Smol: Why Sweden is leagues ahead of Canada on fighter-jet technology

With the election looming, the Liberal government has set in motion, at least on paper, its commitment to consider bids for the purchase of new fighter jets. Of course, how committed the government is to move ahead on its renewed commitment remains to be seen.

Meanwhile, any Canadian truly committed to seeing a modern, well-equipped RCAF, supported by a capable military procurement program, should take special note of one of the top contenders to replace Canada's aging fleet of fighters: Sweden.

This non-aligned country, approximately the size of Newfoundland and Labrador, with a population only slightly larger than that of Quebec, has not only succeeded in developing generations of fighter jets, but has seen impressive success in exporting them.

Apart from Sweden, Saab's JAS 39 Gripen, the latest version released in 2016, is being used by the Czech Republic and Hungary within NATO. The governments of Brazil, South Africa and Thailand are also purchasing the aircraft. Other countries such as India, Botswana, Indonesia and the Philippines are seriously considering the Gripen.

But instead of fretting about how much Canada's aging fighters stand to potentially be outdone by the air forces of the developing world, we should instead look squarely at how Sweden came to be a serious contender to arm and equip this country's emaciated airforce.

The answer lies in the national mindset of the two countries. Unlike Canada, and especially when it comes to defence, Sweden refuses to allow itself to fall into dependency status vis-à-vis Europe, NATO or any other military power. In other words, while they actively cooperate with NATO in the defence of Europe, they make it clear that the defence of Sweden is first and foremost a Swedish responsibility. It is why the Swedish army, navy and airforce use high-tech equipment, much of which is built by the Swedes themselves. It is why the Swedes supplement their advanced military technology with elaborate defence-in-depth war plans and civil defence policies. The manual, “If crisis or war comes,” has been recently mailed to every household in Sweden.

By contrast, we Canadians have chosen a quasi-colonial mindset with respect to our defence, clearly reflected in our epically embarrassing procurement shortcomings and failures. For the last 60 years, beginning with the cancellation of the Avro Arrow, Canada has been falling into a pattern of dependency on the United States on all matters related to defence. Sweden, on the other hand, has remained committed to designing and developing much its own military aircraft, ships, submarines and army equipment.

In the mid-1950s, both Canada and Sweden were working independently on their own advanced fighter aircraft. While Canada was working on the Arrow, the Swedish military and engineers were hard at work on the Draken, which came out the same year. The Draken had a similar delta wing design to the Arrow and was the first European-built fighter jet to break the sound barrier.

But that is where the comparison ends; the two countries went on very different paths with respect to their airforces. Canada cancelled and destroyed its Arrow aircraft and took on second-rate Voodoo fighters from the United States. It is what we Canadians wanted, as no successive Conservative or Liberal government has since tried to “bring back the Arrow.”

Sweden aggressively continued development of new fighter technology, replacing the Draken with the Viggen in the 1970s, while Canada continued to try to squeeze more life out of our then-aging fighter jets. In the 1980s, as Canada was finally taking on the U.S built F-18, Sweden was working on the first version of the modern Gripen.

Of course, as had been well documented, the early Gripen had problems. But as with the Draken and Viggen, the Swedes, unlike Canada, stayed with their national fighter jet.

Today, Canada can only dream what our military aircraft industry might have been like in 2019 if then-prime minister John Diefenbaker, with the tacit support of the opposition Liberals, had not cancelled the Arrow, accelerating our descent into military dependency on the United States and national impotence on military procurement.

