    Families of health workers in Quebec driving grassroots campaign to get pandemic equipment to hospitals Murray Brewster Guillaume Tardif, a soon-to-be-retired army tank officer, quietly but frantically combed the internet in January as coronavirus reports coming out of Wuhan, China became more alarming. Even then, he was convinced a viral storm was approaching and was determined to do everything possible to protect his wife, a Montreal emergency room physician — up to and including the purchase of reusable face masks. Tardif, a captain who served in Afghanistan, has been at the forefront of an unusual grassroots campaign in Quebec — driven by the families of frightened health care workers — to mobilize the provincial and federal governments to requisition industrially-certified respirators from idled industries and suppliers. He spent over $800 out of his own pocket to equip his wife with personal protective equipment (PPE) for the daily battle against coronavirus. "She's the love of my life," Tardif said in an interview. "She's the mother of my children and I'm going to make sure that I do everything possible for her to come home every night and us to get through this." (Staff at the hospital where his spouse works have been warned not to talk to the media and CBC News has agreed not to publish Tardif's wife name, or the name of the facility where she works.) Tapping into industrial supplies Other families in the medical community have followed Tardif's lead by buying up large stocks of industrial masks and respirators locally, and donating them. Earlier this week, the federal government announced an ambitious $2 billion plan to swiftly increase the stock of personal protective equipment for frontline health-care workers caring for critically-ill and dying patients. Quebec Premier François Legault said Tuesday the province has three to four days before it runs out of some personal protective equipment (PPE), but that the province has orders that are expected to arrive in the coming days. The province went through a year's worth of PPE in a matter of weeks because of the surge in COVID-19 cases. The question of whether the federal stockpile of equipment is adequate has been on federal Health Minister Patty Hajdu's mind. "No we likely do not have enough," she told the daily media briefing Wednesday. "I think federal governments for decades have been underfunding things like public health preparedness and I would say that obviously governments all across the world are in the same exact situation." In all likelihood, it will be weeks before suppliers, old and new, can ramp up production of vital equipment such as medically-certified N95 masks, which many doctors and nurses throughout the country are being forced to ration and reuse. Tardif argues there is a large alternative supply of identical industrial-grade masks and respirators that can be requisitioned by the federal government and the provinces in the meantime. "We need to take every chance to avoid running out of PPE and in my opinion that involves requisitioning every device that's out there," he said. It's a good idea, says doctor Dr. Andrew Willmore, medical director of emergency management at the Ottawa Hospital, said having the provinces or the federal government coordinate the collection of industrial protective equipment is a very good idea. "I think it's absolutely useful," Willmore said. "I think it's a very important role, both federal and provincial, to be able to enact the appropriate legislative measures by which they can really dig down into industry and create a pool of resources that can be distributed equitably in a way that supports the health care system as a whole." Both 3M, the manufacturer of the N95, and Health Canada have said industrial masks — the kind used in construction, factories and paint shops, where fumes are a problem — are a suitable emergency substitute. Prime Minister Justin Trudeau said Thursday that major shipments of protective equipment, including millions of masks, have started to arrive — one shipment landed on Wednesday — and federal officials are in the process of conducting inventory and getting the equipment out to the provinces. "We will be there to support the provinces and territories with whatever they need," he said during his daily media briefing. "This includes sending personal protective equipment and other supports for the health care system." The shortage of protective equipment for hospital staff was to be the subject of a teleconference between Trudeau and the premiers Thursday night. Willmore said the Ottawa Hospital has reached out to some local businesses in the hopes of laying its hands on an industrial supply. In other parts of the country, major industrial concerns have stepped forward. Honda Canada donated 1,200 masks to the Royal Victoria Hospital in Barrie, Ont., and a further 1,000 and 40,000 pairs of gloves to the Stevenson Memorial Hospital in Alliston, Ont. 