OPPORTUNITY: Meet with US DoD Foreign Comparative Testing Program at CANSEC 2023

The Canadian Defence Liaison Staff (Washington) and the Trade Commissioner Service would like to make Canada’s defence industry aware of an opportunity to meet with the US Department of Defense Foreign Comparative Testing (FCT) Program at CANSEC 2023! We ask that you share this message with your colleagues, contacts, and clients who may benefit from the FCT Program.

Interested firms should complete the attached Product Sheet and return to via email to LCdr Alain Gilbert - alain.gilbert@forces.gc.ca – (with a CC to Trade Commissioner Bobby Tate – Robert.tate@interational.gc.ca) by Friday, May 12th.

The FCT program scans for vendors in non-US countries that have innovative technologies that speak to the US DoD’s 14 Critical Technology Areas. Please note that the Critical Technology Areas have been updated for 2023:

o          Biotechnology

o          Quantum Science

o          Future Generation Wireless Technology (FutureG)

o          Advanced Materials

o          Trusted AI and Autonomy

o          Integrated Network Systems-of-Systems

o          Microelectronics

o          Space Technology

o          Renewable Energy and Storage

o          Advanced computing and Software

o          Human-Machine Interfaces

o          Directed Energy

o          Hypersonic

o          Integrated Sensing and Cyber

The USD(R&E) Technology Vision for an Era of Competition provides additional context. It can be found here: https://www.cto.mil/wp-content/uploads/2022/02/usdre_strategic_vision_critical_tech_areas.pdf

DoD will also consider technologies that satisfy urgent operational needs on a relevant fielding schedule and/or technologies that provide significant life cycle savings. In short, they’re looking for technology that does an existing capability better, cheaper, or faster!

For more information, an overview presentation on the FCT program can be found here: https://ac.cto.mil/wp-content/uploads/2020/10/fct_overview_presentation_approved_7_14_2020.pdf

Rheinmetall and Lockheed Martin join forces in bid to win Canadian Army Land Vehicle Crew Training System program

June 5, 2020 - Army's Land Vehicle Crew Training System (LVCTS) project. Rheinmetall Canada will take the lead in a partnership that includes Lockheed Martin Canada, Rheinmetall Electronics of Bremen, Germany, and Lockheed Martin Training and Logistics Solutions in Orlando, Florida. In cooperation with its partners, Rheinmetall Canada will offer the Canadian Army a solution for the LVCTS project that is mature, modular, and cost effective, while ensuring high-value economic benefits to Canada. The LVCTS solution will enable the Canadian Army to conduct progressive training at the individual, crew, platoon, and higher echelon levels using high- to medium-fidelity reconfigurable trainers, as well as standard trainee workstations combined with a robust virtual environment and a comprehensive instructional system. The software will be common to all levels of training and designed to generate increasingly challenging situations, including the ability to realistically simulate various terrain types, weather conditions, capabilities, and tactics. The instructional system will score crews to a doctrinal standard at all levels of complexity. Individual Crew Training Systems (CTSs) will be linked through the Distributed Interactive Simulation (DIS) protocol and High-Level Architecture (HLA) gateways to provide section, platoon, or higher echelon training. The system will also include a learning management system that allows for customization of training scenarios, monitoring of trainee progress, and after-action review. As Pietro Mazzei, Vice-president, Rheinmetall Canada, notes, “This partnership combines two of the world's leading providers of military training solutions in order to supply the Canadian Army with the most advanced modular system. Rheinmetall and Lockheed Martin have strong global track records when it comes to supplying and supporting leading-edge systems for precision gunnery and crew task training. Maxar selling MDA to NPC

Maxar announced it signed a definitive agreement to sell its Canadian business, MDA, to Northern Private Capital (NPC). You can read the details in our press release. I would like to assure you that MDA is committed to continuously delivering the high-quality of service that our customers expect. Maxar and MDA will continue normal operations through the expected close of the transaction, which we believe will happen within 12 months, after the standard U.S. and Canadian regulatory approval. After the close, the MDA team will operate as a private, stand-alone company within NPC's portfolio, retaining its name and standing as the leading space and defence company in Canada. MDA will remain an important business partner and supplier to Maxar, and Maxar will be MDA's largest customer. Additionally, the companies will continue to sell each other's complementary satellite data. NPC is a Toronto-based investment firm led by John Risley and Andrew Lapham. It has created a Canadian investment fund to finance this transaction. NPC views Canada's renewed commitment to utilizing space for its civil and defence needs as a strong opportunity to bring MDA home to Canada. MDA will remain dedicated to its work for the Canadian government and as a merchant supplier to the international community. Maxar's leadership team and Board of Directors believe this transaction best positions Maxar for growth in the future. Once closed, it will enable Maxar to reduce its debt load and focus on substantial growth opportunities in its core markets of Earth Intelligence and Space Infrastructure. And likewise, MDA will be able to focus on capturing large, Canadian programs in the future, in addition to addressing commercial and export markets.
