    Naval and army monuments installed at DND HQ but date for CF-18 installation unknown

    David Pugliese National Defence has installed the first pieces of equipment as monuments at the new headquarters on Carling Avenue in Ottawa. A Leopard C2 tank and the bow of the former destroyer HMCS Iroquois (see below) were installed in late March as part of the monuments project costing more than $1 million. The Royal Canadian Air Force will provide a CF-18 fighter jet for display at the headquarters. “The installation date of the CF-18 is still being determined,” Canadian Forces spokesman Maj. Scott Spurr noted in an email. Each service was allowed to select its monument as representative of its branch. The original cost of the monuments project was $400,000 but that increased as more equipment displays were added. In addition, a second monument grouping consisting of a Light Armoured Vehicle-3, a Sea King helicopter and a historical naval piece, which has yet to be determined, will be installed. Construction is expected to start on the initiative by the spring of 2021. A third monument, a First World War Nieuport aircraft, will be displayed from the ceiling over the lobby of one of the main buildings at the defence headquarters. An artillery gun, selected by the Canadian Army, will also be on display along with a Standard Missile 2 from the Royal Canadian Navy. The gun will symbolize involvement in the first Boer war 120 years ago while the missile will demonstrate technology advancements since then, according to the DND and Canadian Forces. The installation of the monuments is part of the Department of National Defence's “branding strategy” for the Carling Avenue headquarters. “The National Defence Headquarters will be a physical expression of the Defence Team; a representation of Canada's military history and the future strength of Canada's Defence Team establishment,” noted a branding document obtained by this newspaper through the Access to Information law. In 2015, the plan was to have the monuments only consist of a Leopard tank, a CF-5 fighter jet and a then unknown navy monument. The criteria was that “the monuments characterize offensive and defensive weapons capability,” according to the documents. The original budget was $400,000 but that amount has been increased as additional equipment was selected for display. The CF-5 jet was dumped in exchange for a more modern CF-18, which will be installed on a concrete pedestal. Previously the location was referred to as the “Carling Campus” but now that has been officially changed to NDHQ Carling. The branding strategy noted that the selected name is “a brand that is generic in nature but inclusive of our heritage and traditions, representing and respecting the great diversity of our work forces and its branches of service.” The federal government spent $800 million on acquiring and outfitting the former Nortel complex for the DND's needs. It has argued that it will see substantial savings from consolidating many of the department's employees into one site. The defence campus consists of about 28 hectares once owned by Nortel and 120 hectares leased from the National Capital Commission.     Australia’s PMB Defence to Supply Batteries for Canadian Victoria-class Submarines

    Xavier Vavasseur PMB Defence (PMB) has been assigned the contract to supply submarine batteries to the Canadian Government for its Victoria-class submarines. PMB Defence press release The Royal Canadian Navy operates four Victoria Class conventional submarines which have been active in the service since 2003. PMB will manufacture the lead-acid based battery systems at our new state-of-the art production, research and development and engineering facilities situated adjacent to the Osborne Naval Shipyard in Adelaide, South Australia. “The contract with Canada builds on the capability grown from the Collins-class Submarine program in Australia and various new technology programs we have with other international customers. This work further endorses our strategic objective to be the world's most credible designer and supplier of submarine battery systems”. PMB Defence' Chief Executive Officer, Mr. Stephen Faulkner Mr Faulkner added that “The Canada contract further demonstrates the trust in PMB's world-class capabilities by an allied country.” This additional contract adds to the recent announcement regarding PMB's purchase of the EnerSys' submarine battery business.     RCAF's first C-295 search and rescue aircraft arrives in Canada

    David Pugliese The first of the new fixed wing search and rescue aircraft that will be used by the RCAF for operations has arrived in Canada. The aircraft landed in Newfoundland and is now making its way to Canadian Forces Base Comox, BC. “With the arrival of this aircraft in Canada, several key activities at CFB Comox will begin to support the transition of the Canadian fixed-wing search and rescue responsibility to the CC-295,” the RCAF noted in a statement to this newspaper. “This includes the start of aircrew training, operational testing, and the opening of the new training facility in Comox, B.C.” Each aircraft must complete initial operational capability preparations and testing to be ready for service. That also includes training so crews can operate and maintain the new planes. The aircraft won't be used for search and rescue operations until sometime in 2022, according to the RCAF. Briggs Aero sent out a photo on Twitter of the new aircraft arriving in Newfoundland on Wednesday. Airbus expects all of the 16 aircraft ordered by Canada to be delivered by the fall of 2022. A C-295 aircraft, destined for the RCAF as a trainer for maintenance crews, arrived at CFB Comox in February. Although almost identical to a C-295, that aircraft does not have nor need the full mission equipment capability to conduct search and rescue missions, Esprit de Corps military magazine has reported. It is not one of the 16 C-295 aircraft being procured under the fixed wing search and rescue project.     NORAD MODERNIZATION: REPORT ONE: AWARENESS & SENSORS

