    UAE issues formal request to buy KC-46A tanker, says Boeing

    By: Mike Yeo SINGAPORE – The United Arab Emirates has emerged as a surprise customer for KC-46A Pegasus, having formally made a request to buy the tanker aircraft, according to manufacturer Boeing. Speaking to reporters at a media event on the sidelines of the annual Shangri-La Dialogue regional security summit in Singapore, Jeff Shockey, Boeing's vice president of global sales for defense, space and security, confirmed that the Middle Eastern kingdom had issued a letter of request for three tankers. The UAE now joins the list of potential markets for the KC-46A, alongside other interested parties such as Indonesia, Israel, Norway, Qatar and NATO. Japan has already joined the U.S. Air Force in selecting the KC-46, with a request for four aircraft approved by the U.S. State Department in 2016 with two having already since been contracted through the Foreign Military Sales program. The UAE's request to buy the KC-46A is a surprise, given it currently already operates three Airbus A330 multirole tanker transports. It currently operates about 150 Lockheed Martin F-16E/F Fighting Falcon and French-built Dassault Mirage 2000 fighter jets. It is unclear if the UAE is holding a competitive tender for additional tankers.     Tactical Armoured Patrol Vehicle project expects to wrap up by end of the year

    DAVID PUGLIESE, OTTAWA CITIZEN The Tactical Armoured Patrol Vehicle project is close to wrapping up, with full operational capability of the equipment set for the end of this year, according to an update from the Canadian Forces and the Department of National Defence. All 500 vehicles have been accepted by Canada and sent to various bases across the country. CFB Gagetown has 127 TAPVs, CFB Valcartier has 129, CFB Montreal, 25, CFB Borden, 2, CFB Shilo 42, CFB Edmonton, 63, and CFB Petawawa, 112, according to the update. Initial operational capability was achieved in late August, 2017, although some TAPVs were used months before that during the flood relief mission in Quebec, the update pointed out. Since April 2014, there have been 10 incidents when Tactical Armoured Patrol Vehicles have tipped on to their sides, six where they have rolled over completely, and four where they have caught fire. Pat Finn, the assistant deputy minister in charge of procurement at the Department of National Defence, told Postmedia earlier this year there have been no serious injuries as a result of the incidents. The Conservative government announced the TAPV contract in 2012 as part of its re-equipping of the Canadian Army. Canada bought 500 TAPVs from Textron, a U.S.-based defence firm, at a cost of $603 million. The TAPV is a wheeled combat vehicle that will conduct reconnaissance and surveillance, security, command and control, and armoured transport of personnel and equipment. “Upon review of the major TAPV incidents, it has been identified that the most common contributing factors of these incidents tends to be human error due to limited familiarity time operating the vehicles,” the army noted in an emailed statement to Postmedia. The army pointed out that investigations into the incidents did not reveal any design or mechanical faults. The TAPV project will cost taxpayers a total of $1.2 billion, which not only includes the vehicles but also includes the building of infrastructure to house them, as well as the purchase of ammunition and service support for the equipment. This digital innovation technology will initially be trialled on Spanish Air Force A400M aircraft based at Zaragoza Air Base (31st Wing), with options to extend the technology to other aircraft, including the C295 and the CN235. A secured connection allows data and information generated to be displayed on tablets and augmented reality glasses, allowing staff to quickly identify and apply maintenance procedures and corrective actions while ensuring all inspection and maintenance procedures are formally and fully recorded on the maintenance log. Not only does this technology reduce the maintenance inspection time, it supports the early detection of defects and helps guarantee quality and post-maintenance airworthiness. José Antonio Urbano Torres, Military Aircraft R&D Chief Engineer, said: “Innovation and technological development are part of our DNA.     Spanish defense contractors are itching to get a piece of FCAS

