    New Air Force Arctic Strategy May Update Planes For Polar Ops

By THERESA HITCHENSon July 21, 2020 at 4:58 PM WASHINGTON: As part of its new Arctic Strategy released today, the Air Force is eyeing how to modernize mobility aircraft capable of polar operations, improve existing bases, and expand allied cooperation as it gears up to face increased challenges in the region from Russia and China — as well as the changing environment. “Historically the Arctic, like space, was characterized as a predominantly peaceful domain,” Air Force Secretary Barbara Barrett told the Atlantic Council Tuesday afternoon. “This is changing with expanded maritime access, newly discovered resources, and competing sovereign interests.” The new Air Force strategy document, which follows from Department of Defense's 2019 Arctic strategy, touts the service's extensive northern network of airbases and radar stations. The study even says that the service is responsible for “close to 80% of DoD resourcing to the Arctic region.” Now, that surprising figure is sourced to a single DoD paper from 2016, and the Navy submarine force, which regularly sails under the ice and holds an annual ICEX, might challenge that contention. As Breaking Defense readers are well aware, the Navy has been ramping up efforts in the Arctic over the past year, and new Navy Secretary Kenneth Braithwaite is a former ambassador to key regional ally Norway. In Tuesday's event, the Air Force Chief of Staff, Gen. David Goldfein, was politic enough to emphasize that the service is working closely with the other services, especially the Navy, and with the joint Combatant Commanders to ensure “seamless” joint operations in the region. In particular, he referred to the ongoing series of Global Integration Exercises — launched by former Chairman of the Joint Chiefs of Staff Joseph Dunford — that are designed to allow more fluid operations across and between Combatant Commands. Indo-Pacific Command, European Command, and Northern Command (which covers North America) all have jurisdiction over pieces of the Arctic. Sec. Barrett cited DoD's familiar litany of concern with Russian and Chinese aspirations and activities in the far north. “No other country has a permanent military presence above the Arctic Circle comparable to Russia's. Recent Russian investments in the Arctic include a network of offensive air assets and coastal missile systems,” she said. (Of course, no country has as long an Arctic coastline as Russia, either, and Russian leaders remember the US and other Western powers staged a desultory intervention in Siberia in 1918-1920). China, she added, is setting potentially “predatory” eyes on newly opened access to natural resources, including oil. “China is not an Arctic nation by geography, but through its One Belt, One Road initiative It has laid the claim to an Arctic role, and has become an observer to the Arctic Council,” she said. “We're perfectly prepared to accept fair and benevolent action there and having China as a participant, but we will be attentive to overreaching.” The strategy, signed by Barrett, Goldfein, and Space Force/Space Command head Gen. Jay Raymond, lays out four lines of effort along with the sub-elements of each: “Vigilance in All Domains; Projecting Power through a Combat-Credible Force; Cooperation with Allies & Partners; and, Preparation for Arctic Operations.” Barrett said that the “vigilance encompasses everything from weather forecasting and consistent communications to threat detection and tracking.” The strategy document further notes that missile defense and space capabilities — including intelligence, surveillance and reconnaissance (ISR) and all-domain awareness — also are key to the mission. As for power projection in the region, Barrett mentioned in particular the Air Force's deployment of F-35 stealth fighters to Alaska as critical in enhancing capabilities. The service is in the process of moving some 54 F-35s to Eielson AFB in Fairbanks. “When the full complement of planned F-35s arrive at Eielson Air Force Base, Alaska's unparalleled concentration of fifth-generation fighters will project unmistakable influence,” Barrett said. She also noted that the service is looking at recapitalization of Lockheed Martin's LC-130, the ski-equipped polar version of the C-130 Hercules transport plane. The Air National Guard currently has 10 operational LC-130H aircraft, according to the service's 2021 budget documents. “The LC-130s have been pivotal to getting access to terrain that otherwise would be inaccessible,” Barrett said. “So the LC-130 is very important, and recapitalizing is a significant issue to us.” “The Air Force will advance recapitalization and explore modernization of existing and emergent polar mobility platforms that are critical for reaching remote areas,” the new strategy says. In addition, the strategy emphasizes efforts to sustain and modernize bases in Alaska and at Thule, Greenland to allow regional power projection. As Breaking D readers know, Gen. Terrence O'Shaughnessy, head of Northern Command, is particularly interested in upgrading command, control and communications (C3) capabilities in the Arctic. Raymond told the Atlantic Council webinar that one of the new challenges for Arctic infrastructure is dealing with new challenges cropping up due to the warming climate. “What has changed is the thawing and the melting of the permafrost,” he said. “It can have significant challenges on our infrastructure. It can cause foundations of buildings and equipment to shift. It can impact the structural integrity of those facilities .. for example cause increase runway maintenance,” he said. Goldfein stressed the strategy's high priority to enhance operations with NATO and regional allies, including Canada, Denmark and Norway. “You know only through cooperation with our allies will be be strong in Arctic or any other location in the globe,” he said. The contract provides for the research and development of a flight-test ready missile. The first task order is $93,380,234. Work will be performed in Tucson, Arizona, and is expected to be completed by October 2023. This award is the result of a competitive acquisition and two offers were received. Fiscal 2020 research, development, test and evaluation funds in the amount of $26,712,000 are being obligated at the time of award.     The new ways the military is fighting against information warfare tactics

