    Companies highlight jobs, economic spinoffs as fighter-jet competition closes

    OTTAWA — Fighter-jet makers are leading with promises of jobs and other economic spinoffs as they make their final pitches for why Canada should buy their planes to replace the military's aging CF-18 fleet. Friday marks the deadline for U.S. aerospace companies Lockheed Martin and Boeing, as well as Swedish firm Saab, to submit their bids in the current fighter-jet competition, which will see Canada spend up to $19 billion on 88 new planes. The closing of the competition marks a major milestone in Canada's decade-long effort to buy new fighter jets for the Royal Canadian Air Force, which has been plagued by government mismanagement and political controversy. While the combat capability of each of the three competing planes — Lockheed Martin's F-35, Boeing's Super Hornet and Saab's Gripen — will be the main focus as the government evaluates each bid, there will also be a lot of focus on the economic benefits of buying each plane. To that end, Lockheed Martin commissioned a report in February that found up to 4,200 jobs will be created or sustained each year if Canada buys its F-35 stealth fighter, which the company equated to more than 150,000 new jobs over the life of the plane. The analysis provided to The Canadian Press, which was compiled by Toronto-based OMX, also predicted the Canadian economy will see roughly $15 billion in additional activity between now and 2058 if the F-35 is selected to succeed the CF-18 as Canada's primary fighter jet. That is in addition to the $2 billion in economic benefits that Canada has already received since 2007 as one of nine partner countries in the development of the F-35, which lets Canadian companies compete for work associated with the stealth fighter. Canada has contributed US$541 million since 1997 to be a partner in the F-35 program. "Lockheed Martin has prepared a comprehensive proposal," the company said in a statement on Thursday. "The F-35 is the most capable, best-value fighter to strengthen defence, enhance ally partnerships and contribute to economic growth in Canada with significant, long-term industrial opportunities." Lockheed Martin isn't the first to toot its own horn on the potential economic benefits of its fighter. Boeing last month released its own commissioned report showing its existing operations in Canada created $5.3 billion in economic spinoffs last year and supported 20,000 jobs. Boeing says the numbers will go up if the Super Hornet wins, though it has not revealed its exact estimates. The emphasis on jobs and money — rather than combat capability — comes as Canada's economy has been battered by the COVID-19 pandemic, forcing the federal government to spend tens of billions in financial support for Canadians. Defence analyst David Perry of the Canadian Global Affairs Institute said it makes sense for companies to highlight the potential economic benefits of their bids. He said it helps to make the cost more palatable to the public and is also important in determining the winner. "In any competition like this, you're always looking for any potential partial point that you can get," Perry said. "Companies, if they're going to invest this significant time and significant amount of money preparing a bid like this, then they don't leave anything to chance.     434 Squadron reformed as test and evaluation centre

    Chris Thatcher When your squadron lineage includes bomber, strike, fighter, operational training, and combat support roles, and your predecessors have flown everything from the Handley Page Halifax bomber to the Avro Lancaster, Canadair F-86 Sabre, Lockheed CF-104 Starfighter, Canadair CC-144 Challenger, and CT-133 Silver Star, it's perhaps fitting that you get reborn as an operational test and evaluation squadron. At a ceremony at 8 Wing Trenton, Ont., on May 31, the Royal Canadian Air Force reformed the 434 “Bluenose” Squadron as 434 Operational Test & Evaluation (OT&E) Squadron, under command of the RCAF Aerospace Warfare Centre (RAWC). The squadron last served as a combat support squadron in the 1990s, based at 14 Wing Greenwood, N.S. It was disbanded in 2002 and its colours placed in the All Saints Cathedral in Halifax. “The fact that [the squadron] has flown so many different aircraft is [appropriate], in that we have now taken on OT&E for every single aircraft within the RCAF,” said LCol Graham Edwards, a long-range patrol navigator and the new commanding officer. 434 Squadron is being reformed and re-branded in response to the government's 2017 defence policy. With 13 initiatives specific to the RCAF and many aircraft due to be replaced or modernized, the workload for operational test and evaluation is going to increase. By amalgamating five existing test and evaluation flights (TEFs)–helicopter, long-range patrol, transport, land aviation, and fighter–with two new flights for search and rescue and aerospace systems under one command, the Air Force hopes to better manage its limited resources as more platforms and systems require testing and evaluation. “It was deemed that the status quo won't work if we are to achieve success with those initiatives,” said Edwards. Historically, test and evaluation has been managed within each fleet of aircraft, but it has often drawn people from the operational squadrons and into the testing seats to conduct a trial of a new aircraft or aircraft