    INTRODUCTION The CDA Institute, in partnership with NDIA and NORAD/USNORTHCOM hosted a three-part virtual roundtable focused on NORAD modernization. The goal was to allow experts from industry, academia, and government to break down silos and engage in direct conversations about North American continental defence challenges and what form NORAD modernization might to address them. The forum was created to imagine the art of the possible. More specifically, the goal of these three events were to identify security gaps and brainstorm actionable solutions to the issues identified during the discussions. 12 August 2020: Domain Awareness/Sensors 26 August 2020: Defeat Capabilities 9 September 2020: JADC2/JADO This report is focused on the first of these three events and will be followed up by two upcoming exposés of the conversations that took place during the subsequent panels. The Domain Awareness / Sensors event was 2 hours in length and took place on 12 August 2020. NORAD Deputy Commander L. Gen Pelletier provided introductory remarks. This was followed by a white paper overview from Dr. Thomas Walker of Lockheed Martin. Director of the Centre for Defence & Security Studies and University of Manitoba's, Dr. Andrea Charron served as a guest speaker, providing an overview and context for the discussion that would follow. Director, Operations for NORAD HQ, Brig Gen Pete. M Fesler also helped set the scene with a short presentation. Following this, LGen (Ret'd) Guy Thibaut, Chair of the CDA Institute moderated a panel discussion on awareness and sensors with several industry representatives. The panel consisted of: Sunil Chavda, Director, New Satellite Systems Development, Telesat Canada Ravi Ravichandran, Vice President, CTO BAE Systems Mike Walsh, Chief Engineer, Radar and Sensor Systems, Lockheed Martin Jerome Dunn, Chief Architect, NG Counter Hypersonics Campaign Launch & Missile Defense Systems, Northrop Grunmman Mark Rasnake, Advanced Battle Management System (ABMS) Enterprise Capture Lead, Boeing The following report will outline the major points of consensus and contention reached by participants during the webinar, a backgrounder on the case for NORAD modernization, sections on obstacles to modernization, all domain awareness requirements, design considerations for Canadian industry, and data plans. This report was created by the CDA Institute and is intended to read as an overview of the key points made by our invited experts. The report was produced by rapporteurs from the North American and Arctic Defence and Security Network (NAADSN), a Department of National Defence MINDS Collaborative Network. EXECUTIVE SUMMARY NORAD's defences are challenged by advanced new weapons like hypersonic glide vehicles. These new weapons have proliferated across all military domains, designed to threaten North America and place its political autonomy and financial stability at risk. North American homeland defence needs to modernize to meet these new threats. A major component of this new thinking is the development of All Domain Awareness capabilities provided by a multi-layered sensor system (an ecosystem) that can detect, identify, and track these and other new threats at great distances and provide the right information to the right assets at the right time. High financial costs and tight timelines are major obstacles to NORAD implementing an All Domain Awareness capability. These factors necessitate an approach to All Domain Awareness that emphasizes the technological readiness levels of industry. What ‘off the shelf' technology is available that can be modified and brought to bear quickly? Experts from across the defence industry elaborated on the design of the multi-layered sensor system that will enable a future All Domain Awareness capability. Sensors should be multi-mission, able to detect, identify, and track more than one threat from “birth to death”. These sensors should be modular, scalable, and software-defined with an open architecture for quick adaptability and upgradability. Throughout the discussions, the need to integrate these multi-layered sensors into a holistic system was emphasized. The goal is to create All Domain Awareness that seamlessly converges with renewed Command and Control (C2) and defeat capabilities to enable NORAD's deter, detect, and defeat mission. Many decisions have yet to be made that will drive the design of the multi-layered sensor system. Where should these sensors be placed that provides the best coverage? Furthermore, the data this system provides will be valuable and could be partly shared with allies and industry. How can industry ensure the integrity of this data? Lastly, where and how does human decision-making come into a largely autonomous system. POINTS OF CONSENSUS All Domain Awareness is paramount to enabling NORAD's deter, detect, defeat mission. A renewed multi-layered system will be a combination of new, old, and repurposed equipment. Solutions will favour “off the shelf” technology that can be modified and upgraded. Most of the sensor technology to meet NORAD requirements exists today or will shortly. The system must have seamlessly layered sensors to detect, identify, and track full spectrum of threats across All Domains, from ballistic missiles to advanced hypersonic glide vehicles to cheap aerial drones. Data must be shared widely to be effective but policy must be developed to ensure that information can be shared to the right people at the right time. Multi-layered sensors should be able to detect and identify a threat at its ‘birth' and track until its ‘death.' The Arctic poses unique challenges for remote ground-based sensors and space-based sensors in polar orbits. The NWS is nearing its end of serviceable life but a replacement is not possible yet. Instead, the life of the NWS will need to be extended in parallel with new systems and capabilities. POINTS OF CONTENTION How much of the world, beyond North America and its approaches, will All Domain Awareness have to cover to be effective? The disposition of the renewed all domain awareness sensor network, with debate over how much of it should be space or terrestrially based. Where does the human decision-making process to ‘not shoot' or chose other options (such as to exploit, probe, surveille) come into a largely autonomous ‘kill chain'? Extent of compatibility/upgradability of older Cold War Domain Awareness architecture to work with new systems. Integrity of sensor data. Could it be tampered with? THE CASE FOR NORAD MODERNIZATION In opening the webinar, NORAD Deputy Commander LGen Alain Pelletier presented the broad challenge facing NORAD. Following 9/11 the command focused on violent extremist organizations, putting its energies into looking inward across North American airspace to prevent such a terror attack from happening again. This reorientation of NORAD has since been exploited by adversaries, with China and Russia having developed new capabilities specifically to bypass NORAD's largely Cold War-era defences. As the world shifts towards a state of great power competition, this threat becomes more acute. By being able to defeat NORAD, these states can essentially hold North