ROME — A series of diplomatic rows between France and Italy, culminating in the exchange of insults between leaders, is casting doubt on naval industry cooperation between the countries.
Moves by France's Naval Group and Italy's Fincantieri to integrate their shipyard work has coincided with a crescendo of acrimony between Rome and Paris following the election last year of Italy's first populist government.
Italian Deputy Prime Minister Matteo Salvini and French President Emmanuel Macron have battled over who should take responsibility for migrants that sail to Europe from Africa, with Salvini last month calling Macron a “terrible” president who deserved to be voted out of office.
Italy's second deputy prime minister, Luigi Di Maio, who leads the anti-establishment Five Star party, has meanwhile openly backed the so-called Yellow Vest protesters who have rioted on the streets of France in protest at Macron's government and its policies.
Asked about the verbal attacks from Rome on Jan. 27, Macron replied: “Italy is a great people; the Italian people are our friends and deserve leaders worthy of their history.”
Underlying the row is the Italian government's new nationalism, which has put it at loggerheads with the European Union and Macron, who is seen by Rome as a pro-globalism politician. The spat is expected to increase as both Italy's ruling parties — Five Star and Salvini's League party — get on the campaign trail ahead of European parliamentary elections in May.
Pierside troubles
Analysts fear fallout for defense industry collaboration between the countries, which starts with the well-established satellite and space joint venture between Italy's Leonardo and France's Thales.
But the main concern is the naval deal, which was signed last October, under which Fincantieri and Naval Group created a 50-50 joint venture to build and export naval vessels.
Fincantieri CEO Giuseppe Bono said he hopes the deal is the start of wider collaboration.
Speaking at the launch of Italy's ninth FREMM frigate on Jan 26, Bono played down the frictions with France, telling reporters, “We are part of the same alliance, we have common history,” and adding that the diplomatic tensions “will not influence the work we are doing with Naval Group.”
But one analyst was less sanguine. “It's a complicated deal, and as it gets more complicated, external events become more influential,” said Jean Pierre Darnis, scientific adviser at Rome's IAI think tank.
“If ministers from the two countries don't meet, and we are waiting for [the] next bilateral [meeting], problems won't get resolved. Right now the Italian-French business community is very concerned,” he added.
The naval deal was spurred by an earlier accord for Fincantieri to take control of French shipyard Chantiers de l'Atlantique. That deal, too, was up in the air when France and Germany referred the agreement to the European Commission for anti-trust scrutiny last month.
“What has happened is extremely serious, France and Germany behaved wrongly. It throws into doubt all accords,” Italy's Salvini said.
Bono said he was confident the EU would not oppose the deal, given it is “in the interests of Europe,” echoing claims that a consolidated European shipbuilding industry would enable competition since it could compete with large players outside Europe.
But Europe's ability to consolidate industry was again thrown into doubt in January when Macron and German leader Angela Merkel agreed to forge closer ties between Germany and France to head off the political challenge in Europe from populist governments like Italy, Hungary and Poland.
One consequence, warned Italian IAI analyst Michele Nones, was that closer Franco-German ties could squeeze Italy out of access to defense industry funding provided by the new European Defence Fund.

Larter WASHINGTON — The Navy's acquisition boss, aiming to get his arms around the long-term maintenance and ownership costs of the world's most complex fleet, has directed Naval Sea Systems Command to undertake an ambitious long-term plan for all the ships in the fleet. James “Hondo” Geurts, the assistant secretary of the Navy for research, development and acquisition, has asked NAVSEA to compile a 30-year ship repair and maintenance plan that he intends to roll out alongside the annual shipbuilding plan. “The idea is, we have this 30-year shipbuilding plan, that's only as good as our ability to repair and modernize those ships once we build them,” Geurts told a gaggle of reporters Tuesday. “So what we'd like to do is create the companion plan that takes the shipbuilding plan and what we have in inventory, then forecast and plan for all the repair and modernizations that we'll have to do.” The Navy wants to have an idea, as it looks down to road, if it has the needed industrial capacity and infrastructure in place to meet the fleet's needs, which will become especially important as the fleet builds up. In fact, the Navy struggles to adequately maintain the smaller fleet it has today. In testimony last week, NAVSEA head Vice Adm. Thomas Moore told House lawmakers that the net capacity private shipyards that handle surface ship maintenance was only 75 percent of what the Navy required. During the past decade, the increasing demands on a smaller fleet drove deployment lengths to nine months or longer, which racked up a readiness deficit that the Navy is still working through. Deployment lengths have come back down closer to seven months, but the unpredictable operations tempo made it difficult for the Navy to plan yards periods and impacted the business of the private shipyards. Geurts conceded that operations will undoubtedly impact a 30-year maintenance schedule but said having it on paper was the right place to start when managing complicated schedules. “It's a very complex issue with inputs and outputs,” Geurts said. “But the only thing I know is the best way to get after a complex issue is laying out at least what you know and having that at least as a baseline so then when you have to do changes – for operational reasons of whatever — you are changing from a known baseline and you can understand quickly what the second and third order effects are. Like we do on new construction, I'd like to introduce that kind of rigor.” Ultimately the hope is that industry can plan better with a long-term plan in place, Geurts said. “My hope is if we can do that, industry can start planning resources, they can start hiring resources when they see the signal,” he said. “Right now we are not as well positioned in the future as I'd like to be.” https://www.defensenews.com/naval/2018/06/19/the-navys-acquisition-boss-has-a-plan-to-get-fleet-maintenance-back-on-track/

Goldfein said up to now no major programs have shown any signs of being "in a critical state ... at risk of cancellation" due to the COVID-19 coronavirus pandemic. By THERESA HITCHENS WASHINGTON: Gen. Jay Raymond, as head of Space Command, will lead efforts to determine how to combat expected interference with GPS receivers from the future Ligado 5G wireless mobile communication network, says Air Force Chief of Staff Gen. David Goldfein. “We are both very concerned about this,” Goldfein told the Defense Writers Group this morning. “The best way I've heard it described ... is, if you're in a room trying to have a quiet conversation, and in the next room you've got a 500-watt speaker blaring music. Chief Raymond and I are looking at different mitigation steps,” he added. “It's a huge challenge.” Goldfein explained that, as the SPACECOM commander, Raymond is the combatant commander charged with spectrum management so any mitigation plan would be primarily his responsibility — with Goldfein serving a support function as the service chief. However, he noted that, since Raymond is dual-hatted as chief of Space Force, the two peers “will work together closely with the Chairman of the Joint Chiefs of Staff to provide options” to DoD Secretary Mark Esper. Much of Goldfein's conversation with reporters this morning centered on the affects of the COVID-19 pandemic on the service and its programs, as well as his service's responses. A few weeks ago the service went through what he called a “reset to the new normal” as senior officials worked out methodologies to ensure its highest priority missions could be maintained “despite a 15 to 20 percent infection rate.”
