The Navy is looking at an unmanned helicopter to make its newest ships more lethal — and it just passed the first test

On June 29, US Navy crews completed the first comprehensive initial operational test and evaluation of the MQ-8C Fire Scout, an unmanned helicopter the Navy hopes will increase the lethality of the service's new littoral combat ships.

The aircraft carried out several mission scenarios from the USS Coronado, an LCS commissioned in 2014. The Coronado's crew and members of Air Test and Evaluation Squadron 1 performed simulated engagements in order to review the MQ-8C's target-identification, intelligence-gathering, and surface-warfare abilities.

The testing showed "cohesion between the surface and aviation platforms," the Navy said in a release published on July 9.

"The results, lessons learned, and recommendations reported on following this underway test period are absolutely invaluable to the future of the MQ-8C Fire Scout's mission effectiveness and suitability to perform that mission," Lt. Cmdr. Seth Ervin, leader of the Air Test and Evaluation detachment on the Coronado, said in the release.

The testing also looked for ways to simultaneously operate both the Fire Scout and a MH-60S Seahawk manned helicopter onboard an LCS, finding that such operations were possible but required extensive planning and coordination.

"It has been challenging and rewarding to be one of the first maintainers afforded the opportunity to take both aircraft aboard the ship. Working together, we made the overall product more functional and efficient for the fleet," Aviation Machinist's Mate Second Class Salvatore Greene, a member of the testing squadron, said in the release.

The Coronado previously hosted tests of the smaller MQ-8B, which has been used in Afghanistan to detect improvised explosive devices.

The larger MQ-8C, which is based on the Bell 407 manned helicopter, retains the hardware and software for the smaller model but has twice the range and can carry a payload three times bigger. The MQ-8C can also fly for 11.5 hours because the redesign for the Fire Scout program fitted the Bell 407's passenger and cargo spaces with fuel tanks, according to Jane's 360.

The MQ-8B was to be equipped with a multimode maritime radar and the Advanced Precision Kill Weapon System, consisting of modified 70 mm Hydra rockets fitted with a guidance system. The MQ-8B was limited to three tube launchers, but Capt. Jeff Dodge, the Navy's Fire Scout program manager, told USNI News the service was looking to put seven tubes on the MQ-8C.

Limited space aboard the LCS complicates decisions about arming the Fire Scout. The LCS has one magazine that would store all weapons used by aircraft and the ship's own weapon systems.

Dodge said in April that the Navy was still deciding how to fit Fire Scout armaments in with the LCS's own weapons. Those complicating factors had effectively put a hold on efforts to arm the MQ-8C until 2023, Dodge said at the time.

The MQ-8C can land and takeoff autonomously from any aviation-capable ship and can carry out anti-submarine, anti-surface, mine warfare, and search-and-rescue operations, according to Northrop Grumman.

Northrop has also touted the MQ-8C as a range-extender, adding up to 300 miles by providing targeting data for the LCS's over-the-horizon surface missile. The company plans to upgrade the MQ-8C with a new radar and datalink that allow it to send air-to-air and surface targeting information to surface ships.

The MQ-8C did its first ship-based flight in December 2014 on the USS Jason Dunham, an Arleigh Burke-class destroyer. It also did underway-testing aboard the littoral combat ship USS Montgomery in April 2017, when it took its first flight from an LCS.

Initial operational testing and evaluation for the MQ-8C began on April 16. Pierside testing focused on maintenance and cyber capabilities will continue on the Coronado through mid-July, the Navy said.

Initial operational capability is expected by the end of this year. The Navy hopes to have the MQ-8C aboard the LCS fleet by the early 2020s.

