    David B. Larter WASHINGTON — A rash of technical and safety problems has left the U.S. Navy's fleet short by about 90 fighter pilots. Fixing the issue is an uphill battle, a top aviator said last week. The Navy has seen a slew of issues, including problems with the oxygen flow to the pilots causing negative and unsafe physiological responses in pilots and trainees, as well as readiness and engine trouble with aircraft. All of this has extended the time it takes to create a fighter pilot from three to four years, and the issues have created a gap in the number of pilots in the fleet, naval air training chief Rear Adm. Robert Westendorff said at a virtual Tailhook symposium on Saturday. “We can't just snap our fingers and produce those immediately. The time to train of a strike fighter pilot is about three years; due to the bottlenecks we've had, its getting closer to four years,” Westendorff said. “We're doing everything we can to get that back down to the three-year mark. But the recovery plan is a three-year plan. And if we stay on track, it should take us about three years.” An issue with the T-45′s engines “dramatically reduced” the availability of the aircraft this year, but the program is getting back on track, Westendorff said. Additionally, the general shortfall of F/A-18 Super Hornets throughout the fleet has impacted training, but Naval Aviation has been focused on bringing those numbers back up in recent years by fixing jets unable to fly for mechanical reasons. Naval air training has been beset in recent years with controversy over the so-called physiological episodes, the cause of which has been very hard to pin down.     U.S. arms makers and medical device firms team up to make ventilators

    WASHINGTON (Reuters) - U.S. weapons makers have teamed up with medical device companies to increase the supply of ventilators that can be used to combat the coronavirus pandemic, people working on the project said. The two groups do not regularly partner on projects, but when a defense industry consultant with an engineering background realized weapons makers could help solve supply-chain problems within the U.S. ventilator industry, the creation of Vent Connect was set in motion and is set to be announced on Monday, the people said. The idea gathered momentum when industry associations like the Aerospace Industries Association, which represents plane makers and defense contractors including Lockheed Martin Corp (LMT.N) and General Dynamics Corp (GD.N), teamed up with AdvaMed, the Advanced Medical Technology Association, whose members include vent manufacturers. A handful of ventilator makers including ResMed Inc (RMD.N), and Zoll, an Asahi Kasei Corp (3407.T) company, post requests in the ventilator parts marketplace to a group of 60 weapons and airplane makers to help meet surging demand for the life-saving machines, an AdvaMed representative said. Working since March to cut through challenges as varied as how to handle intellectual property, confidentiality issues, cybersecurity and logistics, the two associations created the marketplace that is now serving as a new avenue for the ventilator supply chain. The defense companies involved in the project did not want their names published because they did not want to appear to seek credit for their efforts. At its outset, the task was gargantuan. One ventilator maker, Medtronic (MDT.N), released a parts list with over 1,500 items to see if there was any crossover with the defense supply chain, two of the people said. Alphabet Inc's Google (GOOGL.O) was brought in to help set up a website so that the companies could better coordinate online. The two industries share some common equipment. For example, fighter jets use pressure sensors to regulate oxygen to their face masks, which are also a key element in a ventilator to ensure that the rhythm of a patient's breathing pattern is monitored and maintained for the person's comfort. The efforts to try to stem the ventilator shortage are being worked on by the U.S. Army as well.     MDA director provides rough sketch of possible space-based missile defense sensor layer

    By: Jen Judson HUNTSVILLE, Ala. — Missile defense leaders within the Pentagon as well as Congress are pushing for more missile defense capability in space and the Missile Defense Agency Director Gen. Samuel Greaves laid out a rough idea of what a space-based missile defense sensor layercould look like. The missile defense community has been talking “seriously” about a sensor layer in space “actively over the last year,” Greaves said in an August 8 speech at the Space and Missile Defense Symposium. While many decisions still have to be made regarding requirements definitions, development paths and the acquisition process, “the key thing,” Greaves said, “is that there is serious consideration and support being given to the need to deploy these space sensors because we must do so.” Greaves laid out a very rough sketch of what the agency is looking for to build a robust sensor layer. First, the MDA might use something like a current system from the U.S. Air Force — the Overhead Persistent Infrared OPIR Global Scanning system — to alert and characterize activity in space, essentially “to be the bell ringer if something is going on,” Greaves said.
