    Ottawa firm to support Royal Canadian Navy, local robotics company joins Rheinmetall

    DAVID PUGLIESE, OTTAWA CITIZEN BMT Canada Ltd. was recently awarded a $77.8 million contract to provide engineering, logistics, management, and support services to the Royal Canadian Navy's fleet. The contract initially runs for five years but there are options to extend that, according to the latest industry roundup in this month's Esprit de Corps defence magazine. The Ottawa-based company will provide a wide variety of work such as standards development and logistics services for equipment sustainment, according to the Department of National Defence. This contract will support the RCN's current and future fleet in instances where DND does not have the capacity to perform all of this work in-house, the department noted. The contract is known as Engineering, Logistics, and Management Support 2 (ELMS2) and the company's services will directly support the Director General Maritime Equipment Program Management (DGMEPM) and the Director General Major Project Delivery (DGMPD) (Sea) at the DND. Darcy Byrtus, President of BMT Canada, noted that the firm has been handling the ELMS contract since 2009. “Our experience in supporting complex programs positions us uniquely to assist Canada and the Royal Canadian Navy in successful delivery of its acquisition and support mandates,” he added in a news release. Under ELMS, BMT and their Tier 1 subcontractor Fleetway Inc., will provide a highly diverse range of services including the review of deliverables DND receives from capital acquisition projects, such as the Canadian Surface Combatant. The work also entails engineering expertise, technical investigations and program support. Rheinmetall Canada has taken over Provectus, an Ottawa-based firm specializing in the development of advanced robotics systems and software. Though now owned by Rheinmetall Canada, Provectus will continue to operate under its previous managing director, Paul Rocco. In recent product presentations, Rheinmetall has generated great interest with its Mission Master unmanned multi-mission vehicle, which is based on Provectus technology, modified for military use by Rheinmetall Canada. The firm sees unmanned ground vehicles playing an increasingly important role in future military operations on land, much like unmanned air vehicles do in an aviation context. Some will serve in an unarmed logistic or reconnaissance role; others will function as mobile weapon platforms. “We have already been working closely with Provectus in our unmanned ground vehicle project,” Stéphane Oehrli, president and CEO of Rheinmetall Canada, noted in a statement. “This vertical integration gives us a decisive advantage in the field of autonomous mobility technology.” Rheinmetall says it wants to apply expertise from Provectus Robotics Solutions in implementing the Canadian military's ISTAR (Intelligence, Surveillance, Target Acquisition and Reconnaissance) project. Maerospace Corporation has signed of a global license agreement with Raytheon Canada Limited to support the Defence Research and Development Canada by assuming responsibility for the maintenance, design, engineering, manufacturing and international promotion, sales and deployment of the third generation High Frequency Surface Wave Radar (HFSWR) systems. This Canadian system is one of the few operationally deployed HFSWR land-based radars capable of 200-mile, persistent coverage of a country's Exclusive Economic Zone. HFSWR systems have been successfully deployed in Asia and Europe with the most advanced, 3rd Generation system installed in Canada. Maerospace plans to extend the HFSWR system's functionality by integrating its TimeCaster proprietary technology that would add target identification, anomaly detection, and other capabilities, allowing coast guards, navies and maritime authorities to improve their ability to interdict vessels and plan traffic throughout their EEZ. The Canadian government will launch a new satellite in 2022 to demonstrate the use of quantum technology for protecting commercial and national communication networks. Honeywell has received a $30 million contract from the Canadian Space Agency for the design and implementation phases of agency's Quantum EncrYption and Science Satellite or QEYSSat. Under the contract, Honeywell will build, test, deliver, provide training for and commission the QEYSSat satellite, which will create a link between ground and space to transmit encryption keys. The microsatellite is expected to be completed in early 2022. QEYSSat's mission is to test quantum technology with an aim to develop a system to protect both commercial and national communications infrastructure. Longview Aviation Capital and its subsidiary Viking Air Limited announced a seven aircraft sales contract for six new-production CL-515 aircraft and one CL-415EAF. The CL-515 is a newly developed, technically advanced multi-mission aerial firefighting aircraft – the next generation of the CANADAIR CL-415, an amphibious aircraft and used extensively around the world in firefighting missions. The Republic of Indonesia's Ministry of Defense has agreed to purchase six all-new CL-515 aircraft, four of which will be delivered in “First Responder” multi-mission configuration, and two delivered in optimized aerial firefighter configuration, according to Viking. The purchase agreement also includes one CANADAIR CL-415EAF “Enhanced Aerial Firefighter” aircraft. The CL-515 is capable of up to 15 per cent better aerial firefighting productivity, including increased tank capacity and ability to refill in 14 seconds. There are seven frigates that will need maintenance on the east coast over a five-year period. But military and Department of National Defence officials are concerned the Irving yard in Halifax won't be able to handle all the work as it will also be in the midst of building the new fleet of Canadian Surface Combatant warships. Each of the aging Halifax-class frigates will require about a year of maintenance work, and in 2020 the navy expects maintenance will be needed on two frigates at the same time. Irving won the original maintenance contract in 2011 but that deal is nearly expired.In order to keep the navy at sea, federal procurement officials are proposing splitting up the work between Irving and its rival, Davie Shipbuilding in Levis, Que. Pat Finn, assistant deputy minister of materiel at DND, said that while no final decision has been made, discussions are taking place about splitting up the work. “We have to do this