America hostage, preventing it from intervening in conflict overseas. Brig Gen Pete M. Fesler, Deputy Director of Operations at NORAD's Headquarters, explained that America's long mobilization times have been noted as a vulnerability. By exploiting seams, adversaries can target military bases, airports, and seaports from far away, greatly disrupting the long and complex mobilizations required to project military power abroad. Future overseas conflict involving the great powers will thus see North America struck to delay its forces from intervening abroad, buying time for an adversarial victory. LGen Pelletier stated that NORAD's adversaries are agile, rapidly evolving their capabilities to exploit vulnerabilities in the command's aging defences or circumventing these defences entirely. Jerome Dunn of Northrop Grumman elaborated on how these new threats can avoid NORAD's current sensors and that they can come in quantity. While NORAD's current defences are designed to deal with a few ballistic missiles from a rogue state, such as North Korea, these defences can be easily overwhelmed by large numbers of aerospace threats from a power like Russia. NORAD must address advanced new aerospace weapons such as hypersonic glide vehicles. A requirement to defend against sophisticated cyber-attacks was repeatedly emphasised throughout the seminar. Lockheed Martin's Mike Walsh also pointed out that NORAD needs a response for swarms of cheap unmanned aerial vehicles (UAVs) that can attack vulnerable Arctic infrastructure that supports NORAD's current Domain Awareness capability. A diversity of threats to NORAD have proliferated across the spectrum of military domains, from cyberspace to aerospace. Ultimately, NORAD's defences have been overtaken by advancing technology. LGen Pelletier made clear that with aging systems and just two percent of NORAD's original force strength to draw upon from Cold War peak, the command can no longer deter great power adversaries as it had during the Cold War. This potentially places Canada into the ‘hostage situation' outlined above, putting its political autonomy and economic growth and stability at unacceptable risk. With its ability to meet its mission statement to deter, detect, and defeat threats against the United States and Canada degrading, NORAD cannot continue its current course. NORAD must be modernized. Obstacles to the Modernization of NORAD and the defence of North America Dr. Andrea Charron, Director of the Centre for Defence and Security Studies (CDSS) and co-lead of the North American and Arctic Defence and Security Networks cautioned not to expect that endless financial resources will be available. The COVID-19 pandemic, she highlighted, has placed great strain on federal budgets, creating new fiscal realities and old agreements about cost splitting connected to the NWS are likely to change. CDAI Chair LGen (ret'd) Guy Thibault also emphasized this point. COVID-19 will put future pressure on Ottawa's coffers as the pandemic unfolds, making NORAD modernization spending uncertain. Dr. Charron also raised the importance of meaningful consultations with indigenous peoples about the old and potential new sensors that are located in indigenous territories. Aside from the growing fiscal challenges are the looming time constraints facing NORAD modernization. Dr. Charron stated the obvious, “ the North Warning System, are on borrowed operational time.” Brig Gen Fesler elaborated that there were multiple systems coming to the end of their useful lives. These sensors are rapidly becoming obsolete and cannot wait for a twenty-year procurement plan. Both Charron and Fesler emphasized to the audience that these two factors were driving the overall approach to NORAD modernization : prolonging the service life of useful existing architecture and mixing it with new sensors through the process of incremental improvement to achieve, over time and with a new emphasis on homeland defense All Domain Awareness. Telesat's Sunil Chavda observed that the subsequent engineering challenge was not in the new technologies NORAD modernization requires, but in bringing this eclectic approach together as a holistic system. LGen Pelletier made clear that while NORAD would have to push its all domain sensors far out into the world, covering the Arctic is the most challenging of the command's environments to surveille. Walsh elaborated on these challenges, pointing out the wide range of threats from multiple adversaries passing through the Arctic. The sensors that are needed to address these threats will be placed into “a resource constrained space,” characterized by vast distances with little infrastructure to support them. These remote sensors will have to be able to reliably cope with the Arctic's harsh climate and severe weather. Walsh stated that while space-based sensors will be helpful to surveille the arctic there are constraints imposed by what orbit the satellite is in. Fidelity can be sacrificed for distance as well. All Domain Awareness Requirements Dr. Thomas Walker of Lockheed Martin stated that the primary concern of NORAD modernization is the technology readiness levels of industry, the command wanting solutions now. What ‘off the shelf' technology is available that can be modified and brought to bear quickly? What current NORAD systems can be retrofitted? Walker conveyed that NORAD was open to making all sorts of solutions work so long as they emphasised little to no development timelines and speed of implementation. All Domain Awareness is a core capability requirement of NORAD. Dr. Walker emphasized that the multi- layered sensor system NORAD needs to develop to enable this capability must be able to detect, identify, and track all types of missiles ranging from ballistic to cruise missiles and new hypersonic glide vehicles. He also stressed that this new sensor system must detect threats at great distance to increase warning and reaction times as much as possible, both of which are central to decreasing the risk these weapons pose to Canada. Brig Gen Fesler elaborated that the proposed multi-layered sensor system must ensure that detection sensors are separate from defeat sensors. The layering of the sensors has to be seamless, closing current gaps in coverage that make NORAD so vulnerable to developing threats such as hypersonic glide vehicles. Closing these gaps requires a combination of multi-spectral sensor capabilities (a combination of radar, infra-red, radio frequency, acoustics, etc.). Lastly, he emphasised Dr. Walker's point that All Domain Awareness must occur at longer ranges to detect and engage threats as early