Spanish rocket company PLD Space plans a first orbital launch from French Guiana in the first quarter of 2026, after it carried out the first fully private European rocket launch earlier this month, it said on Friday.

    Les budgets de la Défense ont atteint des records en 2021

    Selon la dernière étude du Sipri, l'Institut international de recherche pour la paix, basé à Stockholm, sur les dépenses militaires, les pays consacrent désormais 2,2% de leur PIB à leurs armées et les dépenses militaires mondiales ont atteint précisément 2 113 Md$ (1 966 Md€), une hausse de 0,7% par rapport à l'année précédente. A eux seuls, les Etats-Unis et la Chine concentrent plus de la moitié des dépenses militaires mondiales. Avec un budget de 801 Md$ (745 Md€), les Etats-Unis ont accru leur effort de recherche et développement de 24 % en termes réels depuis 2012, quand l'achat d'armes baissait de 6,4 %. De son côté, la Chine réalise la plus forte croissance du top 5 mondial, avec une progression de ses dépenses de 4,7% pour atteindre 293 Md$ (273 Md€). En se lançant dans un grand programme de modernisation de l'équipement de ses armées, la France grimpe de deux places dans ce classement pour atteindre le 6ème rang mondial. L'Europe a augmenté globalement ses dépenses d'armement de 3% par rapport à l'année précédente.     Pentagon creates new position to help guide software acquisition, F-35 development

    By: Valerie Insinna WASHINGTON — The U.S. Defense Department is creating a new position to help formulate its software strategy and ensure it keeps pace with commercial advancements — and the most important resposiblity will be overseeing the F-35 joint strike fighter's agile software strategy. During a Friday roundtable with reporters, Ellen Lord, the undersecretary of defense for acquisition and sustainment, announced that she has tapped Jeff Boleng to the newly created position of special assistant for software acquisition. Boleng, currently the acting chief technology officer at Carnegie Mellon University Software Engineering Institute, will start April 16 as a member of Lord's team. “Jeff Boleng will spend over 90 percent of his time on F-35. He is going to be the individual who is working amongst all of the groups to enable us to bring the right talent onboard,” Lord said. “We have a challenge, I think both within the JPO [F-35 joint program office] as well as Lockheed Martin, in terms of getting a critical mass of contemporary software skill sets to begin to move in the direction we want to.” As the F-35 joint program office embarks on a new strategy called Continuous Capability Development and Delivery, or C2D2, which involves introducing agile software development, Lord wants to ensure that both the JPO and Lockheed have employees with the right training to execute the effort and that they can attract new professionals with additional software expertise. “This is something that [Lockheed CEO] Marillyn Hewson and I have talked about,” she said. “Lockheed Martin has some excellent software capability throughout the corporation. My expectation is that they're going to leverage that on the F-35. And as we within the Department of Defense really increase our capability for software development focused on C2D2, our expectation is that Lockheed Martin will do the exact same thing. “So they have the capability. I'm very energized about the leadership focus that I have seen in the last four to eight weeks, so I have great expectations that that will continue and that Lockheed Martin will keep pace or outpace DoD in terms of modernization for F-35 software development.” Boleng, a former cyberspace operations officer and software engineer who served more than 20 years with the Air Force, last held the position of teaching computer science at the Air Force Academy before moving to the private sector. At Carnegie Mellon, he is responsible for spearheading the institutes research and development portfolio, which includes software development, data analytics and cyber security activities in support of the Defense Department. As the special assistant for software acquisition, he will help develop department-wide software development standards and policies and “advise department leadership on latest best practices in commercial software development.” Boleng will also interface with Pentagon organizations charged with ramping up the department's software prowess such as Defense Digital Services, a small group of former private-sector tech professionals who led the department's “Hack the Pentagon” events and have conducted a few assessments of F-35 software.     What Might DARPA’s Longshot Fighter Drone Be Armed With?

    It appears that the new drone will come with an upgraded, or perhaps new, advanced air-to-air missile. by Kris Osborn The prospect of new drone-fired air-to-air weapons, such as those being introduced in DARPA's LongShot effort, raise impactful tactical questions regarding the nature of air warfare moving into future decades. The DARPA program is invested in engineering a new kind of aerial attack drone configured such that it can integrate a new generation of air-to-air weapons potentially changing or at least impacting existing aerial warfare paradigms. The Pentagon's DARPA just awarded LongShot development deals to Northrop Grumman, Lockheed and General Atomics to explore concepts, computer modeling and design options for a new air-attack platform. “Current air superiority concepts rely on advanced manned fighter aircraft to provide a penetrating counter air capability to effectively deliver weapons. It is envisioned that LongShot will increase the survivability of manned platforms by allowing them to be at standoff ranges far away from enemy threats, while an air-launched LongShot UAV efficiently closes the gap to take more effective missile shots,” DARPA writes in a statement on the program. What kinds of technologies and air-attack systems are likely to characterize future warfare in the skies? Clearly the intent of the DARPA program, which is early on and primarily in a conceptual phase, is to break existing technical barriers and architect weapons which advance the attack envelope well beyond simply upgrading existing weapons. This sets the bar quite high, given that the current state of upgraded air-to-air weapons is increasingly more advanced. The AIM-9X, for example, has been upgraded to accommodate what's called “off-boresight” targeting wherein a missile can engage a target to the side or even behind the aircraft it launches from. Off boresight capable AIM-9X missiles are now arming F-35s, bringing a new ability to fire course-changing air-to-air weapons at angles beyond direct line-of-sight. Weapons upgrades to the F-22 as well, brought to fruition through a Lockheed software upgrade called 3.2b, brings new upgrades to the AIM-9X and AIM-120D. Raytheon data explains that a Block 2 AIM-9X variant also adds a redesigned fuze, new datalink to support beyond visual range engagements, improved electronics and a digital ignition safety device. Another part of the weapons upgrade includes engineering the F-22 to fire the AIM-120D, a beyond visual range Advanced Medium-Range Air-to-Air Missile (AMRAAM), designed for all weather day-and-night attacks. It is a “fire and forget” missile with active transmit radar guidance, Raytheon data states. The AIM-120D is built with upgrades to previous AMRAAM missiles by increasing attack range, improving seeker guidance GPS navigation, inertial measurement units and a two-way data link, Raytheon statements explain. Air-to-Air weapons are also being upgraded with new “countermeasures” to, among other things, enable guidance systems to stay locked on target even in a “jamming” environment. For example, adversaries are increasingly engineering electronic warfare weapons intended to find and “jam” radio frequency or infrared targeting technologies used in air-to-air weapons. Technical efforts to “counter” the countermeasures with frequency-hopping adaptations can enable electronically guided weapons to sustain a precision trajectory despite enemy jamming attempts. These kinds of innovations might, at least initially, be providing a technical baseline from which new weapons can be envisioned, developed and ultimately engineered. The new air-to-air weapons intended for LongShot will most likely not only be much longer range but also operate with hardened guidance systems, flexible flight trajectories, advanced countermeasures, a wider range of fuze options and newer kinds of explosives as well.
