    BAE Systems San Diego shipyard to tandem dry-dock two destroyers

    September 18, 2019 - BAE Systems has received $170.7 million in contracts from the U.S. Navy to perform simultaneous maintenance and repair on two Arleigh Burke-class (DDG 51) guided-missile destroyers in its San Diego shipyard. Under the awarded contracts, the shipyard will tandem dry-dock the USS Stethem (DDG 63) and USS Decatur (DDG 73) in October. The synchronized two-ship docking will be a first for the company's newest dry-dock in San Diego. The contracts include options that, if exercised, would bring the cumulative value to $185 million. “The ability to simultaneously dock two DDGs is a special capability that BAE Systems brings to our Navy customer and comes at a critical time when additional throughput is necessary to meet surface combatant demands and modernization requirements,” said David M. Thomas Jr., vice president and general manager of BAE Systems San Diego Ship Repair. “Beyond the remarkable nature of this tandem docking, it will be business as usual for our shipyard team and partners given our significant experience working with the Arleigh Burke class.” Positioned end to end, the USS Stethem and USS Decatur will be lifted together inside BAE Systems' “Pride of California” dry-dock. Installed in 2017, the Pride of California is 950 feet long, 160 feet wide and has a lifting capacity of 55,000 tons – making it the largest floating dry-dock in San Diego. The destroyers each displace about 9,000 tons and are expected to be re-floated in April 2020. The USS Stethem is the 13th ship of the Arleigh Burke class, which is the Navy's largest class of surface warfare combatants. Named for Master Chief Constructionman Robert Stethem, the 505-foot-long ship was commissioned in October 1995. BAE Systems will perform hull, mechanical and engineering repairs aboard the ship. Once back in the water, the Stethem's Extended Docking Selected Restricted Availability (EDSRA) is expected to be completed in October 2020. The USS Decatur is the 23rd ship of the Arleigh Burke class. Named for the early 19th Century Naval hero Stephen Decatur Jr., the ship was commissioned in August 1998. BAE Systems will perform much of the same upgrade work aboard the 505-foot-long Decatur as it will perform on-board the Stethem. After undocking, the Decatur's EDSRA work is expected to continue into October 2020. BAE Systems' San Diego shipyard currently employs about 1,300 people and hundreds of temporary workers and subcontractors nearby the San Diego-Coronado Bridge.     September 19, 2019 - In accordance with Finland's Ministry of Defence's proposition, the Government of Finland has today selected Saab as the combat system provider and integrator for the Finnish Navy's four new Pohjanmaa-class corvettes within the Squadron 2020 programme. Saab has not yet signed a contract or received an order relating to Squadron 2020. Finland's Ministry of Defence has stated that the contract is scheduled to be signed on 26 September 2019 and that the order value will be 412 million Euro. “This announcement marks a major milestone in Saab's relationship with Finland and we look forward to continuing to support the Finnish Navy's capabilities with our world-leading combat system expertise”, says Anders Carp, Senior Vice President and head of Saab business area Surveillance.     ORLÉANS, France, September 19, 2019 – Lockheed Martin (NYSE: LMT) delivered the first of two KC-130J Super Hercules aerial refuelers to representatives from France's Armée de l'Air's 62st Transport Wing at Orléans-Bricy Air Base today. France will receive a total of four Super Hercules aircraft — two C-130J-30 combat delivery airlifters and two KC-130J aerial refuelers — through a Foreign Military Sale with the U.S. government. The two C-130J-30 airlifters were delivered in 2017 and 2018, and a second KC-130J will deliver in 2020. La direction du programme Air2030 a suivi la recommandation de l'équipe d'experts. Le français Thales a été retenu en raison de son meilleur rapport qualité-prix, a indiqué le Département de la défense dans un communiqué jeudi. Les autres candidats étaient Saab (Suède) et Raytheon (Etats-Unis). L'acquisition fera l'objet d'une demande au Parlement dans le programme d'armement 2020. Le projet "C2Air" prévoit le remplacement des sous-systèmes Ralus/Lunas du système actuel de surveillance de l'espace aérien et de conduites des opérations aériennes des Forces aériennes suisses.     By CINDY CHANG Drones became a permanent part of the Los Angeles Police Department's crime-fighting arsenal Tuesday, despite opposition from privacy advocates who fear the remote-controlled aircraft will be used to spy on people. In a yearlong trial, the LAPD's SWAT team deployed drones four times, mostly when suspects were barricaded and the device provided a bird's eye view of the property's nooks and crannies. On Tuesday, the five-member civilian Police Commission unanimously approved new regulations that enshrine the drones' use in specific situations, including active shooters, barricaded suspects and search warrants. The drones will not be equipped with weapons or facial recognition software, according to the regulations, which are similar to those governing the trial program. In July, at Chief Michel Moore's recommendation, the use of drones was expanded beyond SWAT to include the bomb squad in neutralizing explosives and sweeping large public events for radioactive devices. Drones “provide invaluable information to decision makers while decreasing the risk to human life,” Moore wrote in a July 3 report, noting that everyone is safer when the devices check out a dangerous situation instead of officers going in