Défense : la lente remontée des investissements des armées européennes

L'Agence européenne de défense confirme une remontée des investissements dans la défense mais s'inquiète de l'absence persistante de coopération européenne et de la faiblesse toujours plus prononcée de la recherche militaire.

Toute statistique compilée, les dépenses militaires de l'Europe s'inscrivent en hausse pour la cinquième année consécutive. Mais l'Agence de défense européenne met en évidence de nombreuses fragilités dans cette reprise. Elle estime à 223 milliards d'euros la dépense militaire des Etats membres en 2018, contre 615 milliards aux Etats-Unis . Cette somme correspond à 1,4 % du PNB des Etats de l'Union, loin des 2 % promis à l'Otan mais aussi dans le cadre de la nouvelle politique européenne de défense. Pour rappel, la plupart des pays européens appartiennent à l'Otan - à l'exception de la Suède, la Finlande, l'Irlande, Chypre, l'Autriche et Malte.

Modernisation des équipements

Après cinq années consécutives de hausse, le budget militaire des Européens rejoint tout juste son niveau d'avant la crise financière de 2007-2008. Celle-ci avait entraîné des coupes budgétaires sévères, qui se sont traduites par une chute de 11 % des budgets des armées entre 2007 et 2013. La part des salaires des soldats étant incompressibles, les coupes ont été les plus sévères dans les dépenses consacrées aux équipements de défense (-22 %).

Il a fallu que les crises au Proche-Orient et sur le flanc est en Ukraine remettent en lumière la misère des armées européennes et que les Etats promettent de consacrer au moins 20 % de leurs moyens à la modernisation des outils de combat. En 2018, l'objectif a été pratiquement atteint avec 44,5 milliards d'euros d'investissements. Mais au lieu de saluer cette remontée, l'Agence sonne l'alerte.

Coopération européenne : l'urgence

Elle s'inquiète de l'avenir de l'industrie de défense en soulignant une chute toujours importante des budgets alloués à la recherche et l'innovation, tombés de 3 milliards d'euros en 2006 à 2,1 milliards l'an dernier. Les engagements pris pour renforcer l'Europe de la défense sont encore loin d'être entrés dans les moeurs. Alors que les pays européens ont promis de coopérer entre eux pour un minimum de 35 % de leurs équipements, chacun continue à privilégier des fournisseurs nationaux, sans se soucier de la compétitivité de leur industrie de défense.

En 2018, l'Agence européenne de défense a ainsi calculé que 17,8 % des dépenses d'équipements seulement (6,4 milliards d'euros) relèvent de programmes européens. Un chiffre qui n'atteint même pas 10 % dans la recherche et l'innovation !

Premières attaques sur le fonds européen de défense

Cet état des lieux plaide pour la mise sur pied rapide du nouveau Fonds européen de défense , destiné à rationaliser les investissements des uns et des autres. Président de Dassault Aviation et de l'Association européenne des industries aéronautiques et de défense (ASD), Eric Trappier admettait la semaine dernière sa « surprise » devant les premières tentatives de sabotage de ce futur fonds. Alors que la Commission sortante en accord avec le gouvernement français plaidait pour un fond doté de 13 milliards d'euros de budget, les négociations sur le futur budget européen ont démarré sur une copie avec un fond de défense doté de 6 milliards seulement.