    Mark Pomerleau One of the clearest examples of how the military wants to defeat adversaries using information warfare is by publicly disclosing what those enemies have been doing and what capabilities they have. Information warfare can be abstract, combining cyber, intelligence, electronic warfare, information operations, psychological operations or military deception as a way to influence the information environment or change the way an adversary think. “At our level, the most important thing we can do is to be able to expose what an adversary is doing that we consider to be malign activity, in a way that allows that to be put in the information environment so that now more scrutiny can be applied to it,” Lt. Gen. Timothy Haugh, commander 16th Air Force, the Air Force's newly established information warfare organization, told reporters during a media round table in late February. One of the first ways the Department of Defense has sought to test this is through U.S. Cyber Command's posting of malware samples to the public resource VirusTotal. Malware samples discovered in the course of operations by the Cyber National Mission Force are posted to the site to inform network owners. It also helps antivirus organizations of the strains build patches against that code and helps identify the enemies' tools being used in ongoing campaigns. Haugh, who most recently led the Cyber National Mission Force, explained how these cyber teams, conducting what Cyber Command calls hunt forward operations, were able to expose Russian tactics. U.S. military teams deploy to other nations to help them defend against malign cyber activity inside their networks. “Those defensive teams then were able to identify tools that were on networks and publicly disclose them, [and] industry later attributed to being Russian tools,” he said. “That was a means for us to use our unique authorities outside the United States to be able to then identify adversary activity and publicly disclose it.” Officials have said this approach changes the calculus of adversaries while also taking their tools off the battlefield. “Disclosure is more than just revealing adversary intent and capabilities. From a cyberspace perspective, disclosure is cost imposing as it removes adversary weapons from the ‘battlefield' and forces them to expend resources to create new weapons,” Col. Brian Russell, the commander of II Marine Expeditionary Force Information Group, told C4ISRNET in June. “Disclosure forces the adversary to ask: ‘How were those capabilities discovered?' It causes them to investigate the cause of the disclosure, forcing them to spend time on something other than attacking us. If I can plant a seed of doubt (messaging) that the disclosure might have been caused by someone working on the inside, it makes them question the system's very nature, perhaps spending more time and resources to fix the system.” The NSA has demonstrated a similar tactic when it created its cybersecurity directorate in late 2019. The entity was formed in part, due to the fact that adversaries were using cyberspace to achieve strategic objectives below the threshold of armed conflict. Now, the directorate uses its intelligence and cyber expertise to issue advisories to the network owners of cybersecurity threats so they can take the necessary steps to defend themselves. One recent advisory had direct bearing on a nation state's malicious activity, according to a senior intelligence official. In late May, the agency issued an advisory regarding a vulnerability in Exim mail transfer agent, which was being widely exploited by a potent entity of Russia's military intelligence arm the GRU called Sandworm. “Quickly thereafter, we saw five cybersecurity companies jumped on it and really used that to deepen and expand and publish information about the GRU's infrastructure that they use to conduct their cyberattacks and further information as well,” the official told reporters in early July. “That was terrific because we felt that that had a direct impact on a major nation state in terms of exposing their infrastructure ... and we saw significant patch rates go up on a vulnerability that we knew they were using. That's the kind of thing that we're looking for.” The military has had to think differently to combat for how adversaries are operating. “A central challenge today is that our adversaries compete below the threshold of armed conflict, without triggering the hostilities for which DoD has traditionally prepared,” Gen. Paul Nakasone, commander of Cyber Command, wrote in prepared testimony before the House Armed Services Committee in early March. “That short-of-war competition features cyber and information operations employed by nations in ways that bypass America's conventional military strengths.” These disclosures or efforts to call out malign behavior have also taken the forms of media interviews and press