system. Each community will continue to develop its own testing expertise, but by centralizing decisions about how those people are assigned, 434 Squadron hopes to manage the strain when capabilities are being introduced at the same time that the aircraft are being deployed. Search and rescue aircraft, the CP-140 Aurora or the strategic transport CC-177 Globemaster, for example, rarely have a dip in operational tempo. “They can keep the structure of their operational force together,” Edwards said of the operational squadrons. “As the fleets convert back to operations with the new platform, we'll take the people from the test and evaluation chairs and move them back to the operational chairs. And then I can reallocate those test and evaluation [positions] to the next fleet that is undergoing the next transition.” The two new flights are intended to address the arrival of the new CC-295W search and rescue aircraft into service in 2019 and the many ground-based and airborne systems that support all the fleets being introduced in the coming years, such as navigation aids, communication systems, ground-based radars, data link systems, and even simulators. “The new Aero TEF is going to provide that body of expertise and create a body that is responsible to deliver that ground capability,” said Edwards, noting that a coordinated process will ensure interoperability between all systems during the OT&E phase. “There's no sense modifying the fleet with data link systems when we have not done the ground support with it.” By including 434 Squadron under the RAWC, which has been transformed in recent years as one of the RCAF's core pillars with 1 Canadian Air Division (operations) and 2 Canadian Air Division (training), lessons acquired during the test and evaluation phase should be more readily incorporated into the development of doctrine and tactics, techniques and procedures (TTPs) that shape training and operations. Among Edwards' immediate priorities are the amalgamation of the TEFs and establishing a new governance structure, what he called an “air test and evaluation master plan.” But the process won't be completely new. As an exchange officer with RAF Waddington in 2008, he was part of the transformation of 56 Squadron into an OT&E unit for C4ISR (Command, Control, Computers, Communications and Intelligence, Surveillances and Reconnaissance), conducting trials on unmanned aerial systems, Airborne Warning and Control System aircraft, and Hawker Siddeley Nimrod maritime patrol aircraft. The return of the squadron's colours was a proud moment and the members are keen to carry on its Bluenose traditions. No. 434 Squadron, adopted by the Rotary Club of Halifax, was the RCAF's 13th overseas bomber squadron, formed on June 13, 1943, at RCAF Station Tholthorpe in England. It was reformed as 434 Strike/Attack Squadron in 1963 and as 434 Operational Training Squadron in 1968. It was then re-designated 434 Tactical Fighter Operational Training Squadron in 1970, as 434 Composite Squadron in 1992, and finally as 434 Combat Support Squadron in 1993. In its first two years of operations, the squadron accomplished eight significant battle honours, reflective of what it is trying to do now in a brief period, said Edwards. But he's hoping to break with at least one 434 Squadron tradition. “The squadron would stand down every time it switched to a new aircraft. Now that we have all the aircraft of the RCAF under the remit of 434, I hope to see a bit more longevity in the squadron.” Helicopter Operational Test & Evaluation Flight at 12 Wing Shearwater, N.S., is responsible for the operationalization of the CH-148 Cyclone Maritime Helicopter. Long Range Patrol Operational Test & Evaluation Flight in 14 Wing Greenwood, N.S., is focused primarily on the CP-140 Aurora. Transport Operational Test and Evaluation Flight, located at 8 Wing Trenton, Ont., deals with all air mobility fleets like the CC-130J Hercules, CC-177 Globemaster, and CC-150 Airbus. Land Aviation Test and Evaluation Flight is in St Hubert, Que., and supports tactical aviation helicopters like the CH-147 Chinooks and CH-146 Griffons. Fighter Operational Test & Evaluation Flight is in 4 Wing Cold Lake, Alta. and deals with fighter aircraft. (new) Search and Rescue Test & Evaluation Flight will be stood-up at 19 Wing Comox, B.C., and will be responsible for the new Fixed-Wing Search and Rescue, CH-149 Cormorant, and the CC-130H Hercules and CH-146 Griffon SAR fleets.     SNC-Lavalin's legal woes are putting a $500M federal defence contract at risk

    Murray Brewster · CBC News A SNC-Lavalin contract with the Department of National Defence (DND) worth half a billion dollars comes up for renewal next year — when the Montreal-based engineering giant is expected to be on trial over corruption charges. The pending expiry of the $507 million contract to support the servicing of minor warships and auxiliary vessels, signed in 2011, sharpens the debate over what a guilty verdict would mean for the Quebec-based engineering giant and whether a conviction actually would mean subjecting the company to a 10-year ban on bidding for federal contracts. The stakes are high for DND. In addition to holding an important defence contract, SNC-Lavalin has access to a range of secret military drawings, equipment and intellectual property. Although its agreements are periodically reopened to new bids, the embattled corporation has been