maintenance,” he told Postmedia. “We've got a fair bit to do. We have to keep the navy operational.” Finn said the government's shipbuilding strategy is producing new vessels for both the navy and coast guard, all of which will have to be maintained in the future — a large task. “If we don't have two maintenance and repair facilities for the navy and the coast guard we're going to have a strategic problem,” he said. Union officials at the Halifax shipyard and, defence-industry sources say, Irving itself have been lobbying the Liberal government to stop the plan to send some work to Davie. Irving did not offer comment for this story, but Lana Payne, the Atlantic Regional Director for Unifor, the union representing around 900 employees at the Irving yard, said her organization is worried that as many as 300 staff could face layoffs if some of the work is transferred to Davie. “The Halifax-class has been historically (maintained) at the Halifax yard and the loss of that work will create a major problem for our membership,” she said. “Our understanding is that this is work they can easily do.” Unifor has brought its concerns to Nova Scotia Liberal MPs and other members of the Liberal government. The government will spend several hundred million dollars per frigate for each maintenance period. To date, Irving Shipbuilding Inc. has received more than $3.4-billion in contracts under the government's shipbuilding strategy. That includes contracts for the Arctic and Offshore Patrol Ships and initial work on the surface combatant program. That also includes more than $511 million for repair, refit and maintenance contracts, according to federal government figures. The surface combatant program will result in an estimated $30 billion in build contracts for Irving, with work continuing into the 2040s. Sources within the federal government told Postmedia they do not see widespread layoffs arising from any decision to split the work between the yards. The government is also examining a plan to fast-track some aspects of the surface combatant program so the Irving yard is working at high capacity. Irving raised similar concerns in August after Davie received a contract to refit and upgrade three medium-size icebreakers purchased by the federal government. At the time, Irving noted that it and Seaspan Shipyards in Vancouver had been selected to build Canada's future fleets. “We call upon the Federal Government to confirm to Irving Shipbuilding, our shipbuilders and their families, the Province of Nova Scotia, and all Atlantic Canadians that the National Shipbuilding Strategy remains intact and, therefore, construction of the ships for Canada's Navy and Coast Guard will be done exclusively by Irving Shipbuilding and Vancouver Shipyards,” it pointed out in its statement. La question de la vétusté des CT-114 Tutor a resurgi après l'accident en Colombie-Britannique qui a coûté la vie à la capitaine Jenn Casey. Conçu par le fabricant aéronautique Canadair dans les années 1960, le CT-114 Tutor fait partie intégrante des Forces armées canadiennes (FAC) depuis 1964. Utilisé comme avion d'entraînement, jusque dans les années 2000, le modèle est toujours utilisé par les Snowbirds, le 431e escadron de démonstration aérienne des FAC. La base d'attache des Snowbirds est à Moose Jaw, en Saskatchewan. Aux yeux du président honoraire de l'Association de l'Aviation royale canadienne, André Deschamps, le CT-114 Tutor est un avion très robuste, bien b'ti, solide et très simple. Il est parfait pour les pilotes, car il n'y a pas trop de matériel excessif à s'occuper. Ancien chef d'état-major de l'Aviation royale canadienne, André Deschamps pense que l'écrasement du CT-114 des capitaines Kasey et MacDougall est dû à une perte de puissance soudaine du moteur de l'appareil. clairement pas assez pour continuer de voler, explique le lieutenant-général Deschamps. Selon lui, ce défaut de propulsion de l'aéronef peut être dû à une multitude de raisons. Outre une cause naturelle, comme un oiseau happé par la turbine de l'avion, ce type d'accident peut aussi être causé par un contaminant dans l'essence [...] Ça peut être atmosphérique, ou ça peut être un bris mécanique à l'intérieur du moteur, note André Deschamps. Un remplacement complexe En attendant les résultats d'une enquête sur les causes exactes de l'accident tragique de Kamloops, et malgré l''ge de ce modèle d'aéronef, André Deschamps affirme qu'il est vraiment dur de remplacer cet avion, à cause de ces qualités d'opération. Un point de vue partagé par Mehran Ebrahimi, directeur de l'Observatoire de l'aéronautique et de l'aviation civile de l'UQAM. Même si ces avions ne sont pas éternels (...) il ne faut pas considérer que, parce que ces avions-là sont vieux, ils sont automatiquement dangereux, précise-t-il. Le premier ministre Justin Trudeau s'est d'ailleurs entretenu à plusieurs reprises, en fin de semaine, avec le ministre de la Défense au sujet de la sécurité et de l''ge des avions des Snowbirds, selon les informations de La Presse canadienne. Une question aussi d'ordre financier De plus, la question financière entre rapidement dans les considérations gouvernementales à ce sujet. Dans un document datant de 2015, la Défense nationale du Canada estimait le coût de remplacement des Tutor entre 500 millions et 1,5 milliard de dollars. C'est beaucoup d'argent. Dans le contexte actuel, avec la trésorerie des gouvernements, ajoutez à cela la COVID-19, comment ça va se passer, questionne M. Ebrahimi. Selon André Deschamps, le remplacement des CT-114 entre dans une politique plus large de changement des avions d'entraînement pour les pilotes de chasse canadiens. Le programme de remplacement existe. (...) Il faut allier ça avec d'autres ressources. On ne veut pas acheter une flotte unique, qui existe seulement pour les Snowbirds, précise M. Deschamps. Différentes options sont là, prêtes à être évaluées, selon l'ancien chef d'état-major. Il va y avoir des décisions éventuellement, dans les années prochaines. Mais pour le moment, les Tutor sont encore sains. Une réflexion qui fait écho à un autre document de la Défense nationale du Canada, qui fait partie du Plan national de défense 2018, qui annonce la prolongation de service des CT-114 Tutor : la fin de vie des aéronefs, initialement prévue pour 2020, y est repoussée à 2030. Le CT-114 Tutor s'est révélé une plateforme très résistante, facile à entretenir et à mettre à niveau, et dont la fonctionnalité peut être maintenue à long terme, reconnaît la Défense nationale questionnée au sujet de ce plan de remplacement des CT-1.
