommodating a great part of the ship applications. The FDI introduces the concept of a dedicated system for asymmetric threats warfare, distinct from the operation room. Located behind the bridge, it will lead asymmetrical warfare against air and surface threats such as mini-UAVs or tricked boats.     Sorry, France: This Fighter Jet Is No F-35 Stealth Fighter

    It has a radar cross-section similar to that of a Super Hornet. That means it is nowhere near as stealthy as an F-35. by Sebastien Roblin In January 2019, French Defense Minister Florence Parly announced France would commit $2.3 billion to develop an F4 generation of the Dassault Rafale twin-engine multirole fighter. This would include production in 2022–2024 of the last twenty-eight of the original order of 180 Rafales, followed by the purchase of an additional thirty Rafales F4.2s between 2027–2030, for a total of 210. Since 2008, France has deployed land- and carrier-based Rafales into combat in Afghanistan, Iraq, Libya, Mali and Syria. Despite incorporating stealth technology, the Rafale (“Burst of Fire” or “Gust of Wind”), is not a true stealth aircraft like the F-35. True, the French jet's wings and fuselage are primarily composed of radar-absorbent composite materials and lightweight titanium. Other stealthy design features include S-shaped engine inlets, serrated edges and a channel exhaust cooling scheme designed to reduce infrared signature. These give the Rafale an estimated Radar Cross Section (RCS) of slightly above one square meters—comparable to peers like the Super Hornet and Typhoon, but orders of magnitude greater than that of the F-35 jet. Land-based Rafales are currently priced $76–$82 million per plane, only modestly cheaper than the F-35A which benefits from vastly greater economy of scale, though the Rafale's operating costs are likely lower. Paris particularly prizes maintaining an independent domestic arms industry and has never seriously considered purchasing F-35s. Instead, France is working with Germany and other partners to develop a sixth-generation Future Combat Air System stealth jet to enter service in 2035-2040. Until then, France is doubling down on the 4.5-generation Rafale by integrating additional F-35-style avionics and improving its network-centric warfare capabilities. The Rafale is much more agile than the F-35, with superior climb rate, sustained turn performance, and ability to super-cruise (maintain supersonic flight without using fuel-gulping afterburners) at Mach 1.4 while carrying weapons. The Rafale's all-moving canards—a second set of small wings near the nose—give the Rafale excellent lift and low-altitude speed and performance, as you can see in this majestic airshow display. However, compared to larger fourth-generation twin-engine jets like the Su-35 or F-15, the Rafale can't fly quite as high (service-ceiling of 50,000 instead of 60,000 ft), and has a lower maximum speed (only Mach 1.8 compared to Mach 2-2.5). The Rafale's agility won't help as much if it is engaged at long distances by enemy surface-to-air missiles and stealth jets. To compensate, the Rafale boasts an advanced Spectra electronic warfare system that supposedly can reduce the Rafale's cross-section several times over—it is rumored by reflecting back signals using ‘active canceling.' Spectra also incorporates powerful jammers and flare and chaff dispensers, provides 360-degree early-warning, and can even assist Rafale pilots in targeting weapons to retaliate against attackers. Spectra's capabilities reportedly allowed Rafales to deploy on raids over Libyan airspace in 2011 before air defense missiles had been knocked out. Other key capabilities include sensor fusion of the Rafale's RBE-2AA Active Electronically Scanned Array multi-mode radar, which can track numerous targets over 124 miles away, with its discrete OSF infrared-search and track system, which has an unusually long range of sixty-two miles. Rafale pilots also benefit from uncluttered instrumentation combining voice command with flat-panel touch screens. The multirole jet carries a punchy thirty-millimeter revolver cannon and up to twenty-one thousand pounds of weapons on fourteen hardpoints, making it a versatile air-to-ground platform. Because Paris requires expeditionary capability in Africa, the Rafale can refuel in flight and carry up to five fuel tanks for very long transits, and can be operated from relatively unprepared airfields, unlike most high-performance jets. What's new