    By: Sebastian Sprenger MADRID — Spanish defense companies are chomping at the bit to get into the business of building Europe's next-generation combat aircraft, just as the government is about to formally enter the Franco-German project. While the extent of the Spanish industry participation in the Future Combat Air System program is still an open question, some of the companies at the inaugural FEINDEF defense expo in Madrid, Spain, are beginning to jockey for position. Brig Gen. Juan Pablo Sanchez de Lara, chief of the Spanish Air Force's plans division, told reporters at the expo that industrial cooperation is “essential for us.” “We are not new in the business,” he said. “Of course Spanish companies are very keen to participate.” Airbus, for example, which is already a prime contractor besides Dassault from France, is looking to bring into play its local work with the Spanish Air Force for the cockpit design of the future fighter aircraft. The Spanish air service presented an Airbus-made cockpit prototype — part futuristic lab, part test bed for additional design work — at its booth, pitching it as a contender for the FCAS program. The setup features a large, panoramic screen similar to that in the F-35, sprinkling in some traditional controls beside the pilot. Officials said the cockpit is the result of previous concept work, concluding that fusing information and commanding nearby drones, for example, are key requirements. Tests are ongoing based on operational vignettes crafted by the Air Force to see how pilots handle workload, stress and the torrent of information thrown at them during flight. When the first FCAS aircraft takes to the skies around 2040, “the scenarios will be more complex,” Ignacio de Castro Vidal, Airbus Defence and Space future capabilities program manager at the defense giant's Madrid location, predicted in an interview with Defense News. That is a reference to the expectation that warfare itself will be more complicated, but it's also an acknowledgment that the program is designed with so much networked technology that the task of flying the aircraft must be kept manageable. To increase the ease of use for pilots, the company plans to lean heavily on voice commands to operate the aircraft's systems, de Castro Vidal said. Spanish electronics specialist Indra is also eyeing work on elements of the next-gen fighter aircraft. “Indra is the second provider of avionic systems for the Eurofighter,” Pedro Barco, the company's director of platforms, wrote in a statement to Defense News. “The experience gained in this project allows us to play a key role as integrator of the system of systems for the FCAS. “In particular, we have a strong experience in electronic warfare systems, voice and data communications, and radar detection and identification systems.” Eurofighter Typhoon-maker Airbus has pitched upgraded versions of that jet as a gap filler until the new aircraft is developed and built, saying that the planned upgrades would serve as something of a sandbox to try new air warfare concepts. Spain and Germany fly that aircraft, while France has the Rafale. As for engines, ITP Aero, based north of Madrid, hopes to share development work with France's Safran and Germany's MTU. “ITP is looking forward to the next step of the program, and we want to be a part of it from the beginning,” Marta Gimeno Garcia-Andrade, director of the company's defense business unit, told Defense News. She said a key area of expertise for ITP Aero lies in low-pressure turbines and movable, “thrust-vectoring” nozzles. Several Spanish defense executives at the FEINDEF expo said expect Spain's formal integration into FCAS to take place at the Paris Air Show in mid-June. Officials in Germany, however, said earlier this week the exact sequence of extending the program's framework agreement to include Madrid was still in flux.     By: Mark Pomerleau Across the Department of Defense, organizations and agencies want to transport parts and ready-to-go systems to field units on demand. For the Army's sustainment community, this means keeping up with the dynamic pace of deployments to by placing qualified workers closer to the battlefield or assembling reserve systems ahead of time. Mobile, expeditionary equipment, which includes communications and networking gear, wasn't required for the counterinsurgency fight in Iraq and Afghanistan. There, the Army was able to take advantage of predicable rotations in a relatively permissive theater from a technology standpoint, Communications and Electronics Command Commander Maj. Gen. Randy Taylor told C4ISRNET in a May 20 interview in his office at Aberdeen Proving Ground. Now, Communications and Electronics Command, responsible for sustaining and refurbishing Army command, control, communications, computers, cyber, intelligence, surveillance and reconnaissance (C5ISR) systems, is looking to adjust to this new unpredictable world. Taylor said the Army is focusing on global hot spots where it thinks it might have to respond with soldiers by sending the proper technicians ahead first. Army staffers are also making sure they configure systems as much as possible in advance of competition, however, but forward technicians can assist if systems break or need to be tweaked. The Army's premier depot maintenance center, Tobyhanna Army Depot in Pennsylvania, has established depot maintenance facilities in Korea and Europe. This allows much of the depot work to be done in the field, reducing the repair times so units can get their equipment back faster. This setup means only items that have to go back to Tobyhanna are then shipped back. One of the big shifts in a renewed focus on so-called great power competition versus the prior years of counterterrorism, Taylor said, is supporting mobility and immediacy, or what senior Army leaders refer to as “fight tonight.” “What we're looking at now with this possible near peer conflict is fight tonight expeditionary,” he said. “That's part of the imperative for modernizing the network so it's lighter, faster, more capable, but sustainment has to keep pace with those expeditionary units.” One area in particular the Army has reevaluated in this vein is its pre-positioned stocks. These are equipment that sit forward so units that deploy don't have to take everything they need with them.     MIT, USAF Sign Agreement To Launch AI Accelerator

    New Program Will Focus On Rapid Deployment Of Artificial Intelligence Innovations In Operations, Disaster Response, And Medical Readiness Secretary of the Air Force Heather Wilson has announced a contract with Massachusetts Institute of Technology focused on accelerating artificial intelligence technologies through fundamental research in computational intelligence, reasoning, decision-making, autonomy and relevant societal implications. The agreement includes selecting eleven Airmen for a research and development collaboration team designed to field practical AI solutions for real-world, national security challenges. Beginning this summer, the combined officer and enlisted team representing various Air Force career fields, is expected to work with researchers at MIT to harness the university's student talent, renowned faculty and state-of-the art facilities and laboratories. “MIT is a leading institution for AI research, education and application, making this a huge opportunity for the Air Force as we deepen and expand our scientific and technical enterprise. Drawing from one of the best of American research universities is vital,” Wilson said. The partnership will address a broad range of AI projects such as decision support, maintenance and logistics, talent management, medical readiness, situational awareness, business operations and disaster relief. “This collaboration is very much in line with MIT's core value of service to the nation,” said Maria Zuber, MIT's vice president for research and the E.A.