as possible. Preferably the extent of Domain Awareness would allow for a threat to be identified and track from its ‘birth.' Design Considerations for Canadian Industry Lockheed Martin's Mike Walsh, working on next generation sensors, presented three considerations for NORAD modernization. The first was the concept of multi-mission sensors that could detect and track more than one threat. These sensors could adapt what they do and where they do it to handle a high volume of threat. Second, sensors should be software defined and open architecture for quick adaptability and upgradability. This would facilitate C2 networking without requiring a hardware update, increasing the lifespan of the renewed system and keeping down future costs. Lastly, industry should provide sensors that are modular and scalable. This means adapting sensors developed for other parts of the world for use with NORAD, making the renewed system quick to install, cheap, and easily upgradable. Chavda, who works on satellite systems development, emphasized the need to integrate the proposed multi-layered sensors into a holistic system. This requires a paradigm shift. How is the processed data displayed for action? He pointed out that there is limited development and no superclusters working on this. This means bringing in the commercial sector to tackle how information is managed, providing new opportunities for industry products and services. Ravi Ravichandran of BAE Systems, with an extensive background in technology development, asked industry to consider how technology enables a mission. The language surrounding Domain Awareness has become mission-focused, having shifted away from being about platforms and sensors. Domain Awareness cannot be considered in isolation, it has to be connected to C2 and defeat mechanisms. Data to decision-makers and their thinking needs to happen ‘at the speed of relevance,' which means understanding computing and data structures. Faster computing is required, the processing behind complex systems having struggled in the past. He agreed that sensors should be reconfigurable in real time, supported by an open architecture. He concluded that the ability to anticipate battle management demands should drive Domain Awareness. Dunn, working on countering hypersonic threats for Northrop Grumman, stressed that the architecture of the sensor system must be able to account for all threats, from ‘birth to death.' Engage on Remote to engage a threat as early as possible is of paramount importance for a successful defeat outcome since this allows a Shoot Asses Shoot shot doctrine. Dunn emphasized that new ways of engaging these threats are needed, including Artificial Intelligence (AI) weapons. Engaging threats remotely could represent another paradigm shift in thinking. He posited that ‘kill chains' could be forged on the fly rather than pre-planned, leading to the combination of “any sensor, best shooter.” Lastly, he wanted industry to consider building in systems redundancy; All Domain Awareness cannot just rely upon space assets. Punch Moulton argues that terrestrial sensors cannot provide All Domain Awareness alone; the sensor system must be based mostly in space. This will provide NORAD with the global level awareness needed to detect threats originating outside of North America ‘from birth.' Second, he suggests participants should consider that NORAD states are also a part of NATO. Tying the two organizations together should help NORAD address deficits in awareness across the North Atlantic whilst giving the command a chance to secure NATO funding for its modernization. Lastly, he stressed the necessity of integrating a holistic multi-layered sensor system with the C2 and defeat mechanisms; the best shooter is the weapon that gets the right information at the right time. The goal should be ‘best sensor, best shooter.' DATA PLANS A major theme of the webinar was the sharing of sensor data with allies and industries. Moulton largely considers the sharing of data to be a policy question – one that should be tackled from the beginning – using the example of NORAD sharing US-Canada ‘Two Eyes' data with the other twenty-eight members of NATO. He also raised this issue in relation to dual-use technology that can be shared with American and Canadian civilian departments and industries. As the technology goes forward, he cautions that the policy needs to be in place that collectively says what can and cannot be shared in an open architecture system. Dr. Charron argues that sensors should be capable of dual use by military/civilian government agencies. This generates additional value beyond defence, contributing data for use across government and possibly the commercial sector. LGen Thibeau commented that such an approach improves the economic case for NORAD modernization as this type of defence investment could be seen as developing northern infrastructure. Similarly, LGen Pelletier commented sharing this data across departments and agencies means “everyone is a contributor” to NORAD modernization. Dr. Charron recommended creating a lexicon to facilitate the sharing of data due to the number and diversity of potential beneficiaries. She also suggests there may be lessons that can be taken from NORAD assuming its maritime warning mission. Similarly, LGen Thibault offered the example of Canada's procurement of SPY-7 radars, and the role of Canadian Joint Operations Command (CJOC) working with partners and the commercial sector in providing sensor data as a potential model. Walsh raised the significant challenges NORAD modernization poses to project teams having to work across governments and industry. He highlighted the need for more collaboration between government and industry on operational analysis (on sensors, C2, and defeat capabilities) which could improve this working relationship. It was noted, however, that more industries are declining to work with the military – a challenge that needs to be resolved. Dr. Charron recommend that the Canadian government send a ‘finishing advocate' to NORAD. Such an advocate would increase the success rate of projects by matching the ‘hoovering' practice of attracting ideas and technology to NORAD's particular problems, seeing them through to fruition. She recommended this advocate approach as part of an overarching Canadian science and technology strategy. Another major theme of the webinar was that the sensor did not matter so much as the actionable data it provided. What does matter is where the sensor is placed to provide the best coverage. Chavda stated that getting the technology into the right place was a