    OMFV: Army Wants Smaller Crew, More Automation

    The draft RFP for the Bradley replacement, out today, also opens the possibility for a government design team to compete with private industry. By SYDNEY J. FREEDBERG JR.on July 17, 2020 at 1:51 PM WASHINGTON: The Army is giving industry a lot of freedom in their designs for its future armored troop transport, letting them pick the gun, weight, number of passengers and more. But there's one big exception. While the current M2 Bradley has three crew members – commander, gunner, and driver – a draft Request For Proposals released today says that its future replacement, the OMFV, must be able to fight with two. Fewer humans means more automation. It's an ambitious goal, especially for a program the Army already had to reboot and start over once. The other fascinating wrinkle in the RFP is that the Army reserves the right to form its own design team and let it compete against the private-sector contractors. This government design team would be independent of any Army command to avoid conflicts of interest. If the Army does submit its own design, that would be a major departure from longstanding Pentagon practice. But the Army has invested heavily in technologies from 50mm cannon to automated targeting algorithms to engines, so it's not impossible for a government team to put all that government intellectual property together into a complete design. The Army has embraced automation from the beginning of the Bradley replacement program, and that's been consistent before and after January's decision to reboot. OMFV's very name, Optionally Manned Fighting Vehicle, refers to the service's desire to have the option to operate the vehicle, in some situations, by remote control – eventually. But an unmanned mode remains an aspiration for future upgrades, not a hard-and-fast requirement for the initial version of the vehicle scheduled to enter service in 2028. By contrast, the two-person crew is one of the few hard-and-fast requirements in the draft RFP released this morning. It's all the more remarkable because there few such requirements in the RFP or its extensive technical annexes (which are not public). Instead, in most cases, the Army lays out the broad performance characteristics it desires and gives industry a lot of leeway in how to achieve them. That's a deliberate departure from traditional weapons programs, which lay out a long and detailed list of technical requirements. But the Army tried that prescriptive approach on OMFV and it didn't work. Last year, in its first attempt to build the OMFV, the Army insisted that industry build – at its own expense – a prototype light enough that you could fit two on an Air Force C-17 transport, yet it had to be tough enough to survive a fight with Russian mechanized units in Eastern Europe. Only one company, General Dynamics, even tried to deliver a vehicle built to that specification and the Army decided they didn't succeed. So the Army started over. It decided heavy armor was more important than air transportability, so it dropped the requirement to fit two OMFVs on a single C-17; now it'll be satisfied if a C-17 can carry one. In fact, it decided rigid technical requirements were a bad idea in general because it limited industry's opportunity to offer ingenious new solutions to the Army's problems, so the service replaced them wherever it could with broadly defined goals called characteristics. And yet the new draft RFP does include a strict and technologically ambitious requirement: the two-person crew. Now, since the OMFV is a transport, it'll have more people aboard much of the time, and when an infantry squad is embarked, one of them will have access to the vehicle's sensors and be able to assist the crew. But when the passengers get out to fight on foot, there'll just be two people left to operate the vehicle. A two-person crew isn't just a departure from the Bradley. This is a departure from best practice in armored vehicle design dating back to World War II. In 1940, when Germany invaded France, the French actually had more tanks, including some much better armed and armored than most German machines. But a lot of the French tanks had two-man crews. There was a driver, seated in the hull, and a single harried soldier in the turret who had to spot the enemy, aim the gun, and load the ammunition. By contrast, most German tanks split those tasks among three men – a commander, a gunner, and a loader – which meant they consistently outmaneuvered and outfought the overburdened French tankers. A lot of modern vehicles don't need a loader, because a mechanical feed reloads automatically. But in everything from the Bradley to Soviet tanks, the minimum crew is three: driver, gunner, and commander. That way the driver can focus on the terrain ahead, the gunner can focus on the target currently in his sights, and the commander can watch for danger in all directions. A two-person crew can't split tasks that way, risking cognitive overload – which means a greater risk that no one spots a threat until it's too late. So how do fighter jets and combat helicopters survive, since most of them have one or two crew at most? The answer is extensive training and expensive technology. If the Army wants a two-person crew in its OMFV, the crew compartment may have to look less like a Bradley and more like an Apache gunship, with weapons automatically pointing wherever the operator looks. The Army's even developing a