    Poor IT support hurting Canadian military operations, internal review finds

    Lee Berthiaume The Canadian Press OTTAWA -- An internal Defence Department report has warned that Canadian Armed Forces operations and security may be at risk due to major problems with how the military's computer networks are built and supported. The report follows a review of the Defence Department's information management and technology systems, which are described as "critical" to the success of Canadian military operations and training. That review uncovered a patchwork of IT systems across the Defence Department and Armed Forces that was not only inefficient and expensive to maintain, but also often out-of-date and poorly supported. The brunt of the report's criticism is directed at the technical support provided to the military by another federal entity, Shared Services Canada, the agency that took over management of most federal networks in August 2011. Nearly all defence and military officials who participated in the review were upset by the amount of time it took Shared Services to respond to requests for help, according to the report. In some instances, those delays harmed operations. The report cited one instance in which an email server that went down during an unspecified domestic mission couldn't be fixed right away because it was a weekend and Shared Services did not have staff on call. The reviewers also found that a quarter of requests for assistance made to Shared Services remained unresolved after six months, and the agency did not have anybody in Europe to help the hundreds of Canadian troops posted there. While the problems were partly attributed to a lack of appropriate IT resources and staff, the report also flagged the lack of an agreement between the Defence Department and Shared Services establishing clear expectations for network support. Without such an agreement, the report, defence and military officials believed Shared Services not only didn't understand their needs but also wasn't required to respond quickly, "which led to putting clients at great risk on a number of fronts, including security." Delays in tech support weren't the only point of contention between the Defence Department and Shared Services, with the latter upsetting the navy by requiring the removal of equipment that had increased bandwidth on warships. Shared Services also stopped supporting some older intelligence systems while they were still being used by the air force, army and navy, according to the report recently published on the Defence Department website. Defence Department spokesman Daniel Le Bouthillier on Monday described the review as a "valuable tool" for improving IT support even as he defended the department's relationship with Shared Services Canada. "We have a good working relationship with Shared Services Canada and the two departments continue to work collaboratively to ensure the appropriate and timely delivery of IT services to DND/CAF," he said. "We are also reviewing our relationship with Shared Services Canada with a focus on improving the service delivery model to help better support the department and the Canadian Armed Forces." The internal report also took aim at the military's troubled procurement system, which was found to deliver IT equipment with inadequate or out-of-date technology. Poor planning was partly to blame but the report also blamed onerous levels of oversight. While that oversight was described as the result of cost overruns and delays on past IT projects, the report said that it nonetheless created new problems in delivering modern equipment. "The complex processes associated with the capital projects and procurement are very slow and cumbersome," according to the report. "The process cannot keep up with the rate of change of technology." Those delays -- and their potential impact on operations -- were also cited as a major reason for why a patchwork of IT systems and programs now cover different parts of the Defence Department and military. While that patchwork might serve the day-to-day needs of the military, it was also found to be inefficient and expensive. To that end, the reviewers could not pinpoint exactly how much was being spent by the Defence Department and military on IT services and support every year, but estimated it at more than $700 million. In response to the report, senior officials told reviewers that they were looking at ways to better calculate annual spending on IT and address the problems that have contributed to the creation of so many systems in the first place.     OEMs will invest in Canadian content if they have procurement program stability

    If the Canadian government is to inject billions of dollars into military procurement over the next decade and successfully deliver on dozens of major capital projects, the defence industry must play a critical role. When the new defence policy was released in June 2017, the Liberal government committed to increase the Department of National Defence (DND) budget from $18.9 billion to $32.7 billion by 2026-27 and provide up to $62 billion for the military over the next 20 years. Experience has shown, however, that increased spending can strain government and industry capacity to meet the requirements and schedules for multiple projects. Industry is up for the challenge providing it has predictability in the programs and the process, said Mike Greenley, president of Burlington, Ont.-based L3 WESCAM and a former chair of the board for the Canadian Association of Defence and Security Industries (CADSI). “Industry capacity to respond and surge is obviously greater the more horizon you can give it,” Greenley said at a recent Ottawa conference, hosted by the Canadian Global Affairs Institute, examining the implications of Canada's Defence Policy: Strong, Secure, Engaged. Greenley–a former executive with General Dynamics and CAE and a veteran of many procurement programs–said large foreign and Canadian manufacturers would make the necessary investments in smaller Canadian companies and production capacity if they have confidence in the opportunity. “If we talk about these things far enough ahead of time, I think people will invest and have Canadian content ready,” he added. MGen Jean-Marc Lanthier, chief of program, said the new policy had generated almost four dozen projects, but he cautioned that the government and military could not succeed if “we don't tap into innovation.” One way to encourage early industry engagement might be to run competitions at the research and development (R&D) phase of certain projects, rather than waiting until after the statement of requirements (SOR) has been fully defined. “If [you wait] for the SOR and everyone fights to the death for that thing, then your ability to respond and scale up is obviously diminished because you are not going to believe in it until, for sure, you absolutely have [it],” Greenley stated. “Industry can do a lot more if they are engaged earlier.” As an example, he pointed to the process to replace the current fleet of CP-140 Aurora aircraft, which is undergoing a series of block upgrades to extend service life into the 2030s. If, as the commander of the Royal Canadian Air Force (RCAF) has suggested, the goal is a Canadian-built maritime patrol platform with Canadian-developed anti-submarine warfare and other capabilities, “while we modernize the CP-140s today, we could run a competition tomorrow [to get] an industrial team together for next generation maritime patrol.” That would “allow things to happen easier and quicker, engage the whole base sooner, in addition to giving them stability” to survive a change in government or government priorities, he said. “We wouldn't normally do that in Canada. But to [earlier] points about how do you connect industrial capacity with innovation, with trying to get more done with less people with more money, we could [do it].” Defence policies rarely survive as economic blueprints beyond their first few years. In a panel on framing the government's challenge, several former senior public executives noted how quickly a shift in the domestic financial picture or international circumstances forced previous governments to change course. Still, current government officials were optimistic about the policy, noting it is still early days. Andre Fillion–chief of staff, Materiel, and a former RCAF officer who led the acquisition programs for the CC-177 Globemaster, CC-130J Hercules, CH-147F Chinook and CH-148 Cyclone–acknowledged that more certified project managers are needed, as are improvements to streamline the procurement process. An increase in contracting authority to $5 million would allow the Army, Navy, Air Force and special operations forces to directly manage about 80 per cent of DND's procurement projects, freeing up resources and staff for the larger, more challenging and riskier programs. The department will look more holistically at projects, factoring in infrastructure requirements, like hangars, when it acquires an aircraft, and it will place greater reliance on analytics using data to drive decisions on complex programs, said Jody Thomas, deputy minister of National Defence.
