Des experts peu convaincus de la nécessité de remplacer les avions des Snowbirds

Deux experts soutiennent que les avions utilisés par les Snowbirds sont des avions fiables, malgré leur 'ge. La question de la vétusté des CT-114 Tutor a resurgi après l'accident en Colombie-Britannique qui a coûté la vie à la capitaine Jenn Casey.

Conçu par le fabricant aéronautique Canadair dans les années 1960, le CT-114 Tutor fait partie intégrante des Forces armées canadiennes (FAC) depuis 1964. Utilisé comme avion d'entraînement, jusque dans les années 2000, le modèle est toujours utilisé par les Snowbirds, le 431e escadron de démonstration aérienne des FAC. La base d'attache des Snowbirds est à Moose Jaw, en Saskatchewan.

Aux yeux du président honoraire de l'Association de l'Aviation royale canadienne, André Deschamps, le CT-114 Tutor est un avion très robuste, bien b'ti, solide et très simple. Il est parfait pour les pilotes, car il n'y a pas trop de matériel excessif à s'occuper.

Ancien chef d'état-major de l'Aviation royale canadienne, André Deschamps pense que l'écrasement du CT-114 des capitaines Kasey et MacDougall est dû à une perte de puissance soudaine du moteur de l'appareil.

clairement pas assez pour continuer de voler, explique le lieutenant-général Deschamps.

Selon lui, ce défaut de propulsion de l'aéronef peut être dû à une multitude de raisons.

Outre une cause naturelle, comme un oiseau happé par la turbine de l'avion, ce type d'accident peut aussi être causé par un contaminant dans l'essence [...] Ça peut être atmosphérique, ou ça peut être un bris mécanique à l'intérieur du moteur, note André Deschamps.

Un remplacement complexe

En attendant les résultats d'une enquête sur les causes exactes de l'accident tragique de Kamloops, et malgré l''ge de ce modèle d'aéronef, André Deschamps affirme qu'il est vraiment dur de remplacer cet avion, à cause de ces qualités d'opération.

Un point de vue partagé par Mehran Ebrahimi, directeur de l'Observatoire de l'aéronautique et de l'aviation civile de l'UQAM. Même si ces avions ne sont pas éternels (...) il ne faut pas considérer que, parce que ces avions-là sont vieux, ils sont automatiquement dangereux, précise-t-il.

Le premier ministre Justin Trudeau s'est d'ailleurs entretenu à plusieurs reprises, en fin de semaine, avec le ministre de la Défense au sujet de la sécurité et de l''ge des avions des Snowbirds, selon les informations de La Presse canadienne.

Une question aussi d'ordre financier

De plus, la question financière entre rapidement dans les considérations gouvernementales à ce sujet. Dans un document datant de 2015, la Défense nationale du Canada estimait le coût de remplacement des Tutor entre 500 millions et 1,5 milliard de dollars.

C'est beaucoup d'argent. Dans le contexte actuel, avec la trésorerie des gouvernements, ajoutez à cela la COVID-19, comment ça va se passer, questionne M. Ebrahimi.

Selon André Deschamps, le remplacement des CT-114 entre dans une politique plus large de changement des avions d'entraînement pour les pilotes de chasse canadiens.

Le programme de remplacement existe. (...) Il faut allier ça avec d'autres ressources. On ne veut pas acheter une flotte unique, qui existe seulement pour les Snowbirds, précise M. Deschamps.

Différentes options sont là, prêtes à être évaluées, selon l'ancien chef d'état-major. Il va y avoir des décisions éventuellement, dans les années prochaines. Mais pour le moment, les Tutor sont encore sains.

Une réflexion qui fait écho à un autre document de la Défense nationale du Canada, qui fait partie du Plan national de défense 2018, qui annonce la prolongation de service des CT-114 Tutor : la fin de vie des aéronefs, initialement prévue pour 2020, y est repoussée à 2030.

Le CT-114 Tutor s'est révélé une plateforme très résistante, facile à entretenir et à mettre à niveau, et dont la fonctionnalité peut être maintenue à long terme, reconnaît la Défense nationale questionnée au sujet de ce plan de remplacement des CT-1.

