    Russia's MiG Developing Drone Wingman Concept for Fighters

    By Oriana Pawlyk SALON DU BOURGET, PARIS -- The Russian government has accepted its first two MiG-35 aircraft, the latest multirole fighter made by MiG Russian Aircraft Corporation that straddles fourth-and-fifth generation capability, according to a company spokesperson. But beyond supplying new MiGs to the Russian air force, MiG is currently designing and developing drones to pair up with the new combat-capable aircraft, said spokeswoman Anastasia Kravchenko. "We are looking for network cooperation of both manned and unmanned aircraft," Kravchenko said through a translator during an interview with Military.com at the Paris Air Show. "And we're going to also use the technologies of artificial intelligence." When asked if this is similar to what other countries like the U.S. are aiming to develop for manned-unmanned teaming, Kravchenko said, "Of course." "Because you know, this is the future. We have already started to use these technologies, even on MiG-35 aircraft," she said. "MiG-35 can be like a command post and control other aircraft," Kravchenko added. "It's one of the key elements of how the aircraft is going to be used in the future." This concept of operations mimics how the U.S. is working to boost its fifth-gen aircraft -- and its proposed future tech -- to pair automated systems or artificial intelligence with a human in the cockpit so that the machine can learn how to fly, gather information, or more. Kravchenko said that "we have drone designs in our company," for the prospective program. But she did not provide more detail because she said "everything depends on the Russian Ministry of Defence" for future development and procurement. "MiG-35 was designed with open architecture" in mind, Kravchenko added. Currently, the Pentagon is working on open architecture, or ways to plug more equipment into the common, networked system for battle management and command-and-control. The MiG-35 itself has been designed to replace its MiG-29s, which entered service in the 1980s. The new "fourth-plus-plus" gen fighter is the direct follow-on to the MiG-29K/MiG-29KUB and MiG-29M/MiG-29M2 model aircraft, with increased engine and thrust power, according to a provided brochure. The MiG-35 was designed as an air superiority fighter that has "[made gains] against fourth and fifth-generation fighters," the brochure said. MiG said it's proposing to incorporate the active electronically scanned phased-array, known as AESA, for all the MiG-35s it produces. The radar, which has extended range, can simultaneously track multiple targets in the air and on the ground. "At the same time, 10 targets can be attacked" from the fidelity and information the radar gives the aircraft, Kravchenko said. "Out of them, six are aerial targets and four are ground targets." The MiG-35 has been in development for well over a decade, with the first reported demonstration flight at the Aero India Air Show in Bangalore in 2007. Its public debut was held in January 2017 at MiG's production plant in Lukhovitsy. "MiG has great experience. We have a lot of design experience," Kravchenko said of the company, which will celebrate its 80th anniversary this year. "And that's why we're completely sure that our new product, MiG 35, will use technologies of fifth-generation." That includes some stealth capabilities, increased maneuverability, electronic warfare and the ability to operate despite jamming. "This aircraft can be modified so that it can be upgraded depending on the requirements of our customers," she added. MiG is expected to deliver six MiG-35 fighter jets by 2023, according to Russia's TASS news. Moscow Times reported this week, however, that the remaining four jets could be delivered by the end of the year. MiG, which is part of the United Aircraft Corporation that includes companies like Sukhoi, among other aerospace defense companies, is separately developing its own fifth-generation fighter. Meanwhile, Russia is already slated to purchase 76 of Sukhoi Su-57 fifth-generation aircraft, which the country says rivals the American-made F-35 Joint Strike Fighter. "We are currently we are working on this," she said of MiG's own next-gen craft. MiG has cooperated with Sukhoi, but it is not planning on forming an official partnership for the project, she said. The period of performance is five years, consisting of a one year base period of June 19, 2019, through June 18, 2020, and four 12-month option periods.     US Air Force looks to fast track cash to Kratos Defense for more Valkyrie drones

    By: Valerie Insinna LE BOURGET, France — Things are looking up for Kratos Defense's XQ-58A Valkyrie drone. Fresh off its second flight, the U.S. Air Force is considering buying 20-30 aircraft for further experimentation, the service's acquisition executive said Monday. “I'm now looking at ways to do that and what the cost will be,” Will Roper told reporters on the sidelines of Paris Air Show, saying that the Air Force is looking for prototyping funds that it can access for a rapid procurement of those aircraft. The XQ-5A Valkyrie is an “attritable” drone, the word the military uses for an asset that can be reused but is cheap enough that a commander could use them aggressively and would expect — and be comfortable with — some losses in combat. What sets Valkyrie apart is not only its low price point, which Kratos estimates will be $2 million