U.S. isn’t worrying about Canada and missile defence, says Obama adviser

Canadians don't have to wring their hands over whether the country should sign on to the U.S. ballistic missile defence system, says a former top defence adviser to President Barack Obama.

Washington is paying more attention to bigger Canadian defence issues such as the long-delayed acquisition of a fleet of new modern fighter jets, Lindsay Rodman, former director of defence policy and strategy for Obama's National Security Council, said in a Canadian interview streamed earlier this week.

Rodman, a temporary U.S. expatriate who now is an international affairs fellow at the University of Ottawa, said in a podcast interview with the Canadian Global Affairs Institute that the missile defence question is not a major issue in U.S. military and security circles.

“The question of ballistic missile defence has been really surprising to me since I came to Canada a little over a year ago now,” Rodman said in the interview with Global Affairs institute vice-president David Perry.

“It is just not on the forefront of anyone's mind in the United States, but it is one of the first things that any Canadian wants to talk to you about the U.S. American alliance,” said Rodman, an attorney who also served in the Pentagon as Obama's senior adviser for international humanitarian policy.

“The U.S. is much more concerned with just making sure that NORAD is healthy, that the NATO alliance is healthy, that our homeland defence is being well supported, and we know that we don't depend on Canada for ballistic missile defence.

“We do depend on Canada's fighter capability in terms of how we've planned our North American defence, so making good on the promises that Canada has made is going to be more important than new promises that Canada could make in the future, which would be something like ballistic defence.”

The Global Affairs Institute offered the podcast up earlier this week, but the interview was recorded on Dec. 18, the same day U.S. President Donald Trump released his administration's first national security strategy.

It was only two years after President Obama released his second national security strategy, which Rodman said should have been in place for four years under the normal U.S. four-year cycle for renewing national security and military strategies.

While explaining U.S. views on Canadian defence positions — particularly the first Canadian defence strategy released by the Trudeau government last June — Rodman told Perry that while Canada's overarching defence positions have rarely diverged after a change of government, Trudeau's new personal and political approaches to Canada's role in the world may have made a difference.

“I would say that Justin Trudeau, just by nature of his international sort of celebrity status, brought a new cachet to Canada, and that's pretty useful,” she said. “Certainly, being in Canada now and learning the ins and outs about the political system a little bit more, I can appreciate the nuances in Canada's position much better.”

Canada's new defence policy specifically ruled out Canadian involvement in U.S. ballistic missile defence, even after the topic had been raised multiple times in four months of cross-country consultations that preceded the defence review in 2016.

Still, by last December, even Trudeau signalled that the government has not yet ruled the possibility out, and several military experts have advocated Canada's participation in a series of House of Commons and Senate committee hearings.

“For a very close ally like Canada, the most important thing is interoperability,” said Rodman. “We not only depend on Canada to potentially help us out in the world, but in terms of our homeland defence there's no one we depend more on than Canada. We really need everything to be interoperable.”

The most important question facing the government as it slowly moves toward a 2025 target for acquiring a fleet of 88 new fighter jets could be how the most sophisticated warplane in the world — the Lockheed Martin F-35 strike fighter — fares as it goes through a competition that will decide which aircraft Canada will buy.

Interoperability with U.S. warplanes has been a central part of the argument favouring the F-35 acquisition for Canada.

