By CHRISTOPHER DENNIS RAF LAKENHEATH, England — A $205 million construction project to prepare RAF Lakenheath for the arrival of two squadrons of U.S. Air Force F-35A Lightning II fighter jets in 2021 officially got underway Monday. The commander of U.S. Air Forces in Europe - U.S. Air Forces Africa, Gen. Jeffrey Harrigian, and other dignitaries plunged shovels into dirt at what will become the first permanent site for U.S. F-35s in Europe. U.K. firms Kier and VolkerFitzpatrick will build a flight simulator facility, maintenance unit, hangars and storage units at the site, in time for the arrival of 48 F-35s in November 2021. The Royal Air Force currently has nine F-35s at RAF Marham, about 25 miles north of Lakenheath. “This will be a great opportunity to reinforce together how we will train, execute and operate on a daily basis, and allow us to deepen what is a critically important relationship,” Harrigian said at the groundbreaking. The project is the first in a broad program to support Air Force operations in the U.K. A further $1 billion is expected to be invested in the program over the next seven to 10 years, said the Defense Infrastructure Organization, which last year awarded the contract for the F-35 campus. “The project team is in good shape — we are on schedule for completion in 2021,” Kier's managing director of aviation and defense James Hindes was quoted as saying by The Construction Index, an industry website. The completed campus will host around 1,200 U.S. airmen. Currently, more than 9,100 U.S. servicemembers are based in the U.K, according to Pentagon data. Recent problems with engine delivery of the F-35A are not expected to delay the arrival of America's newest fighter jet at Lakenheath, a 48th Fighter Wing spokeswoman said Monday. Of the 81 engines that were delivered in 2018, 86% were late, according to a Government Accountability Office report in April. That was up from 48% that were not delivered on time the previous year, when fewer engines were delivered. The delays were due in part to an increase in the “average number of quality issues per engine”— 941 in 2018 against 777 a year earlier, the GAO report said. Thales has performed firing trials for the Future Anti Surface Guided Weapon (Light) (FASGW[L]) programme for the British Royal Navy. Conducted at Royal Artillery Air Defence Range at Manorbier in Pembrokeshire, the trials are part of the FASGW(L) programme's integration testing phase. The programme includes testing of all parts of the FASGW(L) weapon system, including Thales' lightweight multirole missile (LMM), the launcher system and all key equipment of the Royal Navy's Agusta Westland AW159 Wildcat helicopter. In June 2014, Thales won a contract to develop, qualify and integrate the FASGW(L) system for the Navy's Wildcat helicopter. The system consists of a five-barrel launcher and a laser guidance system. Set to enter service in 2020, LMM is a precision strike missile capable of being fired from a variety of land, sea and airborne tactical platforms. The missile will be called Martlet in the Royal Navy. It is designed to defeat mobile maritime threats such as small ships and inshore attack craft. LMM will offer improved protection for Royal Navy personnel and important sea assets, such as the Queen Elizabeth Carrier. During trials, Thales fired six LMMs at a small boat target at sea at a distance of 4.5km. The missiles feature telemetry software to facilitate collection of test data. Information will be used to analyse the performance of the Thales-designed launcher, the guidance system and missile. In a statement, Thales said: “The FASGW(L) system accurately guided all missiles to the targets and provided extensive data on the excellent performance of all elements of the ground set-up and inflight performance of the missile. “The successful achievement of the ground firings is a major milestone and key to progressing to future testing including air firing trials later in 2019 and culminating in qualification and verification in 2020.” The Royal Navy is also fielding Sea Venom/ANL helicopter-launched anti-ship missile to address its FASGW(H) requirements. By: Nathan Strout The rapid growth of commercial space makes the use of non-government satellites for nuclear command and control increasingly tempting, according to one official. During a speech June 26, Air Force Chief of Staff Gen. David Goldfein said that the service — which oversees both the United States' ground-based intercontinental ballistic missiles, as well as strategic bombers capable of delivering nuclear warheads — was open to the idea of using private sector satellites. “Whether it's Silicon Valley or commercial space, there's unlimited opportunities ahead right now for us in terms of how we think differently on things like nuclear command and control,” said Goldfien. “I, for one, am pretty excited about it.” The military has increasingly turned to the commercial sector to expand its capabilities more cost efficiently. For instance, the National Reconnaissance Office — the agency in charge of the nation's spy satellites — announced that it was looking to expand the amount of satellite imagery it buys from commercial companies. The Air Force has also expressed interest in developing a hybrid architecture for satellite communications, which would see war fighters able to switch between commercial and military satellites as they move through coverage areas. According to Goldfein, there's no reason that commercial capabilities could not similarly be applied to nuclear C2. “The work that we're doing in connecting the force and building a network force around the services in the conventional side has equal applications to the nuclear