La DGA commande un prototype de laser anti-drones à Cilas

La Direction générale de l'armement (DGA) a annoncé, mercredi 15 juin, avoir passé commande auprès de la PME Cilas, basée à Orléans (Loiret). La DGA indique avoir attribué à Cilas le marché L2AD, qui prévoit notamment l'achat d'un prototype opérationnel de système laser capable d'identifier, poursuivre et neutraliser des micro-drones (de 100g à 25kg). Le système Helma-P, développé par Cilas, dispose d'une puissance de deux kilowatts, peut détecter un appareil à trois kilomètres de distance et le neutraliser à moins d'un kilomètre, même lorsque sa vitesse dépasse les 50 km/h. Le laser peut également éblouir le drone, en saturant ses capteurs optiques. Une technologie que compte utiliser le ministère des Armées « afin notamment de renforcer la protection des sites militaires sensibles et des opérateurs d'importance vitale », précise le communiqué. D'un montant maximal de 10 M€, ce contrat s'inscrit dans un programme plus vaste de lutte anti-drones, pour lequel les armées prévoient d'investir 300 M€ sur 10 ans.

Global PCCI, Irvine, California, a joint venture, is awarded a maximum value $250,000,000 cost-plus-award-fee, fixed-fee, indefinite-delivery/indefinite-quantity contract for the Emergency Ship Salvage Material (ESSM) system. The primary purpose of this contract is to manage the facilities with emergency response equipment stockpiles pre-positioned to support and augment the Navy fleet capability in the areas of salvage, diving, pollution response, and underwater ship husbandry maintained by the Supervisor of Salvage, SEA 00C. This contract includes five ordering periods, which if executed, would make the maximum value of this contract $250,000,000. Work will be performed worldwide, and is expected to be completed by January 2024 when all five ordering periods have been executed. Fiscal 2019 operations and maintenance (Navy) funding in the amount of $5,000 will be obligated at the time of award and will expire at the end of the fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with one offer received. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-19-D-4323). Raytheon Integrated Defense Systems, Tewksbury, Massachusetts, is awarded a $38,140,569 cost-plus-fixed fee, cost only contract for Dual Band Radar (DBR) Design Agent Technical Engineering support efforts. The work to be performed is for engineering services for DBR system upgrades or redesigns, engineering change proposals, product support, test equipment procurement, installation integration support, combat system integration testing, program management support, studies and analysis. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is an 11-month base contract with four one-year option periods. Locations of performance are Texas and Pennsylvania, with a Nov. 30, 2019, performance completion date. Using military services are Navy, Air Force and Marine Corps. Type of appropriation is fiscal 2019 through 2020 various Air Force, SOCOM and Navy appropriated funding.     RPAS maritime surveillance services now underway in Iceland

    A medium altitude long endurance RPAS drone is being used by the Icelandic maritime authorities to enhance the maritime picture over its Exclusive Economic Zone, the service follows a request made by the Icelandic coast guard to EMSA and is expected to run until mid-July. The RPAS chosen will be integrated into the existing surveillance mechanisms and procedures covering coast guard functions in the areas of maritime safety and security, search and rescue, environmental protection, law enforcement and fisheries control. The particular RPAS in use is adapted to withstand the strong winds and icy conditions common to the North Atlantic Ocean. It has an endurance of over 12 hours and may perform maritime surveillance tasks in areas extending as far as 200nm from the shoreline. The operations are based at the Egilsstaðir airport in the east of the island. From there, they have the capability to cover more than half of the Icelandic Exclusive Economic Zone. EMSA's RPAS services for Iceland involve the cooperation of several Icelandic authorities, who will be able to follow the missions remotely thanks to EMSA's RPAS data centre. Users will include the Icelandic coast guard, the fisheries directorate, the environment agency, the customs directorate, the police force, and the search and rescue association. The Hermes 900 RPAS is under contract by EMSA from CEiiA – the Centre of Engineering and Innovation. It is a MALE-class fixed wing, single engine RPAS and is capable of night and day operations. Using SATCOM technology, it can operate beyond radio line of sight. The payload consists of electro-optical and infra-red video cameras, maritime radar, AIS receiver, and an EPIRB receiver. “EMSA's RPAS services give us and our users, in this case Iceland, another lens through which we can gain even greater situational awareness. Our services have been used by three different member states since the beginning of the year and more are in the pipeline for the upcoming months,” explained Executive Director, Maja Markovčić Kostelac. EMSA's RPAS services were set up in 2017 for maritime surveillance and monitoring operations to support national authorities involved in coast guard functions. This includes: maritime pollution and emissions monitoring; detection of illegal fishing, anti-drug trafficking, and illegal immigration; border surveillance; and, search and rescue operations.     B-21 Avionics Testbed Aircraft Now Operating, USAF Official Says

    Steve Trimble The U.S. Air Force has commissioned a flying testbed aircraft to test the avionics system and software for the Northrop Grumman B-21 bomber, a senior official said on Aug. 13. The first B-21 test aircraft is still being assembled in Palmdale, California, but the flying testbed allows the stealth bomber program to “buydown risk,” said Randall Walden, director of the Air Force's Rapid Capabilities Office, which is managing the program. “We have a flight test aircraft that we've been hosting some of these subsystems on,” Walden said. “We're doing it kind of in a parallel approach, working out some of the bugs with the software as well as the subsystems.” Walden, speaking to the Air Force Association's Mitchell Institute, did not identify the flying testbed, but his remarks come two months after the appearance of a green Boeing 737 owned by the Air Force with registration N712JM. The Lockheed Martin F-35 program also used a 737 to check out avionics and mission systems before test flights of the stealth fighter started in 2006. “When you can buydown risk with subsystems on even another platform, no matter what it is like you get into the air and use some of the software and work those bugs out it goes a long way,” Walden said. The Air Force expects to field the B-21 in the mid-2020s, about a decade after awarding the engineering and manufacturing development contract to Northrop in 2015. The development program remains on track, but Walden is eager to begin testing as soon as possible. “All of the tough critical designs, all of the hard engineering, is behind us,” Walden said. “I know we're not going to be immune from design flaws. We're going to have to work through those, and we're doing some of that today.