per copy in a production run of 100 jets or more, but also the aircraft's near supersonic speed, long endurance and maneuverability, which could make it a formidable partner for manned fighter jets. Once the Air Force buys additional Valkyrie drones, the idea would be to pair those unmanned aircraft with manned fighter jets. “Depending on what comes out of that campaign, the idea would be to look and do a program of record. You'd want to start spiraling the development,” Roper said. A decision on starting a program could be made as soon as fiscal 2021, and from there it would be only two to three years to begin production and fielding aircraft, he said. “I am really pleased we're getting strong buy-in, strong appetite at the pointy end for attritable systems by our pilots.” Roper's comments come after another milestone for the Valkyrie — the second flight demo, held June 11 at Yuma Proving Grounds. According to a Kratos release, the aircraft completed unspecified objectives over a 71 minute test. “With this most recent milestone, the readiness of the XQ-58A is accelerating and increasing the near-term application opportunities for the system,” said Steve Fendley, the company's president of its unmanned systems division. “I am extremely proud of our development, production, and test teams who continue to deliver successful results, in record time, on our comprehensive system level efforts — rare within the aerospace and defense industry." The Air Force Research Laboratory is partnered with Kratos to develop Valkyrie through the Low Cost Attritable Strike Demonstrator program, the service's effort to field a “Loyal Wingman”-style drone that can be flown alongside a fighter jet or other combat aircraft in manned-unmanned teams. But Roper has alluded to even more ambitious plans for Valkyrie or other attritable drones like it. Not only does the Air Force want to add sensors and weapons to Valkyrie, but it wants to implant artificial intelligence in the drone so that it can train and learn alongside pilots, eventually growing in skill and becoming able to respond independently to threats. Roper calls that effort “Skyborg” and in May told Defense News that the service was considering how to incorporate it with manned fighters like the F-35 and the F-15EX. “I don't want this to just be a laboratory project that lives and dies there in a petri dish. I want this to become a program,” he told reporters in March. “I want to see real, operational demonstrations within a couple years.     Renseignement spatial : la France officialise deux nouveaux programmes de satellites militaires

    Julien Lausson C'est une annonce qui a été partiellement éclipsée par la présentation de la maquette en taille réelle de l'avion de combat du futur, qui mobilise la France, l'Allemagne et l'Espagne, et qui devrait vraisemblablement succéder au Rafale à l'Eurofighter Typhoon au milieu du siècle. Mais c'est une annonce qui revêt pourtant elle aussi un caractère hautement stratégique : le renseignement spatial. Profitant de l'ouverture du salon du Bourget, la ministre des Armées, Florence Parly, a officialisé lundi 17 juin la mise en chantier de deux nouveaux programmes spatiaux, qui ont été baptisés « Iris » et « Céleste ». Le premier proposera des capacités d'observation optique renouvelées , tandis que le second devra améliorer le renseignement d'origine électromagnétique, c'est-à-dire la captation de signaux en tout genre. CSO ET CÉRÈS Ces nouveaux satellites, dont l'entrée en service ne devrait vraisemblablement pas avoir lieu avant 2030, sont annoncés alors que la France est déjà en train de renouveler sa flotte de satellites militaires. Deux programmes sont en cours : « CSO », qui signifie « Composante Spatiale Optique », et « Cérès ». Le premier est spécialisé dans la prise de vue, tandis que le second s'occupe de la collecte des ondes. Fin 2018, la France a d'ores et déjà envoyé un premier satellite CSO (il y en aura trois en tout) en orbite. Il a été placé sur une orbite basse, à 800 km d'altitude. Il sera rejoint par un autre satellite en 2020 et par un troisième en 2021. L'un d'eux sera placé sur une orbite encore plus basse, à moins de 500 km d'altitude, pour générer des clichés en très haute résolution. PROTECTION RENFORCÉE Du fait de leur caractère stratégique, ces lancements de satellites militaires font l'objet d'un haut degré de protection : avions de chasse Rafale envoyés depuis la métropole, avec le soutien d'un avion ravitailleur et d'un avion radar AWACS, mais aussi navires déployés le long des côtes, hélicoptères en vol, radars à longue portée et fantassins dispatchés tout autour du centre spatial guyanais. Ces moyens renforcent de facto la bulle de protection qui est systématiquement activée à chaque tir de fusée et qui est organisée dans le cadre de l'opération Titan. C'est ce même dispositif qui sera donc renforcé pour CSO-2 et CSO-3 ainsi que pour Cérès (acronyme de (Capacité d'Écoute et de Renseignement Électromagnétique Spatiale), qui impliquera plusieurs satellites. Le premier doit être lancé en 2020. « Nos opérations ne peuvent plus se passer de nos capacités spatiales qui contribuent de façon décisive à notre autonomie d'appréciation, de décision et d'action », a observé la ministre lors de son discours. C'est aussi vrai dans le secteur des télécommunications : la France peut aujourd'hui compter sur Sicral 2, Athenas-Fidus ou encore Syracuse 3. Et demain, elle pourra miser sur Syracuse 4.     