  Cost Isn’t Everything. Pentagon Should Judge Contractors on Cybersecurity, Report Says

  Security would be ‘fourth pillar' in weapons purchase decisions The Pentagon should take into account the cybersecurity capabilities of defense contractors in addition to cost and performance measures when awarding contracts, a U.S. government-funded think tank recommended in a report published Monday. Through its buying process, the Pentagon “can influence and shape the conduct of its suppliers,” the Mitre Corp. said in a report titled “Deliver Uncompromised: A Strategy for Supply Chain Security and Resilience in Response to the Changing Character of War.” The Defense Department “can define requirements to incorporate new security measures, reward superior security measures in the source selection process, include contract terms that impose security obligations, and use contractual oversight to monitor contractor accomplishments,” the report said. The Pentagon must consider new measures because the very nature of war is changing, the Mitre report said. Adversaries no longer have to engage the United States in direct conflict using weapons but can respond to American military strikes “through blended operations that take place through supply chain, cyber domain, and human elements,” the report noted. The report recommends that security be made a “primary metric” in Pentagon weapons purchase and sustainment decisions and that the Defense Department increase awareness of risks associated with its supply chains. It also calls for a National Supply Chain Intelligence Center that would include officials from the FBI, Homeland Security, the Pentagon and intelligence agencies to track risks and advise agencies. When choosing current or new contractors, in addition to considering cost, performance and schedule, the Pentagon must also make security a so-called “fourth pillar,” the report said. Contractors should be continuously monitored and assessed for the degree of risk they pose, the report said. In addition to measuring a contractor's ongoing performance on a contract, an independent, federally-funded research agency could develop a risk rating similar to credit ratings done by agencies like Moody's, the report said. Mitre is a federally-funded research and development center. The Pentagon did not respond to an email seeking comment on the report. The report and its recommendations come as U.S. intelligence officials have become increasingly alarmed at potential cybersecurity risks that may be embedded in vast computer networks and systems that power government agencies as well as weapon systems. Last year the Trump administration banned federal agencies from using a popular anti-virus software made by Kaspersky Labs, which was alleged to have close ties with Russian intelligence services.   Fonds européen de défense : 100 millions d'euros pour l'eurodrone

  Par Justine BOQUET La Commission Européenne a annoncé qu'un budget global de 525 millions d'euros avait été débloqué au titre du fonds européen de Défense, dont 100 millions devraient être attribués pour le programme Eurodrone. La Commission Européenne a détaillé le 19 mars la répartition du budget du fonds européen de défense pour la période 2019-2020. Un budget initial de 500 millions d'euros a ainsi été approuvé. A cela s'ajoute « un montant supplémentaire de 25 millions d'euros [qui] a été affecté à l'appui aux projets de recherche collaboratifs dans le domaine de la défense en 2019 », rapporte la Commission Européenne. Deux projets ont d'ores et déjà été sélectionnés, lesquels bénéficieront d'un soutien financier émanant du FED. Parmi eux, figure l'eurodrone. Le drone male européen, développé par Airbus, Dassault et Leonardo, obtient ainsi un financement de 100 millions d'euros. Le programme de communications militaires ESSOR hérite lui d'une enveloppe de 37 millions d'euros. L'institution a par la même détaillé les domaines qui devraient hériter d'un financement, dans le but de soutenir la BITD européenne et pour permettre aux Etats Membres de se doter d'équipements leur permettant d'assurer leur sécurité. « L'accent sera mis sur des domaines tels que la technologie des drones, la communication par satellite, les systèmes d'alerte rapide, l'intelligence artificielle, la cyberdéfense ou la surveillance maritime », précise la Commission. Afin de sélectionner les programmes qui bénéficieront d'un soutien européen, l'Union Européenne réalisera un appel à propositions pour 21 projets sur la période 2019-2020. Parmi les axes technologiques soutenus par la Commission Européenne, on retrouve la prévention des menaces NRBC et le domaine de l'anti-drones, volet qui hérite d'un montant de 80 M€. La cybersécurité, la cyberdéfense, la surveillance de l'espace, les capacités d'alerte rapide et de surveillance maritime bénéficieront d'une enveloppe globale de 182 M€. « 71 millions d'euros soutiendront la mise à niveau ou le développement de la prochaine génération de capacités de frappe de précision au sol, de capacités de combat au sol, de capacités de lutte aérienne et de futurs systèmes navals », ajoute la Commission Européenne.   Insitu unveils new extended range unmanned system

  By: Aaron Mehta NATIONAL HARBOR, Md – Insitu, a Boeing subsidiary, today unveiled a new extended-range drone that it claims can hit previously unattainable distances for small unmanned systems. The company's Integrator Extended Range design has a 200-nautical mile radius with 10 hours on station, or 300 miles with six hours on station, according to company officials. The 145-pound system was unveiled at the annual Air Force Association conference. Those ranges improve on current capabilities for unmanned systems of that size, which traditionally have been limited to around 50-70 miles distance and line-of-sight tethering. The increased distance and time comes from advances in satcom technology that have made it possible to shrink down the needed components to useable size. Esina Alic, Insitu CEO, made it clear the company is targeting the Integrator-ER for the Air Force, saying bluntly during her presentation, “Air Force customer, we have heard you. We are giving you a theater range platform, at a fraction of cost, at a fraction of a footprint compared to today's ISR asset in the field.” Specifically, Alic and Don Williamson, vice president and general manager for defense with the company, positioned the system as giving the Air Force an option to stop using high end systems for surveillance missions. Buying a lower-cost system like the Integrator would allow higher-capability MALE systems, like the MQ-9, to focus on higher-stakes opportunities or strike missions, while also allowing those systems to pick up missions currently tasked to top-end fighter jets. “No one in the air force has specifically evaluated this capability,” Williamson said. “One of the purposes of being able to show here is, to be able to reveal this with our Air Force customer.
