    FARA: Five-Way Fight For Army’s Future Scout

WASHINGTON: After four decades of failed attempts to replace its Vietnam-vintage OH-58 Kiowa scout, next month the Army will choose two of five competing teams to build prototypes for a new Future Attack Reconnaissance Aircraft. Those prototypes, in turn, will compete for a mass-production contract in a 2023 “fly off,” with deliveries no later than 2028. A new scout is urgently overdue as the US faces ever-more-sophisticated Russian and Chinese air defenses that can keep traditional aircraft at bay. But with limited budgets, the Army will have to pick and choose high-priority units to get FARA first, and the rest of the force will have to wait. “We've got to look at, where are the most critical spots to bring capability,” said Brig. Gen. Michael McCurry, director of aviation for the Army Deputy Chief of Staff for operations and plans. The priority is the cutting-edge combat units that must break open sophisticated anti-aircraft defensives for the rest of the force to follow, he told me: “That penetrate force, that's where FARA is going to go.” Learning From the Past Now, the Army has made its job easier in a couple of important ways. Perhaps most important, instead of the traditional dozens or hundreds of detailed technical specifications that hem in designers' ingenuity, Future Vertical Lift director Brig. Gen. Walter Rugen told me, “we have very few critical attributes within our FARA spec.” One huge thing that the Army is not asking for: stealth. Unlike the costly Boeing Comanche cancelled in 2006, the FARA won't have to be shaped and coated to be impervious to radar – which is largely irrelevant to low-flying helicopters hiding behind hills, trees, or buildings, which are most often detected by the sound of their rotors, not by radar. Like the Comanche, advertised as a “digital quarterback,” FARA will act as an electronic hub for battlefield intelligence, collecting target data from drones and passing it to Army artillery, hypersonic missiles, and Air Force strike fighters – but network tech has come a long way since 2006, the year before the iPhone went on sale. Finally, unlike the Comanche, FARA won't be a conventional helicopter with a single main rotor and a small tail rotor for stability. The speed and range required to survive the future battlefield are greater than that classic set-up can achieve. That's driven all four firms who've discussed their designs in public – Boeing has not revealed anything – to adopt innovative configurations the Army's never fielded before. Only one of the designs, Sikorsky's, is based on an existing aircraft that's done actual flight tests. But the Army is confident the competitors can deliver. In detailed modeling, Rugen said, “all those offerings are beating those [minimum] mission critical attributes that we're trying towards.” Congress actually cut the FARA budget for 2020 by $34 million. That won't slow the program down, the Army has said, but it will reduce the amount of Government Furnished Equipment (GFE) the service can provide the contractors to build their prototypes around: weapons systems including a 20-millimeter autocannon and a missile launcher, Modular Open Systems Architecture (MOSA) electronics, and the GE Improved Turbine Engine. To simplify and speed up development, all the competitors are required to include these standard-issue systems in their design — but the aircraft they build around them are radically different. Design shop AVX has proposed an aircraft with two helicopter-style main rotors for vertical takeoff, wings for extra lift, and a pair of their characteristic ducted fans for speed. AVX, founded by Bell alumni, has never built an actual aircraft. But it's backed by the manufacturing might of the much larger L3Harris, a firm created by the merger of the 18th and 26th-largest defense contractors in the world (as per their 2019 rankings on the Defense News Top 100). By contrast, Bell – part of Textron, No. 34 on the Top 100 – is a major builder of both military and commercial helicopters, as well as the revolutionary V-22 Osprey tiltrotor, from which the company's contender for the Army's future transport aircraft, the V-280, derives. Ironically, the Bell 360 Invictus is the most conservative-looking of the four known FARA designs: It's a streamlined single-main-rotor helicopter (looking kind of like Comanche) with the addition of two short wings for extra lift. Inside the aircraft, though, Bell is using new fly-by-wire flight controls and other technologies developed for its civilian Bell 525. Aerospace giant Boeing – No. 2 of the top 100, counting its defense contracts alone – builds the Army's current mainstay armored gunship, the AH-64 Apache; its heavy lifter, the CH-47 Chinook; and, with Bell, the V-22 tiltrotor. But Boeing, which built the stealthy Comanche, is so far in public-relations stealth mode on