robotic targeting assistant called ATLAS, which spots potential targets on its sensors, decides the biggest threat and automatically brings the gun to bear – but only fires if a human operator gives the order. Now, industry does not have to solve these problems right away. The current document is a draft Request For Proposals, meaning that the Army is seeking feedback from interested companies. If enough potential competitors say the two-man crew is too hard, the Army might drop that requirement. The current schedule gives the Army about nine months, until April 2021, to come out with the final RFP, and only then do companies have to submit their preliminary concepts for the vehicle. The Army will pick several companies to develop “initial digital designs” – detailed computer models of the proposed vehicle – and then refine those designs.     AIR FORCE Transcend Technological Systems LLC, Prattville, Alabama, has been awarded a ceiling $485,000,000 single-award, indefinite-delivery/indefinite-quantity contract for the Hill Enterprise Data Center (HEDC) – sustainment, modernization, and consolidation. This contract provides for sustainment and onboarding support for the HEDC and applications within the HEDC. Work will be performed at Hill Air Force Base, Utah, and expected to be completed July 15, 2027. This award is the result of a competitive acquisition and eight offers were received. Fiscal 2020 operations and maintenance funds in the amount of $2,500 will be obligated on the first task order, which will be awarded immediately after the basic contract. Air Force Sustainment Center Hill AFB, Utah, is the contracting activity (FA8201-20-D-0001). NAVY Kanto Kosan Co. LTD, Kanagawa, Japan (N62649-20-D-0012); and Seaon Environmental LLC, Tempe, Arizona (N62649-20-D-0013), are awarded a not-to-exceed $35,201,535 indefinite-delivery/indefinite-quantity, multiple-award contract that will include terms and conditions for the placement of firm-fixed-price task orders to provide oily wastewater purification services. This will include providing an oily water disposal barge, arranging oil/chemical separating barge consisting of a receiving tank, oil collecting tank, and a minimum of three settling tanks and purifying collected water/oil and discharge to the sea in accordance with applicable regulations in support of the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center, Yokosuka and Commander, Fleet Activities Yokosuka Port Operations. Work will be performed at Commander, Fleet Activities Yokosuka, Yokosuka, Japan. The contracts will run concurrently and will include a one-year base ordering period with four one-year option ordering periods. Naval Supply Systems Command Fleet Logistics Center Yokosuka, Contracting Department, Yokosuka, Japan, is the contracting activity. Raytheon Missiles and Defense, Tucson, Arizona, is awarded a $15,296,009 cost-plus-fixed-fee and firm-fixed-price modification to previously-awarded contract N00024-17-C-5410 to exercise options for engineering and technical services and obsolescence solution in support of Standard Missile-2/6.     The case for robust defense spending

    By: Rep. Rob Wittman President John Adams once wrote: “National defense is one of the cardinal duties of a Statesman.” These words are as true now as they were when they were written in 1815. However, unlike in 1815, the weight of these words seems lost on some in Congress. As Congress moves forward with the National Defense Authorization Act and the passage of the defense appropriations bill, there are irresponsible calls for blanket cuts to defense spending that are either misguided or willfully ignorant of the role the U.S. military plays in maintaining global stability. In a time where China continues its unprecedented aggressive actions, such as pushing into contested territory in India, attempting to subdue Hong Kong and continuing to antagonize partner nations in the South China Sea; where Russia advances its malign global state-building agenda through overt means while simultaneously using paramilitary mercenaries such as the Wagner Group to do the Kremlin's more insidious bidding; where Iran continues to terrorize the Middle East; and where North Korea remains a global nuclear threat, our response cannot be to cut our defense budget by nearly 50 percent, as suggested by some members of Congress. These teams will be stationed at 84 locations around the world. “This is an exciting moment for TEC and its future as an agile, innovative, and resilient center of learning for the total Air Force and the National Guard Bureau,” Col. Kenneth Lozano, the commander of the traning and education center, said. The Air Force has taken a “total Air Force approach” to cyber, to include its cyber mission force teams and mission defense teams, meaning, these forces are made up of combined active duty, guard and reserve forces. Prior training efforts for mission defense teams began at the 223rd Cyberspace Operations Squadron at Little Rock Air Force Base with a Cyber-Protect and -Defend course. The first classes were held in August 2019. The Air Force said to date, the schoolhouse has trained 160 airmen. The goal is for the training and education center at McGhee Tyson to assume 1,000 graduates a year, with the majority of training to transition there in 2022. One of the biggest hurdles thus far, is procuring a range for trainees to operate on. The Air Force is working through the Defense Cybercrimes Center