blind. The LAPD joins about 600 other law enforcement agencies around the country that use drones, according to a 2018 report by Bard College's Center For the Study of the Drone. The new regulations will ensure that the drones are not “being used in a flippant manner,” Asst. Chief Horace Frank, who runs the department's counter-terrorism and special operations bureau, told the Police Commission on Tuesday. The LAPD's drone regulations are more restrictive than those of many other agencies, Frank said. Each drone deployment must be approved by a commander and a deputy chief, and the Police Commission will receive an annual report. Asked by Commissioner Eileen Decker whether drones can help de-escalate volatile situations, Frank cited a June 15 incident when a drone flew near a man who had barricaded himself in a trucking yard. “The minute we deployed the device at the entrance to the trailer and he saw it, he gave up,” Frank said. Activists said the LAPD and Police Commission have disregarded citizens who expressed reservations about the drones in community meetings and online surveys. One activist, Michael Novick, predicted that the LAPD would expand drone usage and infringe on civil liberties. “We're witnessing the exact definition of mission creep,” Novick said. “Now you're upgrading. You approved a temporary pilot project. You're going to normalize it with this step. ... The next step will be they'll come back and say, ‘We actually need the ability to have facial recognition.'” The LAPD's drone fleet will remain at four strong, Frank said. But the DJI Spark devices used in the pilot program will be replaced by DJI Mavics, which have better indoor flying capabilities, extended flight time and lights for navigating in the dark. The models are similar to those used by hobbyists. The Police Commission accepted a $6,645 donation from the Los Angeles Police Foundation to purchase the Mavics, as well as a donation of drone flight tracking software from Measure Aerial Intelligence. As the commission approved the drone regulations and donations, the audience broke into chants of “Shame! CIWS is a fast-reaction terminal defense against low- and high-flying, high-speed maneuvering anti-ship missile threats that have penetrated all other defenses. The CIWS is an integral element of the Fleet Defense In-Depth concept and the Ship Self-Defense Program. Operating either autonomously or integrated with a combat system, it is an automatic terminal defense weapon system designed to detect, track, engage and destroy anti-ship missile threats penetrating outer defense envelopes. CIWS consists of three variants: Phalanx, which utilizes a six barrel Gatling gun; Land-based Phalanx Weapon System (LPWS) and SeaRAM, which replaces the gun with an 11-round Rolling Airframe Missile (RAM) guide. CIWS is currently installed on Navy and Coast Guard ships and is also in use in foreign navies. The Phalanx Block 1B CIWS weapon systems are also being installed on low-boy trailers with self-contained diesel electric power and cooling water. This configuration of the Phalanx CIWS is the Mk 15 mod 29 Land-based Phalanx Weapon System (LPWS) and has been deployed to Iraq. Work will be performed in El Segundo, California, and is expected to be completed by December 2022.     Being Built For Lockheed Martin By Leonardo Company The first F-35 (009), which will be based in the Netherlands from this fall, was officially presented recently in Cameri, Italy. There, the Italian company Leonardo is building the new fighter plane for manufacturer Lockheed Martin. The Italian aircraft manufacturer has a production line for wings and a final assembly line on which it assembles complete aircraft. State Secretary Barbara Visser and her colleague Mona Keijzer from Economic Affairs and Climate were present at the ceremony. "With the F-35 and later also the MQ-9 Reaper, the Air Force will get the nicest things that others are looking forward to. And it will be a wonderful year for Leeuwarden," Visser said. "In just 49 days, on 31 October, the Air Force will receive this aircraft there. It is fantastic that we work together in Europe to build the aircraft, but also to later maintain it." "A perfect example of how national security and economic affairs go together", Keijzer said. "The F-35 brings prosperity to the Netherlands in defense, economic growth and business innovation." Aircraft "009" will remain in Italy for a few more weeks, including for some test flights. "We accept the aircraft, and will then transfer it to the Air Force as quickly as possible. The less it remains with us, the sooner the user can get started with it," said Director Defense Equipment Organization, Vice Admiral Arie Jan de Waard. In Cameri, Leonardo is building the F-35A for both its own air force and 29 units for the Netherlands. With the distribution of the largest contracts some 10 years ago, it was agreed that Italy would be assembling the aircraft while The Netherlands does the engine maintenance of at least the Italian and Dutch F-35s. That happens at the Woensdrecht Logistics Center, where the European storage location for parts of the F-35 is also located. In Cameri the four main components of an F-35 are assembled. Leonardo itself builds one of those components, the wing section. Part of these is used for the on-sire final assembly process, but the vast majority goes to the Lockheed Martin factory in the United States. There, they are used to assemble aircraft for America, Australia, Denmark, Norway and South Korea, to name a few. For the Netherlands, other F-35s are currently on the production line in Italy at various stages. The next one, the F-010, is expected to also come to the Netherlands this year.