    Turkish industry prospers, but foreign relations are limiting its potential

In President Recep Tayyip Erdogan's narrative, the number of Turkish defense industry programs rose from 62 in 2002 to 700 today. In the same period, the number of defense and aerospace companies rose from 56 to 1,500. The government was administering $5.5 billion worth of programs then; now this is at $75 billion. Local industry turnover rose from $1 billion to $10.8 billion; and exports jumped from a mere $248 million to more than $3 billion. Two Turkish companies that weren't on the Defense News Top 100 list last year have made their way onto the list this year, making the total number of Turkish firms on the list to seven, from five the year prior. Those companies are military electronics specialist Aselsan (48th on the list), Turkish Aerospace Industries (53th), armored vehicles maker BMC (89th), missile maker Roketsan (91st), military technologies specialist STM (92nd), armored vehicle maker FNSS (new this year at 98th) and military software specialist Havelsan (new this year at 99th). Of the seven, five are government-controlled companies. BMC, a Turkish-Qatari partnership, and FNSS are privately owned. A success story, by any criteria. Thanks to which, according to the Turkish government, the country's dependence on foreign defense systems plunged from 80 percent to 30 percent. Erdogan says he aims to end dependency on foreign systems by 2023, the centennial of the Turkish republic. However, while the Turkish defense industrial base has made progress, there have been lingering roadblocks along the way. It can be difficult to determine the percentage of foreign input in a system. And what the Turkish authorities portray as “indigenous systems” (or 100 percent national systems, in local jargon) are often not. One of the major weaknesses of the Turkish industry is the lack of engine technology. For instance, one of Turkey's most prestigious “indigenous” programs, the Altay tank, is struggling to make progress, despite a serial production contract, due to the lack of a power pack — the engine and the transmission mechanism. Similarly, Turkey's most ambitious indigenous program — the design, development and production of a national fighter jet, dubbed TF-X — appears stalled, as Turkish aerospace authorities are yet to find an engine for the planned aircraft. The TF-X program was officially launched in December 2010. In January 2015 then-Prime Minister Ahmet Davutoglu announced that the planned fighter would have a twin engine. That was when the search for an engine began. The amphibious assault ship TCG Anadolu, the Turkish Navy's flagship vessel under construction with license from Spain's Navantia, is progressing as planned, but industry experts say it is no more than 60 percent Turkish-made and is a copy of the Spanish Navy warship Juan Carlos I. Turkey's indigenous T129 attack helicopters are a Turkish variant of the A129 built by the Italian-British company AgustaWestland. The T129 is produced under license from AgustaWestland. A $1.5 billion export deal with Pakistan for a batch of 30 T129s has long been stalled as it awaits U.S. export licenses, which is required because the helo is powered by an American engine. For the past decade, Turkey's local industry has been unable to produce a national solution for the need for long-range air and anti-missile defense systems. After years of uncertainty Turkey signed a $2.5 billion deal for the acquisition of the Russian-made S-400 system. In response, the United States ejected Turkey from the American-led multinational Joint Strike Fighter program that builds the F-35 fighter jet. “That will cost the Turkish industry critical capabilities it could have earned during the production cycle,” a Western industry source in Ankara told Defense News. “It also means a loss of significant income for the Turkish industry.” Otherwise, local and international analysts agree that drone, shipbuilding, military electronics and armored vehicles technologies have been progressing exponentially in Turkey. The country has found foreign customers for these systems due to high technological standards and competitive pricing. The combat-proven technologies easily find their place in export markets, especially in countries with which Turkey has friendly political relations. Lucrative markets for Turkish companies include those in Qatar — Turkey's most important regional ally — as well as some north African countries, Azerbaijan, Pakistan, Turkic republics in Central Asia, and Muslim countries in southeast Asia like Indonesia and Malaysia. Turkish exporters have been augmented by a steady decline of the country's national currency. The U.S. dollar was trading at 1.7 Turkish liras five years ago. Today, the exchange rate is $1 to 7 liras. That plunge gives an exchange rate boost to companies with higher local input rates and export potential. In other words, when the local currency experienced a decline, the commodities produced in Turkey generally became cheaper for foreign customers. However, those companies dependent on now pricey foreign technology have seen their international competitiveness badly pruned. The lira's slide downward also slows or altogether suspends government-run programs due to a cash shortage. Overseas investors have withdrawn $7 billion from Turkey's local currency bond market in the first six months of 2020. The economy is in recession, and inflation and unemployment rates are soaring. At the end of May 2020, Turkey's national budget produced a deficit of 90.1 billion liras (U.S. $12.9 billion), or 65 percent of the government's deficit target for the entire year of 2020.     Warship selected by Canada won’t be in U.S. competition – Americans accepting only proven designs