to procure a cyber range and certify instructors. Ultimately, national defense is not just about protecting the homeland — it is about preventing conflicts from escalating, eliminating future threats and deterring those who have malicious intent toward the American people. Unfortunately, the world is not a benevolent place. The United States isn't fighting terrorism in Syria and Iraq for fun, we aren't protecting shipping lanes in the Pacific Ocean because we have nothing else to do, and we aren't working to bring the structural change needed to protect human rights against oppression across the African continent because of boredom. The United States military engages in these operations because no one else will, and we take up the mantle to bring stability to this dangerous world because we support peace and democratic institutions. Bringing stability to the globe and protecting our homeland comes at a price — it requires strong, robust funding of the Department of Defense. This does not mean to suggest there isn't waste, excess or duplicative programs within the Department of Defense. However, we are fortunate right now to have Pentagon leadership in Secretary Mark Esper and Deputy Secretary David Norquist who are tackling this problem head-on through their departmentwide review that has already yielded at least $5.7 billion to be reallocated for higher priorities. On top of this, every year the congressional Armed Services committees continue to work to refine, streamline and root out waste in the Pentagon through reformative NDAA provisions. For example, I led the aircraft carrier block-buy contract that saved nearly $4 billion for the taxpayers, and I have a bill out right now to do multiyear procurement on amphibious ships that would save at least $1 billion. While these are just two examples, one can imagine the type of savings that are to be found if we continue to extrapolate these types of actions out to our defense acquisitions at large. Additionally, Congress must work with the department to examine the audit and eliminate and reduce functions that are redundant or deemed no longer mission-critical, which will save the taxpayers billions of dollars. This is how Congress must address the defense budget — to make it streamlined and effective, and to find the mechanisms and authorities needed to make sure our dollar works harder than the yuan or the ruble. While this anti-defense spending rhetoric may play well for a certain form of politics, we must remember blanket cuts don't cut out the waste, it eliminates the programs that are easiest to cut, necessary training exercises, and emerging programs that are going to make the difference between life and death on the battlefield for our service members. https://www.defensenews.com/opinion/commentary/2020/07/16/the-case-for-robust-defense-spending/

    House defense spending bill would give the MQ-9 Reaper drone a second life

    By: Valerie Insinna WASHINGTON —The House Appropriations Committee is aiming to resuscitate the MQ-9 Reaper program, which the Air Force wants to curtail in fiscal 2021. The committee's version of the FY21 spending bill, which its defense subcommittee will deliberate Wednesday in a closed hearing, would allocate $344 million for 16 MQ-9 Reaper drones. The language is a good sign for the aircraft's manufacturer, General Atomics, which stood to lose hundreds of millions of dollars in sales if the Air Force stopped buying the aircraft. The service in FY20 had planned to buy nine MQ-9s in FY21, 17 in FY22, two in FY23 and three in FY24, but zeroed out all plans to buy additional Reaper drones as part of its FY21 budget request. However, the Reaper isn't home free just yet. The Senate Appropriations Committee has yet to unveil its own version of the legislation, leaving it unclear whether the Senate will concur with the House committee's spending bill. The MQ-9 wasn't the only aircraft program to get a boost from House appropriators. The committee added 12 more F-35s to the budget, for a total of 91 jets and $9.3 billion. The lawmakers are also planning to authorize $965 million for 11 C-130J aircraft — an increase of two planes — and they boosted the number of V-22 Ospreys tilt-rotor aircraft from nine to 11. The bill also beefs up the investment for the UH-60 Black Hawk with an additional $141 million, funding a total of 42 helicopters. The legislation funds three P-8A Poseidon submarine-hunting planes for the Navy Reserve force. Those aircraft were not originally included in the budget. The Navy would get an additional E-2D Advanced Hawkeye, for a total of five planes costing $791 million. The committee also approved $1 billion for nine CH-53K helicopters, two more than the request. Additionally, the legislation would allow U.S. Special Operations Command to begin its Armed Overwatch Program, but the bill summary did not state how much funding would be allotted in FY21. The House committee fully funded most other major military aircraft programs, including money for 50 AH-64 Apache attack helicopters, five CH-47 Chinook Block II cargo helicopters and long-lead funding for additional Chinooks for the Army. The Air Force would get 12 F-15EX fighters, 15 KC-46 tankers and 19 HH-60W combat rescue helicopters.     Defense execs press lead lawmakers for COVID reimbursements