challenge. Dunn stressed this point with respect to space-based sensors, emphasizing that they have to be put in the right orbit to be effective. He projects that some operational ability will be flying in two to three years. The expert panel agreed that most of the technology to make the types of sensors envisioned exists today. For technology that must be developed, both Dunn and Chavda argued that rapid prototyping must be able to fail early and more often for best results, especially for space-based sensors. Physical demonstrations are important. Ravichandran pointed out that digital prototyping is getting better, driving down development costs. Digital prototyping is beginning to allow for digital demonstrations – not just of components, but of systems as well. Such an approach will allow for system designs to be tested before being physically built and put into place. A common element running throughout the discussion was that NORAD should have its All Domain Awareness, C2, and defeat capabilities fully converge and be as autonomous as possible. Dunn explained that a full convergence system would see sensors push data to C2, with the sensors changing with the defeat needs for intercept, thus completing a seamless ‘kill chain.' Dr. Charron asked what would happen if NORAD did not want to shoot at a particular threat that it detects (which could leave room for a diplomatic solution). I.e. the sensors cannot only feed information that leads only to the defeat of a target. The sensors must provide information that allows for flexible responses including the exploitation, tracking or gathering of intelligence of a target, not just its defeat. The human decision-making process within this tightly knit kill chain was largely omitted from discussion but the participants concurred that it was an important subject for consideration and future discussion. Lastly, LGen Pelletier raised the issue of data integrity during his closing remarks. Could he trust that the data he was being provided by sensors was safe, secure, and reliable? Could All Domain Awareness capability be tampered with? This question is salient given the sophistication of adversaries, the core importance of information sharing, and the long supply chains of contractors and sub-contractors needed to build and maintain NORAD's All Domain Awareness capability. https://cdainstitute.ca/norad-modernization-report-one-awareness-sensors/

Par ailleurs, la direction a des discussions pour un possible contrat avec l'armée suisse. Hier, la Food and Drug Administration (FDA) a donné le feu vert à la compagnie de Québec pour vendre son système dermosquelette d'assistance à la marche motorisé Keeogo aux personnes ayant des limitations physiques en raison de problèmes de santé. « Les États-Unis représentent plus de 50 % du marché mondial pour ce type d'appareil. C'est majeur, nous allons avoir accès à plus de la moitié de la tarte », note Stéphane Bédard, président et chef de la direction de B-Temia. Cette dernière compte 35 employés dans le monde, dont une vingtaine au Québec. La compagnie a également une division en Asie en partenariat avec Wistron Corporation. Le siège social est à Singapour. Déjà aux États-Unis Mentionnons que dans le cadre d'un partenariat signé en 2018 avec l'entreprise Lockheed Martin, B-Temia travaillait déjà sur certains produits destinés à l'armée américaine. « Le dossier militaire fait intervenir des personnes saines. Lorsque les gens n'ont pas de maladie, la FDA n'intervient pas. Le même produit peut être utilisé pour d'autres objectifs que de restaurer la démarche », dit M. Bédard. L'exosquelette développé pour les militaires améliore notamment leur performance lorsqu'ils doivent transporter de l'équipement sur une plus longue période et aide à prévenir les blessures, avance le président. L'appareil en question fournit une force supplémentaire aux genoux. Gr'ce à l'autorisation de la FDA, B-Temia prévoit prendre de l'expansion au cours des prochaines années, entre autres à Québec où plus de 10 millions $ devraient être injectés. Des embauches seront aussi effectuées. L'entreprise était en discussion avec la FDA depuis 2016. La direction souligne également son intention de poursuivre ses démarches pour obtenir les approbations réglementaires nécessaires dans d'autres pays. Plusieurs projets en chantier Quant à l'expansion au sud de la frontière canadienne, B-Temia, qui a été fondée en 2010, analyse différents scénarios. Comme pour l'Asie, cette offensive pourrait se faire avec l'aide d'un partenaire d'affaires. « On veut rendre accessible le plus rapidement cette technologie à travers le monde. Oui, on pourrait avoir des activités directes sur le territoire américain. Le modèle d'affaires pour les États-Unis est à l'étude », affirme M. Bédard, précisant ne pas avoir d'échéancier à fournir pour le moment. Par ailleurs, « l'armée suisse fait également des essais avec nos produits. Nous avons aussi d'autres projets militaires sur la table », conclut-il. Afin d'appuyer sa croissance, la direction de B-Temia n'écarte pas la possibilité de faire le saut à la Bourse d'ici cinq ans.     Analysis: New defence chief's main job could be to preside over budget cuts

Prime Minister Justin Trudeau announced July 23 that Gen. Jonathan Vance would leave the position as chief of the defence staff, the job he has held since July 2015. Trudeau said he expected a new CDS to be named in the coming months. Defence and government sources say interviews for the position were held this week with a number of candidates. Lt.-Gen. Christine Whitecross, who is heading into retirement, is considered the front-runner for the job if she wants it. Whitecross still has an office at defence headquarters at Carling Avenue and there is an interest in the Liberal government to have a woman in the job of defence chief for the first time. The view that Whitecross has strong support within the Liberal government was further solidified when Trudeau took the unusual step on July 18 of singling out the lieutenant general on Twitter. He thanked the officer for her three decades of service in the Canadian Forces and for “being a strong voice for gender equality in the military.” Among the other individuals considered to be candidates for the chief of defence staff job are Lt.-Gen. Mike Rouleau, who recently took over as second-in-command of the Canadian Forces, navy commander Vice Adm. Art McDonald, air force commander Lt.-Gen. Al Meinzinger and army commander Lt.