'A single point of failure' Tardif said his research suggests that's a fraction of the industrial stock across the country and it's the federal government's responsibility to step in and coordinate a nationwide drive. Shortages of protective equipment for health care staff in a pandemic create "a single point of failure" for the whole system because it either puts doctors, nurses and technicians in danger or leaves them unable to provide care, Willmore said, adding that "the highest levels of government" need to engage with the problem. It has been suggested that giving health care staff reusable respirators, such as the 3M-manufactured 6000, would help cut down on the use of disposable masks. Willmore said that depends on the environment and the patient being treated, noting that there's a danger involved in overusing some equipment. Cost and availability are other factors. "These are expensive pieces of equipment and they're difficult to source, especially since there's been a pull to purchase such equipment," he said. The Canadian government is inviting aerospace and other interested companies to qualify for the Strategic Tanker Transport Capability (STTC) project. Public Services and Procurement Canada (PSPC) posted the notice on the government Buy and Sell website Feb. 12 as a first step in a three-phase procurement process to replace the Royal Canadian Air Force (RCAF) CC-150 Polaris strategic airlift fleet. The invitation to qualify (ITQ), which closes on Feb. 26, is intended to identify respondents able to meet the project's security and other core requirements before moving to the tender phase. Once a qualified suppliers list is established, Procurement Canada and the Air Force will then review and refine the project requirements with companies before developing a draft request for proposal (RFP), to be issued by fall 2021. The review phase “is intended to be a collaborative process and may involve interactions such as workshops, one-on-one sessions (commercially confidential meetings), and written questions and answers,” according to the ITQ documents. “Canada will consider the feedback provided by qualified suppliers.” A formal RFP, the third phase, is expected by late 2021 or early 2022. While the process means only qualified suppliers will be invited to submit bids, the government “reserves the right . . . to re-evaluate any aspect of the qualification of any Qualified Supplier at any time during the aircraft procurement process and change their status to ‘unqualified' if they no longer meet the requirements provided in this ITQ,” according to the document. In addition, “Canada may, at its sole discretion, re-open Phase 1 – ITQ.” The RCAF is seeking a multi-role platform that can be configured for air-to-air refueling, personnel airlift, strategic government transport, aeromedical evacuations and freight movement, among other roles. The aircraft may also be used to support disaster relief, search-and-rescue and contributions to peace operations; it must also include the capacity to detect, avoid and defeat air-to-air and air-to-ground threats. In its tanker role, the aircraft must be able to refuel allied fighter jets on NATO and NORAD operations. Though the ITQ does not specify a quantity, the fleet must be large enough to concurrently provide support to three lines of tasking of “unrestricted global air mobility movements” over a 24-hour period. The STTC project was outlined in the Liberal government's June 2017 defense policy as initiative 47 to recapitalize strategic tanking and airlift with a next generation platform to replace the CC-150. The Polaris is a modified variant of the Airbus A310-300 built in the late 1980s, and operated by 437 Transport Squadron at 8 Wing Trenton, Ontario. A fleet of five was acquired in 1992 from Canadian Airlines, and two were converted to tankers in 2008. While the two CC-150Ts have been providing air-to-air refueling globally (their crucial role alongside other coalition tankers in the fight against ISIS in Iraq and Syria was highlighted in a recent RAND research brief), they only recently received full operational capability to conduct mid-air refueling on NORAD operations — a role that had previously only been done by the CC-130H Hercules tankers operated by 435 Transport and Rescue Squadron from 17 Wing Winnipeg, Manitoba, and U.S. Air Force aircraft. Boeing and Airbus have indicated interest in the program. Boeing is offering the KC-46 Pegasus, a militarized variant of the 767 widebody, while Airbus is promoting the A330 multirole tanker transport (MRTT), a variant of the A330-200 airframe. CBC has reported the government may also be assessing “whether any deal can be found among commercial airlines that are currently looking for financial relief from Ottawa,” including Air Canada. “We look forward to working with the government of Canada and engaging in [the] Strategic Tanker Transport Capability project,” Boeing Defense, Space & Security said in a statement. “Boeing's KC-46A is a wide-body, multi-role tanker, and is already certified to refuel Canadian, allied and coalition military aircraft. In addition to serving as an aerial refueling tanker, the KC-46 can be configured to accommodate cargo, passengers, or to serve as an aero-medical evacuation aircraft or any combination of all three. . . . The KC-46 offers superior interoperability, supportability and affordability benefits – coupled with a robust industry plan that will bring real, guaranteed jobs to companies all across Canada. With 183 aircraft on order and growing international interest, we