L'observation spatiale nouvelle génération parée au lancement

L'observation spatiale prend une nouvelle dimension. Le premier satellite CSO (Composante spatiale optique) doit en théorie être mis sur orbite ce 18 décembre par un lanceur Soyouz, depuis le Centre spatial guyanais (CSG) de Kourou. La constellation CSO - composée de trois satellites - remplacera à terme le système Hélios II et reprendra les missions d'observation spatiale pour les forces armées françaises, mais aussi pour les pays partenaires du programme MUSIS (Multinational space-based imaging system).

D'une masse de 3,5 tonnes, CSO-1 sera placé sur une orbite héliosynchrone à 800 kilomètres d'altitude et déployé pour des missions de reconnaissance, avec la capacité de produire des images très haute résolution. CSO-3 aura les mêmes fonctions, alors que CSO-2 sera quant à lui placé sur une orbite polaire à une altitude différente, soit 480 kilomètres d'altitude, afin de remplir la mission d'identification. Le deuxième satellite bénéficiera donc d'une résolution augmentée par rapport à CSO-1 et -3 et sera capable de produire des images d'extrêmement haute résolution - une donnée non-dévoilée. CSO-2 sera théoriquement lancé en mai 2020, toujours par Soyouz, CSO-3 devrait quant à lui être tiré par Ariane 6 en octobre 2021. Ces satellites de nouvelle génération représentent un « saut qualitatif en termes de résolution d'image, de précision de localisation et de nombre de prises de vue », explique un aviateur.

Les satellites CSO sont destinés à effectuer des prises de vue en fonction des besoins militaires de la France et des pays partenaires (Allemagne, Belgique, Espagne, Italie, Suède). Dotés de capacités multispectrales et infrarouges, les satellites CSO permettront de disposer d'images mono- et stéréoscopiques. La participation de la Suède, qui met à disposition une antenne à Kiruna, permettra par ailleurs au satellite de « décharger » les données toutes les 90 minutes, contre environ deux fois par jour pour l'antenne de la base aérienne de Creil. La capacité journalière maximale est estimée à environ 800 images.

La composante spatiale optique est articulée autour des trois satellites, d'un segment sol de mission pour le contrôle des satellites et d'un segment sol utilisateur. CSO-1, -2 et -3 ont été réalisés sous maîtrise d'oeuvre d'Airbus Defence & Space, l'instrumentation optique a été fournie par Thales Alenia Space France. Le segment sol mission est opéré par le CNES depuis Toulouse. Il est composé d'un centre de programmation (Capgemini) et de commande-contrôle (Airbus Defence & Space) et d'un centre d'expertise qualité image (Thales Service et Capgemini). Quant au segment sol utilisateur, situé à Creil, il a été conçu et réalisé par Airbus Defence & Space. La Direction générale de l'armement est responsable de la conduite du programme et assure la maîtrise d'ouvrage du segment sol utilisateur. Elle a délégué au CNES la maîtrise d'ouvrage pour la réalisation des satellites et du segment sol de mission, ainsi que le lancement des satellites - qui sera effectué par Arianespace.

Le lancement de CSO-1 intervient alors que la ministre des Armées Florence Parly doit prochainement rendre au président de la République Emmanuel Macron un rapport sur la stratégie spatiale militaire française. « Il faut avoir en tête que l'espace devient le thé'tre de confrontations », avait-elle déclaré à l'occasion d'une rencontre avec des journalistes début septembre, mettant en avant la nécessité de disposer de capacités spatiales efficientes. Florence Parly avait également rappelé que « protéger l'espace, c'est protéger nos opérations. C'est aussi garantir notre souveraineté et trouver l'opportunité de partenariats avec nos alliés européens, et c'est surtout protéger nos modes de vie et notre quotidien ».

La Loi de programmation militaire 2019-2025 inclut, outre la mise en oeuvre du programme CSO-MUSIS, la mise en service du programme CERES (Capacité d'écoute et de renseignement électromagnétique spatiale), des deux premiers satellites du système Syracuse IV et le lancement du programme OMEGA (Opération de modernisation des équipements GNSS des armées).

Les premières images produites par CSO-1 sont attendues « dans quelques mois », explique-t-on au CMOS (Centre militaire d'observation spatiale). Après le lancement du satellite suivra une période de calibrage des instruments de bord et de calage du télescope et de la structure.