-Gen. Wayne Eyre. Vice-Admiral Darren Hawco's name has also been mentioned. At least eight individuals were to be interviewed, according to various government sources. But the new CDS is expected to face the challenge of dealing with significant budget cuts because of the financial strain on federal coffers created by the novel coronavirus pandemic. Spending on various emergency relief programs has resulted in Canada's deficit increasing to $343 billion this year, according to the federal government's economic snapshot released in early July. Trudeau has acknowledged that the full economic impact of the pandemic is unknown. A second COVID-19 wave could further worsen the economic situation. Department of National Defence deputy minister Jody Thomas said in a June 5 interview with The Canadian Press that she hasn't seen any indication defence spending, and the government's defence policy called Strong, Secure, Engaged, or SSE, will even be affected at all by COVID-19. There have been no slowdowns and the DND and Canadian Forces has been aggressively pushing forward on implementing SSE, according to Thomas. Behind the scenes, however, there is significant concern within some quarters in the military about the cuts expected in the coming years. Some organizations within National Defence headquarters have already told staff to prepare for a rocky road in the future. The Canadian Armed Forces and Department of National Defence, with the largest source of discretionary funds in the federal government, is a ripe target for cost-cutting. DND's current budget is listed as $21.9 billion. SSE has been billed by the Liberal government and its supporters as “a historical investment in Canada's military” since it promises $497 billion for the Canadian Armed Forces over 20 years. But the policy was always built on shaky foundations, as was the previous Canada First Defence Strategy brought in by the Conservative government and largely undercut by funding reductions at that time. Despite defence analysts' cheerleading on both policies, the fact is that such strategies only promise future spending. There is no guarantee and plans can be jettisoned as fiscal circumstances change. In 1994 the Liberal government of Prime Minister Jean Chretien embarked on significant cost-cutting measures throughout the federal government as it struggled to deal with the deficit. The Canadian Forces and the DND were a prime target during that period. Equipment was mothballed. Military and civilian staff were cut. The coming years could see a replay of similar cost-reduction measures.     Next defence chief will signal Liberals' priorities for the military

    Lee Berthiaume/ The Canadian Press OTTAWA — Time is running out for the federal Liberal government to name a new commander of the Canadian Armed Forces before it faces a confidence vote, with some observers worrying a delay could leave the military in limbo in the event of an election. Yet exactly who will be selected to succeed Gen. Jonathan Vance as chief of the defence staff remains a mystery because while there may be one seemingly obvious choice, there are others who might suit the Liberals better. "There's a generalized understanding that any of the individuals who have made it to three stars have demonstrated a pretty strong portfolio in terms of competencies and strengths," said Canadian Forces College professor Alan Okros. "It then becomes an issue about where does the priority fall?" The Liberal government has quietly indicated it wants to announce the new chief of defence staff before the speech from the throne on Sept. 23. Sources at the Department of National Defence, who are not authorized to discuss the search publicly, said interviews were conducted this past week Retired lieutenant-general Guy Thibault, who previously served as vice-chief of the defence staff, is one of those hoping for an announcement before a possible election. "You just don't want to have a chief in waiting with a chief caretaker in place," said Thibault, who now heads the Conference of Defence Associations Institute. The seemingly obvious choice is Lt.-Gen. Mike Rouleau. The former Ottawa police officer who re-enrolled in the Forces after 9/11 spent years in the field before becoming commander of Canada's special forces in 2014, at a time when the elite soldiers were in Iraq and elsewhere. Rouleau has since been burnishing his credentials in Ottawa, first as commander of the Canadian Joint Operations Command, which oversees all domestic and foreign operations, before recently taking over as Vance's second-in-command. "I think Mike is really the full-meal deal of all the current three-stars," said Thibault, echoing an assessment shared by many defence insiders and observers. Rouleau's appointment would signal a continuation of the current path set by Vance's five-year tenure — the longest in modern Canadian history — and enshrined in the Liberals' defence policy. That policy — known as Strong, Secure, Engaged — released in 2017 promised massive billions of dollars in investments over the next 20 years for more troops, new equipment such as warships and jets, and new capabilities in cyber and space. A similar signal would be sent if the Liberal government tapped Royal Canadian Air Force commander Lt.-Gen. Al Meinzinger, Canadian Army commander Lt.-Gen. Wayne Eyre or Royal Canadian Navy commander Vice-Admiral Art McDonald. They, along with Lt.-Gen. Christopher Coates, who recently moved into Rouleau's old job as head of the Canadian Joint Operations Command, would bring their own skills and styles, but they are also viewed as largely similar in terms of continuity. Some worry the economic damage caused by COVID-19 has made the defence policy unaffordable and that the government might bring out the axe. "If the government writ large turns its mind to budget cutting and deficit reduction, then National Defence is very, very unlikely to survive that for a number of different reasons," said defence analyst David Perry of the Canadian Global Affairs Institute. "The biggest one is just the straight arithmetic of it being the largest share of federal budget share." Vice-Admiral Darren Hawco was one of the key architects of the defence policy, with insiders speaking in glowing terms of the way the former frigate commander managed the backroom battles that led to its development. That included managing the priorities of the Air Force, Army and Navy against a set pot of money — an experience that would be especially important if the government wanted to start cutting. Many have wondered whether the Liberals will appoint a woman to become Canada's top military officer for the first time. Such a move would fit with the Liberals' progressive, feminist credentials and signal the government wants to see more