a reliable contractor for National Defence. A survey of active federal government contracts shows DND and Public Services and Procurement Canada (PSPC) were the two biggest users of SNC-Lavalin services and construction during the current fiscal year. Across the whole of the federal government, SNC-Lavalin holds 53 'active' federal government contracts — 25 of them with DND — with a combined value of $670 million. A company with a big federal footprint The firm signed roughly $68 million in new or renewed agreements with the federal government ($23.7 million with DND and PSPC alone) in the current budget year up to the end of December. That figure excludes what could be a large number of smaller contracts worth less than $25,000 — contracts the federal government can award without competition. An inventory of those agreements is extremely difficult to track down, but PSPC acknowledged it awarded $146,522 in minor work to SNC-Lavalin in the current fiscal year. The RCMP laid corruption charges against SNC-Lavalin and some of its units in February 2015. All the charges relate to the company's operations in Libya. The charges allege that the company offered officials in that country $47 million in bribes and accuse SNC-Lavalin and two of its subsidiaries of defrauding various Libyan public agencies of approximately $129.8 million over 10 years, starting in 2001. The company has been at the centre of a political firestorm since early February, when The Globe and Mail reported that former justice minister Jody Wilson-Raybould felt pressured by the Prime Minister's Office to grant the company a deferred prosecution agreement (DPA) — a legal tool which would have allowed the company to avoid a criminal trial by acknowledging fault and paying a fine, among other conditions. In defending their interest in a DPA for SNC-Lavalin, Prime Minister Justin Trudeau and others in his government have pointed to the scale of the engineering firm's business, the possibility it could be banned from federal government work and the number of people it employs. Scott Newark, a former Crown prosecutor who teaches at Simon Fraser University, said it's been clear from the outset that avoiding the federal contract ban has been SNC-Lavalin's main objective. The question of what would happen to those federal contracts should the company be convicted is a subject of debate, however. There are policy provisions that allow federal officials to cancel existing contracts and ban future bids from a company convicted of serious crimes, such as bribery. PSPC would only say the federal government would "assess the situation" if "a supplier becomes ineligible during the life of a contract" due to a conviction. The power to terminate or suspend a contract rests with federal bureaucrats, according to PSPC's Ineligibility and Suspension Policy. A company convicted of serious crimes can avoid being fired by the feds by signing an undertaking stating "that it will conduct business with Canada in an ethical and responsible manner." But there's never a guarantee that such an undertaking will be offered to a convicted company. Just three companies are currently banned from carrying on business with the federal government — all relatively small firms in Ontario, Quebec and Newfoundland. No ban on bidding during trial A spokesman for DND said there's nothing stopping SNC-Lavalin from continuing to bid on federal contracts as they appear, even during its trial. "These contracts were issued pursuant to Government of Canada contracting regulations, particularly as it concerns open, fair and transparent competitions," said Dan Le Bouthillier in an email. "Those regulations also stipulate that any company eligible to bid on Government of Canada contracts may continue to do so, so long as they meet the necessary requirements for the work." In an analysis piece for the Macdonald-Laurier Institute, Newark said PSPC is working on a revision of its 'integrity regime' policy to give federal officials more discretion to waive bans of individual companies contracting with the federal government. Public Services Minister Carla Qualtrough has said her department is looking at eliminating fixed bidding disqualification periods and replacing them with a wholly discretionary determination — which would include the option of imposing no contracting ban at all. Even under the current system, Newark said, an order cancelling a company's federal contracts and banning it from future contracts following a conviction is far from a slam-dunk. "I checked on the Criminal Code and the Corruption of Public Foreign Officials Act and, of course, it's not in those statutes. It's not a mandatory consequence." he said. The integrity regime review has been underway in Qualtrough's department since 2017. Newark said he's amazed that nobody with the company or the federal government seems to have realized that a conviction for SNC-Lavalin could lead to something other than a 10-year contracting ban. "Why didn't anybody say, 'Hey wait a minute. We know what about this. We're changing our policy,'" he said. The head of procurement at DND attempted to reassure members of the all-party House of Commons defence committee during a hearing last month that SNC-Lavalin's "secret" work for the federal government does not pose an unacceptable risk. "We hold the intellectual property, the drawings and everything," Pat Finn testified on Feb. 28.
