Boeing, Airbus pair up to bid for UK's helicopter contract

U.S. planemaker Boeing Co and its European rival Airbus SE have teamed up to bid for a UK government contract that would provide helicopters for the Royal Air Force and British Army, the companies said on Monday.

    KC-135s and C-130Js are the next aircraft to enter the Air Force’s data-driven maintenance program

    By: Jeff Martin The KC-135 refueling tanker and the C-130J airlifter will be the next two aircraft to be part of the Air Force's predictive maintenance program, part of the service's effort to do maintenance before airplanes break--and improve mission capable and availability rates, according to Air Mobility Command's logistics director. "The bottom line is to get to where we are scheduling all of our maintenance, rather than reacting to the maintenance,' said Brig. Gen. Steven Blaymaier, who oversees Air Mobility Command's logistics, engineering and force protection, in an interview at the 2018 Airlift Tanker Association symposium outside Dallas, Texas. “We want our units to achieve their mission-capable rates on a sustained basis.” According to the latest available data, from FY2017, the KC-135 fleet had, on average, a 74 percent mission capable rate, and the C-130J fleet had a 77 percent mission capable rate. As for the rest of the mobility fleet, by that same data, the C-5M fleet stood at 60 percent, the C-130H fleet was at 73 percent, and the C-17 fleet was at 84 percent mission capable. The concept, known as conditions based maintenance, has already been rolled out to the C-5 fleet within AMC, and the B-1 fleet in Air Force Global Strike Command. It uses algorithms based on reams of data to create models to predict when a part might break, rather than waiting for it to fail. Its a standard practice in the commercial aviation industry, and is now making its way into the Air Force. Blaymaier says the KC-135 fleet will join the program in spring of 2019, and the C-130J fleet will follow in the summer. Blaymaier also added that the other aircraft in AMC's fleet would be joining the program eventually, like the C-17 and KC-10. “They're all in work at their program offices right now,” he said. “What we learn from C-5 will be incorporated into the other aircraft.” Blaymaier also said the Air Force was modelling their effort after Delta Airlines's Tech Ops division's procedures, and that the service was at the beginning or “crawl stage” of the process. He also noted that Delta took “eight years” to get achieve the results they were looking for, and that the Air Force was working on that path. In September, Lt. Gen. Robert McMurray, commander of the Air Force Sustainment Center, told Defense News that the conditions-based maintenance program was critical to increasing the readiness of the Air Force's aircraft. "Given the aging fleet situation that we have, we probably need to be using data better to take care of it — which is a drive toward what most everyone right now is saying is the right way to manage fleet sustainment, which is through condition-based maintenance and data analytics,” he said at the time. Another benefit Blaymaier described was that the service will be able to track maintenance needs by individual aircraft, rather than by a general fleet-wide standard. That could reduce time in depots and increase mission capable rates, a top priority of senior Pentagon leaders. “As we move forward with conditions based maintenance plus (CBM+) and predictive analytics, we'll be able to know by tail number which parts are going to fail on certain aircraft," he said."It'll be much more surgical [and] operational."     Belgique : Les retombées du contrat F-35 commencent à se concrétiser

Paradoxe du contrat belge: des filiales de groupes français devraient monter à bord du programme F-35. Près d'un an après la décision du gouvernement belge d'acquérir 34 appareils de combat américains F-35, l'industrie aéronautique belge commence à apercevoir les premiers bénéfices de cette commande. Trois accords industriels ont en effet été conclus par le groupe américain de défense Lockheed Martin avec des entreprises belges dans le cadre de potentielles retombées économiques liées à ce contrat de 3,8 milliards, a indiqué lundi un responsable de Lockheed, Yung Le. Le groupe Sabca, présent dans les trois Régions du pays et la société bruxelloise Ilias Solutions, spécialisée dans les logiciels logistiques, ont chacun signé dimanche un accord de coopération industrielle avec le géant américain. Une initiative qui leur donne un ticket d'entrée pour rejoindre le programme F-35. Les accords signés ne sont pas encore des contrats en bonne et due forme. Mais ils permettent aux entreprises retenues de se positionner en tant que fournisseurs potentiels de Lockheed, de ses filiales et de ses partenaires. L'accord avec Ilias Solution semble néanmoins le plus avancé, puisque son directeur général, Jean-Pierre Wildschut, a indiqué que son entreprise pouvait espérer conclure des contrats avec Lockheed Martin à hauteur de 5 millions de dollars par an, soit une croissance de 15 à 20% au cours des cinq prochaines années. Ilias Solution, qui a débuté ses activités dans la foulée du contrat du F-16, espère que cet accord avec LM ouvrira la voie à d'autres missions au service des flottes d'autres pays, pour les F-35 et éventuellement d'autres plateformes. L'accord conclu avec la Sabca porte quant à lui sur des systèmes d'actionnement (servo-commandes), une compétence que le constructeur belge, qui fournit des actuateurs pour les lanceurs spatiaux européens, aimerait développer dans le secteur de l'aviation (lire ci-dessous). Des projets complexes En juin, Sabena Aerospace (Zaventem), spécialisée dans la maintenance aéronautique, avait obtenu de Lockheed Martin la prolongation pour dix ans de son statut de centre de service agréé pour l'entretien et la mise à niveau des avions de transport C-130 Hercules, eux aussi contruits par le groupe américain. À cela, a rappelé Yung Le, il faut ajouter un contrat concret accordé il y a deux ans à Asco – soit avant la décision belge d'opter pour le F-35 – par Fokker Technologies, une entreprise néerlandaise appartenant au groupe britannique GKN Aerospace, pour la fourniture d'ailerons haute vitesse pour le F-35. "Nous voulons accélérer ces accords" avec d'autres entreprises car dès qu'ils sont conclus, l'industrie belge peut travailler sur le programme F-35, a ajouté Yung Le, en rappelant qu'environ 35 projets de coopération avaient été identifiés dans le cadre de la préservation des "intérêts essentiels de sécurité" invoqués par la Belgique pour obtenir des retombées économiques liées à l'achat du F-35. "Certains de ces projets sont simples, d'autres complexes. Certains concernent des petites entreprises, d'autres des grandes", a commenté le responsable américain, conscient de l'impatience des industriels belges. L'un des gros contrats attendus concerne Sabca, Sonaca et Asco. Les trois poids lourds belges du secteur sont associés pour tenter de décrocher la fabrication de volets horizontaux mobiles à l'arrière du F-35. "Mais jusqu'ici, on n'a aucune idée de combien de pièces il pourrait s'agir, ni à partir de quand", déplore un responsable d'une des trois entreprises concernées. De son côté, Safran Aero Boosters, la filiale liégeoise du motoriste français Safran, est engagée dans une dynamique similaire avec Pratt & Whitney, fabricant du moteur F135 qui équipe le chasseur américain. Les deux entreprises ont également signé ces derniers jours un accord actant leur intention de formaliser des opportunités de collaboration – sans les nommer – sur le moteur F135.     Government watchdog warns of cost and technical risk for next-gen combat vehicle effort