releases. For example, Gen. Jay Raymond, the head of U.S. Space Command and the commandant of Space Force, said in a February interview in which he detailed what he deemed unacceptable behavior by Russia in space, a surprising charge given how tight lipped the U.S. government typically is about its satellites. “We view this behavior as unusual and disturbing,” he said of Russian satellites creeping up to American ones. “It has the potential to create a dangerous situation in space.” Or consider that leaders from Africa Command on July 15 issued a press release detailing the activities of the Wagner Group, a Russian security company, as acting on behalf of the Russian state to undermine the security situation in Libya. “U.S. Africa Command (AFRICOM) has clear evidence that Russian employed, state-sponsored Wagner Group laid landmines and improvised explosive devices (IEDs) in and around Tripoli, further violating the United Nations arms embargo and endangering the lives of innocent Libyans,” the release said. “Verified photographic evidence shows indiscriminately placed booby-traps and minefields around the outskirts of Tripoli down to Sirte since mid-June. These weapons are assessed to have been introduced into Libya by the Wagner Group.” Moreover, Africa Command's director of operations called out Russia, noting that country's leaders have the power to stop the Wagner Group, but not the will. Sixteenth Air Force, at the request of C4ISRNET, provided a vignette of such behavior from Russia in the form of how it covered up the explosion of a radioactive rocket, dubbed Skyfall. According to the service, Russia took extreme steps to curb monitoring of the site where the explosion took place and sought to conceal the true nature of the explosion potentially hindering surrounding civilian populations from receiving adequate medical treatment and guidance. With new forces integrated under a single commander, using unique authorities to collect intelligence and authorities to disclose, 16th Air Force is now better postured to expose this type of malign activity, which previously the U.S. government just didn't do. Top Pentagon leaders have explained that the dynamic information warfare space requires a new way of thinking. “We've got to think differently. We've got to be proactive and not reactive with messaging,” Lt. Gen. Lori Reynolds, the Marine Corps' deputy commandant for information, told C4ISRNET in an interview in March. “We have been very risk averse with regard to the information that we have.     Mark Pomerleau WASHINGTON — The Army has created a new entity within is operations and plans directorate, G-3/5/7, to focus on non-physical capabilities and better ready the service for multidomain operations. The new directorate, Department of the Army's Management Office-Strategic Operations (DAMO-SO), was created about six months ago and replaces DAMO-CY, which focused primarily on cyberspace operations. The organization now encompasses cyber, electronic warfare, information operations, space, enterprise IT networks, tactical communications networks, data architectures and artificial intelligence. “We're an organization that pulls together a lot of the multidomain operating capabilities. Things like cyber, electronic warfare, information operations, space,” Brig. Gen. Martin Klein, director of DAMO-SO, told C4ISRNET in a July 20 interview. “We're also bringing into the directorate the capabilities of really underwriting the Army's ability to digitally transform into this new era ... Part of what we've been asked to do is underwrite multidomain operations and then to digitally enable our warfighting systems.” The office will serve as the Army point of contact for joint initiatives with the other services, namely Joint All-Domain Command and Control (JADC2). Klein said his organization is the Army's lead entity for the JADC2 cross functional team. The team will also work with the Air Force in experimenting with its Advanced Battle Management System, which is considered an early possibility for the JADC2 program. “One of the tenets of multidomain operations is the recognition that we fight and win as a joint force,” he said. “A lot of what I do, frankly, is develop capabilities with the Army but coordinate those capabilities throughout our sister services to make sure that we can fight and win certainly in the competition space ... in conflict if it should arise.” Additionally, the team will work to standardize data and data architectures within the Army and joint force to ensure interoperability. But a key distinction between the predecessor organization and the newly formed office was the importance of space, Klein said. “As the Army looked at the Multidomain Task Force and, in particular, how to win in multidomain contested operations, we came to the realization of how interdependent our space-based capabilities are,” he explained. One of the key premises to the office was the notion of better posturing the Army in the competition phase against near peer adversaries that are seeking to exploit the so-called gray zone below the threshold of armed conflict. The new office works as an integrator across the Army – especially within the G-3/5/7 – of how offices can better organize, restructure or resource these non-kinetic capabilities. Along with Army Futures Command, it also looks at emerging capabilities and, with the various program executive offices, examines what capabilities are needed now. “What we primarily do is we address this capability through a policy lens, but we also go forward and do resourcing ... we work with a strategy team here in the Army G-3/5/7 to make sure that competition and