    By: Sebastian Sprenger LONDON — U.S. President Donald Trump landed Tuesday in London with a splash, decrying French President Emmanuel Macron's recent description of NATO as brain dead, calling it a “nasty” assessment and unfair to the alliance. Trump's remarks on the eve of a meeting of government leaders here on Wednesday come as NATO members are already on edge about myriad internal differences. Clashing views have become so pronounced in the last few weeks that some observers fear the worst for what has been billed as NATO's 70th birthday bash. “You just can't go around making statements like that about NATO,” Trump said of Macron in a joint news conference with Secretary General Jens Stoltenberg. “It's very disrespectful.” The U.S. president's words are remarkable not for their tone — he also delivered an en passant bashing of French politics and economy — but for the substance of the argument. Trump, who has shown a deep disdain for the mere principle of multilaterlism, appears to be shielding NATO from Macron's critique, which in turn was partly aimed at himself. Talk about the three-dimensional chess of geopolitics. Or something like that. Stoltenberg, for his part, sought to downplay any cracks within the alliance, arguing in typical fashion that healthy squabbling should be expected in any group of countries working together. “If you look at the substance, you can see that the alliance is delivering,” he said at the NATO Engages think tank event in central London. He named ongoing operations to secure the eastern flank against Russia, the training of security forces in Iraq and an uptick in defense spending by all allies in recent years as examples of an alliance that continues to be operationally relevant. Stoltenberg was noncommittal, however, on the latest curveball thrown by member country Turkey. The Turks want their perception of a terrorist threat posed by YPG Kurdish units to their border with Syria recognized by all of NATO as a quid pro quo for backing the alliance's bolstering of the Baltics. Such a deal could cause a significant rift. Trump is an admirer of Turkish President Recep Tayyip Erdoğan, and will likely get more deeply involved in the issue during meetings here. “Turkey does not question the alliance, but rather Turkey expects an understanding of the threat of terrorism to one of its allies,” Gülnur Aybet, Erdogan's senior adviser on foreign policy, told the NATO Engages audience. “We don't question the credibility of Article 5. WASHINGTON — The U.S. Navy on Monday awarded its largest-ever shipbuilding contract to General Dynamics Electric Boat for construction of nine Virginia-class attack submarines, eight of which will have an 84-foot section that boosts the boat's strike missile capacity. The contract for the Block V Virginia-class subs, worth $22.2 billion, could grow by another $2 billion if the Navy exercises an option for a 10th boat. The contract is for two fewer boats than the 11 proposed by the fleet in this year's budget submission. “A lot of hard work across the whole team to structure the contract in such a way as to balance risk between the government and the shipbuilder,” James Geurts, the Navy's top acquisition official, said during a roundtable with members of the media to announce the contract signing. “If the shipbuilder delivers on target, the multiyear savings will be 16.5 percent, or $4.4 billion in savings. So it's a pretty important day for us.” Guerts, the assistant secretary of the Navy for research, acquisition and development, said that when you add government-furnished equipment into the contract, the total value of the program swells to about $35 billion. The first boat in Block V, SSN 802, is currently under construction but does not have the Virginia Payload Module, or VPM. The next boat, 803, will have VPM. All of the boats will have an upgraded acoustics suite. In the briefing, Navy officials said that if the service opts for all 10 boats, six of the boats would be constructed at Electric Boat's partner yard, Huntington Ingalls Newport News, and four would be built at Electric Boat. The move to put most of the work in Newport News was done to balance the increased workload at Electric Boat with the start of the Columbia class, the next generation of ballistic missile submarines slated to begin construction this year. In a statement, Electric Boat President Kevin Graney said the contract provides stability for his shipyard. “This contract allows for our shipbuilding team, our suppliers and our employees to plan ahead so that we can continue to deliver submarines of unmatched quality, stealth and lethality,” Graney said. Dave Bolcar, Newport News' vice president of submarine construction, likewise hailed the contract as a means of stability in the submarine industrial base. "Today's contract maintains the Virginia-class build rate that provides continued stability to our workforce and to the 5,000 suppliers that will support submarines for the next decade,” he said.     SASC chairman: We must build the national security innovation base our defense strategy requires

Jim Inhofe Since World War II, the American people have believed our military has had the best of everything, but the technological superiority that kept us 20 years ahead of our competitors has rapidly diminished. In some cases, we're already behind. By 2030, unless we pursue “urgent change at significant scale,” as former Defense Secretary Gen. James Mattis put it, it's likely the U.S. will face an enemy with superior weapons, superior equipment and superior capabilities. Nowhere is this better illustrated than in our strategic competition with China. China used to just steal our technology. Now, through heavy investment, they are improving it. The result? China is outpacing the U.S. in key areas like hypersonic weapons, artificial intelligence and biotechnologies — not to mention conventional capabilities. China isn't the only one. Technological development is accelerating across the globe, expanding to more actors and changing the very nature of war. We can't afford to let our advantage erode further. It is up to the Department of Defense and Congress to make sure that the