    By: Jen Judson WASHINGTON — The Government Accountability Office is warning the Army its approach to cost estimates and technical development for its Optionally Manned Fighting Vehicle program is risky and should be amended, according to an August 6 report. The Army has already struggled to get the OMFV program, intended to replace the Bradley Fighting Vehicle, off the ground, canceling its previous solicitation to compete after receiving just one bid from General Dynamics Land Systems last fall. And GAO, in its report, is concerned that the service's newest attempt to get after delivering an OMFV comes with risk because the program documentation “does not clearly communicate the uncertainty associated with projected costs” and limits the program's “ability to gather the knowledge to effectively mitigate risk associated with system design maturity.” For one, the Army has come up with a singular cost estimate for the life-cycle of the program rather than a range of potential costs that takes uncertainty into account, according to the report. The OMFV program cost estimate, the report notes, is roughly $46 billion in fiscal 2019 dollars. “Our past work has determined that a point estimate alone is insufficient for managers to make informed decisions about the cost of a program,” the GAO writes. “For informed decisions, the cost estimate must reflect a degree of uncertainty, typically achieved through an uncertainty analysis, so that level of confidence can be given about the estimate.” For example, the OMFV program will be optionally manned, “which adds complexity and unknowns to the design as no vehicle like this currently exists in the Army's ground vehicle fleet,” the GAO said. “But the uncertainty surrounding this complex design is not reflected in the point estimate.” And because of this “decision makers are left making choices without a clear understanding of the impact on costs and may not be able to accurately budget for the program,” the report states. The constrained development schedule for OMFV is also a cause for concern as it inevitably drives risk into the program. GAO notes the Army had laid out, in its previous solicitation, a plan to design and demonstrate an OMFV prototype in three years and three months, but has since spread the schedule out a bit more with the relaunch of the program and now plans to complete system development and prototype demonstration in “close to” five years. The new solicitation also lays out a five-phase effort that will allow the Army to reassess the process at certain checkpoints throughout development, according to the report. The GAO also found promise in the Army's plan to use a modular open systems architecture to incorporate incremental upgrades. In the Army's previous plan for OMFV it also planned to use a mix of existing and new technologies but, the GAO report states, the program did not include plans to complete an independent technology readiness assessment until it was approaching a production decision. According to the Office of the Under Secretary for Defense for Acquisition and Sustainment, in a report to Congress, “the least mature technology for OMFV had only been demonstrated at the component level in a laboratory environment,” the report notes, adding that the level of technology maturity would require “significant” additional development before it could be added to a weapon system. “The Army is maturing, or has plans to mature, individual technologies to a level lower than the threshold recommended by leading practices before beginning system development,” the report says. “This creates a danger of limited insight into key technology risks.” Critical technologies, GAO states, should be demonstrated in “an operational or realistic environment — not simply in a relevant environment — prior to their incorporation into a system design to ensure that they work as intended for the end-user.” The GAO adds, based on past experience, that without proving out technology at that level, the Army risks the possibility that new capabilities won't work as planned and will require further maturation, which results in schedule slips and rising costs. In the previous competition, OMFV didn't hold a systems engineering design review before beginning system development and the Army canceled the solicitation “in part due to the conclusion that contractors could not complete a system design that met requirements within the given schedule,” the report notes, which “illustrates the risk of beginning system development without conducting a systems engineering design review.” Program officials told the GAO that the program office and requirements developers “may have misjudged the ability of contractors to integrate the desired technology within the given schedule.” The GAO recommends the Army secretary direct the OMFV program office to include a range of cost estimates to support a range of possible outcomes as well as conduct systems engineering reviews at key decision points. The report also lays out similar findings on the Mobile Protected Firepower program, which is heading into competitive prototype testing this summer. General Dynamics Land Systems and BAE Systems are competing to build the new light tank for Army infantry.