    DAVID PUGLIESE, OTTAWA CITIZEN One of the first things that will be done to the used Australian F-18s that Canada is purchasing is that the aircraft will be outfitted with different ejection seats and software. The first two F-18s that Canada is buying from Australia will arrive sometime in the spring and will be sent to Cold Lake, Alta, said Pat Finn, assistant deputy minister for materiel at the Department of National Defence. “They land, they (the Australians) will remove their software and we'll install our software,” Finn explained in an interview. Also to be installed are ejection seats and a lighting system that is used on the CF-18s. “Ultimately the intent is the 18 aircraft are indistinguishable from our 76 aircraft,” Finn said. Canada has finalized its deal to buy the 25 used fighter jets from Australia, Eighteen of the Australian F-18 aircraft will eventually be flying while another seven will be used for testing and spare parts. The Department of National Defence still has to figure out how to get the aircraft over from Australia. “We would rather fly them over,” Finn said. “Or have them (the Australians) fly them over.” The Liberal government had originally planned to buy 18 new Super Hornet fighter jets from U.S. aerospace giant Boeing to augment the Royal Canadian Air Force's CF-18s until new aircraft can be purchased in the coming years. But in 2017 Boeing complained to the U.S. Commerce Department that Canadian subsidies for Quebec-based Bombardier allowed it to sell its C-series civilian passenger aircraft in the U.S. at cut-rate prices. As a result, the Trump administration brought in a tariff of almost 300 per cent against the Bombardier aircraft sold in the U.S. In retaliation, Canada cancelled the deal to buy the 18 Super Hornets. That project would have cost more than US$5 billion. Instead of buying the new Super Hornets, the Liberals decided to acquire the used Australian jets. Defence Minister Harjit Sajjan says the extra jets are needed to deal with a “capability gap” as Canada does not have enough fighters to handle its commitments to NATO as well as protecting North America. But Conservative MPs say the capability gap didn't exist and was concocted by the government to delay a larger project to buy new jets, a competition that might end up selecting the F-35 stealth fighter the Liberals vowed never to purchase.     COVID-19 and aviation: Survival, recovery, and innovation

The COVID-19 pandemic has challenged Canadians to adapt their way of life. Aviation professionals are playing a vital role in preserving societal functioning, with airlines volunteering to repatriate Canadians abroad, crew members risking exposure to reunite travellers with their families, and cargo operations playing a vital role in the supply chain – distributing essential medical supplies. These critical activities are only possible because of the work of the entire aviation sector that includes maintenance engineers, air traffic controllers, airport professionals, and so many others. In 2019 airlines carried 4.3 billion passengers, 58 million tonnes of freight, and supported 65.5 million jobs around the world (3.6 per cent of the world's gross domestic product according to the Aviation Benefits Report). The tourism sector is interconnected with aviation, supporting a further 37 million tourism-related jobs. The COVID-19 pandemic is testing the aviation industry in ways that were unfathomable at the beginning of this year. International aviation had been on a growth trajectory, with traffic projected to double in the coming 15 years. As 2020 began, some of the most pressing industry challenges were how to meet the demand for aviation professionals and achieve emission-reduction targets towards environmental sustainability. Aviation has always been a cyclical industry directly and rapidly impacted by downturns in the economy. The industry reported losses in the early 1990s due to the recession and again in 2001 after the 9/11 attacks; in 2003 following the SARS epidemic, and in 2008 linked to the financial crisis. Each of these downturns was followed by a period of economic recovery. Looking specifically at SARS, airlines lost $6 billion in revenues with the outbreak's economic impact having a V-shape where the rapid decline was matched by a speedy economic recovery. Despite the airline industry's cyclical nature it has maintained profitability for the past 10 years, with a profit of $25.9 billion in 2019 despite recent tragedies and challenges, according to IATA. For example, the sector faced the 737 Max accidents in 2018 and 2019, the Ukraine Airlines Flight 752 shot down in Iran, and the emergence of “flygskam” flight shaming air travel due to its emissions. Each of these events impacts passenger confidence in aviation, and many industry experts were bracing for an economic decline as a result. The industry maintaining profitability over the last decade is a testament to its strength and resilience. The COVID-19 pandemic is testing the aviation sector in new ways. The entire industry is being stretched to a breaking point, without interventions, it can not survive the crisis. Assuming travel restrictions are lifted after three months, 2020's passenger demand will be 38 per cent less than 2019, resulting in an impact of USD$ 252 billion according to IATA. Airports are projected to lose $46 billion in 2020, said Airport Council International (ACI). Although previous pandemics were followed by a sharp recovery, they did not cause recessions as COVID-19 might. This has led to three critical questions about the future of international aviation. When will the impacts of COVID-19 subside – and what will society look like when it does? How long will it take for people to have the funds and confidence to begin flying again? What specifically can be done to ensure the industry survives the crisis? How can we innovate during the downturn to craft a stronger future? The most pressing need for aviation is essential financial support through the pandemic, and in the coming months as society faces future waves of the virus. Beyond support to operators, it is critical to recognize that this situation also creates an opportunity to reflect upon and innovate practices within the industry. We will overcome this challenge, and hopefully build a better future. Key priorities during this time should explore how to mobilize Canada's innovation and research infrastructure towards aviation challenges. We have leading researchers in sustainability, cognitive science and engineering, material science, machine learning, automation, cybersecurity, and artificial intelligence among other areas. We are in a position to apply Canadian expertise towards aviation innovations, as important elements of our economic recovery strategy.