    Next defence chief will signal Liberals' priorities for the military

    Lee Berthiaume/ The Canadian Press OTTAWA — Time is running out for the federal Liberal government to name a new commander of the Canadian Armed Forces before it faces a confidence vote, with some observers worrying a delay could leave the military in limbo in the event of an election. Yet exactly who will be selected to succeed Gen. Jonathan Vance as chief of the defence staff remains a mystery because while there may be one seemingly obvious choice, there are others who might suit the Liberals better. "There's a generalized understanding that any of the individuals who have made it to three stars have demonstrated a pretty strong portfolio in terms of competencies and strengths," said Canadian Forces College professor Alan Okros. "It then becomes an issue about where does the priority fall?" The Liberal government has quietly indicated it wants to announce the new chief of defence staff before the speech from the throne on Sept. 23. Sources at the Department of National Defence, who are not authorized to discuss the search publicly, said interviews were conducted this past week Retired lieutenant-general Guy Thibault, who previously served as vice-chief of the defence staff, is one of those hoping for an announcement before a possible election. "You just don't want to have a chief in waiting with a chief caretaker in place," said Thibault, who now heads the Conference of Defence Associations Institute. The seemingly obvious choice is Lt.-Gen. Mike Rouleau. The former Ottawa police officer who re-enrolled in the Forces after 9/11 spent years in the field before becoming commander of Canada's special forces in 2014, at a time when the elite soldiers were in Iraq and elsewhere. Rouleau has since been burnishing his credentials in Ottawa, first as commander of the Canadian Joint Operations Command, which oversees all domestic and foreign operations, before recently taking over as Vance's second-in-command. "I think Mike is really the full-meal deal of all the current three-stars," said Thibault, echoing an assessment shared by many defence insiders and observers. Rouleau's appointment would signal a continuation of the current path set by Vance's five-year tenure — the longest in modern Canadian history — and enshrined in the Liberals' defence policy. That policy — known as Strong, Secure, Engaged — released in 2017 promised massive billions of dollars in investments over the next 20 years for more troops, new equipment such as warships and jets, and new capabilities in cyber and space. A similar signal would be sent if the Liberal government tapped Royal Canadian Air Force commander Lt.-Gen. Al Meinzinger, Canadian Army commander Lt.-Gen. Wayne Eyre or Royal Canadian Navy commander Vice-Admiral Art McDonald. They, along with Lt.-Gen. Christopher Coates, who recently moved into Rouleau's old job as head of the Canadian Joint Operations Command, would bring their own skills and styles, but they are also viewed as largely similar in terms of continuity. Some worry the economic damage caused by COVID-19 has made the defence policy unaffordable and that the government might bring out the axe. "If the government writ large turns its mind to budget cutting and deficit reduction, then National Defence is very, very unlikely to survive that for a number of different reasons," said defence analyst David Perry of the Canadian Global Affairs Institute. "The biggest one is just the straight arithmetic of it being the largest share of federal budget share." Vice-Admiral Darren Hawco was one of the key architects of the defence policy, with insiders speaking in glowing terms of the way the former frigate commander managed the backroom battles that led to its development. That included managing the priorities of the Air Force, Army and Navy against a set pot of money — an experience that would be especially important if the government wanted to start cutting. Many have wondered whether the Liberals will appoint a woman to become Canada's top military officer for the first time. Such a move would fit with the Liberals' progressive, feminist credentials and signal the government wants to see more action on addressing cultural issues such as racism as well as sexual misconduct and hate in the ranks. "There is still this huge frustration in the Prime Minister's Office (about) the military in not making progress on the sexual harassment side, and particularly the harassment, discrimination and hateful conduct stuff," said Okros. "It then becomes that issue of who is the right person to do that, and at one level, symbolic decisions may be of importance." That is where the first two female lieutenant-generals in Canada's history — Christine Whitecross and Francis Allen — come up. Whitecross in particular has been seen as a potential contender for the chief of the defence staff position for years, and the fact she spearheaded the military's fight against sexual misconduct in the early going could be a feather in her cap. Yet neither Whitecross nor Allen have much experience in the field and Perry said having a chief of the defence staff who didn't command a warship, fly an aircraft or lead soldiers in the field would be almost as groundbreaking as appointing a woman. "That would certainly be almost as notable for an organization that has a lot of cultural orientation around the operational end of things and putting people with those types of backgrounds into the top job," Perry said. Whichever way the government goes, says Thibault, "all of the three-stars currently in the mix wouldn't be where they are if they didn't have very significant experience and credibility and knowledge and skills and the right leadership qualities. "So you can take good confidence that they're all bona fide Canadian Forces leaders. And whoever is picked, I think we would recognize at the very beginning that they will all bring something unique and relevant to the position as chief of defence staff."     More than 100 military procurements facing delays: Defence Department

