Pentagon releases its Defense Space Strategy to counter Russia and China

The Pentagon has put forward a new Defense Space Strategy designed to maintain U.S. military superiority in space amid growing counter-space efforts in Russia and China.

“China and Russia have weaponized space and turned it into a war-fighting domain,” Deputy Assistant Secretary of Defense for Space Policy Stephen Kitay said during a June 17 press call. “Their actions pose the greatest strategic threat with ongoing development, testing and deployment of counter-space systems and the associated military doctrine designed to hold allied and U.S. space systems at risk.”

The strategy reflects the Defense Department's shift to approaching space as a war-fighting domain, which includes the establishment of both U.S. Space Command and U.S. Space Force in 2019 as well as the ongoing efforts to bolster those two organizations.

Space Command in particular has been vocal in calling out the counter-space capabilities being built and fielded by Russia, such as direct ascent weapons and potential on-orbit kinetic weapons. But the threat extends beyond kinetic threats to include electronic warfare, ground-based lasers that can blind space-based sensors, and cyberattacks.

“The U.S. space enterprise was not built for the current strategic environment,” Kitay said, adding that the U.S. has historically approached space as a supporting domain, where satellites are launched into orbit and relied upon to deliver capability without interruption.

Now, however, the U.S. military is preparing for conflicts that could extend into the space domain, threatening on-orbit assets that war fighters rely on for communications, navigation and intelligence. The self-stated purpose of the strategy is to ensure the space domain is secure, stable and accessible for U.S. and allied activities over the next 10 years through American military strength. Further, it will leverage its space capabilities to employ power across all domains throughout the spectrum of conflict.

“The Defense Space Strategy is the next step to ensure space superiority and to secure the nation's vital interests in space now and in the future,” Defense Secretary Mark Esper said in a statement. “We desire a secure, stable, and accessible space domain that underpins our nation's security, prosperity, and scientific achievement. However, our adversaries have made space a war fighting domain and we have to implement enterprise-wide changes to policies, strategies, operations, investments, capabilities, and expertise for this new strategic environment. This strategy identifies a phased approach on how we are going to achieve the desired conditions in space over the next 10 years.”

To achieve these objectives over the next decade, the strategy lays out four lines of effort:

Build a comprehensive military advantage in space. According to the strategy, the Department of Defense must transform its space enterprise to meet the evolving counter-space threats. To do that, the DoD must become more agile, taking advantage of technological and commercial innovation. Specifically, this line of effort calls for further support for the Space Force; development of military space power doctrines; and the further development of space war-fighting expertise and culture.

This effort also includes the fielding of assured space capabilities, including capabilities that can counter the hostile use of space. The strategy also calls for improving U.S. space-based intelligence and command-and-control capabilities.

Integrate space into national, joint and combined operations. As the DoD expands its capabilities, doctrine and culture as outlined above, it plans to integrate them into national, joint and combined operations. Space Command must be enabled to plan, exercise and execute joint and combined space operations across the spectrum of conflict, and space war-fighting efforts must be integrated with military plans and staffs, including those of allies and partners.

The strategy calls for the realignment of operational authorities and an updated rules of engagement that reflect this new reality. In addition, the document states that the DoD's space program security classifications should be updated.

Shape the strategic environment. Under the strategy, the DoD will try to deter hostile and aggressive activities in space. Partnering with the State Department, the Pentagon will work with allies and partners to develop international norms of behavior for space that will reduce misunderstandings and conflict. In addition, the Pentagon will work to inform the public about the growing threats to U.S. space capabilities.

Cooperate with allies, partners, industry and other U.S. government departments and agencies. This line of effort calls for the DoD to work with allies and partners to increase information sharing; align space policy; promote favorable standards and norms of behavior for space; and expand cooperative research, development and acquisition. In addition, the DoD will modernize its approach to the commercial licensing approval process.