    Air Force awards $20M contract for new common ground system

    By: Nathan Strout The Air Force is one step closer to the creation of a new common platform for satellite command and control. The Air Force's Space and Missile Systems Center Braxton Technologies of Colorado Springs a $20 million contract May 17 to begin prototyping and integrating the new Enterprise Ground Services (EGS). The Air Force announced the deal in a May 31 press release. The purpose of EGS is to develop a common ground system and end user experience for all of the Air Force's upcoming satellite programs. Today, most military satellites have custom-built ground systems. Not only can that be expensive, it also makes it difficult for end users to adapt to new systems and for ground systems to communicate with each other. The new architecture will still allow for flexibility among the various space systems, as individual systems will need to be tailored to their specific mission requirements. The goal of EGS is to ensure all those space systems are built on a common base with similar end user experiences. “We are excited to embark on this partnership which will enhance our ability to drive speed in our processes, to deliver capabilities to support the warfighters, and develop innovative solutions that add resiliency to fight and win in a war that extends into space,” Joshua Sullivan, material leader for EGS, said in a release. “This contract will allow SMC and Air Force Space Command to concentrate resources to provide the most secure, effective, and interoperable tactical command and control experience to mission partners across the Air Force space enterprise.” The $19 million Small Business Innovative Research contract awarded to Braxton Technologies has a ceiling of $100 million. The work is expected to be completed by May 10, 2024. The Braxton Technologies award follows up on a $655,000,000 contract awarded to Engility Corp. in January to provide engineering, development, integration and sustainment services supporting the Ground System Enterprise and the eventual transition to Enterprise Ground Services. (NNS) -- Sea service chiefs and civilian defense leadership discussed myriad opportunities and challenges commanders face while operating on land, sea and air during the first day of the 54th annual Sea-Air-Space Exposition (SAS), May 6, 2019. Derived from the Chief of Naval Operations' (CNO) Design for Maintaining Maritime Superiority 2.0 (Design 2.0), this year's exposition theme is “Sustainability, Agility, Superiority.” CNO Adm. John. M. Richardson, Commandant of the Marine Corps General Robert B. Neller, Commandant of the U.S. Coast Guard Adm. Karl Schultz and Administrator of the U.S. Maritime Administration retired Rear Adm. Mark H. Buzby each addressed during the sea service chiefs panel the specific obstacles their services contend with in the current maritime environment. Richardson explained that rapid changes in technology and maritime security requires a level of trust and confidence in leaders tasked with commanding maritime forces. “It's very important that our leaders are people of character and integrity so that when we put them in front of our Sailors to lead them, not only do they know their business in warfighting but also that we would be proud for our sons and daughters to follow them,” he said. “Whether at sea or near the sea, responding to any man-made or natural crisis, [they] are so much more than a maritime warrior, [they] are also diplomats and are securing our prosperity.” Richardson also stressed the importance of improving the logistical capabilities, stating that services will only maintain an upper hand in the maritime environment by becoming more agile. ‘'We have got to get capabilities into the hands of our soldiers, Sailors, airmen and Marines – more and faster,” he said. “It's important that as the pace quickens, as new technology enters the fray, as the security environment manifests itself in a really fast-changing world that we don't forget those fundamentals in terms of providing sustainable forces. ” During a panel on the Arctic, speakers explained why partnering with other services is also crucial to maintaining superiority, particularly in places like the Arctic Circle where there hasn't been a large naval presence. “When it comes to maritime readiness in the Arctic, we cannot and should not go alone,” said Rear Adm. John A. Okon, commander, Naval Meteorology and Oceanography Command. “Collaboration is key. Resources and access points are limited, so we must work with our maritime partners to be successful.” Richardson echoed Okon's comments during his keynote remarks at the Sea Services Luncheon. “The Arctic is a very dynamic situation,” he said. “There are seaways that are open that were not open before, continental shelves that are being exposed that weren't exposed before, so I think that merits a response from our maritime forces and there's tremendous value in partnering with our fellow services such as the Coast Guard.” Keeping the waters open for Indo-Pacific trade routes, which bolster global economic prosperity, also remains a top priority for the Navy. “A third of the world's trade flows through the South China Sea, 90% of the world's trade flows by the sea, tens of trillions of U.S. dollars flow through that body of water,” said Richardson. “It's extremely important that those lines of communication and sea lanes remain open, and that's why the United States Navy is there and that's why we're going to stay there.” Other scheduled keynote speakers and panelists include Secretary of the Navy Richard V. Spencer, Undersecretary of the Navy Thomas Modly, Assistant Secretary of the Navy for Research, Development and Acquisition James “Hondo” Geurts and Master Chief Petty Officer of the Navy Russell Smith.