    DAVID PUGLIESE The US Navy is moving ahead with its frigate program but the ship design selected by Canada, the United Kingdom and Australia won't be considered as the Americans are only considering proven vessels. Because the U.S. FFG(X) future frigate competition will only accept proven, at-sea designs, BAE Systems of the United Kingdom has decided not to enter its Type 26 Global Combat Ship in the competition, the U.S. Naval Institute's publication, USNI News, reports. The Canadian government plans to buy 15 Type 26 warships in a project now estimated by the Parliamentary Budget Officer to cost $70 billion. The project, known as Canadian Surface Combatant, is the largest single expenditure in Canadian government history. The Liberal government announced in February that it had entered into a contract with Irving Shipbuilding to acquire new warships based on the Type 26 design being built in the United Kingdom. With Canada ordering 15 of the warships, the Royal Canadian Navy will be the number one user of the Type 26 in the world. The United Kingdom had planned to buy 13 of the ships for its Royal Navy but cut that down to eight. Australia plans to buy nine of the vessels designed by BAE. But the Type 26 design is unproven. Construction of the first ship for the Royal Navy began in the summer of 2017 but that vessel is not expected to be accepted into service until 2025. Canada hopes to begin construction of its first Type 26 in the early 2020s. Alan Baribeau, a spokesman for U.S. Naval Sea Systems Command, told USNI News, the U.S. Navy requires a proven, in-the-water design for its future frigate program. “To promote and provide for full and open competition, the Navy will consider any hull form — foreign and domestic — that meets the requirements, will be built in a U.S. shipyard and has a parent design that has been through production and demonstrated (full scale) at sea,” Baribeau told USNI News. The entry of the BAE Type 26 warship in the Canadian competition was controversial from the start and sparked complaints the procurement process was skewed to favour that vessel. Previously the Liberal government had said only mature existing designs or designs of ships already in service with other navies would be accepted, on the grounds they could be built faster and would be less risky. Unproven designs can face challenges as problems are found once the vessel is in the water and operating. But the requirement for a mature design was changed and the government and Irving accepted the BAE design, though at the time it existed only on the drawing board. Company claims about what the Type 26 ship can do, including how fast it can go, are based on simulations or projections. The two other bidders in the Canadian program had ships actually in service with other navies so their capabilities were known. The Canadian Surface Combatant program is being run by Irving Shipbuilding to replace the navy's fleet of Halifax-class frigates and the Iroquois-class destroyers the navy previously operated. The updated estimate on the surface combatant program, compiled by the Parliamentary Budget Office and released June 21, covers the cost of project development, production of the ships, two years of spare parts and ammunition, training, government program management, upgrades to existing facilities, and applicable taxes. The previous Conservative government originally estimated the cost of the ships to be around $26 billion. The Department of National Defence now states that its estimate is between $56 billion and $60 billion. BAE Systems told USNI News that it would not be submitting any proposals for the U.S. FFG(X) program unless the U.S. Navy dumps its requirements for a proven hull design. The U.S. does not have any intention of changing its requirements. Four companies are expected to submit bids for the U.S. program– Austal USA, Fincantieri Marine, General Dynamics Bath Iron Works and Ingalls Shipbuilding – with deadlines of August 22 for technical proposals and September 26 for pricing proposals, the USNI News reported. The Canadian Surface Combatant program is currently in the development phase. The government projects the acquisition phase to begin in the early 2020s with deliveries to begin in the mid-2020s.