France, Germany and Spain on Monday unveiled a next-generation combat jet for European air forces, an ambitious project aimed at bringing together the continent's disparate military forces while offering an alternative to American planes. The stealth jet is part of the Future Combat Air System (FCAS), which will also include drones, missiles and so-called "remote carriers" that can be used to deliver munitions, scramble communication networks or divert the attention of enemy defences. French President Emmanuel Macron attended the unwrapping of a full-scale model of the sleek delta-wing aircraft at the opening of the Paris Air Show in Le Bourget, just north of the French capital. The official cooperation accord launching the project was then signed by the French, German and Spanish defence ministers: Florence Parly, Ursula Von der Leyen and Margarita Robles. "This project now has a resolutely European dimension: Spain has officially joined the programme this morning," Parly said. Spain announced its participation earlier this year, but so far no other EU nations have signed on, though officials in Macron's office say talks are underway to bring other nations on board. Airbus and France's Dassault Aviation are leading the plane's development, aiming to have it operational by 2040, when it will replace the current generation of Rafale and Eurofighter jets. France's Safran is also developing a new motor for the plane that may include hybrid electric technologies, making the plane quieter while also lowering its heat signature, making it harder to detect. But Paris and Berlin have still to award an expected 150-million euro ($169-million) contract to begin work on a test plane that could start flying in 2026. Parly told journalists the contract is expected to be finalised by the end of this year. The new plane is a crucial test for Europe's ability to forge a joint operational command that could ensure its military sovereignty at a time of growing tensions with the US under President Donald Trump, who has put the solidity of the NATO alliance into question. Officials will have to win over several EU countries which are longstanding clients of American jets, and which may be tempted by Lockheed Martin's new F-35 stealth fighter.     European Nations Are Teaming Up to Make a 6th-Gen Fighter. Can the US Keep Up?

    By Oriana Pawlyk SALON DU BOURGET, PARIS -- France made a splash at this year's Paris Air Show, unveiling a sixth-generation fighter design, the Future Combat Air System. The Dassault-made aircraft, which is set to be made in collaboration with Airbus and acquired by Spain and Germany as well as France, represents a renaissance in European aviation, French President Emmanuel Macron said. The unveiling comes just a year after BAE Systems debuted a concept model for a future British 6th-generation fighter, the Tempest. Is Europe now on a trajectory to beat the U.S. to acquisition of 6th-generation fighter technology? "I would have to say no," Acting Air Force Secretary Matt Donovan said here Monday during the airshow. Donovan and Dr. Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics, both noted last year upon the unveiling of the Tempest fighter in the U.K. that, while competition is "a good thing," any fighter NATO partners and allies aim to produce in the future should be complementary to U.S. capabilities. They stressed the same message after France unveiled the Future Combat Air System. "We're putting a lot of focus into our next-generation programs right now to make sure we're going to lead the way to sixth-generation systems," Roper said. Roper and Donovan said they have yet to have a full briefing about what Europe's latest fighters, including the United Kingdom's Tempest jet, look like beneath the surface design. "We would just like to cooperate and collaborate ... as well as to share technology, [which is] absolutely important for future interoperability if we're going to go to war as coalitions, which we always do, so that's really important," Donovan said. Roper said it's not just about what a fighter can do, but also how it's made. Discussions are ongoing within the Air Force about the need for a sixth-gen fighter, he said. Leveraging the use of "digital engineering," which sometimes allows the service to bypass the regular manufacturing process for parts, will give developers the ability to design and change blueprints with more flexibility, Roper said. The Air Force is currently using digital engineering for A-10 Warthogs, as well as the Ground Based Strategic Deterrent program, which is set to replace the Minuteman III intercontinental ballistic missile system. "We [believe the] production technology may be the most game-changing component if it allows us to move into a different paradigm of doing rapid design spirals and updates," Roper told reporters here, adding that technology growth paired with digital engineering will allow for faster production of future aircraft. Roper said the Defense Department is used to outdated acquisition practices, out of step with what the pilot may need to outpace adversaries. "In addition to looking at a lot of classified capabilities we want to give future warfighters, we also want to give manufacturers a different way of making that cutting-edge technology. Expect [that] for what we bring to the table for sixth-gen," he said. "We're here to also ... connect with the future," Roper added.