action on addressing cultural issues such as racism as well as sexual misconduct and hate in the ranks. "There is still this huge frustration in the Prime Minister's Office (about) the military in not making progress on the sexual harassment side, and particularly the harassment, discrimination and hateful conduct stuff," said Okros. "It then becomes that issue of who is the right person to do that, and at one level, symbolic decisions may be of importance." That is where the first two female lieutenant-generals in Canada's history — Christine Whitecross and Francis Allen — come up. Whitecross in particular has been seen as a potential contender for the chief of the defence staff position for years, and the fact she spearheaded the military's fight against sexual misconduct in the early going could be a feather in her cap. Yet neither Whitecross nor Allen have much experience in the field and Perry said having a chief of the defence staff who didn't command a warship, fly an aircraft or lead soldiers in the field would be almost as groundbreaking as appointing a woman. "That would certainly be almost as notable for an organization that has a lot of cultural orientation around the operational end of things and putting people with those types of backgrounds into the top job," Perry said. Whichever way the government goes, says Thibault, "all of the three-stars currently in the mix wouldn't be where they are if they didn't have very significant experience and credibility and knowledge and skills and the right leadership qualities. "So you can take good confidence that they're all bona fide Canadian Forces leaders. And whoever is picked, I think we would recognize at the very beginning that they will all bring something unique and relevant to the position as chief of defence staff."     Coping with COVID: The RCAF adjusts to the new world

Access the full issue here. “We were at the highest level of readiness that we would have been at since the Korean War.” If that seems a perplexing statement from the commander of an Air Force that at one point during the current pandemic had about 70 per cent of its members working from home, LGen Al Meinzinger has a sound explanation. Though Royal Canadian Air Force (RCAF) headquarters sometimes resembled ghost towns, training schools were paused, operational training units (OTUs) were scaled back to critical force generation activity, and flight operations were at times curtailed, over 83 per cent of personnel were on short notice to activate. “I referred to it tongue and cheek as the team being readied in a martial arts crouch,” he said. “Nobody was away on course, nobody was out of country on temporary duty. Almost 100 per cent of our team was conducting operations, supporting operations or at home ... on a very high alert level to respond as directed.” When the coronavirus flared in communities across Canada in mid-March, the RCAF quickly adopted a posture intended to preserve the force. The health and safety of members and their families became the top priority. At the direction of the Chief of the Defence Staff and military and civilian health authorities, training courses for Reserve cadets, new recruits, technician trades and professional upgrades were halted and over a thousand students returned to barracks or home. Travel for leave was limited. Operational flights were re-routed to avoid COVID hot spots where possible. The operational tempo dipped but did not stop. Transport squadrons continued to support operations in the Middle East, Eastern Europe and elsewhere; fighter squadrons and 22 Wing North Bay, Ont., the Canadian Air Defence Sector, maintained the NORAD mission; and search and rescue units responded around the clock to calls across the country. 8 Wing Trenton, Ont., even became a quarantine site in the early days of the pandemic for Canadian passengers lifted from a cruise ship, the Diamond Princess, docked in Japan. But at Wings and in aircraft, new health and safety measures were introduced to mitigate the risk of infection and transmission. Students were sequestered. Access to workspaces was restricted and traffic flow through some buildings was altered to limit contact. Meetings migrated to Zoom and other video technology. Aircrews conducted virtual handovers. On transport planes, new protocols for mask wearing and passenger screening became the norm. “We have remained focused on the health of our people throughout,” said Meinzinger. “It was impressive how swiftly the team was able to introduce a raft of new protocols.” The payoff has been evident in the number of COVID-19 cases in the RCAF. At no point have they exceeded single digits, he noted. At the time of the interview in early July, no member was sidelined due to the virus. While personnel health was critical, the quick reaction to preserve Air Force capacity was a necessary precaution for what the RCAF suspected could be a busy period ahead. Following the outbreak of severe acute respiratory syndrome (SARS) in 2002, the Canadian Armed Forces (CAF) had developed a contingency plan known as Operation Laser to counter a future pandemic. Accordingly, among the CAF's first responses to COVID-19 was the stand-up of six regional task forces to respond to provincial requests for assistance, each with an air detachment of either helicopters or fixed-wing aircraft to provide transport and other services. At the same time, the RCAF was bracing for the urgent calls for air assets under Operation Lentus, the CAF response to natural disasters. Spring flooding and summer forest fires have threatened Canadian communities with increasing frequency in recent years, and assistance with surveillance or evacuation appeared to be in the cards once again. “At the outset, we were looking at dealing with COVID-19 responses and potentially having to support the government with Op Lentus tasks,” said Meinzinger. Since training for Air Combat Systems Officers and Airborne Electronic Sensor Operators was on pause at 402 Squadron in Winnipeg, the RCAF even put the CT-142 Dash-8 “Gonzo” and its aircrews on standby to provide additional airlift. Resuming, at a distance The Air Force is now in the process of working through a business resumption plan that calls for a “controlled, conditions-based” return of activities. In truth, the plan is more about increasing the tempo at Wings, squadrons and headquarters. Mindful of the damage to readiness if core activity ground to a halt, operational squadrons continued to fly and OTUs maintained some flight and technician training for graduates earmarked for possible deployment. Now, it's a matter of ramping up while