    By: Joe Gould WASHINGTON ― Eighty defense industry executives have written to top congressional leaders to ask for emergency appropriations to reimburse defense contractors' coronavirus-related costs. Led by the Aerospace Industries Association, which represents 300 large and small suppliers to the Department of Defense, the letter called for, “an appropriate level of funding for these reimbursements and respectfully request your support of the Department of Defense's request for emergency funding.” The letter was one of two this week to House Speaker Nancy Pelosi, D-Calif.; Senate Majority Leader Mitch McConnell, R-Ky., their minority party counterparts and the leaders of the defense committees. The other letter came Wednesday from the Professional Services Council, which represents more than 400 government contracting firms. Section 3610 of the Coronavirus Aid, Relief, and Economic Security Act allows firms serving the federal government to seek reimbursement for pandemic-related expenses, but Congress hasn't passed corresponding appropriations. Defense officials have said they need roughly $10 billion and that without added funding from Congress, the Pentagon would have to dip into modernization and readiness funds. Both the PSC and the defense executives called for an extension of the 3610 authorities beyond their Sept. 30 expiration date, to Dec. 31. While federal civilian workers and uniformed personnel will be paid whether they can come to work or not, that's not often the case for contractors, Berteau said. Contractors need the 3610 reimbursements to hold onto highly skilled workers, many with high-level security clearances. “Failure to sustain the employees in that workforce will lead to negative impacts on the agencies which they support as well as on the workers themselves, their families, and their employer companies,” the PSC's president and CEO, David Berteau, said in its letter. “Such a failure could also lead to furloughs and layoffs that would further damage an already faltering economy. Extending Section 3610 authorities will help prevent these negative consequences.” The defense execs, in their letter, said their firms face COVID-19-related costs associated with “travel restrictions, facility closures, social distancing within facilities, enhanced cleaning measures, the purchase of personal protective and sterilization equipment, and costs associated with supply chain disruptions.” The pandemic has created weapons program slowdowns, temporary factory closures and cash flow problems, particularly for smaller firms. The Pentagon was been working in close communication to respond to the problems, largely by making billions of dollars in advance payment to contractors. The AIA-led letter asked for consideration for the Defense Department's request for emergency funding as congressional leaders draft their next tranche of coronavirus aid. “Absorbing the magnitude of the Department's estimated costs without appropriations would threaten recent improvements to readiness, jeopardize critical defense sector jobs which have helped stabilize communities across the country during the pandemic, and further erode the domestic supply base,” the letter reads. “During a period of massive unemployment, the defense industrial base has risen to the challenge and gone above and beyond to keep essential manufacturing sites safe and open, and to ensure critical national security programs are not delayed indefinitely. The defense industrial base continues to be an economic driver during a period when many elements of commercial industry have been shaken by the pandemic.” The advocates appear to face an uphill battle in Congress, where Republicans in particular are skeptical of new deficit spending after already approving aid packages worth trillions. McConnell outlined a proposal last week that made no mention of defense spending or Section 3610.     Key House Democrats want to lock in New START weapons limits

    By: Joe Gould WASHINGTON ― The chairmen of the House foreign affairs and intelligence committees are pushing a measure meant to extend the last remaining U.S.-Russia arms control agreement amid fears President Donald Trump will let it lapse. Led by House Foreign Affairs Committee Chairman Eliot Engel, D-N.Y., the proposal would require congressional approval to increase the nuclear arsenal above the limits of the 2010 New START treaty, if the pact is allowed to expire next year. The measure was offered as an amendment to the 2021 National Defense Authorization Act, which is set for floor consideration next week. Engel's amendment was cosponsored by House Intelligence Committee Chairman Adam Schiff, D-Calif., and House Intelligence, Emerging Threats and Capabilities Subcommittee Chairman Jim Langevin, D-R.I. “This Administration's recklessness has left New START as the only remaining agreement limiting Russia's nuclear weapons. Despite the White House's claims, there's no ‘better deal' with Russia and China on the horizon, and the clock on New START is ticking,” Engel said in a statement. “The president doesn't seem to have a problem with Russia developing more and more nuclear weapons that could strike the United States, so Congress has to do everything we can to keep these protections in place.” The action came days after Russian Foreign Minister Sergey Lavrov warned he's not very optimistic about prospects for an extension because of Washington's focus on making China sign onto the pact. U.S. and Russian envoys held talks last month in Vienna, but Beijing has refused to take part. Engel's amendment states that the U.S. should extend