La défense européenne : utopie ou réalités

(B2) C'est le titre de l'ouvrage que je prépare pour les éditions du Villard. ‘Utopie ou réalités', c'est bien le dilemme auquel est confrontée aujourd'hui l'Europe de la défense ou la défense européenne

Je ne compte pas donner de bonne recette ou asséner une vérité. Dans ce domaine, il y a assez de théorie et d'idéologie, souvent assez binaire. La principale ambition de cet ouvrage est ailleurs. Il s'agit de découvrir et d'expliquer les dernières nouveautés, les acquis déjà opérationnels, les projets en cours, les défis ou simplement les idées. Tout cela avec des arguments, précis, puisés aux meilleures sources, et de façon la plus compréhensible possible.

Nous visiterons ainsi le fonds européen de défense, l'hypothèse d'une DG Défense à la Commission européenne, le commandement aérien intégré, l'ébauche d'un QG permanent militaire européen, l'initiative européenne d'intervention comme les idées d'avoir un Conseil européen de sécurité ou une armée européenne. Un ou deux invités surprises viendront compléter ou nuancer mon propos, tel un contrepoint.

Cet ouvrage est à paraitre dès que possible et au plus tard d'ici l'automne. Il aurait dû sortir avant ; j'en avais parlé à quelques uns d'entre vous. Mais ma résidence dans les Alpes a brûlé en partie (1). Ce qui a un peu bousculé mon planning, m'obligeant à départir une grosse partie de mon temps pour rétablir au plus vite ce qui est mon principal poumon et ma principale respiration dans ce monde complexe et où la rapidité prime sur la compréhension, ma résidence d'écriture en quelque sorte.

  1. Heureusement nous avions une bonne assurance (du moins je l'espère), la Maïf pour ne pas la nommer. Je compte vivement sur cet assureur pour nous aider à franchir ce mauvais pas, préserver le maximum et rétablir l'habitation le plus vite possible.

    Boeing’s Autonomous MQ-25 Completes First Test Flight with Aerial Refueling Store

    St. Louis, December. 9, 2020 – Boeing [NYSE: BA] and the U.S. Navy have for the first time flown the MQ-25 T1 test asset with an aerial refueling store (ARS), a significant milestone informing development of the unmanned aerial refueler. The successful 2.5-hour flight with the Cobham ARS – the same ARS currently used by F/A-18s for air-to-air refueling – was designed to test the aircraft's aerodynamics with the ARS mounted under the wing. The flight was conducted by Boeing test pilots operating from a ground control station at MidAmerica St. Louis Airport in Mascoutah, Ill. “Having a test asset flying with an ARS gets us one big step closer in our evaluation of how MQ-25 will fulfill its primary mission in the fleet – aerial refueling,” said Capt. Chad Reed, the U.S. Navy's Unmanned Carrier Aviation program manager. “T1 will continue to yield valuable early insights as we begin flying with F/A-18s and conduct deck handling testing aboard a carrier.” Future flights will continue to test the aerodynamics of the aircraft and the ARS at various points of the flight envelope, eventually progressing to extension and retraction of the hose and drogue used for refueling. “To see T1 fly with the hardware and software that makes MQ-25 an aerial refueler this early in the program is a visible reminder of the capability we're bringing to the carrier deck,” said Dave Bujold, Boeing's MQ-25 program director. “We're ensuring the ARS and the software operating it will be ready to help MQ-25 extend the range of the carrier air wing.” The Boeing-owned T1 test asset is a predecessor to the engineering development model aircraft being produced under a 2018 contract award. T1 is being used for early learning and discovery, laying the foundation for moving rapidly into development and test of the MQ-25. Following its first flight last year, T1 accumulated approximately 30 hours in the air before the planned modification to install the ARS. Earlier this year the Navy exercised an option for three additional MQ-25 air vehicles, bringing the total aircraft Boeing is initially producing to seven. The Navy intends to procure more than 70 aircraft, which will assume the tanking role currently performed by F/A-18s, allowing for better use of the combat strike fighters.     £2.8bn armoured vehicle contract secured for British Army