FARA, declining to discuss its design. Karem Aerospace is another design shop with an excellent pedigree – its founder is the father of the Predator drone – but no track record of actually building an aircraft. However, it's partnered with Northrop Grumman (No. 3 of the top 100) and Raytheon (No. 4) for this program, giving it serious manufacturing heft. The Karem AR-40 design has a unique combination of a single main rotor on top, a propeller at the tail that can swivel to act either as a tail rotor for stability or a pusher propeller for thrust, and wings that can tilt for the optimum aerodynamic angle in different modes of flight. Last in the alphabet, comes Sikorsky, the helicopter division of the world's biggest defense contract, Lockheed Martin. While Sikorsky's Raider-X design hasn't flown yet, it's essentially a 20 percent larger version of the two S-97 Raiders the company built and flight-tested at its own expense. (One of them was totaled in the process, thankfully with no loss of life). And Sikorsky already knows how to upscale its compound helicopter technology, because there's already an even bigger member of the family, the Sikorsky-Boeing SB>1 Defiant, now in flight tests for the Army's Future Long-Range Assault Aircraft (FLRAA). All these aircraft derive from the Collier Trophy-winning X2 and share its configuration: two main rotors on top, using ultra-rigid blades to provide maximum lift with minimum vibration at high speeds, and a single pusher propeller at the tail. Between the X2, the S-97, and the SB>1, Sikorsky's configuration has been through far more flight testing than any of its competitors on FARA. So which team has the best combination of innovative design, proven technology, and the manufacturing muscle to build it at a price the nation can afford?     By: Jen Judson WASHINGTON — The Army has disqualified Raytheon and Rheinmetall's bid for the Optionally Manned Fighting Vehicle prototype competition, Defense News has learned. The OMFV is meant to replace the service's Bradley Infantry Fighting Vehicle. The Army's plan was to take the bid samples submitted this week, evaluate them over a period of time and then choose two companies to deliver 14 prototypes each and then would pick a single winner after further evaluation. The Army's goal was to begin replacing Bradleys in 2026. The Army would not comment on the disqualification and said in a statement sent to Defense News that the solicitation for the OMFV prototyping effort closed on Oct. 1 and “we are now in the competition sensitive Source Selection Evaluation process.” The service noted in the statement that it “remains committed to rapidly execute the Optionally Manned Fighting Vehicle program,” its number two modernization priority. But multiple sources have confirmed that the bid — Rheinmetall's Lynx 41 Infantry Fighting Vehicle — was disqualified and the bid sample, the only one in existence, remains in Germany at the company's facility in Unterluss. The Army required the competitors to deliver a single bid sample — a full-up working vehicle — to Aberdeen Proving Ground, Maryland, by Oct. 1. The Lynx has left the Rheinmetall compound several times before, notably to travel to be unveiled in Paris at Eurosatory in June 2018 and again at the Association of the U.S. Army's annual conference last fall. Raytheon and the Rheinmetall announced at AUSA that they would partner on the OMFV program and submit Lynx as its offering. The disqualification of the team means that General Dynamics Land Systems' offering is the only vehicle remaining in the competition. According to sources, no other company submitted. Hanwha, a South Korean defense company, was interested in competing but chose not to participate, multiple sources claim. Industry sources have said that several companies who wanted to compete or submitted bids had asked for extensions, roughly 90 days in the case of Rheinmetall, to meet requirements. According to multiple sources, potential bidders expressed concern to the service that meeting the requirements, the timeline and a combination of the two wasn't possible. What snarled Rheinmetall, for instance, according to sources, was the timeline it needed to get approvals from the local municipal government to transport the vehicle by tractor trailer or rail and then via air. Sources said that the company had requested a four-week extension to deliver the vehicle to Aberdeen and also offered to hand over the vehicle to the Army under lock and bond in Germany by the Oct. 1 deadline and both were denied. But a larger issue, multiple sources conveyed, was the clear differences between what the Army acquisition community and what Army Futures Command wanted to do. Sources confirmed that the acquisition side of the house was willing to agree to extensions, for instance, but AFC, who is in charge of rapid requirements development and prototyping efforts ahead of