the pact for five years, to an expiration date of February 5, 2026, unless Russia is in material breach of the treaty or if it is replaced by a new, stronger agreement. It also provides the executive branch with permission to continue inspection activities and other transparency measures if New START expires on February 5, 2021, assuming that the government of Russia reciprocates these steps The New START treaty limits each country to no more than 1,550 deployed nuclear warheads and 700 deployed missiles and bombers and envisages sweeping on-site inspections to verify compliance. The amendment would bar funding to increase the arsenal above the treaty limits unless the president notifies Congress in advance of the new military requirements, certifies that the additional deployments are necessary and justifies the deployments, reports the associated costs and operational implications, and requires that any increase in deployed nuclear weapons is subject to a joint resolution of approval. It also requires detailed reports on Russian nuclear forces and, with and eye toward potential growth in China's nuclear arsenal, requires briefings and reports regarding the administration's arms control approach with Beijing, according to a summary. It also requires a presidential certification before New START would lapse that this would serve U.S. national security interests, an assessment whether continuing limits on Russian nuclear forces would serve U.S. interests and a plan for how the U.S. military and intelligence communities will address the post-New START environment, including the potential funding and development of additional nuclear deterrence and intelligence requirements. If Engel's amendment is accepted by the House Rules Committee and adopted by the House, it would almost certainly invite resistance from hawkish supporters of the president during negotiations to reconcile the House and Senate versions of the NDAA. Senate Armed Services Committee's Chairman Jim Inhofe, a proponent of nuclear weapons spending, has historically been a skeptic of the treaty. Kingston Reif, the Arms Control Association's director for disarmament and threat reduction policy, said the Trump administration doesn't seem like it will extend New Start and that Congress ought to be putting in roadblocks. “Crucially, the amendment would require congressional approval to increase the nuclear arsenal above the treaty limits, if the treaty is allowed to expire next year. A decision as consequential as increasing the size of the deployed arsenal, which hasn't occurred in decades, merits special scrutiny,” Reif said. After both Moscow and Washington withdrew from the 1987 Intermediate-range Nuclear Forces Treaty last year, New START is the only remaining nuclear arms control deal between the two countries. Russia has offered its extension without any conditions, while the Trump administration has pushed for a new arms control agreement that would also include China. Moscow has described that idea as unfeasible, pointing at Beijing's refusal to negotiate any deal that would reduce its much smaller nuclear arsenal. Trump declared an intention to pull out of the agreement in May, citing Russian violations.     Germany sets up European defense agenda with a waning US footprint in mind

    By: Sebastian Sprenger COLOGNE, Germany — The European Union should prepare for the possibility of a gradual disengagement by the United States from the continent, even if Democratic challenger Joe Biden beats President Donald Trump in the November election, according to Germany's defense minister. Speaking before the European parliament on Tuesday, Annegret Kramp-Karrenbauer said she believes only the “tone” in trans-Atlantic relations would change following a Biden win. The reorientation of America's foreign policy toward China as a global rival would remain a key driving force in Washington, possibly at the expense of Europe, she said. “If that is the case, it means we Europeans must become able to act more so than is the case today,“ she said in testimony meant to lay out Germany's defense agenda during a six-month turn at the helm of the European Council of the EU that began July 1. To be sure, Kramp-Karrenbauer stressed that Europe remains dependent on U.S. and NATO support, and that there's no sign of that equation changing anytime soon. German leaders have consistently held up the trans-Atlantic alliance as a cornerstone of their geopolitical calculus, even as Trump took shots at Berlin for the its lackluster defense spending. But the defense minister's assessment that nothing other than the style of discourse would change with Trump's exit — he is trailing Biden in recent polls — may be a sign that Germans suspect bigger forces at play on the other side of the Atlantic. In that light, the Defence Ministry's defense agenda for the EU reads as something of a toolkit to avoid getting caught flat-footed. Creating a “strategic compass“ for the bloc, as Kramp-Karrenbauer called it, would be a key step in ensuring all member states back a common foreign and defense policy. An EU-wide threat assessment is the first step in that process, overseen by the EU Intelligence and Situation Centre and supported by member nations‘ intelligence services, she said. The assessment is slated to be “far along“ and will ideally be finished by the end of the year, when Germany hands the presidency baton to Slovenia, Kramp-Karrenbauer said. Also needed is a