conflict strategies are deconflicted and we certainly work without operational folks ... to make sure when we go through a plan and when we mobilize ... that we have the right organizations within our cyber, electronic warfare and our information operations space,” Klein said. Klein said he was tasked to keep his finger on the pulse of the emerging multidomain concept as others across the Army look at how the Army will fight in 2028 and beyond. In doing so, his outfit will make recommendations regarding force structure changes or capabilities that could be endorsed by the Army. “End to end, we're developing a desired capability that our chief and that our secretary of defense need in order to fight and win against a near peer adversary,” he said. DAMO-SO will participate in upcoming exercises and advise on combat training center rotations to ensure units are defending against these non-kinetic tools that can cripple communications. One exercise includes the forthcoming Project Convergence, a data sharing test and experiment to take place in the fall. “It's really bringing long range precision fires, weapon systems and some of our modernization efforts together under the rubric of a data enabled cloud orchestrated system to be able to do the experimentation necessary,” he said.     How new prototyping dollars will help Army network modernization

    Andrew Eversden ABERDEEN PROVING GROUND, Md. — The U.S. Army is moving forward on a number of projects to bolster its tactical network, thanks to a new pool of money dedicated to prototyping and maturing emerging technology. Additions to the Army's tactical network will come every two years as part of modernization efforts called capability sets. Previously, prototypes of emerging technology would fall into the “valley of death,” where technology projects that didn't have enough funding to transition into programs of record would die, said Maj. Gen. Peter Gallagher, director of the Army's Network Cross-Functional Team. The CFT received nearly $30 million to support prototyping efforts for science and technology efforts as well as industry work in fiscal 2020, according to Justine Ruggio, communications director for the CFT. According to a May news release from Army Program Executive Office Command, Control, Communications-Tactical, the Army network modernization team has identified eight “promising,” Army-led science and technology efforts as well as six industry-led prototyping projects. The Army is particularly interested in low-Earth orbit satellite constellations to improve bandwidth and reduce latency for Capability Set '23 and Capability Set '25, said Michael Breckenridge, acting associate director for the Office of Science and Technology. His office falls under the purview of the Army's Combat Capabilities Development Command C5ISR (Command, Control, Communication, Computers, Cyber, Surveillance, and Reconnaissance) Center. The S&T team is researching how the service can move and secure traffic through these constellations. “While those are very much in their infancy as far as the commercial LEO constellations coming together, we're already working with those vendors to try and get satellite time to be able to do experimentation to understand the capability and how do we shape, then, future investments in that space,” Breckenridge said. The Network CFT is also excited about the survivability and mobility of the Army's command posts, said Donald Coulter, senior S&T adviser for the CFT. It's also focused on spectrum obfuscation capabilities as well as an identity management project that explores new ways of verifying users' identities (for example, through wearables) to ensure the security of Army systems if equipment falls into enemy hands, he added. The S&T community and the CFT are also working on a secure communications link between manned and unmanned fighting vehicles, something that may be used for other parts of the network, Breckenridge said. For example, the C5ISR Center is also experimenting with that link for distributed command post nodes and between command post links, he noted. Previously, a lack of funds made it difficult to create an “entire road map to field” prototypes, he added, and teamwork between the network team and S&T community suffered. But with the newly allocated funds, the S&T community and the Network CFT are able to work more closely. The dollars have been “the key to have the groups from across all those different communities come together focusing on what specifically we need to take viable concepts and promising concepts from idea to demonstration to real ... tangible and robust thing[s] that we can acquire and field,” said Coulter. With the prototyping dollars now in place, the CFT is expected to have an easier time developing technologies for the service's network modernization plan, driven by capability sets. Capability Set '21, which completed critical design review in April, is focused on addressing immediate gaps in the Army's network with currently available technologies. The Army has begun buying those new network tools, which focus on smaller, lighter, faster communication systems for soldiers, and will begin fielding the technology in fiscal 2021. Meanwhile, Capability Set '23, which has preliminary design review scheduled for April next year, is focused on high-capacity, low-latency communications that aren't mature enough today, Gallagher said at the C4ISRNET Conference in May. Future capability sets will include emerging technologies that improve network resiliency. For example, after Capability Set '23, soldiers will have more bandwidth at the tactical edge, allowing for the increased adoption of machine learning and other emerging technologies. The Army is also in the planning stages of Capability Set '25. Even as the Army identifies key technologies for future capability sets, it must work within the constraints of budgets, meaning that the Network CFT and the C5ISR Center have to work together to identify S&T priorities. Coulter said the “key thing” that the CFT does is prioritize its portfolio and provide guidance on critical capability gaps.     To be competitive in 5G, the US must play offense, not defense