adapting to the unknowns of the pandemic. Already, about 50 per cent of personnel at 1 Canadian Air Division (1 CAD) and 2 Canadian Air Division are back in their offices and workspaces. “Readiness is everything from your level of flying currency, the recency of that flying, to your knowledge, so we wanted to make sure that we didn't see our readiness shift,” said Meinzinger. “But we are being very diligent in how we are ramping up.” His conditions include the availability of personal protective equipment (PPE), especially face masks, the ability to operate safely, and the ability to move personnel about the country while still meeting the guidelines of provincial health authorities. Already, some courses have resumed, albeit in modified classrooms, and training programs have adapted to shortened weeks in which different cohorts rotate every three days to “reduce the footprint” of both students and instructors. One of the consequences of COVID-19 could be a willingness to embrace distance working. As part of a multi-year retention strategy, the RCAF has been evaluating the merits of working remotely to limit the number of moves a member makes and better accommodate family situations where both spouses serve in the CAF and a move is not conducive for one. Before the pandemic, for example, the RCAF Aerospace Warfare Centre at 8 Wing Trenton, Ont., known as the RAWC, was “leveraging brains rather than bodies” by allowing team members to work remotely from locations such as Comox, B.C., and Gagetown, N.B. “We were already seeing that that model was very effective,” said Meinzinger. “Not only was it delivering operational output ... but more importantly, it was creating better balance in personal lives.” As RCAF headquarters moves to the Carling Campus in Ottawa, he's tasked his deputy commander, MGen Blaise Frawley, to “look at what a Headquarters 2.0 structure looks like, including how many [staff] could work from home for a majority of their work day.” “It's an adaptation and it obviously recognizes the need for a healthy workplace. We may see more shift work happening in the HQ, similar to the three-day model,” he explained. “There is a new reality with COVID-19 and that will probably reshape some of our thinking.” That reality will likely renew discussion around distance learning and the expanded role of simulation and other technologies in training programs. In an ideal world, the RCAF would have a distance learning package for every course “that students could immediately access in a pandemic,” he said. The Canadian Forces School of Aerospace Technology and Engineering at 16 Wing Borden, Ont., is already well down that road with the use of virtual reality (VR) and other tools in the training curriculum of various trades. And CH-148 Cyclone crews are learning hoist mission training on a Bluedrop Training & Simulation VR system at 12 Wing Shearwater, N.S. More recently in June, the RCAF Command Team course for anointed Commanding Officers and unit Chief Warrant Officers was delivered at distance using “modern tools,” he said. “This pandemic has underscored the value of having a greater amount of simulation [and remote learning] within the enterprise.” Return engagement for pilots? As with any crisis, the pandemic response has highlighted capability gaps and opportunities. Assessing the full impact of COVID-19 remains a work in progress – “we're still drawing deductions,” said Meinzinger – but it has confirmed the agility of the Air Force to alter course on the fly. In the first months, units stepped up to develop and deliver PPE for the CAF, including the Aerospace Telecommunications and Engineering Support Squadron at 8 Wing Trenton, which re-rolled to produce medical-grade face shields for Health Services personnel. And when a gap in keeping infected patients isolated from the aircrew was identified, the Directorate of Aerospace Requirements spearheaded the rapid procurement of aeromedical bio containment containers to allow a medical practitioner to care for multiple infected patients in the back of a CC-177 Globemaster or CC-130J Hercules. “That procurement was pivotal and we'll reap the benefit of that work in the coming months” when it is delivered, said Meinzinger. “These systems will complement the superb work related to on-aircraft PPE tactics, techniques, and procedures that have been developed by the 1 CAD team to ensure the safety of our aircrew.” The pandemic might also help with the battle all western air forces have been waging for the past several years, as the commercial airline boom attracted both pilots and maintenance technicians. With civil aviation now in a tailspin and many pilots furloughed or laid off, the RCAF could see the return of former members. The CAF has been working to re-enrol recently retired members for the past few years, hoping to attract experience back to either the Regular or Reserve Force. After the effect of the pandemic on the aerospace sector became apparent, the RCAF launched a campaign on social media to “rejoin the team” and increased the capacity in its Intake and Liaison Team to help interested former members make the transition. To date, about 200 have expressed an interest and 100 are considered serious prospects, spanning a range of Regular and Reserve Force officer and non-commissioned member trades. In the past four months, about 55 have completed applications. Meinzinger expects that to increase. Following the upheaval to civil aviation after 9/11, the Air Force saw a similar trend line. “It takes a bit of time for individuals to contemplate their future,” he said. “There is a family decision [involved] ... but we anticipate in the coming months there will be [greater interest] from those individuals who are affected.” Though the emphasis is on recent military experience, “we'll take any calls,” he added, noting that the ambition of the government's defence policy means “we are going to need a bigger RCAF team.” Trying to predict the trajectory of the pandemic over the next months is almost impossible, but it's a question “I think about each and every day,” Meinzinger acknowledged. He has been drawing on a “fraternity” of air chiefs from allied countries to gather lessons and help shape the RCAF response. The only certainty is “to remain very agile” and adapt to what Gen David Goldfein, chief of staff of the U.S. Air Force, has called the new non-normal. “The cadence and the rhythm of the pandemic is going to clearly shape the way that we move forward,” said Meinzinger. “We want to be as best prepared as we can be.” https://www.skiesmag.com/features/coping-with-covid-rcaf-adjust-new-world/