in the Rafale F4? Dassault produces three basic types of Rafales: the single-seat Rafale-C, the two-seat Rafale-B (the additional weapon systems officer being preferred for strike and reconnaissance missions) and the carrier-based single-seat Rafale-M, which has an arrestor hook, reinforced landing gear and buddy-refueling pod capability. Each type has evolved in common generations designated F1, F2, F3 and F3R. The F4 generation introduces additional network-centric warfare capabilities and data-logistics similar to those on the F-35 Lightning, enabling Rafales on patrol to build a more accurate picture of the battlespace by pooling their sensors over a secure network, and even exchange data using new satellite communications antenna. The pilots also benefit from improved helmet-mounted displays. The Spectra defensive system will receive more powerful jammers and new threat libraries tailored to meet the improving capabilities of potential adversaries. Furthermore, Dassault seeks to use “Big Data” technology to develop a predictive maintenance system reminiscent of the F-35's troubled ALIS system to cost-efficiently implement preventative repairs. Other systems to be tweaked include the air-to-ground mode of the RBE-2AA radar, the M88 turbofan's digital computers, and a new AI-system for its reconnaissance and targeting pod allowing it to rapidly analyze and present information to the pilot. Rafale-Ms will also receive a new automated carrier landing system. New weapons set for integration most notably an improved model of the Mica short-to-medium range air-to-air missile, which has a range of forty-nine miles. The Mica can be launched without initially being locked and guided remotely by a data link on the fighter before engaging either an infrared or AESA radar seeker to close in for the kill, using a vector-thrust motor to pull off tight maneuvers. Because both the Rafale and the Mica missile can employ passive infrared targeting without using an indiscrete active-radar for guidance, the MICA can be launched with little warning for the target. The Mica-NG model will incorporate new infrared-matrix sensors for better performance versus stealth fighters, carry additional propellant for longer range, and integrate internal sensors to reduce maintenance costs. Its dual pulse motor will allow it to accelerate just prior to detonation for a greater probability of achieving a kill. For longer range engagements, newer Rafales F3Rs and F4s can launch British Meteor missiles which can sustain Mach 4 speeds. Another weapon set for integration is heavier 2,200-pound variants of the AASM HAMMER, a guidance kit similar to the U.S. JDAM. Previously, the Rafale could only carry 485-pound variants of the weapon which can use either GPS-, laser- or -infrared guidance to deliver precise strikes. Unlike the JDAM, the HAMMER also incorporates a rocket-motor, allowing it to hit targets up to thirty-seven miles away when released at high altitude. The Rafale will also be modified to integrate future upgrades of the French SCALP-EG stealthy subsonic cruise missile and the supersonic ASMP-A cruise missile which carries a 300-kiloton-yield nuclear warhead. Reportedly France may develop a hypersonic AS4NG variant increasing range from 300 miles to over 660 miles. Currently, the French Armée de l'Aire has three Rafale multi-role squadrons and two nuclear-strike squadrons based in Mont-de-Marsan (south-western France), Saint-Dizier (north-eastern France) and al-Dhafra in the UAE. There are also an operational conversion unit and a testing and evaluation squadron. The French Navy has three Rafale-M squadrons which rotate onboard France's nuclear-powered carrier Charles de Gaulle. In 2018, a squadron of Rafale-Ms proved their capability to operate from the U.S. carrier George H. W. Bush. The forthcoming Rafale F4s will progressively replace France's fourth-generation Mirage 2000s, over 110 of which remain in service today. French periodical Le Figaro claims that older Rafales will also eventually be updated to the F4 standard. Abroad, Dassault is finish delivery of orders from Egypt (twenty-four), Qatar (thirty-six) and India (thirty-six). All three countries may order additional Rafales, though the price of its initial Rafale order has caused a political scandal in New Delhi. As France must wait nearly two decades before a European stealth fighter can enter service, its armed forces are betting that in the interim adding networked sensors and weapons to the Rafale's superior kinematic performance and powerful electronic warfare systems will keep the agile jet relevant in an era of proliferating stealth aircraft and long-range surface-to-air missiles.     