programs of record, insisted the Army must adhere to the schedule. Industry also expressed concern to the Army over the roughly 100 mandatory requirements, with just six tradeable ones, expected to be met over 15 months using non-developmental vehicles. Brig. Gen. Ross Coffman, who is in charge of Next-Generation Combat Vehicle (NGCV) modernization efforts, said at the Defense News Conference in September that he was confident the requirements set for OMFV are appropriate and had no plans to change them. Presently, the OMFV competition is on hold due to a congressionally mandated continuing resolution that prevents the effort from kicking off. The Army had planned to begin the $378 million program in the first quarter after taking receipt of the bid samples at the start of the new fiscal year. As the Army enters its competition to build prototypes to replace the Bradley, Australia is running a similar effort and recently downselected to two competitors: Rheinmetall's Lynx and an offering from Hanwha. GDLS was competing but did not make the final cut. Australia laid out just five mandatory requirements for its competition.     Are meetings with industry actually accelerating military acquisitions?

    By: Adam Stone Military leaders say they are determined to find faster ways to buy cutting-edge technologies. “We can't afford to spend seven years thinking about a requirement,” Army Undersecretary Ryan D. McCarthy said during a 2018 visit to Fort Belvoir, Virginia. “If it is going to take that long, you are probably not going to get it. So, we need to get these capabilities sooner.” To that end, the Department of Defense has increased the number of engagements with industry, launched alternative contracting vehicles, and taken other steps to streamline innovation more effectively. Industry officials are often clamoring for that interaction, but some say the Pentagon's efforts are beginning to bear fruit. ‘Big change' One area where those changes are most visible has been in the Army's modernization of its battlefield network. David Huisenga, president and chief executive at Klas Telecom Government, said he has noticed a marked difference in the quality and quantity of engagements between industry and the Department of Defense. After more than two decades in the business, “I have seen a really big change in the past two years with how the Army is adopting technology,” he said. “They are really focused on rapid-insert capabilities. I had heard that talked about a lot in the past, but it's only recently that we have really seen that put into action.” The Army's establishment of cross-functional teams has helped to focus energy around priority areas within the C4ISR realm. Those areas include the Synthetic Training Environment Team (STE); the Network, Command, Control, Communications and Intelligence Team (NET); and the Assured Positioning, Navigation and Timing Team (APNT). “They have really clarified their priorities within that here are the top five or 10 things they want to do and they have released actual timelines for implementation of those priorities,” Huisenga said. Klas has taken advantage of the technical exchange meetings, supported by the cross-functional teams and Program Executive Office Command Control Tactical, where both industry and military leaders together work through all of the practical details of emerging requirements. “Now you have the CFT with the charter to identify and rapidly field the technology, and you have the program executive office that procures and sustains that equipment, working together with industry, all at the same time,” Huisenga said. For Klas, those engagements helped lead to a recent contract supporting Army's Security Force Assistance Brigade with an initial trial deployment of advanced networking equipment components. Those are slated for service officials to quickly test and refine those components before a final acquisition. Army leaders have said they plan to upgrade the network with new capabilities approximately every two years. “The PEO made these purchases rapidly, probably the fastest acquisition I have ever seen, and now we will be getting real feed-back on that product,” Huisenga said. “We, as industry, know that they will refresh every two years, so we can really focus our engineering on those requirements.” ‘One-stop' model Rosemary Johnston, senior vice president of operations at Savi, a maker of geospatial-enabled logistics solutions, likewise gives the military high marks for its efforts to accelerate tech buys. “The services are doing a phenomenal job of trying to hasten the acquisition process,” she said. She pointed to the Air Force's emerging “one-stop” model as an example. “They encourage vendors to come to a pitch day and if they like what they are hearing they can go ahead and execute a contract right away.” Another helpful tool for Savi is the Pentagon's blanket contract for