    Pentagon AI team sets sights on information warfare

    Mark Pomerleau About two years after it was created, the Pentagon's artificial intelligence center is setting its sights on new projects, including one on joint information warfare. This initiative seeks to deliver an information advantage to the Department of Defense in two ways. The first is improving the DoD's ability to integrate commercial and government AI solutions. The second is improving the standardization of foundational DoD data needed to field high-performing AI-enabled capabilities to support operations in the information environment, said Lt. Cmdr. Arlo Abrahamson, a spokesman for the Joint Artificial Intelligence Center. Nand Mulchandani, the JAIC's acting director, told reporters in early July that this initiative also includes cyber operations — both broad defensive and offensive measures for use by U.S. Cyber Command. The DoD is discovering that it needs ways to process, analyze and act upon the vast amounts of data it receives. “As we look at the ability to influence and shape in this environment, we're going to have to have artificial intelligence and machine-learning tools, specifically for information ops that hit a very broad portfolio,” Gen. Richard Clarke, commander of Special Operations Command, said at the Special Operations Forces Industry Conference in May. “We're going to have to understand how the adversary is thinking, how the population is thinking, and work in these spaces in time of relevance. If you're not at speed, you won't be relevant. “To make sure the U.S. message and our allies' and partner message is being heard and it's resonating. What we need is adapting data tech that will actually work in this space and we can use it for our organization.” A program in support of network incident detection, called MADHAT — or Multidimensional Anomaly Detection fusing HPC, Analytics, and Tensors — is helping the JAIC develop an information warfare capability. The program allows for the exploration of network data as a way of enabling more effective detection of nuanced adversarial threats, Abrahamson said. MADHAT has already been deployed, he added, and analysts working on the High Performance Computing Modernization Program are being trained on the tool for operational use. This program accelerates technology development and transitions it into defense capabilities through the application of high-performance computing. Mulchandani also told reporters that other information warfare-related efforts include using natural language processing, which involve processing and analyzing text. “NLP and speech-to-text is actually a fairly mature AI technology that can be deployed in production.     Rafael pitches naval capabilities to counter ‘asymmetric power projection’

    Seth J. Frantzman JERUSLAEM — Rafael Advanced Defense Systems is presenting a number of technologies during the Euronaval conference meant to counter “asymmetric power projection” at sea. The Israeli company is making its pitch to navies during the European maritime trade show, which is being held virtually this year due to the coronavirus pandemic. Ran Tavor, vice president of Rafael's naval systems business and a former Israeli Navy officer, said the company's offerings are divided by offensive and defensive purposes. For the former, it is offering naval versions of the Spike ER and NLOS missiles with increased range. The missiles are typically used by ground forces and on helicopters. The NLOS version can reach up to 32 kilometers, and the ER variant can reach up to 10 kilometers. The company says they can operate in GPS-denied environments and penetrate areas defended by electronic warfare systems. The weapons are equipped with electro-optical target automatic recognition as well as artificial intelligence to make them more lethal and precise. The Spike naval system is mounted with a launcher that has multiple cannisters for different systems in the missile family. “You don't need to be too close to the enemy, and this capability allows [it] to launch ship to ship and ship to shore," Tavor said, "and basically it is [a] relatively small footprint due to size and weight, and you can leverage a fast patrol boat to [become] a missile boat, so we change the way the fast patrol boat is used.” The missile systems are operational, but Rafael, like most Israeli defense companies, does not disclose where they have been sold outside of Israel. Rafael is also pitching its Typhoon naval remote weapon station that could be used to counter drones. The company says the platform is aided by multispectral sensors. The system fires 30mm rounds, which can prove ineffective against small drone targets at a distance that might have cross-sections of about 1 foot. Rafael has increased the weapon's magazine to 400 rounds to give it more firepower. Rafael is also showing off its C-GEM rocket decoy and fourth-generation Torbuster decoy for torpedo threats as another example of defensive technology. Tavor said the key to defense at sea is not any one item, but tailored solutions for navies that are part of an integrated, multilayered system involving a variety of sensors, algorithms and artificial intelligence to reduce the necessity for “man-in-the-loop” technology. “You need to detect, classify and engage to deal with a single threat, and if there is multiple-layer threats you are limited with [in terms of] line of sight and you have a big challenge — so here we come into play with all capabilities of detecting and classification and automatic tracking and automatic engagement,” he added The company reports that it has done business with 34 navies, including those of the U.S. and Australia, but doesn't identify other customers. http://https://www.c4isrnet.com/industry/2020/10/23/rafael-pitches-naval-capabilities-to-counter-asymmetric-power-projection/

By PAUL MCLEARY WASHINGTON: In a first, the USS Portland took down a target drone with a new solid state laser this week, the first step in the Navy's quest to get the powerful weapon on more ships in the future. The shot from the San Antonio-class landing platform ship tested out what's known as the Technology Maturation Laser Weapon System Demonstrator, or LWSD, which has been aboard the ship for several months. The May 16 test, announced by the Pacific Fleet today, is the first public acknowledgement of the system being put to use. The Northrop Grumman-made LWSD is a high-energy laser weapon initially developed by the Office of Naval Research, and its operational employment marks “the first system-level implementation of a high-energy class solid-state laser,” according to a Pacific Fleet release. The test comes as the US, in bits and pieces, ramps up operations in the Pacific as a counterweight to China — moves which include new, ambitious B-1 bomber flights close to Russian and Chinese territory. Just this week, the USS Ronald Reagan and Theodore Roosevelt carriers went back to sea from bases in Japan and Guam, respectively, while the USS Nimitz is getting its air wing up to speed off the coast of Washington state. And earlier this month, two Navy ships sailed into the middle of an ongoing dispute between China and a neighbor in the South China Sea — steaming near a shadowing Chinese warship in Washington's latest effort to show presence in an increasingly contested waterway. The Littoral Combat Ship USS Montgomery and supply ship USNS Cesar Chavez sailed close to a Malaysian drillship, the West Capella, warning off Chinese warships who spent weeks harassing the commercial vessel in international waters illegally claimed by Beijing. Since the passthrough, both the Chinese and Malasyian ships have moved away from one another. Late last month, the destroyer USS Barry cruised near the Paracel Islands, claimed by China, followed a day later by the cruiser USS Bunker Hill sailing near the Spratlys conducting freedom-of-navigation operations. On April 30, a day after Bunker Hill's transit, two B-1 bombers flew over the South China Sea. These transits came just days after the USS America amphibious ship packed with Marine Corps F-35s passed through the South China Sea while conducting flight operations. The laser test was much quieter, but no less significant in the long run. “By conducting advanced at sea tests against UAVs and small crafts, we will gain valuable information on the capabilities of the Solid State Laser Weapons System Demonstrator against potential threats,” said Capt. Karrey Sanders, commanding officer of Portland.