bloc-wide “operational understanding“ for whenever there is actual fighting to be done, according to the defense minister. Even peacekeeping and training missions, which tend to dominate the EU mission roster, always come with more kinetic, force-protection elements, for example, and there should be a process in place for setting up those types of operations, she argued. “You could approach it with the idea that this would fall to the same few countries in Europe, or you could develop a method as part of the strategic compass that this would become a matter for all members,“ Kramp-Karrenbauer said. West Africa could be a first test case of waning U.S. concerns about European interests. An American counterterrorism mission there has been crucial in supporting a U.N. peacekeeping force of EU and African troops. European leaders consider the region a hotbed for terrorism, fearing the possibility of fighters making their way to Europe. But the mission is controversial in the United States, and an American withdrawal could be in the offing at some point, Kramp-Karrenbauer said. “That is a scenario that we could find ourselves confronted with in the future.“ There is also the question of a withdrawal of almost 10,000 U.S. forces from Germany, the details of which are still somewhat shrouded in mystery. Hashed out by Trump and a small circle of White House advisers, military leaders are still figuring out the details for implementing the decision, Army Secretary Ryan McCarthy said in a phone call with reporters Wednesday. McCarthy said he discussed the matter with U.S. Air Force Gen. Tod Wolters, NATO's top general for Europe, earlier that day. But he had little to share about the process, saying only that Pentagon officials would release more details in the coming weeks. The “repositioning,“ as McCarthy called the move, is controversial among defense analysts on both sides of the Atlantic because it could simultaneously hurt America's and Europe's defense posture. Germany is a hub for U.S. troop training and logistics that would be difficult to quickly recreate elsewhere, the argument goes. The fact that military officials are only now doing the analytic legwork for a possible redeployment shows that no such examinations took place before Trump's announcement, retired Lt. Gen. Ben Hodges, a former commander of U.S. Army forces in Europe, told Defense News. Hodges said he was encouraged to see U.S. lawmakers question the decision, forcing a say on the issue by way of legislation. “Congressional support for NATO and for the German-U.S. relationship remains very strong,“ he said. Meanwhile, opinions differ on how much of a change a Biden presidency would bring to the trans-Atlantic alliance. “If you look at everything that Joe Biden has said, you certainly get the impression that he is interested in restoring alliances, including in Europe,“ said Jeffrey Rathke, president of the American Institute for Contemporary German Studies at Johns Hopkins University. “Of course there would be a different tone,“ he added. “But the substance would be different as well.“ For now, the German Defence Ministry's apparent trajectory of planning for a future where U.S. commitment may be iffy at best can bring more good than harm, he argued. Fears of an increasingly belligerent Russia and Trump's overt questioning of international alliances as key to keeping the peace have driven a wave of increased defense spending on the continent in recent years. “The things that Europe needs to do for its own security are precisely the things that improve the trans-Atlantic security relationship,“ Rathke said. When it comes to Washington's focus on China versus Europe, paying attention to different regions of the world should be possible simultaneously, he argued. “This is not an either-or situation.     US Army awards $179M missile warning contract to BAE Systems

    By: Aaron Mehta WASHINGTON — The U.S. Army has awarded BAE Systems a contract for the first two production lots of its Limited Interim Missile Warning System, or LIMWS. The contract, which is worth $179 million, also includes funding to field the next-generation Missile Warning System, an upgrade on the Army's Common Missile Warning System. “Threats are evolving and proliferating at a rapid pace and our aircrews who fly into harm's way need the most advanced protection systems available,” Chris Austin, director of threat detection solutions at BAE Systems, said in a statement. “These orders follow an intensive two-year development and qualification program, made possible by a strong industry-government partnership focused on achieving an aggressive schedule.” The company won an initial $98 million contract to produce the systems in April 2018, with the goal of putting the capability onto 400 Black Hawk helicopters. A BAE spokeswoman this week declined to comment on what systems the LIMWS might deploy on. The Army competitively awarded that initial contract to BAE through a quick reaction capability mechanism, which bypasses the traditional lengthy acquisition process. The core of the upgrade is BAE's 2-Color Advanced Warning System, or 2CAWS, which the company says includes “an open system processor, two-color infrared sensors for increased range, and a fiber optic A-kit for faster data transmission.” Put simply, the 2CAWS should allow pilots to receive signals of incoming threats more quickly than before, and should be compatible with existing Army missile warning systems.