logistics solutions, under which vendors can be pre-vetted for price and suitability, thus allowing end users in the military to effectively buy direct and bypass the usual prolonged procurement process. Savi recently took advantage of its place on that list to help secure a contract with the Defense Logistics Agency, under which the company will supply 23,000 sophisticated tracking devices to help DLA manage vast inventories of vehicles and equipment stored at multiple distribution sites. That opportunity arose in 2018, with just two months to go before the close of the fiscal year, when there was pressure on the agency to get a deal done before the clock ran out on the 2018 money. Thanks to the rapid acquisition process, “they were able to place the order with us, obligate those 2018 funds, and take delivery before the end of calendar year 2018,” Johnston said. Tools and tactics Officials from both PEO C3T and the network cross-functional team told C4ISRNET these are exactly the type of outcomes that the military is looking for. While it is difficult to gauge the specific outcomes of these early efforts, and many acquisitions departmentwide still drag, officials point to early metrics that suggest industry is responding well. Take, for instance, those technology exchange meetings. “We are averaging 400 people per meeting representing more than 120 companies, from large defense contractors to small businesses and startups,” said Maj. Brian Wong, chief of market research for the network cross-functional team at Army Futures Command. “I don't think we could have seen something like this in the past.” Another tool that officials say has proven useful is the Middle Tier Acquisition authority: Granted by Congress in the 2016 National Defense Authorization Act, it gives the military the ability to make small purchases for rapid prototyping. “If we see innovation coming out of industry, whether it's server infrastructure or radio waveforms, we can use rapid prototyping and see how that fits in our network design in order to make better decisions,” said Paul Mehney, who helps manage the office's industry affairs. Rapid Innovation Funds offer another means to keep the department ahead of the technology curve. With projects worth as much as $3 million per project, Mehney said, these dollars have been used to explore ways that soldiers can communicate when their first line of communications fail. The funds have also supported advances in dismounted blue force tracking. Rather than require soldiers to access vehicle-mounted equipment for identifying their status in the field, the Army is testing prototypes of handheld variants that could make soldiers jobs easier. On the contracting side, the increasingly popular OTA — or Other Transaction Authority — has freed military planners to buy small quantities of emerging tech solutions for prototyping and testing. The military also is deepening its market research “We are taking a wider look — beyond the traditional defense contracting space — to include startups and smaller companies,” Wong said. “We have discussions with incubators and with the venture capital community to see what may be in their portfolios that could be of interest to government.” The close ties between the CFTs and PEOs help ensure that streamlined buys are targeted to actual military need. PEO C3T leaders point to the fact that they've held four technology exchange meetings with the network team and other program offices. For the vendor community, the fast-track environment presents new opportunities but also new challenges. Klas, for instance, outsources production of its core product. In order to meet new demand for accelerated deployments, Huisenga said, the company must keep up through more frequent and more specific communications with its manufacturer. Johnston said her firm's biggest challenge lies in ensuring that military procurement professionals understand the emerging rules of the road. “We still get requests from contracting officers who aren't familiar with these contracts,” she said. “They'll ask for a quote, they'll send a statement of the work, and we have to let them know that a lot of this has already been negotiated. We need to explain to them the process we have already gone through to get to this point.” Military officials, meanwhile, say their challenge lies in ensuring industry is up to speed on the emerging requirements. Especially in the rapidly evolving C4ISR environment, the military can only meet its accelerated objectives if industry is already up to speed on emerging needs. “It's up to us to make sure industry is informed about what our network design looks like currently, what we anticipate our network design goals to shape up like for future capability sets, and to ensure that industry knows what our architecture looks like so they know how to plug into it,” Mehney said. “We aren't totally there yet.
