Bollinger Awarded Contract for Floating Dry Dock for Columbia SSBN

LOCKPORT, La.–Bollinger Shipyards LLC (“Bollinger”) will construct a state-of-the-art, floating dry dock for General Dynamics Electric Boat to support the construction and maintenance of the United States' new Columbia-class ballistic-missile submarines, the company said in a Sept. 16 release.

“Bollinger Shipyards is pleased to expand our current relationship with Electric Boat and to play a critical role in increasing the number of U.S. built dry docks to meet the expanding need to modernize and refurbish our nation's aging fleet,” said Ben Bordelon, Bollinger president and chief executive officer. “We're honored to have been selected to build this dry dock, which will be a national asset, to meet the complex needs of our Navy's fleet modernization plans. To build 21st century American vessels, it requires 21st century American tools and equipment manufactured here in the United States. Bollinger is committed to continuing to be a leader in pushing our industry forward and ensuring that the U.S. industrial base is fully self-sufficient.”

The detail design engineering will be performed at the Bollinger facility in Lockport, Louisiana. The concept and contract design for the 618-foot-by-140-foot dry dock was performed by the Bristol Harbor Group in Rhode Island. The dry dock is scheduled to be delivered to Electric Boat's Groton Connecticut shipyard in 2024.

Electric Boat is the prime contractor on the design and build of the of the Columbia Class submarine, which will replace the aging Ohio-class ballistic-missile submarines.

This is Bollinger Shipyards' second contract awarded with General Dynamics Electric Boat. In late 2019, Bollinger Shipyards was selected to construct the 395ft x 100ft Ocean Transport Barge for Electric Boat, scheduled to be delivered in 2021.

    July 2, 2020 - TNO has signed a contract with ESA to demonstrate cutting-edge optical communication technologies for future terabit-per-second telecom satellites. The TOmCAT project (Terabit Optical Communication Adaptive Terminal) will enable high-throughput laser communication between ground stations and satellites. This project is Phase 2 of TOmCAT, which started in 2017. It brings together key players in the Space and High-Tech industries, including: TNO, Airbus Defence & Space Netherlands, FSO Instruments (consortium partner Demcon), Hittech Multin (NL), Celestia-STS (NL), MPB Communications (CA), Airbus DS SAS (FR) and Eutelsat (FR), SES (LU). TOmCAT is a co-funded activity in which TNO, the companies involved, the Canadian Space Agency and the Netherlands Space Office invest through the ESAs ARTES Strategic Programme Line ScyLight. Key technologies include high-bandwidth adaptive optics, thermally stable opto-mechanics, high-power photonics, and high-throughput optical transceivers. TNO Space aims to enable secure broadband connectivity that will support the growing demand for data and increase communication efficiency. We also help stimulate economic growth in the Netherlands and Europe by enabling companies to realise new products, generate new business and improve their competitive position. TOmCAT is one example of these goals in practice. HOW DOES TNO CONTRIBUTE TO TOMCAT? TNO brings all parties together and integrates all expertise to: 1) Design the end-to-end Optical Feeder Link for high-throughput satellites. 2) Build and test cutting-edge technologies required for future Terabit Optical Ground Stations. 3) Build an end-to-end Optical Ground Terminal demonstrator and test it in a 10 km ground-to-ground link. This will show the technical feasibility of future terabit-per-second laser communication between ground and satellite terminals. TNO considers development in the TOmCAT project to be a major and important step towards the realisation of commercial Optical Ground Terminals and Optical Ground Stations for high-throughput Optical Feeder Links. Furthermore, TNO will work in the coming period, in parallel with TOmCAT phase 2, with Airbus Defence & Space Netherlands on business development and, in collaboration, position Airbus DS NL as future Original Equipment Manufacturer (OEMer) of these Optical Ground Terminals and Optical Ground Stations. TECHNOLOGY AND APPLICATION TOmCAT is a technology development project with the end goal of developing a commercial optical ground station product. With high-data-rate laser links, this ground station can communicate with the next generation of Very High Throughput Satellites. One of the innovative elements of TOmCAT is its ability to pre-correct the laser light with adaptive optics. When light moves between the surface of the Earth and space, it gets distorted due to the fluctuations in the atmosphere. TOmCAT measures the distortion of the received laser light from the satellite, and by applying the inverse of this distortion to the transmitted light, a robust communication link can be established. In order to enable this, high speed adaptive optics is required. An important objective for the project is to build a demonstrator to test and prove this concept.     Une législation américaine bloque la vente de «Rafale» à l'Egypte par la France

    L'information a été révélée par le journal économique français La Tribune. Une nouvelle vente de « Rafale » en Egypte serait bloquée à cause des Etats-Unis. Washington brandit sa législation sur les exportations d'armement pour compromettre la vente de missiles de croisière européen « Scalp » que l'armée égyptienne souhaite à tout prix monter sur ses « Rafale ». Jusqu'à la révolution égyptienne, Le Caire était un très bon client des Etats-Unis, mais les Français et les Russes ont effectué depuis une impressionnante percée dans ce pays. Les autorités françaises essayeraient donc de trouver un arrangement avec les Américains, pour qu'ils autorisent l'exportation vers l'Egypte, de composants fabriqués aux Etats-Unis entrant dans la fabrication de missiles européens. C'est l'un des arguments de poids, des industriels de l'armement sur le vieux continent. « Acheter Européen, pour se soustraire à la domination américaine ». Mais les choses ne sont pas si simples, car les Etats-Unis disposent d'une carte maitresse dans leur jeu, la norme ITAR (International Traffic in Arms Regulation) destinée à réguler leurs ventes d'armes dans le monde. Le problème, c'est qu'elle ne concerne pas uniquement les matériels fabriqués aux Etats-Unis, mais qu'elle peut s'appliquer à tout système d'arme étranger incorporant un composant américain. Dans le cas de l'Egypte, Washington s'offusquerait de la vente de missiles MBDA Scalp assemblés dans une usine du Loir-et-Cher dans le centre de la France mais dans lesquels se cachent des éléments fabriqués aux Etats-Unis. Il s'agit souvent de petites puces électroniques. La question s'était déjà posée quand la France voulait vendre des Rafale au Brésil, mais cela n'avait finalement pas pesé significativement sur la négociation. Joint par RFI, le Groupe Dassault certifie qu'il n'y a pas de composants américains dans ses avions de combat, mais qu'il y en a effectivement dans les missiles de croisières qu'emporte le Rafale. L'application de la norme ITAR, n'est toutefois pas toujours aussi rigide.