command and control side, because at the end of the day what we need is resilient capable architecture that keeps the commander in chief connected,” said Goldfien. “So one of the areas that I think we're going to be able to leverage significantly is the rapid and exciting expansion of commercial space in bringing low-Earth orbit capabilities that will allow us to have resilient pathways to communicate.” Currently, the military relies primarily on the Advanced Extremely High Frequency System for the nuclear sector. With four satellites in orbit and a fifth to be launched later this month, AEHF provides highly secure, anti-jamming communications for the military and national leaders like the commander in chief. It wasn't clear in Goldfein's comments whether he was interested in using commercial capabilities to augment, replace or work as a backup to AEHF and other military satellite systems. He did note that the sheer volume of satellites in some commercial constellations provides increased survivability for the network. “We want to get to a point both in conventional and unconventional, or conventional and nuclear, where if some portion of the network is taken out, our answer ought to be, ‘Peh, I've got five other pathways. And you want to take out 1,000 satellites of my constellation, of which I have five? Knock yourself out.' That's what I see is going to be a significant way that we're going to be able to leverage,” said Goldfein. The possibility of lowering costs is another major incentive to turning to the commercial sector to begin providing the communications necessary. “What we want to eventually get to is the reversal of the cost curve. Right now it actually costs us more to defend than it takes to shoot. And we want to reverse that so it actually costs them more to shoot than it takes for us to defend,” explained Goldfien. The contract for the system, known as HARM, will include two pre-production units, one first article test unit and 111 production units in support of the Navy, the Defense Department announced Wednesday. Work will be performed at Raytheon's plant in Tucson, Ariz., and is expected to be completed in October 2021. Naval working capital, and fiscal 2017, 2018 and 2019 aircraft procurement funds in the full amount will be obligated at time of award, $6.2 million of which will expire at the end of the current fiscal year. The CP-1001B/C HARM Command Launch Computer is an electronics subsystem installed on the airframe to interface with the AGM-88 A/B/C HARM Missile. "Continued hardware and software upgrades have allowed HARM to counter advanced radar threats. HARM has proven itself in both reliability and combat performance," Raytheon said on its website. HARM's primary mission is designed to suppress or destroy an enemy's surface-to-air missile radar and radar-directed air defense artillery systems. When it is airborne, the 800-pound missile can operate in preemptive, missile-as-sensor and self-protect modes. The AGM-88 HARM is a joint U.S. Navy and Air Force program developed by the Navy and Raytheon. The system is employed on a variety of Navy, Air Force and Marine Corpsaircraft, including the EA-6B, F-16 and F/A-18. In addition, the HARM is available to nations through foreign military sales. The AGM-88 HARM was first involved in combat against Libyan targets in the Gulf of Sidra in 1986. By: Diana Stancy Correll The Air Force is launching a “Digital Air Force” initiative aiming to revamp its data management, IT architecture and business operations so the force will remain competitive against adversaries. “Our advantage in future battles depends on our ability to fuse vast amounts of data to accelerate our decision cycle to guarantee the success of any mission," said acting Air Force Secretary Matthew Donovan in a news release Tuesday. “Victory in combat will depend on us becoming a Digital Air Force.” This means the Air Force must establish tools to efficiently generate information and data in real-time to help the service make informed and quick decisions, he said. "Doing so will allow the Air Force to rely less on personal experience or intuition. The Digital Air Force initiative, detailed in a July white paper, focuses on eliminating “antiquated processes” and overhauling how the service curates, uses and shares data and information, amid difficulties coordinating systems across air, land, sea and cyber domains. Specifically, the initiative calls for cultivating a 21st century IT infrastructure that can react to the demands of modern combat. This will require cloud-based solutions to store and share data so airmen have constant access to data, the white paper says. Additionally, the Air Force said it is creating data management architecture and standardized policies that facilitate sharing data and using platforms. “This requires data that is gathered, stored and transmitted in commonly read and digested formats to minimize the delay between receiving, processing and using information derived from multiple systems,” the white paper said. The service said it is hiring contracted service providers to handle daily IT infrastructure management so cyber professionals can “focus on warfighter tasks and connecting information operations to our tactical and strategic ends.” The process accompanies the Air Force's plan to streamline its business practices to free up funding for “efforts that increase the lethality and readiness of the force.” “We must move beyond antiquated processes, systems and mindsets,” the white paper says. “We will pursue new ways to leverage technology and institute a culture of innovation and informed risk-taking.” Such changes will influence every segment of the service, the Air Force said.
