Coopération en matière de défense: signature par 23 États membres d'une notification conjointe sur la coopération structurée permanente (CSP)

Le 13 novembre 2017, les ministres de 23 États membres ont signé une notification conjointe sur la coopération structurée permanente (CSP) et l'ont remise à la haute représentante et au Conseil.

La possibilité de mettre en place une coopération structurée permanente dans le domaine de la politique de sécurité et de défense a été introduite par le traité de Lisbonne. Il s'agit de la possibilité pour un certain nombre d'États membres de l'UE de renforcer leur coopération dans le domaine de la sécurité et de la défense. Ce cadre permanent de coopération en matière de défense permettra aux États membres qui le souhaitent et qui le peuvent de développer conjointement des capacités de défense, d'investir dans des projets communs ou de renforcer l'état de préparation opérationnelle et la contribution de leurs forces armées.

Les États membres qui ont signé cette notification conjointe sont les suivants: l'Allemagne, l'Autriche, la Belgique, la Bulgarie, Chypre, la Croatie, l'Espagne, l'Estonie, la Finlande, la France, la Grèce, la Hongrie, l'Italie, la Lettonie, la Lituanie, le Luxembourg, les Pays-Bas, la Pologne, la République tchèque, la Roumanie, la Slovaquie, la Slovénie et la Suède. D'autres États membres peuvent s'y associer ultérieurement.

La notification conjointe est la première étape formelle de la mise en place de la CSP. Y figurent:

  • les principes de la CSP, qui soulignent notamment que la "CSP est un cadre juridique européen ambitieux, contraignant et inclusif pour les investissements dans la sécurité et la défense du territoire de l'UE et de ses citoyens"
  • la liste des "engagements communs ambitieux et plus contraignants" pris par les États membres, y compris "l'augmentation régulière, en termes réels, des budgets consacrés à la défense afin d'atteindre les objectifs convenus"
  • des propositions concernant la gouvernance de la CSP, avec un niveau global permettant de maintenir la cohérence et l'ambition de la CSP, complétées par des procédures de gouvernance spécifiques au niveau des projets.

Prochaines étapes

Le Conseil doit désormais adopter à la majorité qualifiée renforcée une décision établissant la CSP, ce qui pourrait être le cas lors de la prochaine session du Conseil des affaires étrangères (le 11 décembre).

Une première liste de projets à mener dans le cadre de la CSP devrait être arrêtée par les États membres participants une fois que la CSP aura été établie. Ces projets pourraient porter sur des domaines tels que la formation, le développement des capacités et l'état de préparation opérationnelle en matière de défense.

    The Flying Car Of the Future Looks to Flying Cars of the Past

    The Air Force is close to testing an experimental vertical takeoff prototype under its new program. The first contract in the U.S. Air Force's bid to acquire flying cars has gone to a company whose design harks back to a pioneer in the field. California-based Sabrewing Aircraft Company received a $3.25 million Phase II Small Business Innovative Research earlier this month to test its Rhaegal-B, a four-rotor craft that the company says can carry up to 5,400 pounds up to 200 knots some 1,000 nautical miles. With its four electric rotors, two on either side of the aircraft, the 60-foot Rhaegal-B somewhat resembles the M400X Skycar from Paul Moller. Moller is, in many ways, the Nikola Tesla of the flying car field. In the early 2000s, the Moller International Skycar became the first non-helicopter vertical takeoff and landing aircraft to actually get off the ground. The four motors would lift the car up and then swivel to propel it forward, like a V-22 Osprey. Even though the design worked, it never made it into showrooms. “For the engine, the most critical element is power,” Moller told The Futurist magazine in 2008. “Once you reduce the diameter of the propulsion system [making the propellor smaller] you go from a helicopter to a fan system. So you're moving less air, and the less air you move, the more power it takes to generate a certain kind of thrust. If I took a helicopter and made it one-half the diameter, I would have to immediately add 60% more power. I halve the diameter again, I have to add 60% more power, again. The M400 Skycar has over 1,000 horsepower.” Given the high cost to power it, the M400 Skycar was impractical for most locations outside of the Middle East, where oil sheiks would use them to traverse wide distances, Moller said at the time. Sabrewing CEO Ed De Reyes, who once worked for Moller, said his former boss was restricted by the engines of his time. The best-suited for the purpose were Wankel rotor engines, and internal combustion engines, which offered high speeds but limited torque. The electric motors that have arrived in recent years are far more promising: smaller, lighter, yet capable of producing more torque than an internal combustion engine. The Rhaegal-B design is highly but not fully autonomous, De Reyes said. A controller will command it from a ground station, but with the sort of low-effort, push-button interface you would encounter on a Northrop Grumman Global Hawk, rather than the more hands-on piloting needed for General Atomics MQ-9 Reapers. Something else that's come a long way since the early 2000s is the ability to detect and avoid objects in mid-air. Ssense-and-avoidance systems are a major stepping stone to more widespread use of drones in U.S. civilian airspace. A lot of drone manufacturers are hoping for the FAA's blessing for their versions. The Rhaegal-B combines radar and nine other sensors to give the aircraft a picture of the environment around it. It can take evasive action without any human control. (In fact, humans can't override it to accidentally steer the vehicle into something else.) If communication is cut off, it can continue to its destination with no additional imput from the ground operator. The appeal for the Air Force has to do with versatility and even detectability. During a webcast on Monday, Air Force Col. Pete White, with Air Force Warfighting Integrating Capability, said that traditional helicopters are noisy compared new vertical-lift aircraft. Thanks, in part, to the new electric motors. “Within feet of an enemy, they can't hear you,” He said that new, nimble electric air vehicles that could take off and land without a runway could help the military “maneuver around the battlefield at a pace that would be impossible today” The Air Force says it wants flying cars to evacuate wounded soldiers from the battlefield, among other missions. That means that they could be operating under fire. De Reyes says the military version of the aircraft has a Kevlar coating to protect it from small ballistics and can operate even when one of the motors is damaged. Air Force officials have also said that they are looking to fund and support U.S. flying-car companies, lest they migrate to China or accept lots of foreign investment. De Reyes says he's often approached by Chinese investors looking to gain a foothold in his company and other entrepreneurs in this space are as well. Sabrewing will test the Rhaegal-B at the Air Force's Edwards Air Force Base, hoping to meet safety requirements that will clear it for more military work and perhaps even commercial use.     Canadian block on drone parts shows Turkey’s defense industry still not independent