    Joel Thayer , Harold Feld , and Daniel Hoffman The Department of Defense and the Department of Transportation are far from the first to try to upend an independent agency's proceeding. However, these executive agencies have been far more aggressive than normal in that pursuit in response to the Federal Communications Commission's April 20 Ligado decision. This dispute significantly compromises the United States' leadership in global markets — by both undermining domestic initiatives and by undercutting our policy positions internationally. The recent dispute concerning Ligado pits the DoD and DOT on one side, and the Federal Communications Commission, the State Department and Attorney General Bill Barr on the other. This dispute involves the FCC's unanimous decision to grant new wireless entrant Ligado's request to modify its licenses to provide a national, low-power 5G network for Internet of Things services. The Ligado decision took nearly two decades, all told. It is not overstating to say that what should be a straightforward engineering decision has devolved into a watershed moment that, if Congress doesn't act, may prevent the U.S. from deploying 5G at a rate greater or equal to China or other international sovereigns. Worse, it will deprive Americans of competition, wireless innovation and related economic growth for years to come. IoT enabled by 5G will revolutionize everything from precision agriculture to self-driving cars. By focusing exclusively on IoT, Ligado can expedite the deployment of this technology while traditional wireless carriers focus on building out consumer-oriented 5G networks. This will accelerate deployment of 5G networks and introduce competition into the nascent IoT market. This is why Barr (whose Antitrust Division concentrates on competition) and the State Department (which wants to see the U.S. retain wireless leadership in global markets) have supported the FCC's decision. Ostensibly, the DoD and DOT say that Ligado will interfere with sensitive GPS operations. But its rationale does not survive even casual scrutiny. In recent weeks, internal emails from the DoD have surfaced showing that at least some of the DoD's own spectrum experts categorically agreed with the FCC that Ligado posed no threat, but were overruled by their superiors. The real issue is that the DoD and DOT are the largest and most powerful federal spectrum users. Any growth in 5G will require them to make further adjustments. Oddly, neither agency operates near Ligado's spectrum, and yet they seek to impede Ligado's ability to innovate in it. Put simply, Ligdao is just the unlucky party caught in the middle of their broader interagency spectrum fight. Congress made the FCC an independent, expert agency to prevent precisely this kind of situation. One of the most important reasons the FCC even exists is to set uniform rules for commercial wireless networks so that equipment can interoperate and companies can innovate, which ensures consumers ultimately reap the benefits of their products. Unfortunately, the Senate and House Armed Services committees intend to end run the agency by including provisions in the National Defense Authorization Act that, in effect, prevent stakeholders that work with the Defense Department — either directly or indirectly — from using Ligado's network, which includes just about every major company in America. The U.S. squabbling with itself only yields an uncontested “win” for China. Our competitors are coordinated and not stumbling over themselves on petty spectrum disputes. They are certainly not waiting for the United States government to get its act together. To the contrary, as the House Appropriations Committee observed in its report on the FCC's budget: “The U.S. is falling behind other countries in the allocation of [5G] spectrum.” Chinese-owned companies Huawei and ZTE have already bought up significant wireless infrastructure for its 5G networks across the globe and have begun deploying IoT services in the same or similar bands the FCC authorized for Ligado. If that happens, it's China that sets the terms for 5G, which adversely affects our nation's security given China's penchant for international data aggregation. Upending the FCC would hand China a nearly insurmountable advantage in the race to 5G. Also, if Congress sides with the DoD and DOT instead of observing the FCC's 17-year-long rigorous testing and analysis, which included that of the DOT's and the Defense Department's own spectrum experts, then the FCC will be effectively paralyzed going forward. Congress needs to put a stop to these games before they do permanent damage and let the FCC do its job. The Navy issued a $13.6 million contract modification to General Dynamics for continued engineering support for Knifefish on July 20, just as the original $9.2 million contract issued last July was set to expire. Work is now expected to be completed in September 2021. The contract extension will support test and evaluation, engineering change proposal development and upgrade initiatives. The Knifefish is a medium-class unmanned undersea vehicle (UUV) designed to be deployed from