Lori Reynolds, commander of Marine Corps Forces Cyberspace Command, said her force doesn't have the depth to do what the Army is doing in experimenting with integrated offensive and defensive cyber effects at the tactical edge with full brigades. This is one of the reasons the commandant approved expansion at MARFORCYBER, Reynolds told Fifth Domain following her appearance on an AFCEA-hosted panel in early April. “We've got to do that,” she said, referring to what the Army is doing. “We've got to get the rest of the service, Training and Education Command, we've got to give them the skills and the talent, if you will, to think about how do we prepare the rest of the Marine Corps to integrate cyber effectively. Moreover, the Marine Corps created a cyber career field earlier this year and requested 1,000 billets related to cyber/electronic warfare/information operations in the most recent budget to be better postured to fight and win in an increasingly modern battlefield. MARFORCYBER will get around 40 percent of new career field designees to work on the defensive side with just a couple going to the offensive teams, Reynolds said. The Marines have recognized that cyber is going to be a foundational capability in the future with some ingrained organizational structure behind it. “We just really have to get more return on investment ... and what we want to be able to do is continue to increase our proficiency and skills,” Reynolds said. “When you're constantly moving people out of the cyber workforce, you're starting over again all the time. That doesn't work.” Currently, the Marines deployed on the cyber mission force — a joint force that makes up U.S. Cyber Command's cyber warrior cadre — are lateral moves, Reynolds said, or they're working as signals intelligence Marines and they're just in and out of cyber. While the total number of forces on the CMF will stay the same, the types of Marines filling those roles will change, a MARFORCYBER spokeswoman told Fifth Domain. When a communication officer currently working on a team rotates, that billet will be coded as a cyberspace officer and will be filled only by someone in the new cyber career field, they added. The model going forward should be building a “foundation from the ground up of defensive cyber and then maybe start building some of our offensive capability from the defense while we're still flowing SIGINT through the offensive teams,” Reynolds said. This move comes as the Marines, as well as the other services, are going through a bit of a culture shock when it comes to introducing these nontraditional skill sets into the ranks. “I think the commandant is willing to challenge every assumption we've ever made about how we treat these MOS,” Reynolds said.     Posted on May 22, 2020 by Howard Slutsken Leveraging its experience with fixed-wing air tankers, Coulson Aviation has unveiled its latest aerial firefighting conversion, based on the Boeing CH-47D Chinook heavy-lift helicopter. In early March, the first Coulson-Unical CU-47 was flown from the company's Port Alberni, B.C., base to the Aerial Firefighting North American 2020 conference in Sacramento, Calif. Featuring a 3,000 gallon roll-on/roll-off internal tank and an advanced Garmin avionics suite, up to 12 CH-47Ds will be converted into next-generation heli-tankers, in a partnership with Unical Aviation that was announced a year ago. “Unical provides us with the aircraft and a vast supply of parts,” explained Britt Coulson, president and COO, in an interview with Skies. “They bought the entire Canadian Forces CH-47 parts inventory and were the largest purchaser of CH-47Ds from the U.S. Army.” The twin-rotor Chinook is well known for its speed, size and payload. While the helicopter is often deployed on fire attack missions carrying a water bucket as an external load, Coulson wanted to give the CU-47 more flexibility and capability. The company's engineers had already developed a 4,000 gallon Retardant Aerial Delivery System RADS-XXL for its Lockheed C-130 Hercules tanker conversions, and that tank was shrunk to create a 3,000 gallon RADS-L for the CH-47D conversion. “It's the same overall design as the C-130. It shares most of the same hydraulic components, the same doors and the same design of a roll-in, roll-out tank,” said Coulson. Other CH-47 internal tank systems utilize the small hook well in the centre of the helicopter as the water and retardant delivery port, but according to Coulson, that has its limitations. “The other tank designs are plagued with flow rate issues, which means they don't pack enough punch to really get through [forest] canopies or drop in heavy timber – the hook well opening just isn't big enough. “The lower the flow rate you have out of your tank, the slower and lower you have to fly. The problem with a big helicopter like a Chinook is if you fly too slow and low, your downwash is going to negatively affect the ground fire conditions and your drop is going to be ineffective.” To increase and optimize the flow rate for the RADS-L, the belly of the CH-47D was modified by cutting the helicopter's lower skin and adding structure below the floor to accommodate the tank installation and a pair of drop doors, controlled by the pilots through a state-of-the-art touchscreen controller. From the same touch panel, the pilots also control the CU-47's newly-developed retractable snorkel system to refill the RADS-L tank from water sources close to a fire's location. Installed internally, the snorkel head sits flush with the belly when retracted, so that with no additional external drag, the helicopter can maintain its fast 140-knot cruise speed. In a hover, the snorkel takes just four seconds to deploy and six seconds to retract, and the pilots and flight engineer can monitor the system's operation via a high-definition belly-mounted camera feed, displayed on the touchscreen controller. “The snorkel system has exceeded our expectations and we're filling the entire tank in under two minutes,” said Coulson. With the advanced capabilities of the Garmin avionics, the relocation of the flight engineer's panel, and the new RADS-L tank, Coulson originally believed that the CU-47 could be crewed solely by two pilots, without a flight engineer. But recent operational experience led the company to rethink that strategy. “We realized that with a helicopter of this size, going into some of the smaller dip sites, to have an additional set of eyes looking out the side or back is valuable to the pilots. So we've de-modified the helicopter and gone back to a full-time flight engineer to provide that increased safety and situational awareness.” Like Coulson's C-130 conversions, the CU-47 can also be tasked with night-time firefighting missions, thanks to the Night Vision System (NVS) certification of the helicopter's avionics suite. Wearing NVS googles, the CU-47's crew work in tandem with a fire attack “Intel” helicopter's pilots. The Intel crew uses a thermal camera to evaluate the behaviour of a fire, and if a drop is required, they take a page from military ground-attack operations. Using a laser, the Intel crew designates the target for the tanker. “With a geo-referenced lock, the Intel helicopter can orbit, and the laser beam will stay on the same spot. It illuminates an area on the ground about the size of a car,” said Coulson. The first CU-47 will soon be joined by a second RADS-L equipped helicopter, two CU-47's with upgraded avionics that will fly “bucket” missions, and a fifth, tank-equipped CU-47 that will deploy as a spare. “All of our FAA testing [on RADS-L] has finished, we're just waiting for the final Supplemental Type Certificate signature,” said Coulson. “We're doing some minor cleanup to the helicopter to make sure that it's ready to go fight fires this summer.” Howard Slutsken's lifelong passion for aviation began when he was a kid, watching TCA Super Connies, Viscounts, and early jets at Montreal's Dorval Airport.