    Burak Ege Bekdil ANKARA, Turkey — The Canadian government's decision to suspend export of key drone parts to Turkey has once again thrown a spotlight on Turkey's ongoing efforts to develop a self-sufficient defense industry. Turkish President Recep Tayyip Erdogan often boasts at party rallies that his governance since 2002 has reduced Turkey's dependency on foreign weapons systems from 80 percent to 30 percent. There is truth in that, although the actual percentages remain a mystery, mainly due to the difficulty of defining what is truly a local or national system. Most Turkish “national” systems depend on various degrees of foreign input, often including critical parts only available abroad. The T129, an “indigenous” attack helicopter, is a Turkish variant of the Italian-British AgustaWestland A129 Mangusta chopper. Turkey's local industry has no engine technology. The “national” new generation tank Altay is facing major delays, due to the lack of a foreign engine and transmission system. Turkey's first “indigenous” landing platform dock, the TCG Anadolu, will enter into service next year, but the $1 billion or more ship is being built under license from Spain's Navantia. Even Turkey's biggest success in the past few years, a locally-built drone known as the Bayraktar TB-2, features critical foreign parts — an issue now in the spotlight following Canadian Foreign Minister Francois-Philippe Champagne's Oct. 5 announcement to suspend export permits of drone technology to Turkey, which is backing Azerbaijan in the recent Azeri-Armenian military conflict. Champagne issued the pause in exports alongside an order for his ministry to investigate claims that Canadian drone technology is being used in the fighting. The decision followed an announcement by disarmament group Project Ploughshares, which warned the multimillion-dollar exports of high-tech sensors and targeting technology produced by L3Harris WESCAM in Burlington, Ont., are in direct contravention of Canada's domestic laws and its international obligations under the United Nations Arms Trade Treaty, to which the Trudeau government acceded almost exactly a year ago. L3Harris WESCAM, the Canadian subsidiary of U.S. defense giant L3Harris, is one of the world's leading producers and exporters of electro-optical/infra-red (EO/IR) imaging and targeting sensor systems — both of which are featured on the Bayraktar drones. “These sensors are integral for their ability to conduct drone warfare, which they've done increasingly... in the past few years across several conflict zones,” Kelsey Gallagher, a Project Ploughshares researcher, told Radio Canada International. “If the exports of these sensors were completely halted, then Turkey would not have the sensors necessary to conduct modern airstrikes.” “This [the suspension of Canadian supplies] may cause disruption in the production line,” said one local aerospace analyst, “unless substituted immediately.” “There may be some other foreign suppliers to be used as a stop-gap solution," the analyst added. "But this is mostly a Western (including Israeli) technology and may not reach Turkish manufacturers due to political reasons.” Turkey's top procurement official, however, has a solution. Ismail Demir, president of the defense procurement agency SSB, twitted Oct. 6, the day after the Canadian decision, that Turkey would soon start to mass produce the CATS electro-optical system, to replace the WESCAM technology used in the TB-2 drone. CATS will be produced by military electronics specialist Aselsan, Turkey's biggest defense company. Demir said that Aselsan has also begun to work on developing a future version of the CATS system. Demir also talked up another new indigenous ambition: Project Özgür, or “free” in Turkish. Özgür is part of a broader upgrade effort designed to extend the life of the Turkish F-16 fleet. “This program aims to completely nationalize electronic systems on our F-16s,” Demir told the HaberTurk newspaper Oct. 6. The full upgrade work will also involve structural and avionic modernization. Turkey views the F-16 upgrades as a stop-gap solution before it builds its own indigenous fighter, the TF-X.