    Belgium reportedly picks F-35 for future fighter jet

    By: Valerie Insinna and Sebastian Sprenger WASHINGTON and LIÈGE, Belgium — Belgium appears poised to select Lockheed Martin's F-35 over the Eurofighter Typhoon as its next-generation fighter jet, with government sources on Oct. 22 telling national news outlet Belga that an F-35 victory has already been decided. The Belgian government is expected to formally announce its decision before Oct. 29, Reuters reported on Monday. A Lockheed Martin spokesman said he could not confirm whether Belgium had communicated its choice to the firm, but said the company remains confident in its offering. “The F-35 offers transformational capability for the Belgian Air Force and, if selected, will align them with a global coalition operating the world's most advanced aircraft,” Mike Friedman said in an emailed statement. “The F-35 program is built on strong international partnerships, and our proposal includes significant industrial opportunities for Belgian companies to contribute to the global F-35 enterprise.” The F-35 was widely considered the favorite in the competition, which included the Eurofighter — a partnership among the United Kingdom, Italy, Spain and Germany. This summer, Belgium announced that it would also consider two options in addition to the F-35 and Typhoon: France's Dassault Rafale or upgrading its existing F-16 fleet instead of purchasing new aircraft. U.S. aerospace behemoth Boeing and Sweden's Saab pulled out of the competition last year, with Boeing claiming that Belgium's requirements favored the F-35 and Sweden stating that it was not able to provide the operational support needed by the Belgian Air Component. A win by the F-35 would further solidify the joint strike fighter's dominance among U.S. allies in Europe and deal a heavy blow to Franco-German ambitions for a prominent role in building Europe's next-generation defense capabilities. Both Rafale and Eurofighter had pitched extensive industrial packages to Belgium in the hopes of bolstering their offers. Analysts had said that Belgium's decision could be a bellwether for future European fighter jet competitions. U.S. industry sources told Defense News this summer that they believed that President Donald Trump's rhetoric on NATO allies' defense spending and tariffs on steel and aluminum may have led Belgium to take a closer look at the European offers. Meanwhile, European defense officials and experts repeatedly made the case that Belgium should pick a European plane. For Brussels, the capital of Europe, to choose the U.S. plane would amount to nothing less than an act of “betrayal,” the French business journal La Tribune headlined on Monday. Two practical considerations were seen as playing heavily into the Belgian government's inclination toward the joint strike fighter: For one, the neighboring Netherlands already is an F-35 customer. The two countries agreed some years ago to pool their resources in policing their common airspace, and having only one aircraft type presumably would be good for interoperability. In addition, Belgium for decades has had an agreement with NATO that requires its planes to be capable of carrying U.S. nuclear weapons into a hypothetical atomic war. Belgium, like neighbor Germany, stores a few warheads within its borders for that purpose. Certifying a European-made aircraft, like the Airbus Eurofighter, for the nuclear mission after the F-16 is politically tricky and – some say – perhaps even undoable given the current state of trans-Atlantic affairs. In that line of thinking, a nuclear-capable F-35 could represent the most trouble-free option for Belgium. The Belgian decision is sure to be watched closely by Germany. Berlin is in the market to replace its Tornado aircraft, looking for roughly 90 new planes. While officials have said they prefer the Eurofighter, uncertainty surrounding the nuclear-weapons certification of the future fleet remains something of an elephant in the room. Belgium intends to buy 34 new fighters to replace its aging inventory of F-16s, which number about 54 jets — although that number may be even fewer after an embarrassing incident earlier this month, where a mechanic accidentally opened fire while doing repair work and and blew up a neighboring F-16. In January, the U.S. State Department pre-emptively approved a $6.53 billion F-35 sale to Belgium that would include 34 F-35A conventional takeoff and landing variants, 38 F-135 engines manufactured by Pratt & Whitney, and a slew of other equipment to enable operations, training and logistics.     Airbus and Germany submit Eurofighter offer to Switzerland

    Bern/ Berlin, 18 November, 2020 – Airbus and the Federal Republic of Germany today submitted their official offer to the Swiss Federal Office of Armaments armasuisse for the sale of Eurofighter aircraft to Switzerland. The offer has been prepared in cooperation with the other Eurofighter nations as well as the industrial partners Leonardo and BAE Systems, and meets the requirements of the so called new combat aircraft (Neues Kampfflugzeug - NKF) procurement process implemented by Switzerland to replace its currently used F-5 and F/A-18 fleet with a more modern model. With the acquisition of the Eurofighter, the Federal Republic of Germany is offering Switzerland the opportunity to deepen its existing military partnership, particularly with regard to the joint training of the two air forces. With the Eurofighter, Switzerland will gain full autonomy in the use, maintenance and application of the data from its aircraft. With more than 660 orders, the Eurofighter is by far the most widely used aircraft for securing airspace over Europe. It is operated jointly by the four partner nations Germany, the United Kingdom, Italy and Spain and is undergoing continuous development. Only a few days ago, Germany itself signed the contract for the procurement of 38 Eurofighters from the latest Tranche 4 and is offering Switzerland the opportunity to lay the foundations for even closer political, economic and security cooperation by procuring the same type of aircraft. Michael Flügger, Ambassador of the Federal Republic of Germany to Switzerland, said: "With this offer, we are inviting Switzerland as our neighbor and reliable partner in security policy and economic matters to protect its airspace with the Eurofighter and to close cooperation between our air forces. For Germany, Switzerland is not just a customer, but a strategic ally with whom we would like to further intensify our already close cooperation. The Eurofighter is the only platform jointly developed and operated by several European nations and would therefore be an ideal solution for Switzerland".