expect the fleet to surpass 200 aircraft by 2029.” “We welcome Canada's invitation to qualify for the Strategic Tanker Transport Capability project,” said Simon Jacques, president of Airbus Defence and Space Canada, in a statement. “We believe that our A330 MRTT multirole-tanker is the best option in the market, and are confident that our offer will fulfill all current and future requirements for this key capability for the RCAF.” Prospective bidders will be expected to provide aircrew and maintenance training programs, and establish initial sustainment and long-term in-service support “that assures operational readiness and maintains mission effectiveness of the capability throughout its service life,” according to the ITQ. As part of the STTC project, the Air Force will improve infrastructure for 437 Squadron. In December, the government released an advanced procurement notice for a new or renovated hangar at the main operating base in Trenton, as well as upgrades to the apron and taxiways. A request for proposals is expected by summer 2021. Contenders will also have to comply with Canada's Industrial and Technological Benefits policy, which requires the successful bidder to make investments in Canadian industry and academic research equal to the value of the contract.     Murray Brewster · CBC News Online attacks on Canada's financial system could become far more destructive as more militaries around the globe get involved in cyber operations, a security expert and former CIA analyst told a House of Commons committee Wednesday. Christopher Porter, the chief intelligence strategist for the cyber security company Fireeye, Inc., testified that as NATO countries share their expertise on how to defend against and defeat online threats, "major cyber powers outside the alliance" will likely do the same. The consequences, he said, could be dire. The West's imposition of sanctions on "some countries" has in the past been met with denial-of-service attacks on financial services websites, he said — attacks that have only been disruptive. "In the future, they may respond with destructive attacks aimed at permanently disabling financial services or altering data in ways that undermine trust in the global financial system, such as by delaying or impairing the trustworthy settlement of collateralized government debt," Porter said. "For countries sufficiently sanctioned and therefore increasingly outside that financial system anyway, there is little incentive not to do so during a confrontation." Where the threat comes from He did not name the countries he believes pose an imminent threat, but North Korea, Russia and Iran are widely known to possess sophisticated cyber capabilities and — in some cases — loose associations with groups of private hackers. The Commons public safety committee is studying security in the financial sector. Wednesday's hearing focused on online threats. "I am gravely concerned about the militarization of cyber operations," said Porter, who spent nearly nine years at the CIA and served as the cyber threat intelligence briefer to White House National Security Council staff. "(The) proliferation of cutting-edge offensive cyber power, combined with an increased willingness to use it with minimal blowback and spiraling distrust, has set the stage for more disruptive and destabilizing cyber events, possibly in the near future." The cyber espionage threat Canada faces is still "moderate," said Porter, but his organization has noted at least 10 groups from China, Russia and Iran that have targeted Canada in the last few years. His grim assessment was echoed by another private sector expert who appeared before the committee. Jonathan Reiber, head of cybersecurity at Illumio, an American business data center, said most of Washington's efforts to get everyone to step back from the cyber-warfare brink have gone nowhere. He also suggested that online militarization was inevitable. "Adversaries have escalated in cyberspace, despite U.S. efforts at deterrence," he said. The United States, Canada and other western nations must take a more aggressive stance to deter cyber aggression by "defending forward" and conducting offensive cyber operations to disrupt hacking, Reiber said. The Liberal government's defence policy, released in June 2017, gave the Canadian military permission to conduct those kinds of operations. "Nation states have the right to defend themselves in cyberspace just as they do in other domains," Reiber said. Mutual defence Determining the point at which a online attack provokes a real world military response is something that NATO and many western countries have been grappling with over the last five years. The alliance has a mutual assistance clause, known as Article 5, which requires NATO nations to aid an ally under attack. Liberal MP John McKay, head of the public safety committee, asked whether NATO's decision-making mechanisms are nimble enough to keep pace with cyber attacks. Porter said he believes the system is sound. The challenge, he said, is to get all allies on the same page. "I think a bigger issue is who is going to call for such a response and under what circumstances," he said. "In the States, I think, you're always waiting for a cyber Pearl Harbour destructive event."