    November 5, 2019 - A contract worth £2.8 billion has been signed to provide state-of-the-art armoured fighting vehicles to the British Army. The Defence Secretary has announced that the army will receive more than 500 Boxer 8×8 high mobility, network-enabled armoured vehicles to transport troops onto the frontline. Defence Secretary, Ben Wallace, said: “Our men and women of the Armed Forces deserve to have the best equipment to do their job. “The Boxer vehicle is a leader in its field and I look forward to it arriving in units from 2023.” The vehicles will form part of the Army's Strike brigades, new units set up to deploy rapidly over long distances across varied terrains. Boxer is modular by design to meet these requirements – the same vehicle base can be rapidly reconfigured to fill different roles on the battlefield, from carrying troops across deserts to treating severely injured service personnel on the journey to hospital. Initially the Army will buy a mixture of the troop-carrying variant, ambulances, command vehicles, and specialist designs to carry military equipment. Sir Simon Bollom, Chief Executive of Defence, Equipment and Support (DE&S), said: “This is excellent news for the Army and I'm delighted that we can now move forward with a contract for the Mechanised Infantry Vehicle. “We are looking forward to continuing to work closely with the Army and our partners across industry to deliver the best equipment and support for our troops.” The UK announced in 2018 that it would re-join the Boxer programme within the Organisation for Joint Armament Cooperation (OCCAR) and explore options to modernise its vehicle fleet and meet the Army's Mechanised Infantry Vehicle requirement. The UK played a central role in the original design, development and testing of the Boxer. In re-joining the programme last year, the UK reassumed the rights it had as a project partner. Major General Simon Hamilton, Mechanised Infantry Vehicle Programme lead for the British Army, said: “I am delighted that we have committed to delivering the Mechanised Infantry capability through the purchase of around 500 battle-winning Boxer vehicles for the British Army. Boxer completes the suite of platforms to equip our new state-of-the-art STRIKE brigade where, alongside Ajax, Boxer's low logistic need, extended reach, high-mobility, and advanced digitisation will ensure STRIKE is ready for any global scenario.” This contract was signed ahead of the pre-election period due to the strong value-for-money agreement reached with industry and other OCCAR nations, which expires on December 31st 2019, and announced today due to expected market implications. It would be possible for a new Government to take a different position. The MOD Permanent Secretary, as the Accounting Officer, considered the value for money implications and, on this basis, determined the most appropriate course of action is to proceed with the contract award ahead of the election.     China is driving use of armed drones in Mideast, says British think tank

    By: Zeina Karam, The Associated Press BEIRUT — The use of armed drones in the Middle East, driven largely by sales from China, has grown significantly in the past few years with an increasing number of countries and other parties using them in regional conflicts to lethal effects, a new report said Monday. The report by the Royal United Services Institute, or RUSI, found that more and more Mideast countries have acquired armed drones, either by importing them, such as Jordan, Iraq, Saudi Arabia and the United Arab Emirates, or by building them domestically like Israel, Iran and Turkey. China has won sales in the Middle East and elsewhere by offering UAVs at lower prices and without the political conditions attached by the United States. The Associated Press reported earlier this year that countries across the Middle East locked out of purchasing American-made drones are being wooed by Chinese arms dealers, helping expand Chinese influence across a region vital to American security interest. It noted the use of Chinese armed drones across Mideast battlefields, including in the war on Yemen, employed by the Emirati Air Force. Iran has also violated Israeli airspace with armed UAVs from bases in Syria, provoking armed Israeli response on the suspected bases. The RUSI report, titled “Armed Drones in the Middle East: Proliferation and Norms in the Region,” said that by capitalizing on the gap in the market over the past few years, Beijing has supplied armed drones to several countries that are not authorized to purchase them from the U.S., and at a dramatically cheaper price. "China, a no-questions-asked exporter of drones, has played and is likely to continue playing a key role as a supplier of armed UAVs to the Middle East," it said. The report explored where and how each of the states have used their armed drones and whether they have changed the way these countries approach air power. It found that Iran, the UAE and Turkey all changed the way they employ air power after they acquired armed drones. For Turkey and the UAE, armed drones enabled them to conduct strikes in situations where they would not have risked using conventional aircraft, it said. Iran developed armed drones from the outset specifically to project power beyond the reach of its air force, which is hamstrung by obsolete aircraft and sanctions, the report added. The report said it remains to be seen whether and how the loosening of restrictions on the export of armed drones by the Trump administration will alter dynamics in the region. The administration in April permitted U.S. manufacturers to directly market and sell drones, including armed versions, although the government must still approve and license the sales. Aniseh Bassiri Tabrizi, who authored the report along with Justin Bronk, said proliferation of armed drones in the Middle East is unlikely to stop and could accelerate despite changes introduced by the U.S. administration. “Over the past two years the sales have increased massively and they are likely to increase even more,” she said. “This kind of collaboration is just going to grow especially in cases where countries don't have the capacity to build them themselves.” https://www.defensenews.com/unmanned/2018/12/17/china-is-driving-use-of-armed-drones-in-mideast-says-british-think-tank
