    Norway’s defense minister: Ensuring collective defense and deterrence in the northernmost corner of Europe

    By: Frank Bakke-Jensen A serious security crisis in the northernmost corner of Europe would affect all of NATO. That is why the alliance just conducted the largest full-scale military exercise in decades— in Norway. In October and November, some 50,000 soldiers from 31 countries were engaged in a major exercise designed to test our ability to operate together in crisis or war. Around 65 ships, 250 aircraft and as many as 10,000 vehicles took part. Exercise Trident Juncture 2018 demonstrated NATO's revitalized focus on collective defense of its member states and the geopolitical importance of Europe's northern flank. Trident Juncture 2015 took place in the Mediterranean region. This year's Trident Juncture was a unique opportunity for NATO and our partners Sweden and Finland to test and further develop our ability to operate together in the north. Norway's rugged terrain, intricate coastline and demanding climate represent challenges in and of themselves to the war fighter, making this one of the reasons why it is so important to train here. Not just because it makes us better at defending ourselves, but also because it strengthens the bond between our countries and sends a strong signal to anyone who may want to use military power to force our will. The fact that 31 countries contributed to the exercise proves that we, as an alliance, stand together. Even more importantly, the exercise demonstrated our will and determination to come to each other's aid, should it ever be necessary. With Trident Juncture 2018, we have shown in a very visible way that we will come to the aid of any member nation, should any of us need it. We see no military threat against Norway today. However, we have seen a more assertive Russia with both the will and the ability to use military power to achieve political goals. Cyberattacks and disinformation are fueling political polarization in both Europe and the United States, which in turn is challenging democratic institutions and our ability to compromise. International terrorism is changing how we think about security; migration has emerged as perhaps the No. 1 dividing force; and climate change is affecting all of these issues in ways we cannot fully predict. As members of a successful alliance, we all share a common responsibility to maintain peace and stability in our neighborhoods — from the north to the south. Democracy, rule of law, freedom of speech and freedom of religion, as well as a rules-based world order, are at the heart of our nations. All 29 allies participated in exercise Trident Juncture. All 29 allies stand together in our 360-degree approach to security. And all 29 allies share the burdens of collective defense and deterrence. These are the fundamental values that make us capable of reacting to a rapidly changing security environment. We are firm believers in dialogue, transparency and a predictable world order based on international law and binding agreements. Unfortunately, we see that these values are increasingly challenged. That is why it is necessary to have a credible military capability. While Denmark, Norway and Iceland are members of NATO, Sweden and Finland are not. By including Sweden and Finland in a NATO exercise, we improve our ability to act together as neighbors. The Nordic contribution to Exercise Trident Juncture was substantial, with over 13,000 soldiers and a large number of civilian personnel. In a fine example of Nordic cooperation, army elements from Finland operated as part of a Swedish brigade, and Danish helicopters supported the Norwegian brigade. NATO and partner forces from Finland and Sweden used military bases and airfields in all the Nordic countries, with the strategically important Iceland serving as a central hub, gateway and staging area for deployment and sustainment of allied forces across the north Atlantic. From a Norwegian perspective, Trident Juncture 18 has been a success. For the first time in decades, the whole alliance came together in the High North to test reinforcement plans and to demonstrate that we are committed to collective defense. In addition, the sea lanes across the Atlantic are once again seen as vital. Being a host nation, with all it entails, is a daunting task for a small nation like Norway. With this exercise, we were able to test our abilities to receive and accommodate allied forces. All units were in position, with their equipment, on time. All supplies were delivered as planned. The infrastructure was satisfactory. In addition, we were able to put our total defense concept to the test. More than 50 other Norwegian actors — governmental as well as nongovernmental — were involved. Seen with Norwegian eyes, Exercise Trident Juncture 18 has contributed to continued stability in the High North.     Pakistan to replace Orion patrol aircraft with Brazilian jetliner

    Usman Ansari ISLAMABAD — Pakistan's Navy has selected the Embraer Lineage 1000 jetliner to replace its P-3C Orion long-range maritime patrol aircraft, a source with knowledge of the program has confirmed to Defense News. Outgoing naval chief Adm. Adm. Zafar Mahmood Abbasi announced Oct. 6 that the Navy would replace its P-3C Orion fleet with 10 converted commercial jets, the first of which has been ordered. However, he did not identify the type. The Ministry of Defence Production, which handles acquisition, did not return requests for comment regarding the conversion and possible partners. With only a single aircraft ordered thus far, the program is in its early stages. When converted for Pakistani service, the aircraft will be called Sea Sultan. It is unclear if the aircraft is being acquired directly from the manufacturer or another party. Embraer did not respond to requests for comment. The question of what issues may arise in converting the aircraft was put to Douglas Barrie, an aerospace analyst at the International Institute for Strategic Studies: “Using a commercial turbofan engine-powered aircraft as the basis for an ASW [anti-submarine warfare] platform is not unheard of. After all, the U.S. P-8 is a Boeing 737-800 derivative," he said. But there are challenges in converting the aircraft, he added, "not least of all if internal weapons carriage is required where a bomb bay will need to be cut into the airframe.” The question of what issues may arise in converting the aircraft was put to Douglas Barrie, an aerospace analyst at the International Institute for Strategic Studies: “Using a commercial turbofan engine-powered aircraft as the basis for an ASW [anti-submarine warfare] platform is not unheard of.     Could soldiers silently communicate using brain signals in the future?

    Andrew Eversden WASHINGTON — A breakthrough in decoding brain signals could be the first step toward a future where soldiers silently communicate during operations. New research funded by the U.S. Army Research Office successfully separated brain signals that influence action or behavior from signals that do not. Using an algorithm and complex mathematics, the team was able to identify which brain signals were directing motion, or behavior-relevant signals, and then remove those signals from the other brain signals — behavior-irrelevant ones. “Here we're not only measuring signals, but we're interpreting them,” said Hamid Krim, a program manager for the Army Research Office. The service wants to get to the point where the machine can provide feedback to soldier's brains to allow them to take corrective action before something takes place, a capability that could protect the health of a war fighter. Krim pointed to stress and fatigue signals that the brain gives out before someone actually realizes they are stressed or tired, thus letting troops know when they should take a break. The only limit to the possibilities is the imagination, he said. Another potential future use is silent communication, Krim said. Researchers could build on the research to allow the brain and computers to communicate so soldiers can silently talk via a computer in the field. “In a theater, you can have two people talking to each other without ... even whispering a word,” Krim said. “So you and I are out there in the theater and we have to ... talk about something that we're confronting. I basically talked to my computer — your computer can be in your pocket, it can be your mobile phone or whatever — and that computer talks to ... your teammate's computer. And then his or her computer is going to talk to your teammate.” In the experiment, the researchers monitored the brain signals from a monkey reaching for a ball over and over again in order to separate brain signals. But more work is to be done, as any sort of battle-ready machine-human interface using brain signals is likely decades away, Krim said. What's next? Researchers will now try to identify other signals outside of motion signals. “You can read anything you want; doesn't mean that you understand it,” Krim said. “The next step after that is to be able to understand it. The next step after that is to break it down into into words so that ... you can synthesize in a sense, like you learn your vocabulary and your alphabet, then you are able to compose. “At the end of the day, that is the original intent mainly: to have the computer actually being in a full duplex communication mode with the brain.” The Army Research Office-backed program was led by researchers at the University of Southern California, with additional U.S. partners at the University of California, Los Angeles; the University of California, Berkeley; Duke University; and New York University. The program also involved several universities in the United Kingdom, including Essex, Oxford and Imperial College.