defense-industrial base becomes, as the National Defense Strategy demands, an “unmatched 21st century National Security Innovation Base.” If we want to “sustain security and solvency,” we need to consider wholesale change to industry culture and its interface with the Department of Defense, shed outdated management processes, and reimagine a resilient supply chain that mitigates 21st century risks. This begins with software, which is foundational to military capability. The DoD and its traditional hardware-dominant industry partners have been behind on software in almost every way — talent, tools, development and delivery processes. Software innovation has failed in countless DoD programs, including the Ford-class carrier, the F-35′s Autonomic Logistics Information System and the GPS next-generation operational control system. Instead of taking the Pentagon for granted as an endless source of cash flow, partners must refocus their attention on delivering secure capability that actually works. Next, the Department of Defense needs to continue to expand capacity — prioritizing speed of delivery and adapting its systems to maximize value and output. For too long we have been slow to expand our stockpiles of fifth-generation weapons required to fight peer adversaries. The second production line for JASSM-ER cruise missiles is a good start toward building the capacity needed to retain advantages that will make any enemy think twice before attacking. We must do the same for other fifth-generation weapons, including air-to-air missiles. Shipbuilding, including aircraft carriers, surface ships, submarines and our logistics fleet, is another area where our capacity is severely limited. The Chinese People's Liberation Army Navy, which recently surpassed ours in size, is on track to reach 400 ships in 2025 and is nearly self-sufficient for all components. Size of the fleet isn't a sole consideration. We've focused on ensuring the capability of our fleet remains unmatched and bolstering suppliers of critical components, but we must also improve the construction performance of lead ships in new classes to maintain and build upon our capability advantage. The last thing we want is a fair fight. Innovation is best done at the subsystem level through a rigorous engineering-based process centered on building knowledge through full-scale prototypes, which can then inform ship design. We are eager to work with the Navy to identify and fund more of these prototypes, which will serve as the building blocks of the future fleet. We also must accelerate innovation. Recent defense authorization legislation encourages the DoD to streamline acquisition, take a business-minded approach to contracting, and tap into nontraditional suppliers and public-private partnerships. This must continue. Dilapidated testing infrastructure is holding us back from catching up to our enemies. Just look at hypersonic weapons: Beijing is parading around dozens of its newest weapons, and we have yet to build one. The DoD has looked to Silicon Valley, but we are competing with Chinese influence there as well, and the Pentagon has often proven an impossible customer due to its antiquated bureaucracy. Any technological improvements will be meaningless if vulnerable to being infiltrated or stolen. Recent legislation continues support for the DoD as it assesses and mitigates risks to its supply chains posed by adversaries. Both the government and contractors need to cooperate on and use modern verification tools to identify trusted suppliers and manufacturers, as well as fix vulnerabilities. To make these tools useful, the DoD must first establish a working digital model of its suppliers. Lastly, while we must continue to invest in the domestic, organic industrial base, it's important to remember that we can't take on China and Russia alone — which is why the National Defense Strategy emphasizes our network of allies and partners. We must remove unnecessary barriers to industrial cooperation that degrade our collective competitive edge. We do not have to make a false choice between investing domestically and in our allies — we can do both. Under our National Technology and Industrial Base partnership with Canada, Australia and the United Kingdom, we can develop a more diverse, resilient industrial base, secure our supply chains, and become a “five eyes for defense procurement.” It's in our best interest to ensure our allies can leverage our technological advantages and we can leverage theirs. Without a strong national security innovation base, the Pentagon cannot implement the National Defense Strategy. Congress' job is to put the appropriate, tailored policy in place and provide sufficient, predictable resources to help the industrial base meet these challenges. Together, we can harness the power of American innovation to ensure that we are able to win the wars of the future. Sen. Gene Lee, a former fighter pilot and U.S. Air Force pilot trainer, defeated in 2016 by artificial intelligence in an air combat simulation. This specific AI program, even deprived of certain controls, is able to react 250 times faster than a human being. It is one story among many others of how AI technologies play and will play a leading role in operational superiority over the next decades. I personally choose not to oppose the human to the robot. There is no discussion of replacing human intelligence by artificial intelligence, but it will be essential in increasing our capabilities manyfold. AI is not a goal, per se; it must contribute to better-informed and faster decision-making for the benefit of our soldiers. AI means unprecedented intelligence capabilities. Crossing thousands of satellite images with data provided by the dark web in order to extract interesting links: This is what big-data analysis will make possible. AI also means better protection for our troops. To evacuate wounded personnel from the battlefield, to clear an itinerary or a mined terrain — as many perilous tasks that we will soon be able to delegate to robots. Lastly, AI means a stronger cyber defense. Cyber soldiers will be capable of countering at very high speed the increasingly stealthy, numerous and automated