a littoral combat ship to detect bottom, volume and buried mines underwater. The two unmanned vehicles that comprise the Knifefish system use low-frequency broadband sonar and automated target recognition software to find mines and help their host ship steer clear. The program achieved its Milestone C authorization in August 2019, and the Navy issued the company a $44.6 million contract to prime contractor General Dynamics to begin low initial rate production of five Knifefish systems. WASHINGTON — After a year of speculation about what would happen to Turkey's F-35s after the country was ousted from the joint strike fighter program last year, the Defense Department gave its definitive answer Monday evening in a characteristically anticlimactic manner — through its daily contract announcements. The U.S. Air Force will officially buy eight F-35A conventional takeoff and landing jets originally built by Lockheed Martin for Turkey as part of a $862 million contract modification. The deal also contains an additional six F-35As built for the Air Force and modifications that will bring the Turkish jets in line with the U.S. configuration. A defense official told Defense News on Tuesday that the contract modification fulfills stipulations in Congress' fiscal year 2020 defense policy and spending bills. It “addresses the eight production Lot 14 F-35A aircraft originally planned to be delivered to Turkey in 2022-23,” and redirects those jets to the U.S. Air Force when they roll off the production line. The six other F-35As reflect aircraft added to the FY20 defense budget. The contract modification uses funding from the FY20 budget to pay for the Lot 14 jets. The Pentagon and Lockheed Martin finalized a deal for lots 12, 13 and 14 in October 2019, which set the price of an Lot 14 A model at $77.9 million per copy. Turkey had planned to buy 100 F-35As over the course of the program, but was ejected from the program last July after accepting the S-400 air defense system from Russia after repeated warnings from U.S. officials. At that point, Turkey's first F-35s had already rolled off the production line and its pilots and maintainers were training to fly and fix them stateside alongside U.S. personnel at Luke Air Force Base, Ariz., and Eglin Air Force Base, Fla. However, the aircraft were never officially delivered to Turkey. Since then, the fate of Turkey's jets had been an open question. In January, Defense One reported that 24 Turkish F-35s were in some stage of production, but top Pentagon weapons buyer Ellen Lord told reporters then that Washington and Ankara had not come to an agreement on what would happen to them. In the FY20 version of the National Defense Authorization Act, Congress gave the Pentagon permission to spend up to $30 million to fly the first six Turkish F-35s to a location where they could be stored and preserved until the department came up with a plan for their use. Those jets, which were produced in Lots 10 and 11, are currently being held “in long-term storage in the United States pending final decision on their disposition,” the defense official said.     Andrew Eversden WASHINGTON — The U.S. Defense Department's advanced research arm issued a broad agency announcement July 15 for technology that would use algorithms to identify moving military ground vehicles. The Moving Target Recognition program from the Defense Advanced Research Projects Agency's Strategic Technology Office is a “vital part” of DARPA's “Mosaic Warfare” vision, in which each weapon system is one “tile” in a large force package that overwhelms the adversary. For the program, DARPA is interested in algorithms and collection techniques that allow synthetic aperture radar, or SAR, sensors to “detect, geolocate, and image moving ground targets,” the announcement read. If the goals of the project are met, the MTR program will then work to develop automatic target recognition algorithms for the moving target images. “Emphasis is on military vehicle targets, including slow moving vehicles whose SAR signatures are superimposed on clutter,” the announcement noted. Test for moving target recognition will include airborne data collection experiments to test and evaluate the effectiveness of algorithms. Under the contract, performers will be required to provide the airborne radar sensors and flight services, while the government team will design experiments with moving ground vehicles. DARPA anticipates handing out multiple awards. The MTR program has two phases. Phase one will focus on SAR moving target detection, geolocation and imaging, according to the announcement. It has a performance period of two years and a six-month option. Phase two, which is solicited through the July 15 notice, will center on automatic target recognition. Second phase instructions will be provided to the phase one performers before the end of the phase one base period. No award amount was provided. The U.S. Army is also working through the challenges associated with advanced target recognition capabilities, such as ensuring that algorithms receive adequate and sufficient data to mature and learn. “If you're training an algorithm to recognize cats, you can get on the internet and pull up hundreds of thousands of pictures of cats,” Gen. Mike Murray, commander of Army Futures Command, said in June. “You can't do that for a T-72 [Russian tank]. You can get a bunch of pictures, but are they at the right angles, lighting conditions, vehicle sitting camouflaged to vehicle sitting open desert?” DARPA's mosaic warfare effort includes several other projects under the Strategic Technology Office, including one that would automate aerial dogfighting.