    The delivery dates for new or upgraded equipment, some of which is needed urgently, have been pushed several years into the future by Lee Berthiaume OTTAWA — The Department of National Defence has identified delays in more than 100 planned military purchases and facility upgrades, most of which have flown under the radar as attention has focused on the government's problems buying new fighter jets and warships. While some of the schedule setbacks revealed by the Defence Department are relatively minor, others are significant, with the delivery dates for new or upgraded equipment — some of which is needed urgently — pushed several years into the future. Those include new engineering vehicles and machine-guns for the army, new drones for the navy to hunt mines and satellite hookups for its submarines, and upgrades to the air force's aging fighter-jet and surveillance aircraft fleets. More than half the list of 117 delayed projects is infrastructure projects on military bases, including health facilities, maintenance and storage hangars, armouries and ammunition depots. The list was produced by the Defence Department and recently tabled in the House of Commons in response to a request from the official Opposition Conservatives. Federal officials have to get better at setting “predictable” schedules when it comes to purchasing new equipment, Troy Crosby, whose job as assistant deputy minister of materiel is to oversee procurement at the Defence Department, acknowledged in an interview. Yet Crosby believes much of the frustration around military procurement is the result of unrealistic expectations born of a lack of understanding and appreciation for how the system, which is dealing with more projects than at any time in recent history, actually works. “The complexity of what it takes to bring a new piece of equipment into service is extraordinary, and early, early, early in a process, when we don't even know what it is we're going to buy or from where, there's a lot of uncertainty around those schedules,” he told The Canadian Press. “I think people will understand ... you can't nail a date down to a month in a year specifically. And then if you're two days late or two months late or what have you, are you really late or was there just an amount of uncertainty around those schedules to begin with?” As an example, Crosby pointed to the delayed delivery of new search-and-rescue airplanes, where the air force has been wrangling with the manufacturer Airbus over the level of detail that must be in the aircraft's technical manuals before the military will accept the planes. “Three years into the contract, we're behind 18 days,” he said. “That's not a failure. If the standard is perfection, will defence procurement ever be not broken? I'm not sure. I think you're holding us to a pretty amazing standard.” At the same time, Crosby noted that the air force's Buffalo and Hercules airplanes, which have been performing search-and-rescue missions in Canada for decades, continue to operate despite being long past their replacement dates. “Do we want to get (the Forces) even better equipment so they can be even more effective at the job using modern technology? Yes,” said Crosby. “But the Buffalo and those (search-and-rescue) crews are delivering for Canadians now. So I wouldn't want to leave the impression there that suddenly these capabilities don't work.” Yet there have been several examples in recent years of the military either doing without because equipment got too old to use or the government investing taxpayer dollars to keep old gear going longer than anticipated. Those include the navy having been without destroyers for the past few years, the government spending nearly $700 million to lease a temporary supply ship and plans to spend more than $1 billion to keep CF-18 fighters from the 1980s flying to 2032. While some of those problems were caused by political dithering or mismanagement, they nonetheless underscore the real cost of delays. The list of delayed projects produced by the Defence Department included brief explanations for why each procurement has been delayed. Some, such as the purchase of new machine-guns, related to problems with industry and fell outside government's control. Others were afflicted with unforeseen technical issues and many of the delays were the result of “detailed schedule analysis” by government officials, suggesting the original timeframes were unrealistic or otherwise inaccurate. There were also several delays, such as a plan to upgrade the sensors and weapons on the air force's Griffon helicopters, attributed to a shortage of procurement staff and other internal government resources. Despite the delays, Crosby said he felt military procurement is “in a good place,” listing the recent delivery of new armoured vehicles and trucks for the army and the pending arrival of new Arctic patrol ships for the navy and the search-and-rescue planes for the air force. “A lot is moving out,” he said. “There's a lot of movement.” Conservative defence critic James Bezan, however, suggested the delays were the result of Liberal government mismanagement. “The Trudeau Liberals continue to dither and delay when it comes to procuring new equipment for the Canadian Armed Forces,” he said in an email. “It is clear that the Trudeau Liberals repeatedly fail when it comes to procuring and upgrading equipment for our military heroes.” Defence Minister Harjit Sajjan's press secretary Floriane Bonneville defended the Liberals' record on procurement. “Overall, 90% of procurements are delivered within their planned scope and budget,” she said in a statement. “Our defence plan, Strong, Secure, Engaged, helps build strong, healthy communities and secures well-paying middle class jobs for Canadians.