attacks that are threatening our systems and our economies. We have everything to win in embracing the opportunities offered by artificial intelligence. This is why the French Ministry of Armed Forces has decided to invest massively in this area. However, we are not naïve, and we do not ignore the risks associated with the development of emerging technologies such as AI. Hence, we chose to develop defense artificial intelligence according to three major principles: abiding by international law, maintaining sufficient human control and ensuring the permanent responsibility of the chain of command. To ensure daily compliance with these principles over the long term and to feed our ethical thought, as new uses of AI appear every day, I decided to create a ministerial ethics committee focused on defense issues. This committee will take office at the very end of this year and will come as an aid to decision-making and anticipation. Its main role will be to address questions raised by emerging technologies and their potential use in the defense field. At the heart of these questions stands an issue that is of interest but also of concern, both within the AI community and within civil society. It comes down to the lethal autonomous weapon systems that some call “killer robots” — weapon systems that would be able to operate without any form of human supervision, that would be able to alter the framework of the mission they are allocated or even assign new missions to themselves. It is important to know that such systems do not exist yet in today's theaters of operation. However, debating about them is legitimate. In fact, France did introduce this issue in 2013 to the United Nations in the framework of the Convention on Certain Conventional Weapons. We do wish these discussions to continue in this multilateral framework, the only one that can eventually bring about a regulation of military autonomous systems, as it is the only one that is altogether universal, credible and efficient. We cannot rule out the risk of such weapons being developed one day by irresponsible states, or falling into the hands of nonstate actors. The need to federate with all other nations in the world is even more imperative. France defends its values, respects its international commitments and remains faithful to them. Our position is unambiguous and has been expressed in the clearest terms by President Emmanuel Macron: France refuses to entrust the decision of life or death to a machine that would act fully autonomously and escape any form of human control. Such systems are fundamentally contrary to all our principles. They have no operational interest for a state whose armed forces abide by international law, and we will not deploy any.     By: Andrew Chuter LONDON — The British government will conduct an extensive review integrating defense, security and foreign policy if the Conservative Party wins the upcoming general election, Prime Minister Boris Johnson says. The Conservatives are offering what appears to be a fundamental review of Britain's armed forces, with Johnson saying the initiative will lead to a “huge technological upgrade of security forces to keep Britain safe and strengthen NATO.” The review is scheduled to get underway next year and be led by the Prime Minister's office, said Johnson. Johnson's promise of a strategy shift in policy comes as London prepares to host NATO's 70th anniversary summit on Dec. 4, dubbed by alliance officials as a “leaders' meeting.” National media here reported Johnson as saying it would be the “deepest review of Britain's defense, security and foreign policy since the end of the Cold War. “It will extend from the armed forces to the intelligence services, counter-terrorism forces and serious organized crime. It will also consider Britain's foreign policy, how we can best use our huge expenditure on international development, and the role of technology,” he said. “We must use money better, undertake a huge technological upgrade of all our security forces so they are ahead of hostile powers, terrorists and organized crime — and unlike previous exercises, we must develop an integrated plan for all forces engaged in security,” he is reported as saying. Investment in space capabilities for the Royal Air Force appears to one of the big items on Johnsons agenda according to the reports. Creating a space command was one of just a small handful of defense policy initiatives announced in the Conservative manifesto released just over a week ago. Britain has held two full strategic defense and security reviews and a mini review, known as the defence modernization program, since the Conservatives came to power in 2010. The precedent now is to hold a review every five years. The last review, in 2015, restored capabilities like equipping the Royal Air Force with maritime patrol aircraft but failed to fund the uptick in equipment programs adequately. A review was expected next year whoever wins the election. The rival Labour Party has promised the same in their election manifesto. John Louth, the director of the defense, industry and society program at the Royal United Services Institute think tank in London, said Johnson's proposed review appears to lay the ground for a far more radical rethink than previous strategic defense and security proposals. “He's talking about a once-in-a-generation review with everything on the table. Ideas on re-rolling the RAF more toward space, that sounds like something quite profound. Whether that becomes a reality – who knows, but for the moment everything could be in the mix. From what we know they are almost talking about a zero-based budgeting exercise with everything up for grabs,” said Louth. “Whether it is political rhetoric which will be quickly forgotten is difficult to say, but what will be interesting is to see who is actually undertaking the review and what are their terms of reference,” he said. The RUSI analyst reckons a comprehensive review will need to take the long view. “What does technology look like over the next 15-20 years, how do we fund and how do we access those technologies? Also, if we are going to be potentially short of thousands of personnel, how might initiatives like sponsored reserves help fill the gap?” said Louth. Johnson's review announcement comes against a background of rising tensions in the Ministry of Defence where service chiefs are already said to be fighting amongst themselves over future funding levels for the military. One government relations consultant, who asked not to be named, said there was nothing unusual about infighting among the services for funds but the backstabbing was fiercer and earlier in the budget cycle than usual.     