By: Aaron Mehta WASHINGTON — The U.S. Air Force is officially putting down its money to buy two different models of light-attack aircraft. The service will purchase two to three aircraft each of the Textron Aviation AT-6 and Sierra Nevada Corporation/Embraer Defense & Security A-29 aircraft. The handful of planes will be used to support “allies and partner capacity, capability and interoperability via training and experimentation,” according to an Air Force announcement. The A-29 Super Tucano contract should be awarded before the end of the year, with the AT-6 Wolverine contract coming in early 2020. The plan to buy a handful of planes was previewed earlier this year by Air Force officials, but the companies will likely breathe a sigh of relief now that the deal is done. The purchase provides a much-needed show of confidence in the project. The two companies have invested internal funds on the Air Force's light-attack experiment over the past two years and remain hopeful the service moves forward with a bigger buy of light-attack aircraft in the future. The missions and basing for the planes will be different. The AT-6s will go to Air Combat Command at Nellis Air Force Base, Nev., for “continued testing and development of operational tactics and standards for exportable, tactical networks that improve interoperability with international partners,” according to the Air Force announcement. The A-29s will go to Air Force Special Operations Command at Hurlburt Field, Fla., and will be used to “develop an instructor pilot program for the Combat Aviation Advisory mission, to meet increased partner nation requests for light attack assistance,” per the release. “Our focus is on how a light attack aircraft can help our allies and partners as they confront violent extremism and conduct operations within their borders,” Air Force Chief of Staff Gen. David Goldfein said in the statement. “Continuing this experiment, using the authorities Congress has provided, gives us the opportunity to put a small number of aircraft through the paces and work with partner nations on ways in which smaller, affordable aircraft like these can support their air forces.” Experiments will continue with a focus on creating a joint architecture and information sharing. The Air Force has said that funding for the initial AT-6 and A-29 buys will come out of the estimated $160 million in unspent funds that Congress appropriated for the effort in previous budgets. Les deux premiers ATL2, le prototype et le premier de série, respectivement arrivés à Lann-Bihoué les 18 juillet et 27 août dans leur version logicielle finale, "ont été minutieusement testés par une équipe intégrée associant le centre d'expertise et d'essais DGA Essais en vol, le centre d'expérimentations pratiques et de réception de l'aéronautique navale (CEPA/10S) de la Marine nationale et Dassault Aviation". "L'expérimentation opérationnelle de la Marine, débutée à Istres en parallèle des dernières phases d'essais, se poursuit à Lorient pendant les dernières vérifications contractuelles effectuées par la DGA en vue de la qualification. Elle a pour but d'élaborer les tactiques d'emploi permettant d'utiliser au mieux les nouvelles capacités de l'aéronef", indique le ministère des Armées qui poursuit :" La mise en service opérationnel du standard 6 est prévue fin 2021, après la formation des équipages, la transformation d'un premier lot d'aéronefs, et la livraison du simulateur à terre pour l'entraînement tactique de nouvelle génération (SIMTAC NG), en cours de réalisation sous la conduite de la DGA". Les chantiers de mise à hauteur au standard 6 s'effectuent en parallèle par Dassault Aviation (6 chantiers en plus de l'avion prototype) et le Service industriel de l'aéronautique (SIAé) du ministère des Armées (11 chantiers). "Au-delà du traitement des obsolescences d'un avion conçu dans les années 1980, la rénovation porte principalement sur le remplacement de certains matériels par des équipements numériques issus des meilleures technologies actuellement disponibles : calculateur tactique, systèmes de renseignement optronique et acoustique, consoles des opérateurs, radar. En particulier, le nouveau radar Searchmaster bénéficie de la technologie d'antenne active développée par Thales pour le Rafale.