ByEd Adamczyk Dec. 2 (UPI) -- Raytheon has been awarded a $74.7 million contract for services on the U.S. Navy's amphibious transport dock ships. Under the new deal, Raytheon Integrated Defense Systems will provide design agent engineering and technical services for the overall management, development, testing, troubleshooting, repair, configuration, maintenance and fleet sustainment of fielded networks and associated network user systems and clients, the Department of Defense said on Friday. The indefinite delivery/indefinite quantity contract pertains to operational Landing Platform Dock, or LPD 17-class, amphibious transport dock ships, the first of which was the USS San Antonio, commissioned in 2006. The ships, 682 feet long in the case of the USS San Antonio, specialize in delivering troops to a war zone by sea, although they also carry helicopters. Eleven LPD-17 class ships are currently active in the U.S. Navy, with 26 more planned.     By: Valerie Insinna WASHINGTON — As the U.S. Air Force looks increasingly toward virtual reality for speeding up and cutting the cost of pilot training, Canadian defense firm CAE is stepping forward with own courseware and virtual reality system with the hopes of attracting interest from the U.S. and international militaries. CAE will debut its CAE TRAX Academy curriculum and Sprint Virtual Reality trainer this week at the Interservice/Industry, Training, Simulation and Education Conference. Throughout the show, the company plans to conduct T-6 flight demonstrations using both products. CAE was inspired by the U.S. Air Force's Pilot Training Next program, which uses virtual reality and other cutting-edge simulation technologies to immerse new pilots in flight training, allowing airment to move more quickly and effectively through training. But CAE is hoping to build on the principles of Pilot Training Next and package it to be purchased by the U.S. Air Force and international militaries, said Phillipe Perey, the head of technology for CAE's defense business. “With Pilot Training Next, everyone is looking with big eyes saying, ‘Wow, oh wow,' but [some generals] are sort of like, ‘Would you really embrace this and do that for your entire air force?'” he said. “So perhaps this is a way of taking the great mission of Pilot Training Next and bringing into that environment with many of the key capabilities that customers have been used to, [such as] true aircraft simulation and many other aspects like a force-feedback stick.” All of the Sprint virtual reality trainer's hardware — including the Varjo VR-2 headset — are commercial off-the-shelf products and can be modified or swapped with a different device to meet the customer's needs. The real value, Perey said, is the software and courseware of TRAXX Academy, in which students progress from mobile apps and VR trainers to a higher fidelity flight simulator. “I think it really drives efficiencies at two levels. One, it reduces costs because the students in there are able to progress at their own pace. Them being alpha personalities; they don't want to be average. They want to be top of class, and they will see how other students are performing and they will be able to pick up their pace,” he said, adding that a six month class could take four months or less to complete if students are driven to complete the coursework. Secondly, the use of self-paced tools and virtual instructors decreases the need for human instructors that could be filling other needed functions within an air force, Perey said. In developing the Sprint VR trainer, CAE started with same kit as used in the Pilot Training Next program, and tweaked it to create “a better self-paced learning environment," he said. CAE made a number of adjustments: Using the same software on the virtual reality trainer as the full flight simulator, substituting a joystick that better simulates G forces, and adding haptics so that pilots can feel vibration or other sensory feedback that they would normally expect while operating the aircraft.     By: Nathan Strout General Dynamics will provide sustainment services for the ground system for the Navy's narrowband satellite communication systems over the next decade, the company announced Nov. 27. The sole-source $732 million contract was awarded Nov. 8 and work expected to be completed by Nov. 2029. The Mobile User Objective System is the Navy's next generation narrowband satellite communications system, providing secure voice, video and data communications to military users all over the globe. MUOS was built to replace the Ultra High Frequency constellation, although the new system will support the legacy system for now. According to General Dynamics, just one MUOS satellite can provide four times the capacity of the entire legacy system. The MUOS ground segment is made up of four ground station facilities located around the world. According to the General Dynamics web site, each ground station has three free-standing antennas to receive radio call relayed through the MUOS satellites. Lockheed Martin is the prime contractor for the MUOS satellites, while General Dynamics was selected to build the ground system. “MUOS will provide our warfighters with the ability to communicate securely, anywhere, anytime, with voice clarity and data transmission speed similar to using a civilian cellphone,” said Manny Mora, vice president and general manager for General Dynamics' space and intelligence systems. “This capability delivers a whole new level of connectivity for troops in the field." On Oct. 16, the Navy announced that MUOS was deemed operationally effective following its months-long multiservice operational test and evaluation over the summer.
